P R O C L A M A T I O N
WHEREAS, the National Issues Forums are a nationwide
effort to allow citizens to discuss issues
vital to America's future, and
WHEREAS, the National Issues Forums were suggested by
the New England town meetings in which citizens
met to hammer out agreements and to make their
collective will known, and
WHEREAS, the three issues to be discussed in the Iowa
City forums are: "Welfare: Who Should Be
Entitled to Public Help?" October 3; "Taxes:
Who Should Pay and Why" October 10; and "The
Soviets: What is the Conflict About" October
17, and
WHEREAS, the concept of a well-informed public is in
keeping with Iowa City's traditions of support
for education and learning,
NOW, THEREFORE, I. John McDonald, Mayor of the City of
Iowa City, Iowa, do hereby proclaim the month
of October 1985 as NATIONAL ISSUES FORUM MONTH
in Iowa City and urge community support in this
worthwhile experience.

WHEREAS, the greatest strength of our economic system is
the opportunity it affords to every American to
prosper according to his or her own talents and
efforts, and
WHEREAS, this emphasis on opportunity works to the benefit
of all Americans, but it especially helps Americans
who are members of minority groups, and
WHEREAS, President Ronald Reagan has proclaimed the week of
October 6 - 12, 1985, as Minority Enterprise Develop-
ment Week in the United States, and
WHEREAS, in 1982 the Iowa City City Council adopted a Women
and Minority Business Enterprise Program, and
WHEREAS, we wish to take this opportunity to reaffirm our
belief that all businesses should have an opportunity
to fully participate in our free enterprise system,
NOW, THEREFORE, I, John McDonald, Mayor of the City of Iowa
City, Iowa, do hereby proclaim the week of October
6-12, 1985, as MINORITY ENTERPRISE DEVELOPMENT WEEK
in Iowa City.

WHEREAS,
Tuesday, October 15, 1985, is designated by Iowa State
Law as "White Cane Safety Day" in Iowa, and
WHEREAS,
the 1985 Code of Iowa provides that every blind citizen
has the right to carry a white cane or use a dog guide, ;
which demonstrates and symbolizes the ability to achieve
a full and independent life and the capacity to work i
productively in competitive employment, and j
WHEREAS,
Iowa law provides that every motor vehicle operator who
encounters a blind pedestrian is required to exercise
appropriate caution to avoid accident or injury, and A
WHEREAS,

both State and Federal Law prohibit discrimination
based on blindness and support equal opportunity and
affirmative action programs to encourage employment
of blind persons in the competitive labor force,
NOW, THEREFORE, I, John McDonald, Mayor of the City of Iowa City,
Iowa, do hereby proclaim Tuesday, October 15, 1985, as
WHITE CANE SAFETY DAY in Iowa City, and call upon our
citizens to recognize the individual worth and productive
talents of our blind neighbors and observe the laws appli-
cable to their use of our streets, highways and public
facilities.

WHEREAS, Lupus Erythematosus is a serious and sometimes fatal
disorder that may affect any organ in the body,
including the immune system, the skin, joints, kidneys,
brain, lungs, heart and blood and
WHEREAS, Lupus affects over 500,000 people and is most often
found in women of child bearing age. The symptoms may
occur in varying combinations and degrees of severity,
and
WHEREAS, the cause and cure of Lupus is unknown. Through advances
in medical research, including better diagnosis and more
effective drug treatment and medical management, the
outlook for patients has greatly improved, and
WHEREAS, the goals of the Eastern Iowa Chapter and the Lupus
Foundation of America are to provide emotional and
educational support for those diagnosed with Lupus as
well as for their families, and also to promote accele-
rated research concerning this disease, and
WHEREAS, with increased awareness of Lupus through educational
programs for patients, their families, the general public,
and the medical community, early detection of this disease
can be made possible and can offer more hope for its
victims,
NOW, THEREFORE, I, John McDonald, Mayor of the City of Iowa City,
Iowa, do hereby proclaim the week of October 20 - 26,
1985, as LUPUS AWARENESS WEEK in Iowa City and urge all
citizens to gain awareness of this complex disease.
