Historic Review for 408 East Fairchild Street
District: Northside Historic District

The applicant, Madison Bell, is requesting approval for a proposed alteration project at 408 East Fairchild
Street, a contributing property in the Northside Historic District. The project consists of two parts a) removal
of the garage and construction of a new storage building and b) adding to the roof dormer on the rear of the
house.

Staff Comments
This house is a Tudor Revival house constructed between 1929 and 1932. It features three -over -one lire
double hung windows that are typically found in Craftsman Style homes. Wood lap siding clads the first floor
and shingle siding clads the half -story above. A single fully exposed chimney is on the west side of the house.
The front features a steeply -pitched front dormer and an entrance canopy that breaks the front eave.
Project A:
The applicant is proposing to remove the garage on the east side of the house and construct a simple garage -
like storage building behind the house. The building would meet the guidelines for a garage and the roof
would have a high pitch to blend well with the house. The building would have a carriage -style garage door
on the street -facing side. It would have a door and window on the west side that would match the doors and
windows on the house.
The guidelines recommend saving and not demolishing any historic architectural features. New outbuildings
should be constructed to the rear of the property and subordinate in size and ornamentation to the primary
structure. New outbuildings should reflect the style of the primary structure. Car:.age-style garage doors may
be used if they are a style appropriate for the property. Windows should be relatively small and rectangular.
In Staff's opinion, the existing garage is not in character with the architecture of the house. It is unknown
whether it was original or an early addition. The flat roof does not tie-in well with the house and disrupts the
vertical emphasis of the archkectare. The removal of the garage could improve the architectural character of
the house.
The interior clearly shows original siding on the exterior wall of the house that would be intact once the
garage is removed. Any new siding included to cover areas where the garage attached could be toothed in
with existing siding salvaged from the removed garage,
The proposed storage building would not meet the size requirements for a garage but would meet the owner's
needs for motorcycle parking while allowing two parking spaces in the driveway instead of one. The lot is too
small to add a conforming garage. The new outbuilding will have a front -pitched roofine which will work
well with the house. In Staff's opinion, with doors, windows, siding, and roof matching those on the rest of
the house, the new building will fit better with the house than the existing garage.
Project B:
The applicant is proposing to extend the width of the rear dormer on the back of the house. The shake
shingle siding on the second floor would be continued in the new areas of the dormer. The new asphalt
shingles and all trim would match the existing. New windows would match the original windows in type,
style, material, and use of divided light patterns. The new dormer would provide space to expand a bedroom
and add a bathroom to the house.
The guidelines recommend designing dormers to be of a size, scale, and proportion consistent with the
architectural style of the house. The face of the dormer should primarily be composed of windows. New
dormers should not significantly alter the character of the historic building. Dormers should not be closer
than 3 feet to an existing gable end to avoid significantly altering the original roof lines.
In Staff's opinion, increasing the size of the existing dormer on the back of the house will not have a negative
impact on the architectural character of the house. Because of the small size of this house, the typical 3 foot
setback on each side could limit the viability of the proposed expansion and the ability to use the additional
space as intended. It is possible that a smaller setback would be appropriate for this house because of its small
size and because of the relative proximity of the neighboring houses and their ability to screen the view of the
new dormer. The Commission may choose to allow an exception for the amount of setback required on this
house, While the original drawings only had an 8 inch setback on each side, current drawings show the 1 '/z
foot setback on each side. Staff opinion is that a reduction to a 2 foot setback may be enough to prevent the
dormer width from disrupting the prominence of this roofline as viewed from the street.
In the current design, the face of the dormer is composed mostly of siding rather than windows as the
guidelines recommend. Because of the bathrooms in the new space, adding more or larger windows is not
practical. An alternative approach that would have been used historically for the front of a house would be to
create smaller individual dormers that allow the window to dominate the faces of the dormers. For this
project, using three smaller dormers would not allow for the proposed use of the interior space. The location
of the dormer on the back of the house may lessen the impact of the new window pattern on the historic
character of the home. The Commission may find that an exception to the recommended amount of
windows coverage is warranted for this project if they find it will not degrade the architectural character of
the home.
Recommended Motion
Move to approve a Certificate of Appropriateness for the project at Address as presented in the staff report
with the following conditions:

Historic Review for 8 Bella Vista Drive

The applicant, James Harris, is requesting approval for a proposed alteration project at 8 Bella Vista Drive, a
contributing property in the Brown Street Historic District. The project consists of removing and
reconstruction the front stoop and the front porch and adding an exterior door.

Staff Comments
This house is a Hipped -Cottage form with Prairie School Style design influences built in 1922. The house has
brick veneer up to the bottom sill of the second floor windows and stucco walls above the brick to the eave.
A low pitch hip roof has a shed roof attic dormer centered over the entrance. The off -center entrance is
covered by a portico with square columns and a low arched roof.
In 2004, the Commission approved a major alteration where the front of the house would be significantly
changed with a new entry canopy, doors in the north and south sections of the facade, a new patio, new low
brick wall and new steps. None of this work was subsequently completed.
The applicant is proposing to rebuild the front stoop with new facing brick to match the original and a new
stamped concrete pad to match the existing. The patio at the north front corner of the house will be
reconstructed in the same manner. The walkway that connects the stoop and patio will be removed and
lowered to grade with steps up to both reconstructed areas. The brick in -fill area at the patio will be replaced
with metal -clad wood French doors primed and painted. They will have divided 'lights in a pattern that
matches other doors on the house.
The guidelines recommend adding new openings in a manner that is consistent with the current window or
opening pattern and trimmed to match other doors and windows in the building. Materials can be substituted
in place of wood when they are durable, accept paint, and approved by the Commission.
Badly deteriorated porch components may be replaced with new ones that match the historic components in
design and material. Replacing historic masonry involves matching color, size, and mortar width. Brick or
concrete steps should be used on a masonry porch.
In Staff's opinion, the north section of the front facade originally had a door opening. The existing brick in -
FM does not match the rest of the house. Putting a new opening in that location will remove the mismatched
brick and bring back more of the architectural character of the facade. Since the opening is larger than typical
paired doors, a smaller set with sidelights has been considered. Concerned about making the opening
subordinate to the main entry, staff felt that a simple pair of French doors is most appropriate for this
location.
Typically, because of maintenance issues, staff recommends wood or fiberglass doors on historic facades and
discourages steel doors. The proposed door is an aluminum clad solid wood door that is much larger than is
optimal for fiberglass door construction. The aluminum cladding will be painted and should be less of a
maintenance issue than a steel door. Staff finds the aluminum cladding appropriate for this location.
The brick and concrete stoop and patio are deteriorated so that reconstruction is necessary. The current
configuration includes a raised path connecting them and requiring grates that block basement windows in
that location. Rebuilding the stoop and patio to match existing and lowering the walk will allow the basement
windows to allow more light and create a transition between the two exterior spaces. Staff finds this
modification to the existing configuration appropriate for the historic character of the house.
Recommended Motion

Historic Review for 716 N. Dubuque Street

The applicant, Mitch King, is requesting approval for a proposed alteration project at 716 N. Dubuque Street,
a local Iowa City Landmark. The project consists of installing signage and a decorative crest on the west and
north facades of the building.

Historic Significance
This two and one-half story gable roof building (three and one-half stories on the north side) was constructed
on this site in 1931 as a fraternity house. In the 1920s and `30s, fraternity and sorority houses were being built
in various parts of Iowa City —there were eight built on North Dubuque alone between 1920 and 1933.
These houses were often replacing houses that the Greek letter societies had purchased or rented to provide
housing for their members. The new houses appear to have been architect -designed, although no architect
has been identified for this house, and were primarily in various popular revival styles. This L-shaped house is
an example of the Tudor Revival Style, with steeply pitched gables, half-timbering, and with stone surrounds
at the doors and windows and quoined corner. A rear wing was added at the second floor level and this is
covered with the traditional half-timbering. A small "garden gate" arch with stone surround is located to the
left of the main entrance.
In April 2016, the Commission approved an extensive project consisting of roof replacement, siding
replacement on the dormers, tuck pointing and masonry repair, deck removal and brick wall reconstruction,
door reconstruction, trim and window replacement, painting, and stair reconstruction. These projects are
almost complete.
The applicant proposes to install two 2 foot by 3 foot black painted metal Greek letters on the front of the
building in a location where historically Greek letters were installed. On the North facade they propose to
install a 3 foot tall decorative crest between the upper windows.
The guidelines do not make recommendations for appropriate signage. Size and scale to avoid disrupting the
historic character of the building is one concern for the Commission to consider. The Secretary of the
Interior's Standards for Rehabilitation recommend installing objects in masonry by anchoring them through
the mortar joint instead of creating holes in the masonry units which may lead to their future degradation.
In Staffs opinion, the proposed signage reflects historic signage that was originally installed on the building.
The satin black letters in the proposed size are simple enough to work with the architecture. The crest, while
large, will fit as proposed between the windows. Staff finds that the location between the first and second
floor windows below the proposed location and aligned with the ship decoration on the chimney might be
more appropriate.
Recommended Motion
Move to approve a Certificate of Appropriateness for the project at 716 N. Dubuque Street as presented in
the staff report.

Per your February 26, 2016 and April 14, 2016 recommendations, the City Council adopted
revised by-laws of the Iowa City Preservation Commission on June 21, 2016. The new by-laws
are attached for your reference.
BY-LAWS
IOWA CITY HISTORIC PRESERVATION COMMISSION
(Recommended by HPC April 14, 2016)
ARTICLE I.
MEETINGS
Section 1. Regular Meetinqs. Regular meetings of this Commission shall be held once each month.
In addition, a date and time may be reserved for a second meeting each month for the purpose of
reviewing Certificate of Appropriateness applications. If no applications are filed for review at the
second meeting, the meeting need not occur.
Section 2. Special Meetings. Special meetings of the members may be called by the Chairperson
and shall be called by the Chairperson's at the request of three or more members of the
Commission.
Section 3. Place of Meetings. Regular meetings shall be in the City Hall or other appropriate
meeting place in Iowa City, Iowa. Should these places be unavailable, another meeting place shall
be selected. The meeting place shall be accessible to people with disabilities.
Section 4. Notice of Meeting. Notice and agenda for all regular meetings shall be distributed to all
members of the Commission and the press. Special meetings may be called upon notice to all
members of the media at least 24 hours before a special meeting is held. All provisions of the State
Open Meetings Law shall be followed.
Section 5, Quorum. A majority of the members of the Commission shall constitute a quorum at any
meeting and a majority of votes cast at any meeting at which a quorum is present shall be decisive
of any motion or election.
Section 6. Proxies. There shall be no vote by proxy.
Section 7. Public Discussion. Time shall be made available during all regular meetings for open
public discussion.
ARTICLE II.
MEMBERSHIP
Section 1. Membership. The Historic Preservation Commission shall consist of one representative
from each historic district and four members selected at -large. The Chairperson and Vice -
Chairperson will be elected annually by the Commission members. All members shall reside within
the City limits of the City of Iowa City, Iowa, and shall serve as members without compensation, but
shall be entitled to the necessary expenses, including travel expenses, incurred in the discharge of
their duties.
Section 2. Nomination. The City Council shall appoint members to the Historic Preservation
Commission as vacancies occur. If a position/appointment becomes vacant by reason of resignation
or otherwise and results in an unexpired term, the Council may choose to fill the unexpired term in
such a manner that the appointee shall continue in the position not only through the unexpired term
but also through a subsequent regular term.
Section 3. Terms. Members shall be appointed for three-year terms. All terms expire July 1 and no
more than four terms may expire in any given year.
Section 4. Absences. Three consecutive unexplained absences of a Commission member may
result in a recommendation to the Mayor from the Commission to discharge such member and
appoint a new Commission member.
Section 5. Orientation for New Members. Prior to the first regular meeting following their
appointment, new members shall be provided with copies of the pertinent portions of the City Code,
Historic Preservation Commission By-laws, and other documents that would be useful to
Commission members in carrying out their duties.
ARTICLE III.
OFFICERS
Section 1. Number. The officers of this Commission shall be a Chairperson and Vice -Chairperson,
each of wham shall be elected by members of the Commission.
Section 2. Election and Term of Office. The officers of this Commission shall be elected annually.
Section 3. Vacancies. A vacancy in either office shall be filled by Commission members for the
unexpired portion of the term.
Section 4. Chairperson, The Chairperson shall, when present, preside at all meetings of the
members, appoint committees, call special meetings and in general perform all duties of the
Chairperson and such other duties as may be prescribed by members from time to time.
Section 5. Vice -Chairperson. In the absence of the Chairperson or in the event of death, inability or
refusal to act, the Vice -Chairperson shall perform the duties of the Chairperson and when so acting
shall have all the powers of and be subject to all the restrictions upon the Chairperson.
ARTICLE IV.
CONDUCT OF COMMISSION AFFAIRS
Section 1. Agenda. The Chairperson or a designated representative, together with appropriate
members of the City staff, shall prepare an agenda for all regular Commission meetings. Agendas
are to be sent to Commission members, the City Council and the media at least three days prior to
the regular meetings.
Section. 2. Secretary. A secretary, not to be a Commission member, shall be provided for all regular
and special meetings.
Section 3. Minutes. Minutes of all regular and special meetings are to be prepared and distributed to
Commission members and approved by the Commission prior to being sent to City Council, in the
manner prescribed by the Council. Specific recommendations for the Council are to be set off from
the main body of the minutes, and appropriately identified.
Section 4. Policies and Programs. Periodically, the Commission shall review the policies and
programs of the City relating to historic preservation, and make such recommendations to the City
Council as are deemed appropriate.
Section 5. Referrals from Council. From time to time letters, requests for information, requests for
recommendations, and other matters are referred to the Commission by the City Council. The
Commission shall initiate the consideration of such items at the next regular meeting following
receipt, and shall notify Council of its disposition.
Section 6. Attendance at Council Meetings. The Commission Chairperson or designated
representative are to be in attendance at all City Council meetings, including informal sessions, at
which matters pertaining to the Commission are to be discussed or when actions concerning the
Commission's responsibilities are to be taken. The Commission's Chairperson is to receive Council
agenda prior to each Council meeting, and is to be otherwise notified of meetings involving
Commission business.
Section 7. Annual Report. An annual report, detailing the activities of the Commission, shall be
prepared by the Chairperson, approved by the Commission, and submitted to the City Council.
Section 8. Liaison with Planning and Zoning Commission. At such time as the Commission
undertakes any business which is deemed pertinent to the activities of the Planning and Zoning
Commission, the Planning and Zoning Commission shall be so notified, and may send a
representative to the next meeting of the Historic Preservation Commission to act as a liaison
between the two Commissions.
Section 9. Ex parte Contacts. A member who has had a discussion of an agenda item outside of a
public meeting with an interested party shall reveal the contact prior to staff report, naming the other
party and sharing specifics of the contact, copies if in writing or a synopsis if verbal. Provided,
however, that in ruling upon applications for certificates of appropriateness, the Commission is
acting in a quasi-judicial capacity. In these matters, ex parte communications item outside of a
public meeting between members of the Commission and parties or persons with a personal interest
in the application should not occur, in accordance with Rodine v. Zoning Board of Adjustment of
Polk County, 434 N.W. 2d 124 (1988).
Section 10. Conflict of Interest. Members who believe they have a conflict of interest on a matter
about to come before the Commission shall state the reason for the conflict of interest and leave the
panel of the Commission before the discussion begins. Members who recuse themselves may
choose to leave the meeting room for the procedures for that application.

Section 11. Design Review Subcommittee. The Commission shall have the authority to establish a
historic preservation design review subcommittee to review and make recommendations to the
Commission regarding applications for certificates of appropriateness. Said subcommittee shall
consist of three members of the Commission, appointed annually by the Commission, to serve one
year terms.
ARTICLE V.
AMENDMENTS
Section 1. These by-laws may be altered, amended or repealed and new by-laws may be adopted
by the members at any regular meeting or at any special meeting called for that purpose.

318 South Lucas Street.
Bristow explained that this house was originally a UniverCity Partnership house but is non-
contributing to the Governor Lucas Street Conservation District. She said that the applicant
proposes to add an entrance canopy to the front entrance and remove and replace the entrance
canopy on the side entrance. She said the side canopy needs to be replaced because it is
sloping too far away from the house.
Bristow showed photos of the two areas and photos of the similar proposed canopies. She said
that the canopy would be an open gable and that the roof pitch would be similar to the pitch on
the front -facing gable on the house. She referred to a photo and said that the ends of the
brackets would not project because that would be typical of a Craftsman style which this house
is not. She said the bracket ends would be covered by the fascia similar to another photo she
showed.
Bristow said the canopies would have roof shingles to match the house. They would also be
painted to match the house.
Wagner said to make sure the roofers use short enough nails that they don't protrude through
the open roof below. Typical nails are too long.
MOTION: Litton moved to approve a certificate of appropriateness for the project at 318
South Lucas as presented in the application. Baker seconded the motion. The motion
carried on a vote of 10-0 (Agran absent).

813 Ronalds Street.
Bristow explained that this house is representative of popular vernacular house styles in the
Goosetown area. Built in 1913, it has similar details to popular homes available by catalog at the
time. Bristow noted that the garage is new construction approved in 2007.
Bristow said that the applicant is proposing to install 20 solar panel modules on the garage roof
with 10 on each side of the north/south facing gable end garage. Because of the lower elevation
of the alley and garage area, the solar panels would not be visible from the street.
Bristow explained that these solar panels will not mount as previously approved solar panels
that were mounted to the vertical seams in metal roofs. Because the garage roof is asphalt
shingles, the panels will be attached through the roof structure. Some panels and similar
elements will be located on the rear of the house.
Kuenzli asked if the edge of the panel could be dark instead of white so it would blend in with
the roof. Bristow said she would contact the contractor to see if that is possible.

Ronalds Street as presented in the application. Baker seconded the motion. The motion

728 Colleae Street.
Bristow said this property is in the College Green Historic District. She said the applicant is
reconstructing the stairs and moving them in slightly to the east so that they do not extend past
the edge of the house into the driveway.
Bristow said that the applicant originally wanted to dismantle part of the brick porch wall and
move the stairs to that location but that would have compromised the architectural character of
the house. The driveway will be replaced at a lower elevation too.
Michaud asked about the garage. Bristow said that the applicant wanted to rebuild the garage
but that the original location was not possible due to code requirements. The garage, destroyed
in the 2006 tornado is no longer grandfathered in.
807 South Summit.
Bristow explained that this house is a duplex in the Summit Street Historic District. The south -
facing front door was destroyed by accident and will be replaced with a door that matches the
east -facing front door.

Bristow said that this house in the Brown Street Historic district will have the 3-tab asphalt
shingles replaced with architectural quality shingles in the same light brown color.

Bristow said that this house in the College Hill Conservation District had its front steps replaced.

Bristow said that this house in the Dearborn Street Conservation District has many replaced
windows and that two windows on the north side and one obscured by a tree on the east side
are rotten and will be replaced to match the other windows on the house.
304 South Summit Street.
Bristow said that this house in the Summit Street Historic District has a new owner and is being
rehabbed. The owner is repairing all of the windows on all three sides of the original main
section of the house. The windows on the additions on the north, south and west sides will be
replaced.
Bristow showed a current photo of the house and said that the front fire escape structures are
no longer necessary and have been removed. The photo also shows a new coat of paint to
match the original brick color.
120 Fairchild Street.
Bristow explained that two sets of casement windows that were installed on this Iowa City
Landmark in the 1940's are being replaced with wood double hung windows.
501 Oakland Avenue.
Bristow said that the railing and stairs for this Longfellow Historic District home area being
replaced. The porch stairs are being rebuilt in wood. The concrete stairs to the sidewalk are
being rebuilt in concrete that is narrower so that they can be separated from the retaining wall.
The three different railings will be replaced with one simple metal railing.

Bristow said that information about the house was submitted to the State to get it to issue an
opinion that the house would still be considered eligible for the National Register, once it is
moved. She said that this can be controversial because it is a moved structure not in its original
location. Bristow said that because Iowa City has a history of moving structures, it is not as
controversial here.
Bristow said the State provided a written opinion that the State would still consider the structure
eligible for the National Register. She said the opinion also stated that the district should
probably be amended, because if the building is considered contributing, then any future owner
could get tax credits, etc.
Bristow said it would be more cohesive if this is considered a contributing structure. She said
that involves removing the original house from the district and including this one in the district.
Bristow said the information will include comparing the sites and comparing the neighborhoods
from the original location to the new location. She said that most of this has been compiled in
the original document to the State. Bristow said the packet contains just the first draft of the
information that needs to go to the State.
Bristow said the draft will go to the State with a deadline of August 1 st. She said the State
works with staff to tweak the draft before the final deadline of December 1 st. Bristow said it will
be on the national agenda in February.
MOTION: Kuenzli moved to amend the College Green Historic District to include the
Houser -Metzger House, as outlined by staff. Baker seconded the motion. The motion
carried on a vote of 10-0 (Agran absent).
UPDATE ON POTENTIAL LANDMARK DESIGNATIONS:
Swaim said this is an ongoing project. She said the subcommittee met and will be meeting
again. Swaim said the subcommittee is putting together the narratives and will be sending
those out to the homeowners and having discussions with them.

Miklo said the State Historic Preservation Summit will be held in Davenport in September. He
said that Bristow and Swaim are attending, and the City would pay for the registration and travel
expenses of one more Commission member if anyone is interested.
Henry Fisk Reception.
Swaim stated that the Commission has been contacted by someone who has been
documenting the architect, Henry Fisk, regarding sharing in some kind of event in honor of his
work.
Miklo said the owner of one of his houses, which received a preservation award in the past, has
formed a group of owners of his houses. He said that Fisk was active in Iowa City from the
1930s through the 1960s, and his firm designed the Iowa City Airport terminal.
Miklo said he also designed the City Hall building, in partnership with Roland Wehner, although
the building looked much different initially. Miklo said that Fisk also designed several quite
interesting houses throughout Iowa City and several north of Iowa City in the Dubuque Street
area.
Miklo said that the Fisker group would like to hold a reception and is requesting that the
Commission co-sponsor it, which also makes it easier to hold the event in a City building. He
asked if the Commission would like to co-sponsor this event.
Swaim said that one of the advantages is that this would be something proactive that the
Commission could do that would bring attention to more recent architecture and housing, a lot of
it in the Manville Heights area. Trimble said that Friends of Historic Preservation would be more
than happy to co-sponsor the reception with the Commission.
Miklo suggested the Johnson County Historic Preservation Commission as another co-sponsor,
because several of the buildings are in the unincorporated part of the County.
Swaim stated that part of the Commission's work plan is to hold events that are educational and
to build its audience and such. She said this is a good opportunity. Swaim said the website
was put together by Sue Rhomberg and is called HenryFisk.com.
Swaim asked for a volunteer to be a point person to work with Friends of Historic Preservation
and Rhomberg. Swaim said that Rhomberg would like to hold the reception at the Airport
terminal, which was designed by Fisk. Builta agreed to work on the project.
Other.
Bristow announced that Friends of Historic Preservation helped staff write an HRDP grant to
rehabilitate the City Park cabins, specifically for $25,000 that would be matched, to do the roofs
with wood shake instead of asphalt and to also repair some of the deteriorated roof structures.
Bristow said the City will be getting $25,000 from the State in order to help with that proposal.
She said that more will be going on with that project, but this money is earmarked for the
roofing.

Kuenzli said that at the last meeting, the Commission had discussed water issues with regard to
the Habitat for Humanity house to be built on Seventh Avenue. She asked if any additional
information had become available since that time.
Bristow said that she has talked with the builders. She said they do plan to make sure the
house is waterproof. Bristow said she does not know all of the methods to be used, but the
builders plan to do everything they can to prevent water issues.
Swaim added that Joyce Carroll, of the Parks and Recreation Department, has been working for
several years to draw attention to the cabins and to try to get money and grants, and finally the
right combination of grant writing has been put together. She said this is a big first step.
ELECTION OF OFFICERS:
Swaim said the Commission offices are for one-year terms. She said she would be interested in
running for Chair again, and Baker has expressed interest in the Vice Chair position. Swaim
asked if anyone else had an interest in running.
MOTION: Wagner nominated Swaim for Chair of the Historic Preservation Commission
and nominated Baker for Vice Chair of the Historic Preservation Commission. Clore
