4c. Setting Public Hearings.
(1) Consider setting a public hearing on April 12, 1977, on the
request to rezone part of Lot 6, Block 42, of the original
town of Iowa City (522 East Burlingtin) from a C2 Zone to an
R3A Zone.
Comment:. The Planning and Zoning Commission, at a regular
meeting held on March 17, 1977, recommended by a 6-0 vote
approval of the above rezoning request initiated', by, the Com-
mission. The Commission had earlier recommended denial of an
a� application to rezone all of Lot 6 and part of the adjoining
I13U lot from a C2 and R3A done to an R3B Zone which was subsequently
a
withdrawn. At the request of the applicant, however, the Com
`- q
m1.ssion initiated consideration to rezone the east sevenfeet
w of Lot:6 to an R3A Zone.
The Commission's,recommendation would not normally be submitted
to' the Council until the next regular meeting. However, the
owner, Mr. Dean Oakes, has requested that the Council set this

item for. public hearing at the earliest possiblel,date. The Com-
mission's recommendation is consistent with the staff's recom-
mendation which will be submitted to the City Council inla staff
�( report at
the of the',publichearing.

'(2) Consider setting a public hearing on April 12, 1977, on a pro-
posed ordinance to establishdevelopment and use"regulations for
certain flood hazard areas of Iowa City,, Iowa, and providing for
the administration, enforcement and amendment thereof.
Comment: The Planning and Zoning Commission, at a reg
ular maebestteinng

ti ons'; approval' of the'above proposed floodplain` management: ordi-
nancesubject'to several minor modifications. In addition, the
Commission by ,a 4 - 0 vote recommended by resolution the following
(a)l'that the, special use regulations incorporated in the ordinance
be retained, and
(b) that the nonconforming structure provisions in the ordinance
also be retained.
2 The minor modifications recommended by the Planning and Zoning
n Commission are enumerated on a`sheet which is 'attached to this
agenda. The City Council should note that the proposed ordinance'
must:be finally adopted before April 26, 1977,Ito insure our

.CONSIDER A RESOLUTION AUTHORIZING THE UNIVERSITY OF IOWA TO INSTALL FOUR it
METERED PARALLEL PARKING STALLS .IN FRONT OF THE FIELD HOUSEON GRAND AVENUE.
Comment: At'the present time there is, an indentation in the curb in front of the
Athletic Office with completely uncontrolled Parking. In order to control
parking, the University would like to install meters. They would be
completely responsible for ownership, installation, m aintenance, enforce—
ment' 'and ,would receive,the revenues generated by these meters.. At the
present1time, the City and the University have an informal agreement
th6tithe University is in charge of meter control in, the area. Public
i Works recommends approval of this resolution.

CONSIDER A. RESOLUTION AUTHORIZING THE INSTALLATION OF THREE 30 -MINUTE:

PARKING METER STALLS ON,THE SOUTH SIDE OF IOWA AVENUE FROM A POINT APPROXI -
MATELY.100FEET EAST OF THE,INTERSECTION OF IOWA: AVENUE WITH VAN BUREN

STREETIASTIAPPROXIMATELY 60 FEET.
Comment:
i The proposed.resolution would provide short-term parking for the commercial
enterprise located the the Iowa Avenue Building. As was noted in Mr.
j ames Schnaebilen's letter oft February 19, 1977; the existing usage is
�long-term parking which':is not�related to the activities of the Iowa Avenue
Building. This condition has promoted double parking to occur in the
single eastbound traffic lane of Iowa Avenue. The proposed, resolution
reflects the changes desired by Council limiting the meter stalls to the
area immediately in front of the Iowa: Avenue Building.

CONSIDER RESOLUTION APPROVING FINAL PLAT OF OAKRIDGE ESTATES ADDITION.
Comment:
The Planning and Zoning!Commission, at a regular meeting held on March
3;'1977, recommended by a 6-0 ,vote approval of the final plat of Oak-
ridge Estates Addition located north of Linder Road and east of old
Highway 218 in Johnson County, subject to the following contingencies:
a.that a waiver of the angle of side lot lines to the street be
granted;l'

b. ,that a waiver of the construction of public improvements be granted;

and
C.: that a minor modification':in the legal papers be made.
The minor modification in the legal 'papers has been made. This recommendation
is consistentwith the, staff's' recommendation as presented in a Staff Report
dated March '3, 1917, which was ,furnished to the Council with the agenda of
March 15, 1977.
