IDHEREAS, IDnndag, October 15, 1984, is designated bg State
Law as IDhite Cane Safetg Dag in Iowa, and
WHEREAS, the Cade of Iama provides that every blind citizen
has the right to carry the IDhite cane; which demon-
strates and sgmbnlizes the ability to achieve a
full and independent life and the capacity to work
productively in competitive emplagment, and
IDHEREAS, Iowa law also provides that every operator of a
motor vehicle who encounters a blind pedestrian is
required to exercise appropriate cautina to avoid
accident or injurg, and
IDREREAS, bath State and Federal laws prohibit discrimina-
tion based an blindness and support equal apportunitg
and affirmative action programs to encourage emping-
ment of blind persons in the competitive labor farce,
