a. Public hearing on the vacation of a portion of Lucas Street
right-of-way located north of Page Street and south of the
Chicago, Rock Island and Pacific Railroad right-of-way. V- i

Comment: The Planning & Zoning Commission, at a regular
meeting held February 17, 1983, recommended by a vote of 6-0
approval of the vacation of a portion of Lucas -Street right-
of-way located north of Page Street and south 'of the Chicago,
Rock Island and Pacific Railroad right-of-way subject to
retention of an easement to permit Iowa -Illinois Gas &
Electric Company to maintain a guy wire supporting a utility
pole located on the south side of Page Street. This recommen-
dation is consistent with the staff's recommendation contained
in a staff report dated February 17, 1983, which is included
in the Council's agenda packet. A copy of the ordinance
vacating the right-of-way is also included in the Council's
agenda material.

standards for off-street parking areas.
Comment: The Planning & Zoning Commission, at its February
3, 1983, meeting, recommended by a vote of 6-0 that the City
Council adopt a proposed ordinance establishing design
standards for off-street parking areas. These standards
will regulate size of parking spaces, aisle width and
separation from drives. A copy of the proposed design
standards are included in the CCoou�nsil'ss agenda packet.

d. Consider an ordinance approving the amended preliminary and
final planned area development plan of Lots 91 and 92, Ty'n

Comment: The Planning & Zoning Commission, at a regular
meeting held February 17, 1983, recommended by a 6-0 vote
that the amended preliminary and final PAD and LSRD plan be
approved. This recommendation is consistent with the
staff's recommendation contained in a staff report dated
February 17, 1983, and subsequently updated in a memo of the
same date, both of which were included in the Council's
March 1, 1983, agenda material.

f. Consider an ordinance vacating portions of the right-of-way
of Sunset Street and the frontage road between Highway 1 and
3/0 8 Bryn Mawr Heights, Part 13. (passed and adopted)
Comment: The Planning & Zoning Commission, at its January
20, 1983, meeting, recommended by a vote of 6-0 that the
City vacate a portion of Sunset Street right-of-way and a
portion of the right-of-way of the frontage road between
Highway 1 and Bryn Mawr Heights, Part 13. This property was
acquired by the Iowa Department of Transportation (IDOT) in
the name of the City of Iowa City for the Highway 1 improve-
ment project. Upon completion of this project, the right-
of-way will not be needed by either public body and can,
therefore, be disposed of pending reservation of required
easements. The Commission's recommendation is consistent
with the staff's recommendation provided in a staff report
dated January 20, 1983, which was included in the Council's
March 1, 1983, agenda material.

Manville Heights to RNC -20. (first consideration)
Comment: At a special meeting held February 28, 1983, the
Planning & Zoning Commission recommended approval of the
rezoning of the R3A area of Manville Heights to RNC -20 by a
vote of 7-0. A copy of the staff report dated February 17,
1983, was included in the March 8, 1983, Council packet.

OF IOWA AMENDMENT TO THE CONTRACT FOR TECHNICAL SERVICES BETWEEN THE CITY

Comment: This resolution authorizes the fourth amendment to the contract
for technical services between the City and its urban renewal
consultant. The contract is for a not -to -exceed, total of $54,490.90.
The purpose of this contract is to assist the City in the preparation
Of an Urban Development Action Grant to help finance a portion of
the hotel project in the downtown.

Item No. 15 - CONSIDER AN ORDINANCE AMENDING CHAPTER 2 OF THE CODE OF ORDINANCES,
CITY OF IOWA CITY, IOWA, BY ADDING THERETO ARTICLE XI WHICH
PROVIDES FOR THE ESTABLISHMENT OF THE DEPARTMENT OF PUBLIC
TRANSPORTATION. (first consideration)
Comment: This ordinance creates the transit service as a separate Department
Of Public Transportation. The ordinance immediately following
repeals a provision of the Code which states that the transit
service is a division of the Public Works Department. The
Purpose of this ordinance is to establish what has in effect
existed in practice for a substantial number of years. As the
transit service has grown and there has been increased Council
and public interest in transit, the transit division has operated
as a separate function reporting directly to the City Manager.
These ordinances will not make any financial, oolicy or other
administrative changes. Also this ordinance is similar to the
other departmental ordinances which appear in the Code.

MENTS FOR NOTICE AND APPEAL
COMMENT:
.The purpose of this proposed amendment is to shorten the
time requirements both for the written notice of suspension
or revocation of taxicab licenses or driving permits and for
the.written appeal of such action. Reducing the times from
30 days (notice) and 10 days (appeal) to 7 days and 7 days
respectively will expedite the processing of the actions.
