(1) Consider motion authorizing the City Engineer to sign an application for use of highway right-of-way for utilities accommodation to Shaler Enterprises for Highway 518 and Hunter's Run Subdivision. Comment: A copy of the application is attached to the agenda along with a memorandum from the City Engineer. e. Correspondence. (1). Letter from College Street Merchants regarding the hotel parking needs. The Council previously received copies of this letter and it is being placed on the agenda to be officially received and placed on file. (2) Letter from Richard Hansen regarding parking for the hotel. The Council previously received copies of this letter, and it is being placed on the agenda to be officially received and placed on file. (3) Memorandum from the Traffic Engineer regarding creation of a one-way alley in the block bounded by Dubuque Street, Market Street, Linn Street, and Jefferson Street. (4) Memoranda from the Civil Service Commission submitting certified lists of applicants for the following positions: (a) Maintenance Worker III/Lead Worker - Parking Systems (b) Cashier/Parking Systems (c) Maintenance Worker I/Leased Housing ' (d) Fire Battalion Chief (5) Letter from IDOT informing the City of a pavement repair project on a portion of I-80 which lies within the City limits. Consider a resolution approving a preliminary and final Large Scale Residential Development plan for certain property at 1000 Oakcrest Street. 5-8. 9531,S, Comment: The Planning and Zoning Commission, at a regular meeting held December 15, 1983, recommended by a 5-0 vote' approval of an amended preliminary and final Large Scale Residential Development plan for property located at 1000 Oakcrest Street subject to final approval of the legal papers. Included in this action is the recommended approval of a proposal to relocate a sanitary sewer line and a storm sewer line located on this property; provide new easements and vacate the old easements. This recommen- dation is consistent with the staff's recommendation' contained in a staff report dated December 15, 1983. The iegai papers are is order, and new easements have been dedicated. The vacation of the old easements will be approved as part of the resolution approving the Large Scale Residential Development plan. Airport Commission - One vacancy for a six-year term ending March 1, 1990. (Harry Lewis' term ends; he was appointed to an unexpired term beginning July 19, 1983.) b. Broadband Telecommunications Commission - Two vacancies for three-year terms ending March 13, 1.987. (Terms of 'William Terry and Nicholas Johnson end.) c. Committee on Community Needs - Two vacancies for three-year terms ending March 1, 1987. (Terms of William Whitlow and Mickey Lauria end.) A� �Zrv� ray /� /Y9le CITY UNCIL APPOINTMENTS. a. Consider an appointment to the Planning and Zoning Comnis- sion for an unexpired term ending May 1, 1987. (Larry Baker resigned.) A letter of recommendation_ from the League of Women Voters is attached to the applications. Another Planning and Zoning member will be appointed on January 17. The applications for persons interested in the position being considered on January 3, but who are not appointed, will automatically be submitted to you for the January 17 appointment. Consider approving the following recommendations for appointment to the Airport Zoning Commission: (1) The Airport Commission recommends the appointment of Joe Tiffany as its representative for a term ending January 1, 1988. Johnson County Board of Supervisors appointed Stephen Lacina for a two-year term ending January 1, 1986, and Harold Donnelly -to a four-term ending January 1, 1988, as representatives to the Airport Zoning Commission. City Manager, —A b. City Attorney. -D Item No. 9 - RECOMMENDATIONS OF THE BOARDS AND COMMISSIONS. a. Consider recommendation of the Parks and Recreation r.nmmigginn that the proposed expenditure of $8,250 for play equipment at Brookland Park and Longfellow School not be added to the FY85 budget. This proposal was referred to the Parks and Recreation Commission by the City Council, based upon a proposal from the CCN. Item No. 10 - CONSIDER RESOLUTION RECLASSIFYING FULL -TIM POSITIONS IN THE EQUIPMENT DIVISION. Comment: Reclassification is recommended by the AFSCME Job Evaluation Committee due to the additional complexity of the job duties of these positions. A memo from the Human Relations Director is included in your packet. Action: 4 g6/�/ 1' . AGENDA REGULAR COUNCIL MEETING JANUARY 3, 1984 PAGE 7 Item No. 11 - CONSIDER AN ORDINANCE AI4ENDING CHAPTER 17 OF THE CODE OF ORDINANCES BY REDEFINING ROOTING HOUSE. (second consideration) Comment: The purpose of this ordinance is to revise the definition of rooming house, the requirements for a certificate of structural compliance and rental permit, and the regulations of maximum occupancy of a dwelling unit before a rental permit must be obtained. This ordinance is necessary due to recent changes in the zoning ordinance affecting the number of roomers permitted in dwelling units in a variety of zones. The Housing Commission met on Wednesday, November 2, and reviewed the proposed code changes. The Commission voteo 4/0 to not support an increase in the number of roomers, therefore, the ordinance is before Council without the endorsement of the Housing Commission. A copy of the proposed ordinance was provided with the agenda of November 22, 1983. Action: Item No. 12 - CONSIDER AN ORDNANCE ESTABLISHING AN' INDUSTRIAL WASTE ORDI- NANCE. (second consideration) Comment: The purpose of this ordinance was explained in a memo to the City Council dated November 30, 1983, and included in the Council agenda of December 6, 1983. According to U.S. Environmental Protection Agency and Iowa Department of Water, Air and :taste Management requirements, those two agencies must review and approve the ordinance. However, they will not begin this review until the City has adopted the program and given first consideration to the ordinance to demonstrate its commitment. This requires the City to deviate from established policy by adopting the program before final adoption of the ordinance. The third consideration of this ordinance should not be given until after the required 31 day public comment and state review period. Action: f,�l ■ AGENDA -- REGULAR COUNCIL MEETING JANUARY 3, 1984 PAGE 8 Item No. 13 - PUBLIC HEARING REGARDING THE 1982 EDITION OF THE UNIFORM FIRE CODE AS AMENDED. SAID CODE SHALL BE KNOWN AS THE IOWA CITY FIRE CODE. Comment: This is a continuation of the public hearing convened on December 20. The purpose of this ordinance is to repeal certain sections of the Iowa City Fire Prevention and Protec- tion Code and to adopt the 1982 Edition of the Uniform Fire Code with certain amendments which will then become part of the Iowa City Fire Prevention Code. The Building Appeals Board met and reviewed the 1982 Uniform Fire Code and recommends the proposed changes. A copy of the proposed ordinance is attached to the agenda. 310 Item No. 14 - CONSIDER AN ORDINANCE ADOPTING THE 1982 EDITION OF THE UNIFORM FIRE CODE WITH CERTAIN AMENDMENTS. SAID CODE SHALL BE KNOWN AS THE IOWA CITY FIRE CODE. (first consideration) Comment: See comment above. Action: Item No. 15 - PUBLIC HEG REGARDING THE 1982 EDITION OF THE UNIFORM BUILDING CODE AS AMENDED. SAID CODE TO BE KNOWN AS THE IOWA CITY BUILDING CODE. Comment: This is a continuation of the public hearing convened on December 20. The public hearing was continued to allow the Board of Appeals to research code conflicts between the proposed Iowa City Building Code and a recently amended Chapter of the Iowa Administrative Code. The Board of Appeals met on Friday, December 23, and made the necessary changes in the . proposed Iowa City Building Code to conform to Iowa law. Action: 120 1 AGENDA REGULAR COUNCIL MEETING JANUARY 3, 1984 PAGE 9 Item No. 15 - CONSIDER AN ORDINANCE ADOPTING THE 1982 EDITION OF THE UNIFORM BUILDING CODE AS AMENDED. SAID CODE TO BE KNOWN AS THE IOWA CITY BUILDING CODE. (first consideration) Comment: The Board of Building Appeals 1982 Uniform Building Code and applicable recommended Code changes substantially amendments presently in force. SAID CODE SHALL BE KNOWN AS THE IOWA CITY'MECHANICAL CODE. (first consideration) Comment: The Building Appeals Board met and reviewed the 1982 Uniform Mechanical Code. The Board recommended Code changes substantially similar to existing amendments presently in force. (first consideration) I Comment: The Board of Plumbing Examiners met and reviewed the i1982 Uniform Plumbing Code. The Board recommended Code changes substantially similar to existing amendments presently in force. SAID CODE SHALL BE KNOWN AS THE IOWA CITY ABATEMENT OF DANGEROUS BUILDINGS CODE. (first consideration) Comment: The Board of Building Appeals has reviewed the 1982 edition of the Uniform Code for the Abatement of Dangerous Buildings.
