Apparently it worked. The new rules went into effect Tuesday and beachgoers near the Golden Mile section of the city said they were surprised by two things: they couldn't park along the side of any of the avenues that intersect with Ocean Boulevard and there wasn't a crowd on the beach the day after July 4. Watching his kids play in the water, Annons said he's never seen the beach as empty as it was Tuesday afternoon "and we've been coming here for six years now." He added he was surprised that it costs now to park at the street ends. " I guess $2 isn't too bad but its a change from what a lot of people are used to;' Annons said. "The new regulations must have kept a lot of people from here. Myrtle Beach needs the visitors, I guess, but it's nice to have this much room on the beach." The issue came up when residents between 31st and 82nd Avenues complained that visitors were parking in front of their homes, sometimes making it difficult to get in and out of their driveways. The residents also complained of bad behavior and trash being left behind on their lawns. The city noted that the cars were actually parking in the city right-of-way, even though some of the residents have planted grass or other landscaping next to the street. Councilmembers Wayne Gray, Mike Lowder and Phil Render wanted to restrict parking on the Avenues strictly for those who live on the street. The other councilmembers countered that these were city streets and should be accessible to all city residents. The compromise was that anyone living in the city with a city decal could park on the Avenues or the east side of the boulevard. Residents could, however, pick up four guest placards for their family or visitors. So Tuesday, the signs announcing the new decal rules were uncovered along with temporary signs placed in the middle of the streets telling motorists to observe the new rules. One resident on 65th Avenue North near one of the new signs apparently doesn't like the new rules. Just in front of the sign, next to the street are three large rocks that make it impossible for a vehicle to park in the right-of-way. Paying to Park In the beach accesses at the street ends, visitors who don't have a city decal will have to pay $2 an hour or $10 a day using their phone or a downloaded app. That's according to the new parking ordinance. But in reality, it's going to cost a little more than that. For the areas without regular meters, motorists will have to use the Parkmobile service. Either using the app or calling a number to Parkmobile, motorists set up an account giving their license plate number and a credit card number. And every time the account is used, there's a transaction fee charged to the card in addition to the parking rate. According to the company's website, a number of cities throughout the country use this service as a means of convenience for those who don't carry enough change to feed a meter. There are possible issues with communication between the driver and riders. There are concerns about deviation from the route with not having set times for each stop. Jones, SS#422-15-7341. Currently, I am living in Orange City, Iowa where I experience Organized Stalking under a Covert Harassment Program. While living in Hollywood, Florida as a graduate student at Barry University, I had to endure Organized Gangstalking from the community, my fellow students, and teachers. Due to this covert program I was not able to finish the Biomedical Sciences program. Because members of this new age Stasi are in my family, I called on someone I thought I could trust. Her name is Mrs. Diane Broek. I told her I was under financially strain and was hoping I could visit her in Iowa where I hoped to find a job. She agreed to let me stay in the house that belongs to her father who is no longer living here. She even helped me financially by helping me rent the truck I needed, in order to move myself, my cats, and my things here. She even helped me with my bills, bought me groceries, and paid for the utilities for which I am eternally grateful. However, in the weeks to come, her behavior towards me changed which led to her having me served by the Sheriff Jaime on July 19th 2016. The events leading up to this are listed below: On March 17th 2016, Visser Brothers Plumbing came to house to install a new toilet. While here, the plumber by the name of Jim touched my butt. When I told Diane that he acted inappropriately, she quickly wrote it off and said that they had used them for years and never had a problem. My response was that just because they treat you with respect doesn't mean I would receive the same treatment. On May 31 st 2016, I received a text from Diane asking me to call her because of very high water usage in the house. She wanted to send Visser Plumbing Brothers out to take a look. When he arrived on June 3rd 2016, he said the problem was with the toilet valve upstairs and the leak on the basement. I found it strange because I hardly ever used the toilet upstairs and took a shower in the basement. He replaced the valve and needed to return to fix the leak downstairs as the water needed to be turned off by the city. Please see Stalking Continues for more details. On July 8th 2016, Diane came by the house and told me Visser and the city would come on August 12th 2016 more than more. On July 12th 2016, someone knocked at the door and I did not answer because i was not expecting anyone.The water had not been shut down by the city. Last week, I had a plumber to come to the house to check the leak downstairs and he told me that the meter would not have read the leak because he leak was located in the area that would not allow the meter to read it. So, from where did the information about industrial usage come as it did not exist? Organized Stalking. The story was fabricated as a link to my experience with Organized Stalking in Hollywood, Florida. The landlord brought the police to my apartment to force their way into the apartment to check for a leak that did not exist. When they came, they came with no notification in the same way the sheriff came on July 19th 2016 to serve me. The goal is sexually harass the target individual in their living quarters and then repeatedly find reasons to return to cause trauma to the intended target with the police reinforcing this trauma. Diane agreed to help me for 6 months or until I was able to get on my feet. However, I have been blacklisted from high paying jobs. While I have been out of my field for over 10 years, most jobs would have to train new workers anyway, so my not getting hired has little to do with rather or not I am capable of doing the job, but everything to do with my struggle against harassment by members of this harassment program. Any time I have ever had an interview, the harassment gets worse, I think, as a test for rights of passage. If I endure the harassment without complaint, then I get the job. If I complain, then no gold for me. I am being deliberately kept for high paying positions, in order to cripple me financially so that I cannot take care of myself. Diane is aware that I do not have the money to move out and come the end of the month, I will still be in the house as it would be impossible to relocate without money. So, when the sheriff shows up, I am going to say, "Where would you have me go with what seeing as how every effort has been made to create this moment in which we all stand?" I have gone to Atlas, but the person who was supposed to helping me find a place indirectly handed that information to members of Cointelpro by leaving an opened file for me on display at my job. My new job at the Old Factory is not without its challenges. I am constantly harassed by many of my co- workers who are members of Organized Gangstalking. I am even harassed by some of the customers as a means to make my job difficult. I never complain about the customers, but I have mentioned the poor behavior of some of my co-workers when I feel their behavior is intended to be physically violent. One such worker is named Regan who since the first day of working with her, she has done things to obstruct my passage and have tried her very best to bump into me. Customers by the name of Vaughn Donahue and Jake Miller(?) are also very antagonistic in nature. Earlier this week, on the 15th, when I told Vaughn I did not have a problem being friendly with him if he showed me sincerity, he became upset and told me we were going to have problems, if I did not tell him exactly what he did. I told him I would be happy to tell him, when he acted unfriendly to me again, but he could not accept this. See, the goal of Organized Stalking is to create a hostile environment for the targeted individual in a covert manner that can just be written off as an accident or unintentional. Targeted individuals are constantly being set up for failure. I have tried hard to just let it rest, but members are constantly being put into place to antagonize the target which is what happened today with Regan and Jake. So, here I am, telling as many people as I can, in order to put a halt to anything turning violent. I was a targeted individual long before I was made aware of it. I thought it was something that started in Japan, but I can go back as far as the mid 1990s in recollection of one of my first experiences with Organized Stalking. When I lived in Sioux Center, Iowa back in 1999 and 2000, I has experiences with Organized Stalking then but thought it was something built out of ignorance. I was sitting in the park and out of nowhere, two young boys ran up to me and each one took a tum hitting me with a rock. One looked like he was 4 and the other one looked like he was 6 years old and their parents were nowhere in sight. It did not occur to me until August 13th 2016 that at that time, I was experiencing Organized Stalking. Days before the 13th, I sent an e- mail out concerning one of my co-workers who I felt was deliberately trying to make me drop a drink. After coming to a civil understanding, as I walked home on the 13th, a young boy, on his sister's command, pointed his plastic gun at me and pulled the trigger. When I stopped and gestured for him to go to his sister, he did without hesitation. His sister kept shouting for him to target me, but when he saw the stern look on my face, he lowered the plastic gun. When the spell his sister had over him broke, he just went back to being a normal kid. These are a few ways kids are used in Organized Stalking. The family is always at 221 4th Street SW. Gavin Long and Myron May were targeted individuals. Why have I been pulled into this program? I have never been tried for a crime. I have been convicted of a crime. What untruth are people being told, in order to get them to participate in such a hideous program? It's obviously wrong because it is being done covertly. For the most part, these people mean me harm. They are rewarded with job opportunities that pay well, while I am not. I only make enough to pay my personal bills. All who are involved know I don't have the money to move because they have made certain to keep me from high paying jobs in hopes that I will be evicted and confronted by the police force. They have already begun to send out the signals. At around 1:25pm (August 20th), a police SUV appeared on my way from the pharmacy, Dutch Mills. Another one appeared as I approached the Old Factory for work at 1:35pm (August 20th). Just now, I saw one at 12:50am (August 21 st) on my way from getting a drink from the drink machine. I do not fear the police. I just know they are planning to do me harm under this Covert Harassment Program. Three citizens who are eligible electors and residents of the City are appointed by the City Council to serve four-year terms. The Commission establishes and publishes rules relating to examinations for Civil Service positions, establishes guidelines for conducting such examinations and certifies lists of persons eligible for appointment to positions. The Commission has jurisdiction to hear appeals involving the suspension, demotion, or discharge of employees holding civil service rights and may affirm, modify, or reverse any case on its merits. The Commission meets when necessary. ACCOMPLISHMENTS IN FISCAL YEAR 2016 In maintaining compliance with Code of Iowa Chapter 400, development and use of Civil Services selection procedures continued for all covered positions on a City-wide basis. Forty positions were filled from a total of 746 applicants for Civil Service covered positions other than Police Officer or Firefighter. The Commission met on August 18, 2015 to conduct a hearing on Christopher Buckman's appeal of his termination from the position of Fire Lieutenant. The Commission reinstated Buckman to the rank of Fire Lieutenant with time served being recorded as an unpaid disciplinary suspension, requested that staff review the existing residency requirements policy, and directed that Buckman be provided thirty days to achieve compliance with the policy upon completion of the review. • A certified list containing 3 names was approved by the Civil Service Commission on July 14, 2015 for the position of Fire Battalion Chief. Three candidates participated in an assessment center and a written test. • A certified list containing 4 names was approved by the Civil Service Commission on July 14, 2015 for the position of Fire Captain. Four candidates participated in an assessment center and a written test. • A certified list containing 1 name was approved by the Civil Service Commission on July 14, 2015 for the position of Fire Deputy Chief. This restriction is to alleviate traffic congestion and improve safety for motorists and pedestrians near South East Junior High. Crews closed First Avenue south of Bradford Drive through Mall Drive on August 20, 2016 to complete work on the railroad bridge and start paving First Avenue below the bridge.
