Ty'n Cae, Part 1 and 2 Date: September 15, 1977 �- (final PAD, LSRD and plat) GENERAL INFORMATION Applicant: Ty'n Cae, Inc. 1201 South Gilbert Street Iowa City, Iowa 32240 Requested action: Final PAD and LSRD plan and plat approval Purpose: To develop 72 lots for single family, two-family and multi -family dwelling units Location: East of Mormon Trek Boulevard and north 'of'the City limits „Size: 40.20 acres Existing land use and zoning: Single family dwelling and zoned RIB Surrounding land use and zoning: North;- transformer station and undeveloped;zoned RIA East '- Willow Creek Park and'undeveloped• , i. zoned RIA ' South`- undeveloped and located in Jofinson County, i ' West (across Mormon Trek Blvd.),- undeveloped and'zoned'R1A Zoning history: Property rezoned from R1A to RIB on June;28, 1977 Applicable regulations: Provisions of the Zoning, Subdivision and Large Scale Residential Development Ordinances 45 -day limitation: 9/26/77 60 -day limitation: 101177 / / SPECIAL' INFORMATION i Public utilities': Adequate water and, sewerage service are available. Physical characteristics: The topography is rolling to steep with maximum slopes of 20 percent. ANALYSIS The final plans and plat of Ty'n Cae include 72 lots for 62 single family dwelling units, S4 two-family dwelling units and 84 multi -family dwelling units. The net land area of the proposed development minus the street right-of-way area is 1,387,573.4 square feet for an average of one unit per 6,937.87 square feet of land area. ;The, plans and plat are in substantial compliance with the preliminary plans and plat previously approved and although detailed plans and specifications for the apartment,complex have not been submitted, there appear to be no constraints in the development of the property. RECOMMENDATIONS' As this application is for a combined final plat, final Planned Area Development plan and final Large Scale Residentiat Development plan, consideration must be given on the three items'in the following, sequence: final PAD plan, final Large Scale Residential. Development' plan, and final plat. Although!the',final plat, which has been divided into Parts ' -I and Il have been reviewed by the Engineering and lPlanning <Staffs, ,the LSRD plan is very general and does not contain the necessary detailed information to make an analysis'of the plan. It is, therefore, the Staff's recommendation that the application for all three items be ;deferred and that the:,final plat;" Parts I and,ll,:be revised 'to incorporate'the deficiencies and discrepancies noted below. Burry Street should be renamed Burry Drive in compliance with the City's street naming classification system. 3. Sanitary and storm sewer easements should be shown and dimensioned in "Willow Park' Apartment Lot". 4. All property 'markers'should be set prior to approval of the final plats. Although the Code Iof'Iowa does, permit interior lot markers to be set subsequent to recordation of the; final plat, the City's Subdivision Ordinance requires that they, be set prior to ,approval, of the final' plat and the Staff does not recommend, that this requirement be waived. 5. Lot 35 should've numbered on the final, plat of Part II. 6. The distance of the.sanitary sewer easement into Lot 54 should be dimensioned. 7. The 15 -foot wide sanitary; sewer easement located along the lot line common to ,. Lots'23 and 24 should be relocated to along the lot line between Lots 25 and 26.
