Washington Street Iowa City, Iowa 52240 Dear Council Members: You may recall that I previously sent you a letter dated July 24, 1985 concerning the alley which runs from Bloomington Street to Davenport Street adjacent to property owned by my clients, Mr. and Mrs. Nick Peet, who live at 1225 East Daven- port Street. I had asked that the alley be barricaded or blocked in some way to eliminate the traffic problem created by the alley, but as you know, the City Public Works Department sent you a memorandum dated August 21, 1985 stating that the Department is not in favor of barricading or blocking the al- ley, but that the alley could be designated one-way either north or south to restrict use. My clients do not feel that designation of the alley as one-way either north or south will eliminate the existing traffic problem. In light of Public Works' position on this, my clients would now like to request that the northerly 150 foot portion of said alley which abuts their property be vacated by the City. The landowners on the easterly side of said portion of the alley are Perry J. Courtney and Elizabeth E. Courtney. No other persons own any land abutting this 150 foot portion of the alley. In light of the fact that there are only two abutting land- owners to this 150 foot portion of the alley, I would like to formally request that the filing fee of $500.00 be waived, since there would seem to be no real necessity in this case of an appraisal. I would assume that the fair market value of the vacated portion of the alley could be determined by extrapolat- ing from the values of the adjoining Peet and Courtney prop- erties. Applicants must reside in Iowa City. The City Council announces Advisory Board/Commission vacancies 90 days prior to the date the appointment will be made. This period provides for a 30 -day advertising period and a 60 -day training period for new members. The training period allows new members to become familiar with the responsibilities and duties of the advisory board/commission before becoming a full voting member. After a vacancy has been announced and the 30 -day advertising period has expired, the Council reviews all applications during the informal work session. They shall research, review, and recommend policies, rules, regulations, ordinances, and budgets relating to matters of energy and resource con- servation and provide recommendations and reports to the City Council on the activities of the Com- mission. The Commission shall exercise broad responsibility for development of resource con- servation policies and shall pay special atten- tion to long-range planning and programming. The Commission shall, for the public welfare, make recommendations on energy matters. These recom- mendations may relate to local governmental and quasi -public agencies, private residences and investment properties, and office, commercial and industrial properties. The person appointed to this Commission shall be, by training, education, experience, or demonstrated interest, knowledgeable in matters pertaining to energy use and conservation.
