The City, eet design g of Muscatine s str standards are explicit, that a minimum of ,44 foot street width for an arterial street. But, in the case of Muscatine Aveis required in the case of Rochester Avenue, the City ,Council nue and recently decided ato construct what are clearly arterial streets to less than arterial street design standards. Future councils will be locked in because of those decisions and will likely face controversial widening decisions in much the same way you are having to face Melrose Avenue, Burlington and Muscatine. Wouldn't it, have been better if prior councils had constructed those streets, and 1st Avenue and Benton Street, to arterial street design standards-?. By copy of this letter; I am asking the Iowa Department of Transpor- tation and the Federal Highway Administration to review carefully, their financial participation in the Muscatine Avenue project as, Part of the Federal Aid to the Urban Systems Program. Federal and State aid should be reserved for cities that construct streets to arterial street standards, and not used to construct streets that will result in an arterial system that is discontinuous and inadequate. In discussing my concern with Mr. Plastino, I am Persuaded three -lane section between Wade and Scott Boulevard suaded that a would preferable to a four -lane section.- However, I am not persuaded by the greater efficiency, of the three -lane section, but by the constraint of a 68 foot right-of-way. Either a,three or four -lane section is preferable to a two-lane section with median. As you consider the much discussed Ralston Creek problem, -I trust that your Honorable Body will give due oonsideration to the fact that there are two types of damage that occur', in Iowa City during -rain storms. One type OTO. 1) was ballooned out of all proportion during the fall election campaign, while the more serious; type-,(No. 2)'gpparently w even mentioned. The two types are: as not 1.- Damage caused by-floodwater when Ralston Creek goes out of its banks. 2.- Damage caused by sewage backup into basements, caused by the illegal dumping of storm water into the sanitary sewer system. This is the, type of damage that, ,over the years, has caused the greatest monetary loss and has presented the greatest health hazard. In an editorial in the July 24, 1967 _issue of the Press—Citizen, -the,-:. Editor deplored the fact that many Iowa Citians could not see without thinking of high boots, a=heavy rain scrub brushes and disinfectant. This editorial said in part: "Raw sewage not only is extremely annoying; it is a definite health hazard whether it is ,in the street or in the base— ment. In a modern city, these.conditione simply should not exist, not even under adverse circumstances. These residents have been promised relief but the problem continues to exist." And, no matter how many millions of dollars the City might spend on Ralston Creek, that problem will continue/until one o£ two things is done, viz: to exist 1. Until the City Council and the City Manager enforce the State Plumbing Code and the eity Plumbing ordinance, both of which forbid.the " running of storm water into a sanitary sewer without the.exprese,permission of the proper authorities. All ,sewers in Court Hill, Bel Aire, Townerest, East Iowa City and Rundell Addition are either sanitary sewers or storm sewers; there are no combinations, and no order was ever issued giving permission to run storm water into the sanitary sewers. We all know that the sanitary_sewers'in those districts are more than adequate to `carry all of the sewage. It ,is only during and after rain storms that those sanitary,sewers almost immediately become overloaded, causing sewage back-up and making it necessary for the City to pump raw sewage into the streets to lower the'. pressure so ustoprevent--pluggedsewer linesin basements from '.blowing up. 2. To be effective however, these'reports'need to.be7e= viewed by the Council to insure that the priorities of the Council are being followed. - Overall, it is difficult to evaluate the Managers' .per- formance in such areas as delegation of responsibility, Internal reorga- nization, etc. The third area is dealing with other agencies,- such as the University, Regional Planning Commission, the School District, the County, Federal Government and to perhaps be extended to such local groups as CBIC-, Chamber of Commerce, the League of Women.Voters. Generally speaking, with regard to the various governmental, semi -governmental agencies, the City Manager has not improved its -relationship with any of these groups in my opinion and in some cases the relationships have deteriorated. ' Re- garding local city groups , it is difficult to appraise the relationship of the City Manager at this particular time. The fourth area of relationship deals with the public. The City Manager has shown a responsiveness and openness to the community, and in dealing with. the various community leaders and individuals. He has shown a high degree of sensitivity. The formal relationship to the public, via press and radio shows has diminished substantially, perhaps to the betterment of all con- cerned. Internally there have been newsletters generated, covering Urban Renewal and Employee Relations. This has been positive. Administration One aspect of this category is personnel selection/reorganization of City Departments. The City Manager in my opinion has deliberately attempted to reorganize the various Departments within the City in most cases', by -selection of new individuals. While this is -his prerogative, I; believe there has been anextremelack of coordination with the Council in handling this particular matter. I for one would like to have. much more involvement: by the Council in the process, primarily, because I feel that the types of indivi- duals selected has a direct bearing not only on performance, but on the direction the department takes. There was real progress towards implem- entation of EEOC goals and while there is a long way to go, the City Manager; and, staff seem :sincerely interested in moving forward. ' -I have a negative evaluation however, of -the participation by the City in the CETA program. The second area deals with planning. There seems to be at lack of short run and long run planning.by the City Manager. I for one feel the report on the Comprehensive Plan was'a disaster for reasons I have; publicly_ stated.`; There has been a beginning to the setting of goals and objectives, but even; here -- the process has been carried out without consultation with the Council. The third area is dissemination of information.` The City Manager has been involved for a long time in developing a complaint procedure. -.I am an- xiousto see how that recommendation is handled. The`.Manager has utilized the memo as the vehicle of communicating with the Council. This to is a poor form of information, not that it doesn't provide knowledge, but it by its nature limits discourse and makes the Council individuallyrespond to the City Manager, making it difficult.to work out any alternative courses of action. The memos have also had the effect of establishing or modifying policy previously established by the Council. 'Many.examples can be cited,, one particularly is the elimination of the Human Needs' Coordinator, basically; through a memo. The fourth item is the budget. I for one have worked extensively trying to - get measures of effectiveness and productivity established. `These are still yet to be forthcoming. I am very distressed with the lack of a- detailed, bud- ` get process. Early in September, before Joe Pugh left, supposedly, this was going to be worked out. We are now involved intimately in the budget process and yet the role of the Council, the role of the Boards and Commissions and.. the Department heads, is not clear (at least to me). One budget item`that.did go very smoothly was the allocation of funds to the Boards and Commissions. The fifth.area is"individual _projects. ,Under this category, I; include activities in some of the major areas ,such as Urban Renewal-, Ralston Creek,'the Bus System,Collective Bargaining, etc. , that I feel the Council needs to review with the City Manager. This could also be extended to capitol items_. I feel the position of the staff on these items has not been clearly established. Overall I think there has been a hold,on any capitol project improvement and implementation.' It seems in this case we have negated prior work ofithe "City Manager and again, perhaps to the best interests of all concerned. - Still, the City Manager has not taken a stand on many of the major issues that I have mentioned (although again, this may not be a negative),, however, I feel that we need to know the position and direction of the staff and the - Manager on particular issues. The sixth area is the individual Departments. The City Manager basically is responsible for the effectiveness and the administration of these departments. At this point in time however, it is difficult to determine how ,well for exam- ple, the City, Manager has controlled and directed the Police Department, or_ . for that matter, any other department within the city. The existance of a raised median leaves a 12-foot travel lane each way with 6-inch curb on both sides of the traveled way. They feel this is too 'narrow and, in particular,-on e stalled vehicle would completely block traffic. Since this is a bus route, any time a bus stopped all traffic would be brought to a halt. 2. The number of left turns would be relatively small, the they can find no Justification for protection of left turns.- by raised islands. The subdivider shall provide the subdivision with a complete sanitary sewer system,;ncluding stubs, for each lot which shall connect with a sanitary sewer outlet approved by the City Manager. The sewer shall extend to the - subdivision boundaries and beyond, as is`necessary to provide for the -extension of the sewers by adjacent property. In the event that the City requires a sewer system :which is greater than is needed to service the subdivision itself, the Developer shall install the additional improvements which are necessary' and the City of Iowa City shall enact a'Tapppping Fee Ordinance which shall establish the tapping fees which shall be required for other -persons , firms or corporations and Developers -to pay; in • -9- • 9. The Developer shall provide ._the sub divisionwith adequate drains, ditches;' culverts,; complete bridges, storm sewers, intakes and manholes to provide for - the collection and the removal of-all'surface-waters and these improvements shall extend to the -boundaries of the subdivisions and beyond, so as to provide for extension by adjoining properties. In the event that the City requires a'storm "drain system which is greater than needed to service the subdivision itself, the Developer shall install the: -additional` improvements which are necessary to service the additional areas;.and`the City shall enact a- Tapping _Fee _Ordinance which shall; establish the tapping fees which shall be required for other persons; firms, corporations and Developers to pay in order to connect . with said lines.` Such cost-sharing shall be on a pro -rata basis Other subdivisions which connect with the.said;system shall, on a pro -rata, basis, reimburse the Developer for the cost of the additional systema pursuant to the Ordinance enacted by the City of Iowa City. Gather statements regarding change in social growth of youth from - referring agency, parents, volunteer for review by sponsoring group. (Statements would reflect changes in academic strengths; and weaknesses, increase interest in hobbies or extracurricular' activities, increase verbalization',' change in reaction to meet-: ing new adults and youths.) 7. For new. matches, follow-up on volunteers and parents to determine -- possible program interests. Administration: The Extension Service has .over 50 years of experience in 'recruiting and training volunteers' working with youth. We have available materials and speci- alists'.in human development for use in meetings and workshops. The.PALS Coordinator will be an employee of the Johnson County Extension= Service working out of the Johnson County Extension Service Office: under: the supervision of the Extension 4-H and Youth Leader. The Coordinator will work directly with an executive board composed of representatives.of community groups. This board-.will be responsible for aiding in therecruitmentof.volunteers,.fund raising, sponsoring of parties-and recre-- ational activities, budget review and review.of the overall program.- The monies from these groups will go solely to the carry-out.of programs. - Evaluation: Measurable objectives have been set for the program. The Iowa City City Council met in informal session on the' 12th-day.of January, 1976, in the Conference Room `of-the Civic: Center. Councilmembers present: Neuhauser, Foster, Selzer, Vevera, deProsse, Balmer, Perret.-Staffinembers;present:_ Neu- hauser, Foster, Selzer,:Vevera, deProsse, Balmer,',Perret. Staffinembers present: Berlin, Stolfus. The first item of discussion was Council review of the formal agenda fortheJanuary 13th meeting.-',It was noted that the ex- piration date in-the University Heights contract material should be corrected to'1977.`'Civil Rights Specialist Linda Ragland announced.a session to be held on January ';18th and 19th by Inter- national Association of official Human Rights Agencies'to train our commissioners. Concerning agenda item 7.c., the Park Bridge Deck Repair,;- the Council asked for explanation of the funding, and a general idea of the project. It is a FAUS-project, and the State will prepare.the plans and is responsible for the contracting. Council also discussed the establishing of parking spaces 'by Council'.` • This is according to the City ordinances. Council noted their concern over items coming to Council ;for a decision at the last minute. Foreexample,the- poetry:. project, there was not time for a_ recommendation from the City"Manager, as, some of the Councilmembers want, or for:investigation. The Mayor noted that it would have been helpful if there had been'a' recommendationfrom the Johnson`` County Arts Council also. The City, Manager advised that he would send Council a copy of the letter he sent for that application." - Mr. JohnWilsonpresented material concerning the%parking, meters on the College Street Bridge. Council noted that it would be discussed at he formal meeting. _Concerning=Mr. Wilson's problem of `hearing -in the Council Chambers, it was suggested;ahat ,. the City Manager look into-provision for:'equipment for.those with hearing problems and into the equipment in general. Phil Spelman;`; for,the Bus Depot and Ralph Oxford _for the -taxi companies were. present.
