HomeMy WebLinkAbout1983-01-04 Resolutionk RESOLUTION NO. 83-1 RESOLUTION OF COMMENDATION WHEREAS, Abbie Stolfus retired from the service of the City of Iowa City effective January 1, 1983, and WHEREAS, the said Abbie Stolfus has given the City of Iowa City nearly 19 years of dedicated service from January 28, 1964, to January 1, 1983, and WHEREAS, during this nearly 19 years Abbie Stolfus has set an example of service and dedication to her position and has been a friend as well as an advisor to those seeking the services of the City Clerk's office, and WHEREAS, the City Council of Iowa City wishes to commend the said Abbie Stolfus for such dedicated and outstanding service as City Clerk of the City, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF IOWA CITY, IOWA: 1. That the City Council of Iowa City, Iowa, hereby commends Abbie Stolfus for service as City Clerk of Iowa City, Iowa, 2. That the City Council extends the gratitude of the City to the said Abbie Stolfus for her service. 3. Development is proposed for the corner lot in the southeast quadrant of the intersection of Burlington and Van Buren Streets. The plan submitted calls for the demolition of the existing structure, which has been a vacant commercial property for a number of months. The new structure would be a three-story apartment building with 54 units. The property in question is in the floodplain of the Ralston Creek watershed. The floodway, or channel of the stream, is to the west of Van Buren Street and does not encroach on the development site. Any new construction within the floodplain must have the lowest floor, including the basement, elevated to or above the 100 -year flood level. The flood level at this site is 661.25 feet. The first floor elevation of 666.3 feet shown on the plan is 5 feet higher than the flood level; the five feet allows for a crawl space beneath the main structure. Approximately 6 feet of fill will be used to attain the required elevations. At the Planning and Zoning Commission's meeting of November 4, 1982, a recommendation was made to the City Council to rezone this property from C2 to R3A in response to an application from the property owner. A public hearing before the City Council is set for December 21, 1982. The plans which have been submitted are based on the Commission's approval of the rezoning request. Council approval of the LSRD will depend upon final approval of the rezoning, however, the Commission may proceed with this application in the context of its previous decision. DEFICIENCIES AND DISCREPANCIES The staff has met with the applicant and the following discrepancies and deficiencies were discussed. I. Additional information required on the Plan: A. The title of the Plan should be LSRD-Preliminary and Final. B. The distance between B and J Auto Refinishing and the applicant's property line should be shown. C. Verification of the location of the sanitary sewer is necessary. D. A graphic scale and date should be noted. E. A typical for the tree islands with curb height. 2. Legal description: A. Outlot 28 should be noted as Outlot 26 and the pin notation on the map should be placed farther north on the west property line. B. A 6" water line connecting the 6" line north of Burlington and a 6" line to the south of the applicant's property should be shown along the alignment of the sidewalk on the east side of Van Buren Street. B. Two fire hydrants are required on the east side of Van Buren Street. C. A 10 foot easement over the water line should be shown. 4. Sewer: A. A 10 foot sanitary sewer easement should be shown. B. The chairlift and entranceway on the south side of the building should be moved so as not to be constructed over the sanitary sewer. jC. The distance, size and slope of the sewer should be shown. i S. A public access easement should be shown over the sidewalk on the east side of Van Buren Street. 6. Parking: A. The size of the aisles between the parking spaces should be at least 18 feet. B. The drive between the sidewalk area on the east side of Van Buren Street and the parking lot requires the provision of tree islands separating the parking from the drive. The developer has the option of eliminating this drive by providing expanded green space between the sidewalk and the parking spaces. C. Four inch asphaltic concrete is necessary in those areas of the lot having a crushed stone base. 7. The configuration of the parking lot trees should be revised in accordance with modifications made in the parking lot plan. Additional building coverage trees may be necessary dependent upon the redesign of the tree plan; 38 building coverage trees are required to cover the square footage of the building proposed. 8. The curbcut indicated on Burlington Street should be removed. 9. Legal papers consisting of the required easements and a resolution for approval should be submitted. The applicant has stated that every effort will be made to make the necessary modifications or revisions to the Plan. A revised Plan will be presented at the Informal Commission meeting December 13. The five sites offered for sale are located between Wright Street and Kirkwood Avenue; Dubuque and Gilbert Streets; south of the Iowa City central business district. (See location map on page 12.) The City has recently finished a series of creek improvements as part of the Lower Ralston Creek Neighborhood Improvement Project funded by the U.S. Department of Housing and Urban Development. The primary purpose of the Lower Ralston Creek Neighborhood Improvement Project was to reduce flooding in the area, as well as generally upgrade the neighborhood. The goals and objectives of the project were: I. To reduce flooding and the flood hazard of Ralston Creek. 2. To eliminate blight, health and safety hazards from existing buildings through rehabilitation and demolition. 3. To assemble properties of appropriate sizes for private redevelopment of land uses specified in the Comprehensive Plan. The land uses in the Lower Ralston Creek area have been characterized by interspersed commercial and residential development of various types. Many of the original single-family residences have been removed and replaced with multiple -dwelling units and commercial and service buildings. This area also now contains many community and government service facilities. The Comprehensive Plan indicated that the zoning in this area should be reevaluated because conflicts between the zoning classification and actual land uses were identified. The Neighborhood Improvement Project is attempting to encourage the location of identified compatible land uses in the Lower Ralston Creek area. The City desires to see the Lower Ralston Creek area maintained and upgraded through rehabilitation and reinvestment. The Lower Ralston Creek area was extremely susceptible to severe flooding problems.
