Dear Members of the Council:
It was reported recently in the'Press Citizen that National Computer
System (NCS) Inc. is planning to ireii� an additional 100 employees.
Not long ago, ACT expanded its work force. Both of these businesses
are located at the junction of Highway 1 and I-80, accessible out
North Dodge Street.
I have observed and experienced a frustrating and prolonged delay of
traffic at the corner of North Dodge and Prairie du Chien -North Summit
Streets. My daughter and other children cross North Dodge to attend
school at Shimek. Traffic backs up on both streets waiting for the
break in North Dodge traffic, which is made heavier by the location of
the HyVee and Drug Town stores.
I think it is time that a four-way stop be installed at that intersection,
slowing traffic down to an appropriate speed for the neighborhood and
allowing orderly flow of traffic from the side streets onto North Dodge.
Traffic lights timed for longer greens on North Dodge may work well, too,
but something needs to be done - soon!

Dear Ms. Stanke:
This is in response to your letter requesting additional traffic control
at the intersection of Dodge Street and Prairie du Chien Road which was
received and placed on file by the City Council.
Your request was referred to the City's Traffic Engineering Division which
now has completed a study of the intersection. The study measured the
number of pedestrians crossing at the intersection, number of vehicles
entering the intersection and the accident history of the intersection.
All traffic control devices used by the City are required to conform to
the Manual on Uniform Traffic Control Devices. This manual was developed
by the Federal Government and has been adopted by the State of Iowa as
law.
The existing conditions of the intersection were compared to the criteria
for four-way stop signs and for traffic signals. The manual states that
four-way stop control should only be used at intersections where the
amount of traffic on the intersecting roads is approximately equal. The
traffic counts performed by the Traffic Engineering Division showed
traffic to be 8-10 times greater on Dodge Street than on Prairie du Chien
Road/Summit Street. Based on existing traffic conditions, a four-way stop
sign would not be permitted.
The manual also has criteria for traffic signals. The criteria for Dodge
Street and Prairie du Chien/Summit Street are 750 vehicles or more per
hour for eight hours of an average day on Dodge Street and 75 vehicles or
more per hour during the same eight hours on Prairie du Chien/Summit
Street. The vehicle counts indicate that the traffic at the intersection
met these minimums for only five hours of an average day.
A second criteria for the intersection would be pedestrian movements. This
criteria requires 600 or more vehicles per hour on Dodge Street and 150 or
more pedestrians per hour crossing Dodge Street for eight hours of an
average day. The maximum number of pedestrians counted in one hour was
nine.

The intersection's accident history is also a criteria for signalization.
If five or more accidents, which are correctable by signals, occur in the
previous 12 -month period, signals may be warranted. A review of the
accident history indicated that only one reported accident had occurred in
the prior 12 months.
The results of the studies performed by the Traffic Engineering Division
indicate that present traffic control is appropriate for current traffic
conditions.
I have instructed the Traffic Engineering Division to continue to monitor
conditions at the intersection so that as conditions change the City will
be prepared to take appropriate action in concert with the Iowa Department
of Transportation.

National Computer Systems, Inc. is undertaking an expansion of its facilities
at its location at 2510 North Dodge Street, Iowa City, Iowa, and we seek
your assistance in procuring financial assistance for this project under
Section 301, House File 225, 1985 Acts of the Iowa General Assembly.
It is our understanding that only the City, as a political subdivision,
may apply for funds from the Community Economic Betterment account in
behalf of private interests within their jurisdiction. The application
is submitted to the Iowa Development Commission for its consideration
and determination of funding allocation.
At this date, the administrative rules to implement this statute have
not been approved, nor are formal application forms available. When
such rules are known and forms become available, it is NCS' intent to
develop an application with the City for its submission to the commission.

For the past year I have had the opportunity to serve on the Urban Environment Ad
Hoc Committee as the representative of the Iowa City Chamber of Commerce. I have
been selected as the new assistant water superintendent for Iowa City and begin
this new work in September. Accordingly I am no longer able to serve on this
committee as the Chamber representative.
There are a number of important issues which the Urban Environment Committee
still needs to address. The Environmental Concerns Committee of the Chamber
supports this effort and wishes to remain an active participant. The chairperson
of the Chamber Environmental Concerns Committee is Ms. Linda Johnson -Lundquist.
Linda wishes to be appointed to serve as the Chamber representative. I know
Linda to be experienced and committed to environmental issues.
As you consider the new appointment to the committee, will you also consider
making the Chamber representative a voting position? There is considerable time,
energy and thought required of anyone to serve as a useful member of any
citizen's committee. It is somewhat disturbing to contribute to the process,
discuss the issues and not be allowed a vote or not be counted in the quorum.
This diminishes the effectiveness of the position and the function of the
committee as a whole.
I want to thank you, the City Council and the Department of Planning and Program
Development for the opportunity to serve on this committee. The people on the
committee were intelligent, cooperative and served with purpose ... all of which
made it a good experience for me.

Dear Sirs and Madams:
I hereby submit my resignation from the Resource Conservation
Commission. Although I have spent 2=1/2 years as a member, I
feel that we have accomplished nothing and it has been a complete
waste of time. During my tenure'on the RCC, our primary task has
been working with the proposed electric franchise, and we have
spent nearly all of our meetings analyzing the proposals in de-
tail and making recommendations. These recommendations have
never been addressed or acknowledged by the council, and in the
new proposal there is again no mention of the RCC's position
on the various issues.
Our commission has been comprised of knowledgeable persons - sev-
eral energy conservation specialists, an attorney, several manage-
ment level employees of Iowa -Illinois, and a researcher in the
energy conservation field, to mention a few. It is unfortunate
that all of this expertise has gone for naught on the RCC. The
RCC never even had the privilege of receiving copies of the var-
ious ordinance drafts, including the one which was given initial
approval by the Council on March 12, 1985.
Based on my experience with the RCC and my observations of Council
actions, it is my recommendation that the RCC be disbanded as it
apparently serves no useful purpose.

BOARD OF ADJUSTMENT
One vacancy - Unexpired Term
September 24, 1985 - January 1, 1987
Duties: In appropriate cases and subject to appro-
priate conditions and safeguards, make special ex-
ceptions to the terms of the ordinances in harmony
with general purpose and intent and in accordance
with general or specific rules therein contained
and provide that any property owner aggrieved by
the action of the Council in the adoption of such
regulations and restrictions may petition the said
Board of Adjustment directly to modify regulations
and restrictions as applied to such property owners.
It can only act pursuant to the zoning ordinance.
It has no power to act upon any ordinances other
than the zoning ordinance. It cannot grant a vari-
ance unless specific statutory authority provides
for granting a variance. Variances granted under
Iowa Code, Chapter 414.12(3) and Iowa City Munici-
pal Code A -8.10.28H 1(d) may only be granted in the
case of "unnecessary hardship". The hardship must
be substantial, serious, real, and of compelling

Individuals serving on Boards/Commissions play an important role in advising the
Council on utters of interest to our community and its future. Applicants oust reside
in Iowa City.
The City Council announces Advisory Board/Commission vacancies 90 days prior to the
date the appointment will be made. This period provides for a 30 -day advertising period
and a 60 -day training period for new members. The training period allows new members to
become familiar with the responsibilities and duties of the advisory board/commission
before becoming a full voting member.
After a vacancy has been announced and the 30 -day advertising period has expired, the
Council reviews all applications during the informal work session. The appointment is
announced at the next formal Council meeting. Appointees serve as unpaid volunteers.
Council prefers that all applications must be submitted to the City Clerk no later
than one week prior to the announced appointment date. PLEASE USE A BLACK INK PEN.
