RESOLUTION TO ISSUE CIGARETTE PERMITS
WHEREAS, the following firms and persons have made appli-
cation and paid the mulct tax required by law for the sale of
cigarettes and cigarette papers; therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF IOWA CITY, IOWA, that
the applications be granted and the City Clerk be and he/she
is hereby directed to issue a permit to the following named
persons and firms to sell cigarette papers and cigarettes:

RESOLUTION NO. 84-2
RESOLUTION APPROVING PRELIMINARY AND FINAL LARGE SCALE
RESIDENTIAL DEVELOPMENT FOR 1000 OARCREST STREET APARTMENTS
WHEREAS, the owner, 1000 Oakcrest, has filed with the City
Clerk of Iowa City, Iowa, an application for approval of the
preliminary and final Large Scale Residential Development
(LSRD) plan for the following described real estate located in
Iowa City, Johnson County, Iowa, to -wit:
Beginning at the Southeasterly corner of Lot 7, Part
4, Terrace Hill, an addition to the City of Iowa
City, as recorded in Plat Book 6, Page 80, of the
Johnson County Recorder's Office; Thence N76023100"W,
443.37 feet to the Southwesterly corner of said Lot
7; Thence N18052103"E, 124.82 feet as recorded in
Plat Book 14, Page 89, of the Johnson County Record-
er's Office; Thence S88014'37"E, 441.25 feet to the
Easterly line of said Lot 7; Thence S1303510711W,
214.99 feet along said Easterly line to the Point of
Beginning. Said tract of land containing 74,000
square feet more or less and is subject to easements
and restrictions of record.
WHEREAS, the Department of Planning and Program Development and
the Public Works Department .have examined the proposed LSRD
plan and have recommended approval of same; and
WHEREAS, the preliminary and final LSRD plan has been examined
by the Planning and Zoning Commission and after due delib-
eration said Commission has recommended that it be accepted and
approved; and
WHEREAS, the preliminary and final LSRD plan is found to con-
form with all of the requirements of the City ordinances of the
City of Iowa City, Iowa.
WHEREAS, the owner has provided the City with a Storm Sewer
Easement and a Sanitary Sewer Easement concerning storm sewer
and sanitary sewer installations on the property subject to the
LSRD plan; and

WHEREAS, a previously given easement for storm sewer dated Jan-
uary 14, 1967 and recorded January 31, 1967 in Book 297, page
14, Miscellaneous Records of Johnson County, Iowa, is no longer
required by the City since said storm sewer is being relocated
as provided in the LSRD plan.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF IOWA CITY, IOWA:
i. That the preliminary and final LSRD plan for the above-
described property is hereby approved.
2. That the easement for storm sewer dated January 14, 1967
and recorded January 31, 1967 in Book 297, page 14, Mis-
cellaneous Records of Johnson County, Iowa, given to the
City of Iowa City by Beeler Development Company is hereby
vacated.
3. That the Mayor and City Clerk of the City of Iowa City,
Iowa, are hereby authorized and directed to certify a copy
of this resolution and of the final LSRD plan to the Of-
fice of the County Recorder of Johnson County, Iowa.

Physical characteristics:
The majority of the site is gradually
sloping with the exception of a
ravine along the rear property line
which is steeply sloping.
ANALYSIS:
The applicants are requesting approval of a large scale residential develop-
ment plan for a 72 -unit multi -family development on a 1.70 acre tract.
Because of the timing of this application, it is necessary to review this
plan for compliance with both the current and the proposed zoning ordinance.
There are two significant differences between the existing and the proposed
ordinance i.e. required off-street parking and the side yard requirement.
Under the proposed ordinance, the property in question would be zoned R4-44
(see attachment #2), and off-street parking would be required for
multi -family dwellings at a ratio of two spaces per dwelling for units 800
square feet in floor area or greater. The proposed development plan shows 72
exterior spaces and 72 spaces located in parking garages below the two
36 -unit buildings, or two spaces per unit. It would, therefore, comply with
the proposed ordinance.
The current zoning ordinance requires a minimum five foot side yard regard-
less of the size of the building. Under the proposed ordinance, a five foot
side yard will be required for the first two stories, and two feet more will
be required for each additional floor. In this case, two three-story
buildings are proposed seven foot side yards would be required. The LSRD
plan for 1000 Oakcrest Street complies with this requirement.
Another concern regarding the proposed development is the land area included
in the plan. The development plan covers a portion of Lot 7, Terrace Hill
Addition (the shaded area on attachment #3), and excludes the remainder of
the lot. The Iowa City Code of Ordinances defines a large scale residential
development as "a multi -residential building or buildings built upon a
separate tract greater than two (2) acres in area or a residential building
or buildings built upon a separate tract containing thirty (30) or more
living units..." A separate tract is defined as "a parcel of land or a group
of contiguous parcels of land under one ownership." Since_ Lot 7 is a single
parcel of land that is under one ownership, it should all be included in the
development plan. This additional land area would boost the total acreage of
the site over two acres and require the applicants to conform with the
provisions of the storm water management ordinance.
The applicants have indicated that they are planning to give this land to the
adjoining property owners since it is a ravine and is of no value to them.
This solution would be acceptable since no new lots would be created (this
land cannot be subdivided from the remainder because no frontage is avail-
able), however, this transaction must be completed and recorded proof
submitted to the City before the plan can be approved without provision of
storm water management.

STAFF RECO MO DATION•
Staff recommends that the preliminary and final Large Scale Residential
Development plan for 1000 Oakcrest Street be deferred. Upon resolution of
the above concerns, and correction of the deficiencies and discrepancies
listed below, staff would recommend approval.

RESOLUTION RECLASSIFYING FULL-TIME POSITIONS IN THE EQUIPMENT DIVISION.
WHEREAS, Resolution No. 83-73 adopted by the City Council on March 29,
1983, establishing an operating budget for FY84 authorizes all permanent
positions, and
WHEREAS, the classification plan of the City of Iowa City was established
and is maintained to reflect through job classification and compensation
the level of job duties and responsibilities performed, and
WHEREAS, the following positions have been identified by the AFSCME Job
Evaluation Committee as warranting reclassification,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF IOWA CITY, IOWA:
That the authorization of personnel in the Equipment Division be amenoed
by the reclassification of Mechanic I - Welding and Mechanic I - Rebuild
to Mechanic II - Welding and Mechanic II - Rebuild (range 8) of the AFSCME
pay plan.

MEMORANDUM

Re: Proposed Change in Job Classification - Mechanic I to
Mechanic II
By Letter of Understanding with AFSCME Local 183, the City has previously
agreed that proposed changes in the job classification (salary grade
assignment) of AFSCME positions be reviewed by the AFSCME- Job Evaluation
Committee which is comprised of four management representatives and four
AFSCME representatives. The Committee then makes recommendations to the
City Council regarding classification changes, and has done so several
times since its inception.
The Committee now recommends that -the positions of Mechanic I (Welding)
and Mechanic I (Rebuild) be reclassified from Salary Grade 7 ($14,892
-;19,177) to Salary Grade 8 ($15,371 - $19,905) and be re -titled as
Mechanic II. A resolution to accomplish this has been included on your
agenda.
Review of the classification of these positions was requested by the two
affected employees with the concurrence of their supervisor, Terry
Reynolds, Equipment Superintendent. Both employees perform the normal
duties of the Mechanic I position and in addition also perform the more
highly skilled duties of welding or of rebuilding bus transmissions and
parts. These types of duties are not routinely performed by ordinary
mechanics and have resulted in substantial cost savings to the City. Over
$8,000 per year is saved by performing welding on an in-house basis vs.
the cost of sending this work out, and over $17,000 is saved in performing
parts rebuild activities (bus transmissions, brake drums, etc.) in house.
Cost of reclassification of these positions is equal to $728 each for the
two affected employees for a full fiscal year. Funding is available
within the FY84 budget.
In considering changes in job classification, the Committee uses a
professionally developed system to evaluate only the knowledge, skills,
and abilities required in the affected positions vs. those found in other
City positions. The Committee feels that the additional complexity of job
duties of these two positions warrants reclassification.
I would be happy to provide any additional information an these recommen-
dations.
