Parking Policy
We certainly are aware of the beauty of our pedestrian
malls - we are doubly aware of the delivery and loading
areas they have eliminated. The few remaining areas
dedicated to the delivery of merchandise to and from our
business must be protected. I doubt that my business can
survive another curtailment of delivery facilities.
I invite you to visit Clinton Street any day and count the
delivery vehicles that are making deliveries. (This should
have been done before final traffic plans were developed.)
The Parking Policy of 1972 makes no mention of delivery
facilities for the CBD. It is a pity this need was ignored
and this beautiful city cannot serve the practical needs of
it's citizens.
I urge strict enforcement of the loading zone laws on a
24 -Hour basis.

Dear Mayor McDonald and Members of the City Council:
It has come to our attention that the Parks and Recreation Commission
has recommended against funding the $5,000 Brookland Park Improvement
project in FY85. You may recall that last fall this project ranked very
high (fifth) in CCN's recommendations for funding of 1984 CDBG projects.
In discussing the recommendations for CDBG funding, Council members at
that time felt that this project should be included in the Parks and
Recreation rather than the CDBG budget.
CCN recommended funding this project with CDBG monies, in part because
it feared that the project might not fit with the Parks and Recreation
Commission's budgeting plans. In light of the Parks and Recreation Com-
mission's recommendation, we are concerned that this project may not be
funded at all.
Since the Council supported this project in principle (but felt funding
should not come from CDBG monies), we urge you to give strong considera-
tion to the inclusion of the Brookland Park Improvement project in the
City's FY85 budget.

STATEMENT TO THE IOWA CITY CITY COUNCIL
January 31, 1984
My name is Bill Newbrough. I live in Des Moines and
am representing the Television Development Association of
Iowa, of which I am a director.
As I told you in December, we need your help in
building a television station. Unlike a couple of other
TV stations that have been proposed for here since then,
our station would be licensed for full service operation and
would reach out across Eastern Iowa. It also would be linked
with stations in Des Moines and Western Iowa so that
programs created by.citizens here could be carried to most
of the state. I'm talking about free over -the -air TV.
Although our signal would be carried by .many cable TV
systems, we also would be able.to reach most of the
approximately two-thirds of the homes in the state that
are not connected to cable.
There would be many different benefits from the station
to your community. Among them would be the opportunity for
the University of Iowa to telecast cultural events from
Hancher, cover athletic events such as women's basketball,
use it for fund raising and student recruitment and for
carrying educational programming.
Iowa City businesses would have new opportunities
to attract customers from a wide area by advertising on
the station. Governmental groups and civic organizations
would have powerful new communications opportunities.
The station would broadcast over the air on Channel
20, which was assigned by the Federal Communications
Commission for use in Iowa City many years ago. That
assignment is an important asset to the city, and we are
planning maximum possible development of it.

A tall tower is essential for the city to realize all
the potential of its over -the -air commercial TV channel,
whether we operate it or someone else does. The tower also
is critical for the future health and vitality of local
radio station KRNA. Your other commercial FM radio station
also could benefit from the tower, as could many other
organizations through various additional communications
eystems proposed for installation on it.
I want to emphasize that with the tall tower, we are
talking not only about the ability to reach farther with
our signals, but also the ability to provide better service
to close -in areas, including many in the city where hills
or buildings make television and FM radio reception difficult.
By placing many communications applications on this
single tower, there will be fewer obstructions for aviators
to worry about. Unlike some other tower proposals, there has
been relatively little aeronautical opposition to this one.
The Airline owners and Pilots Association has filed comments
indicating that it does not object to the construction.
The tower has been thoroughly studied by the Federal
Aviation Administration. The main problem it found was
conflict with an instrument approach to your airport, which,
according to some knowledgeable local pilots, is the least
desirable of several available instrument approaches. It
also may be relevant that the instrument approach that is
a problem didn't even exist when the tower was proposed.
However, to deal with that problem, we have proposed to
fund a new radio beacon that will permit an improved
instrument approach to replace the conflicting one.
The Airport Commission has refused this funding,
as well as a couple of other less costly solutions to the
conflict. This refusal apparently was based upon inaccurate
and misleading information and a belief that other problems
at the airport would be negatively impacted if the tower
is built.

We have been assured, as has Congressman Evans' office,'
that there is no connection between accommodation of the tower
and the struggle to regain Federal funding for the airport.
The F.A.A. has said that resolution of the conflict between
the'tower and the instrument approach is entirely a local
matter.
It is important that the TV station be in operation
by the end of this year. In order for that to happen, a
complex 'chain of events will need to occur very quickly.
Timing is crucial --we are talking about a matter of
days to get this problem's resolution worked out so that
Iowa City's TV station has a chance to be on the air by
the end of the year.
The Airport Commission chairman has tried to cooperate,
on -this matter. He and the other Commissioners have spent
a great deal of time with the problem, but it was difficult
for them to act in the interests of the city as a whole,
because they have been lead incorrectly to believe that
the issue is one of choosing between aviation and communications.
At least one of the Commissioners has sorted through
these distortions and is strongly in favor of accommodating
the tower. Others who want to see the tower accommodated
include Congressman Evans, Senator Grassley, the Executive
Committee of the Chamber of Commerce and the Iowa Freedom
of Information Council. The question is not one of choosing
between the airport and a tower --there need not be any
conflict between the two.
We are not proposing to sacrifice aviation safety, even
near the tower, which would be 14 miles from the airport.
The FAA has determined that the tower would be highly
conspicuous to pilots in all weather conditions. There is
no record of a tower marked like this one would be of ever
being involved in a near -miss with an aircraft, let alone
an accident.

to return to his -native Iowa and move his family to Iowa
City to take charge of our activites here. We want to be
a part of your community, and, if given a chance, we will
contributea great deal to it.
I therefore urge you to resolve tonight that the
TV station is in the best interests of the city and that
it is your wish that the Airport Manager immediately take
steps to.replace the conflicting instrument approach with
one that will not be affected by the tower and to otherwise
