Re: Parking Regulations
It has recently been brought to my attention that the parking ramp
operating procedures allow the City to cancel or temporarily suspend
selected parking permits with a 30 -day notice in the event of a short-
term increase in parking needs. I feel this is unfair and discriminatory.
The City has zoned the CBD so that property owners cannot provide their
own parking. The City, therefore, has responsibility for providing this
parking to the property owners. This is partly fulfilled through the
use of parking permits in the ramps. For the City to suspend this
parking for even a short time is unfair.
I'm sure, however, that a temporary relocation to an equally accessible
space due to construction of the additional two floors of the Dubuque
Street ramp is certainly an accommodation we permit parkers would make.
Please see that an unfair suspension of parking rights does not occur,
or, if it may be unavoidable, the last issued permits be revoked first.

Dear Mr. Gross:
At its regular meeting of October 23, 1984, the City Council received
and placed on file your letter regarding parking regulations. The
present policy of the City Council does favor short-term parkers over
the long-term parkers in the central business district to accommodate
shoppers. It is the intention of the City, with the present parking
study,to develop additional solutions for long-term parking. However,
it is clear that the construction of additional facilities for long-
term parking would require a very significant increase in parking
charges.

Re: Leaf Pick-up

The leaves are coming down fast and the time of our yearly
frustration is approaching!
Raking leaves is a hard and time-consuming job. It is then
annnoying to have the huge piles of leaves sitting at the
curb and not being picked up as per schedule. The piles are
unsightly, are a fire hazard - and blow around. Also kill
the grass under them.
It is impossible for the crew to pick up leaves on the west
side of the river in one day. The area is too large and there
are too many trees. As a result the leaves sit for two to three
weeks until the next pickup date.
We wonder tf a better system could be devised. Dates published
In the paper could be a guideline only. However the crew would
finish up in any given part of the city, and not stop cold at
4 PN: to go on someplace else the next day.
We know this is a small matter in the scheme of things, but
nevertheless would appreciate your giving it your consideration.

Dear Sam and Ruth:
This letter responds to your inquiry regarding the leaf pickup program.
I recognize that there have been problems during the past, especially
last year, when residents were frustrated by unreliable service and
early winter weather.
The crews will be working on Saturdays and Sundays this year, if necessary,
in order to keep on schedule and will not leave a neighborhood until it has
been completely serviced by the leaf pickup machines.

Dear Mayor McDonald,
With the recent closing of the Whiteway Super Market, many people are
wondering if there will be a replacement for it in the downtown area.
I am a senior at the University of Iowa. Since I have lived here I
have seen many changes in the Downtown Pedestrian Mall, but I must say
that the loss of the only grocery store in the area came as quite a
surprise and as a great disappointment.
Many other residents and students who depended on Whiteway must have
felt this surprise and disappointment when they learned it would no
longer continue business. Students as well as the elderly living near
the downtown area found Whiteway easily convenient on a daily basis.
Iowa City truly needs a grocery store downtown. quick Trips and 7-11s
simply cannot provide the quality of food that Whiteway provided. Now
it seems the only alternative we have in purchasing decent groceries
is a long hike to some distant grocery store where the service is less i
friendly. Once winter is upon us, the task of shopping will seem even
more wearisome.
I realize you are a busy person, but I do hope that you will find the i
time to think about this issue. This is a frustrating situation for
many people living near the downtown area. We miss shopping close to
home. Is there anything you can do about this problem?

Dear Mr. Dowler:
At its regular meeting of October 23, 1984, the City Council received
and placed on file your letter regarding the closure of Whiteway Super-
market. I know many people share your regret that this store closed,
and the City staff is aware of the shopping problems this closure
causes especially for the elderly, some of whom depended upon this
store for home delivery of groceries. I have asked the City Human
Services Coordinator as well as the Senior Center Coordinator to review
the situation to determine whether or not the City can provide any
remedies.
In the meantime, I can only advise that the New Pioneer Coop on Van
Buren Street and John's Grocery on the corner of Gilbert and Market
Streets are available in the near -downtown area.

In regard to the anti. -gay grafitti that has been recently
displayed in Iowa City, I wish to express my desires that the
City Council strongly state their feelings against this obviously
bigotted attack against the gay Iowa City community. As a resident
of this community, I personally feel that performances of this
kind are limiting to a quality of life I have felt prevalent
to, and privileged to, in the past - that being an open and
accenting atmosphere. When an individual is made aware of
limitations placed on his/her lifestyle, it places that person
In a community with feelings or distrust, general fear, and
fear for life. Iowa City has always professed a quality of life
that perpetuates individual freedoms. Ihls most recent act
of hatred can only indicate the destruction of freedoms for one
groan by another. This will. lead to further such acts unless
it is immediately dealt with, thus leading the way to a regeneration
of good community health.
Please make a stance that Is for the welfare of this community.
That being - stop antagonistic acts against a group ( any group).
The gay community of Iowa City, the gay community of any city,
does not deserve any act of hatred. The bigotted mentality of
this hateful grcup must be arrested. Make your declarations
against these harmful acts, and make this a priority.

RE: Parking Prohibition on Weeber Street
ACTION:
As directed by Section 23-16 of the Municipal Code of Iowa City this is to
advise you of following action.
Pursuant to Section 23-234 of the Municipal Code of Iowa City the City
Traffic Engineer will direct the installation of NO PARKING ANYTIME signs
on the East side of Weeber Street between the intersection with West
Benton Street south to the intersection with Harlocke.Street. This action
will take.place on or shortly after October 26, 1984.
COMMENT:
This action is being taken after the completion of a postcard survey which
polled the opinion of those residents which would be affected by this
change. Sixty-seven percent of the responding residents were in favor of
this proposed change.

Re: Stop Sign on Pepper Drive at Sandusky Drive
As directed by Section 23-16 of the Municipal Code of Iowa City, this is to
advise you of the following action:
ACTION
Pursuant to Section 23-160 of the Municipal Code, the City Traffic Engineer
has directed the installation of a stop sign on Pepper Drive at its intersec-
tion with Sandusky Drive. It has been installed so as to cause traffic on
Pepper Drive to stop prior to entering Sandusky Drive. This action took
place on October 3, 1984.
COMMENT
This action is consistent with the City's policy of protecting the right of
way of its arterial and collector streets. This new portion of Sandusky
Drive west of Pepper Drive has just recently been opened to vehicular
traffic.

Dear Rr. McDonald:
I regret to inform you that I will be unable to complete my term
as a member of the Iowa City Housing Commission. Because there
has been some difficulty in achieving a quorum for both routine
and Appeals Board meetings, the chairman of the Housing Commission
has set a permanent time for all subsequent meetings --Tuesday at 8:30 as.
It will be difficult, if not impossible for me to adapt my clinic/conference/
teaching schedule to this meeting time, and I would be able to attend
maetings only a a sporadic basis. At the time of my appointment
it was my understanding that meetings would be scheduled to avoid conflict
with routine work schedules, and it was my hope that the meetings could
be held in the late afternoon or evenings as they are for the majority
of city volunteer commissions.
I'.have enjoyed my work on the Housing Commission and appreciate the
opportunity to be peripherally Involved in city government. It
is my hope that I will be able to serve on another city commission
In the future.
