HomeMy WebLinkAbout1984-01-17 Public hearingr • �I NOTICE OF PUBLIC HEARING NOTICE OF PUBLIC HEARING TO CONSIDER ORDINANCES APROVING THE PROPOSED WOODLAWN AVENUE AND SOUTH SUMMIT STREET HISTORIC DISTRICTS. Notice is hereby given that a public hearing will be held by the City Council of Iowa City, Iowa, at 7:30 p.m. on the 17th day of January, 1984, in the Council Chambers in the Civic Center, Iowa City; Iowa; at which hearing the Council will consider ordinances approving the proposed Woodlawn Avenue and South Summit Street historic districts. Copies of the proposed ordinances are on file for public examination in the office of the City Clerk, Civic Center, Iowa City, Iowa. This notice is given pursuant to Section 36-50, Planning and Zoning Ordinance, of the City Code of Iowa City, 1983. Dated this 22nd day of December 1983. MARIAN K. KARR, CITY CLERK COMMENTS RECEIVED FROM PUBLIC HEARING - PROPOSED WOODLAWN AVENUE IOWA CITY HISTORIC PRESERVATION DISTRICT Sandra Eskin urged the Commission to institute a tax incentive program for historic preservation. She suggested the use of tax abatements on improvements made to historic properties. A more widespread educational program should be undertaken, especially in the areas of rehabilitation design and techniques. She also read a statement in support of the historic district nomination. Bill Meardon stated that certain problems existed with the existing ordinance. The Purpose of the ordinance Section I. Purpose and Intent, paragraph E.) in promoting tourism would generate traffic on Woodlawn Avenue which is a private drive. The question of providing maintenance is a concern. He also felt that the apartment building located at 20 Evans Street should be excluded from the district. The ordinance could be in conflict with required Building Code alterations and restrict future development or redevelopment of this parcel. Frank Wagner asked various questions regarding the function and expertise of the Commission. Mrs. Webster stated interest in an historic preservation tax incentive or grant program to assist them in the rehabilitation of their property. COMMENTS RECEIVED FROM PUBLIC HEARING - PROPOSED SOUTH SUMMIT IOWA CITY HISTORIC PRESERVATION DISTRICT John Kolp, from the South Summit Street district, expressed support for the district and city nomination process. Dorothy Moeller stated that she hoped the College Hill Park area would become an Iowa City historic preservation district in the future and she congratulated Woodlawn Avenue and South Summit Street residents on their success thus far in the nomination process. Residents living adjacent to the alley running between Bowery and Burlington, Summit and Governor Streets, stated that apartment residents raced up and down the alley creating dust and noise problems. We find that the recommended boundaries of each district sufficiently encompass what is being singled out for historical recogni— tion, and that, together, the properties of each district comprise discrete areas of historical significance. Accordingly, the South Summit historic district and the Woodlawn Avenue historic district are certified local historic districts. We extend congratulations to the Iowa City Historic Preservation Commission, the Iowa City Planning and Zoning Commission and Iowa City residents in their work to implement their recent ordinance. Sincerely, Adrian D. 5Anrers, Executive Director State Historic Preservation Officer ADA/LJS/slh Historical Building -East 12th 8 Grand -Des Moines, Iowa 50319 - (515) 281-6825/6826 NOTICE OF PUBLIC HEARING OF INTENTION TO ISSUE COMMERCIAL DEVELOPMENT REVENUE BONDS (GILBERT TONER ASSOCIATES PROTECT) Notice is hereby given that a public hearing will be conducted before the Council of the City of Iowa City, Iowa, in the Council Chambers at the Civic Center, Iowa City, Iowa, at 7:30 o'clock P.M., on January 17, 1984, on the proposal to issue not to exceed $850,000 principal amount of the City's Commercial Development Revenue Bonds (Gilbert Tower Associates Project) pursuant to the provisions of Chapter 419 of the Code of Iowa, for the purpose of financing all or a portion of the cost of acquiring, improving and equipping a 29 -unit multi -family residential apartment facility to be located at 601 South Gilbert and contiguous properties within the corporate boundaries of the City and within the area of and consistent with the City's Neighborhood Development Plan. The proposed facilities will be owned by Gilbert 'Tower Associates, an Iowa general partnership (the "Company"). It is contemplated that a Loan Agreement will be entered into between the City and the Company, under which the City would loan to said Company the proceeds from the sale of the Bonds in return for loan payments from the Company sufficient to pay the principal of, interest and premium, if any, on such Bonds as the same shall fall due. Such Bonds, if issued, and the interest thereon will be payable solely out of the revenues derived from said Loan Agreement and shall never constitute an indebtedness of said City within the meaning of any state constitutional provision or statu- tory limitation, and shall not constitute nor give rise to a pecuniary liability of said City or a charge against its general credit or taxing powers. All local residents who appear at said hearing shall be given an opportunity to express their views for or against the proposal to issue said Bonds, and at said hearing, or any adjournment thereof, the Council of said City shall adopt a resolution determining whether or not to proceed with the issuance of said Bonds.
