May 22, 1984 RE: Lolly Eggers Lolly's job performance consistently exceeds that required. She is eager, creative, fair, prudent, economically efficient, highly motivated and able to convey these characteristics to her subordinates. Lolly is also responsive to changes, handles herself well during difficult situations and is a responsible leader. Lolly has a good staff and allows them to do their jobs and turns to them for their expertise. She displays a great deal of respect for her staff. She should be commended for consistently keeping the Board informed and for consistently coming to the Board for decisions. Lolly always demonstrates a good grasp of the over-all situation. Whenever Lolly brings problems, concerns, or questions to the Board, she also brings workable suggestions. Under its contract with the City of Iowa City, GWG has the right to purchase the Old Library Parking Lot (Lots 1 and 2, Block 63, Original Town of Iowa City, Iowa) for the price of $205,000.00. GWG has ex- ercised its option to purchase and has previously delivered you its certified check in the amount of $20,500.00. i now hold GWG's check payable to the City in the amount of $184,500.00 as the balance of the purchase price and I tender it to you on their behalf to be delivered in exchange for a Warranty Deed from the City. A copy of the check is enclosed for you. GWG requests an immediate closing. We wish to exchange the check for a duly executed Warranty Deed given pursuant to the contract. We realize that the City needs a minimal amount of time to comply with State legal requirements for delivery of the deed. We will allow a reasonable amount of time for this to be accomplished. I welcome your openness! I believe that it is important that the City Council have access to the re- port of the original CATV Committee. In the July 10, 1973 report: "As indicated to you in our communication of May 23, 1973 and our minutes, seven of the committee members favor public ownership, two private ownership". In Ordinance Provisions dated January 7, 1974 you will find a rationale for public ownership in Iowa City of a Cable Communications System. I also believe that there are philosophical questions which we address that are not a part of the material placed in your hands at this time. We started, for example, with the question of purpose. We expressed strong support for "private enterprise" but recognized that in Iowa City cable television is a natural monoply and thus not an arena in which private enterprise is able to function in a competitive environment. I hope that this material will be reviewed by the council. I It was my honor to serve as chair of this committee and I have extensive files. Rezoning of One Acre On Highway 1 North The County has received an application for the rezoning of one acre, two miles north of I-80 on Highway 1 North, from Al to RS. This property is within Area 4 of the Johnson CountylIowa City Fringe Area Policy Agree- ment. The policy for Area 4 states that residential development should be discouraged, and encouraged to take place in Area 3 and other parts of the County zoned for residential development; agricultural use is the pre- ferred use in Area 4. In conformance this policy statement, the staff recommends that the Commission r ommend diapialofAVs rezoning request to the City Council.
