vacancyto fill an unexpired nexpired term ending 5/1/79 on -

Mayor Pro tem called attention to Sr. Planner
Schmeiser's memo.conc. County Downs Subdiv. Moved
by Perret,seconded!by Vevera, to approve the
prel.'plat subj. to deficiencies & discrepancies
listed by,P&Z and by the Coralville City,Engr.
Council` discussed these deficiencies & discrepancies
with 'Schmeiser`& Steven Victor, representative of
SMR Assoc. The previous motion was withdrawn and
the following' motion substituted in its place, "To
recommend to the Coralville City Council that the
preliminary plat for County Downs Subdiv. be
-'approved contingent upon the matters listed in
'
Schmeiser's'memo." Motion carried, 5/0, Foster &"

City Atty. Hayek discussed the situation re
houses purchased from Urban Renewal which were
moved.' He requested authorization for initiation'
of litigation necessary to force compliance with
the Minimum.Housing'Code. It was so'moved by

Mayor Pro `tem deProsse declared the public
hearing open on the final Planned Area,Dev. plan

City Atty. Hayek discussed several items relating
to the Pentacrest Garden Apt. parcel: 1) two
items remain to be resolved re the abstract, a) an
appropriate 'escrow lagreement with the County on
the property tax situation, and b) whether or not
a quit claim deed or 'title clearance was needed in
connection: with previous contract (Old Capitol
Assoc'.), and 2) there would be no harm in allowing
the developer 'to do preliminary excavating and
grading on Nov. 23 subj: to three things occurring,
a).the developer and ,the City signing ',the contract,

c) the developer agreeing to leave premises if

annexation, and took note that, Lloyd would not participate in a voluntary
annexation. 'Perret arrived, 1:45: PM. Several councilmembers were not in
favor of allowing septic tanks, if the area is to be,annexed. Schmeiser ad-!
„ vised'that there were three provisions to be met before the'iCounty would
It ;.approve'[the plat. The Mayor asked for a recommendation on how to deal with
the Lloyd property. The City will wait and see what the County does on the plat.

were;discussed.`Regarding the ,Mayor's concern :that the City was not following
the policy concerning cul-de-sacs, Schmeiser suggested establishing an ordinance,
after, completion of the Comprehensive Plan, that would, prohibit any development
in line with tfie streets,proposed'to be extended by the Comprehensive Plan.,
Excesstraffic'on the, two bridges,acrossthe creek was noted'. Several council -
1 'members did not like the traffic proposal'; and Schmeiser was asked to work out

Position. A majority of Councilmembers was against the new proposal for the
streets. Schmeiser noted that ,he has tried to do away with the 'four-way
intersect ions 'in residential developments'.and to'avoid the 'long residential
`•' atreets. Sauegling will confer with his client on alternatives and the item

Paving Sunset St. City ,Mgr. Berlin advised that the City would pave the other
lanes when rt is connected to Highway 1. The agreement for paving as required
by the:'subdivision ordinance was',noted. As it is'tied into the State Highway

HUMAN SERVICES PLANNING
Director Emil Brandt and Human Services Planner Connie Echternach of the Johnson
County Regional Planning Commission explained the status of the Human Services
Study, reporting on 8 problem areas and presenting recommendations developed
thru a sub -committee process'. 'Reports will be available after Nov. 16th'. The
same questionnaire,is being sent to all agencies requesting funding. Pam Ramser
reported on Services to Transients, Larry Allen on JuvenileJustice. Echternach
discussed Adult' Corrections;' Counseling, Substance Abuse, Emergency Assistance
to Residents,and'Protection of the Elderly from Abuse, Neglect, and Exploitation.

Brigadier Walter Kennedy, Division Commander of the Salvation Army for this area
cited the need for a Salvation Army center for Iowa City, and advised that he had
asked for $50,000 seed: money for a demonstration program for a year. Mayor
Neuhauser noted Council's appreciation' of their offer and suggested that City
,. representatives sit down with representatives from' the churches, United Way, and
the University,`to discuss joint responsibilities. Bill Dennis advised ofnew
nolicvifor Committee on Community Needs. Echternach cautioned 'Council about

Dir. Kraft outlined the highlights of the proposed regulations of the Housing
