Attachments include memo of February 8, 1983, outlining proposed project
as discussed at February 6, neighborhood meeting, letter from Mark Wolraich
regarding canvas of the residents on Melrose and memo of Mach 8,regaownersthrough
agreement of twenty-two (22) of the thirty-three (33) property
neighborhood meeting and canvas by neighbors at meeting.
Of the remaining eleven (11) property owners, I have been able to
contact all but one (1) property owner. Three (3) of these ten (10) are
are against the project and of these three (3), two (2) would not be willing
to give the necessary construction easements.
The final concensus of the project as proposed in the memo
of February 8, 1983, is as follows:

Re: Melrose Court Improvements I
The neighbors in attendance at the Melrose Court neighborhood
meeting have contacted additional property owners not in attendance
at the first meeting held on Sunday, February 6, 1983, and explained
the project to them as outlined in my February 8, 1983, memo to
Council (memo attached). Of the ten additional property owners
contacted, it appears that they are in agreement with those that
attended the neighborhood meeting. See attached letter from Mark
Wolraich.
If Council wishes to discuss this project further, I am available at
your convenience. The Engineering Division will await further
direction from Council before proceeding with this project.

Dear Frank:
To date we have been able to canvas 20 of the 33 residents on
Melrose Court. None of the owners objected to the plans as you
outlined them at the meeting, nor did they object to construction
easements. Approximately 16 wanted it if it were done with no
assessment to the homeowners. With the remaining homeowners we
have been unable to get a hold of, it is our impression that
there will be little opposition to the proposal you outlined.

Re: Melrose Court Neighborhood Meeting
On Sunday, February 6, 1983, at 7:90 p.m., Denny Gannon and I attended a
neighborhood meeting regarding the Melrose Court improvements. The
meeting was held at the Mark and Debra Wolraich residence. Of the 33
property owners affected by the project, ten were represented at the
meeting.
The proposed project, as explained to the group, consisted of constructing
curb and gutter along both sides of the entire street. Utility poles are
to remain as they now exist and a proposed five foot wide sidewalk is to be
constructed along the west side of Melrose Court. Driveways and retaining
walls are to be removed and replaced or added as necessary. The drainage
problem located in mid -block is to be eliminated. Construction easements
are to be obtained from all abutting property owners on both sides of the
street.
Briefly, consensus of the group is that they are in favor of the project,
as explained, and are willing to give the necessary construction easements
if the project is funded by the City. Also, the group in attendance, will
contact the absent property owners, explain the project to them, and then
report the results to my office.
Additional information will be forwarded to the City Council as it is
received by this office.

Re: Bus Shelters
Transit plans the purchase of two bus shelters with excess FY82 STA funds.
One will be located at Carriage Hills Apartments. The management of
Carriage Hills has agreed to split the shelter cost on a 50/50 basis. The
second site will be determined later.
When applying for FY84 capital funds from the state and federal government
we will request money to purchase ten additional shelters.
Attached is a list of proposed sites for bus shelters. This does not
represent a priority list.
One concern regarding bus shelters needs to be brought to your attention.
We are experiencing a high level of vandalism on our present shelters.
Since August, 1982, over $1580 has been spent on shelter repairs. We are
looking into ways of lowering repair costs and preventing vandalism.

Last Friday while you were out of town attending a training session I
took a phone call from a Ms. Smith. She was upset and explained that
she had gone to the City Clerk s office to register to vote and your
assistant, Jill, had said to her "abruptly", "You register to vote at
the County. 11, and she turned her back on Ms. Smith. According to Ms.
Smith as Jill walked away she grumbled to another employee loud
enough for Ms. Smith to hear, "You
enough..." would think people would be smart
Ms. Smith could not hear the rest. Ms. Smith said she
was new in town and felt she had been treated rudely.
P.S. The Mayor overheard me taking this phone message and said for me
to tell you that she is waiting for a report on the incident from
you.

Dear Mr. Berlin:
I have received word that there was an objection made to the
_ placement of a pad mounted transformer on the west side of
Dubuque Street when the improvements are made this year. Based
on that objection, I understand that the City Council decided not
to allow that transformer.
The placement of that transformer is a critical factor in the plans
to uprate and improve the electrical system in the "blind block"
and for providing service to the building which will replace the
ones that burnt down. Without that transformer, those plans will
have to be revised and the resulting improvements will be considerably
less than formerly anticipated.
I would like to have an item placed on the agenda for the Monday
(3-7-83) Council Meeting to discuss this situation. I will be
out of town, but Jeff Duffy and Ken Taube of our Company would be
I able to explain our situation and answer any questions the Council
might have.
I'm sorry about the short notice, but I just learned of the Council's
decision. It's imperative that this be resolved quickly so that
we have time to prepare conduit specifications for the Dubuque Street
improvements.

Subject: Proposed Location of Pad -Mounted Transformer
on Dubuque Street Between Washington and Iowa
Dear Neil:
The following information was requested for the City Council
Members prior to the council meeting scheduled for March 14, 1983.
Tom Hoogerwerf, Ken Taube and I will be present for the Council
Meeting to discuss this information, offer more details if requested
and respond to questions about out design.
The primary reason for another transformer to serve the new building
being designed for the "Blind Block", city block 80, is that the
existing facilities will not handle the additional load. The loss
of Comer's, The Bicycle Peddlers and the customers on the second
story resulted in a loss of about 35KVA of load. Before the fire
that destroyed these buildings, the total load for the "Blind Block"
was enough on peak days to blow fuses on the overhead system in the
center of the block. The new building will result in a new connected
load of about 150KVA. This new load assumes a 600 ampere service
panel loaded to about 70% of rating at 120/208 volts.
Since a new transformer is required because of loading, the location
of the transformer was considered next. The desired location is
shown on the City's construction print: In front of the old Bicycle
Peddler location at 15 S. Dubuque Street in an area designated for
bicycle racks. This location allows us to accomplish the following:
1. Provide reliable service to the new building without
overloading the existing system.
2. Remove more load from the Blind Block by connecting
the services in the walkway south of Meyer's Barber
Shop to the new transformer.

3. Remove the existing vault transformers from the
First National Bank Building vault system on the
east side of Dubuque Street.
4. Provide a duct capable of serving the expanded
Urban Renewal Area of City Blocks 61, 66 and 80,
should the City decide at a future date to expand
the underground system.
5. Minimize the costs incurred by the developer to
provide service to his property.
The above item five is referring to a requirement as quoted from
our Rules and Regulations, Section IV, paragraph 402, Location of
Equipment:
"The customer is responsible for providing space for
surface mounted transformers. If an indoor instal-
lation of transformers or other equipment is required
by the customer or when the conditions of the customer's
property are such that an outdoor installation is
impracticable, the customer shall provide, without cost
to the Company, a building, room or vault adequate for
the housing of the equipment and shall own the equipment j
therein. This space shall meet the requirements of the
iNational Electrical Code and the Company."
The estimated cost for a vault transformer system meeting these
j requirements varies from $60,000.00 to $85,000.00. This price I
included the cost of a spare transformer.
In summary, a new transformer is required to serve the new building
with it's additional load. The preferred location provides for
future expansion, more reliable service to the "Blind Block" and
a minimum cost to the developer.

Your February 25 letter has been referred to me for reply.
I have Investigated this matter with both our own people and with Mr. Tom Logel, Vice
President of the Iowa Railroad. As I understand it, the "screening trees" is a row of trees
which are growing on the Trustee's property and, insofar as the residents adjacent to the
right of way are concerned, they isolate the residential property from the track.
As explained to me, the trees are situated particularly in the area of the Stadium Track and
their growth is such that the limbs will not clear rail equipment, therefore must be cut to
avoid damage to rail persons and property. Another consideration is 'the fire hazard
associated with brush and limbs during the dry part of the year.

We appreciate the concern of local residents who benefit from these trees, particularly if
they do not have such "screening trees" on their own property, and we would support their
survival if they did not interfere with rail operations or create a hazard of some type. As is,
Iowa Railroad indeed has our approval to clear what is necessary for their safe operation
under the lease agreement with the Trustee. Mr. Logel told me they have limited their
cutting to a distance of 20' on each side of the track in an effort to accommodate the
concern of adjoining residents. I think that Is reasonable.
Further comments from you on the matter are welcome if you can show that I haven't fully
understood the problem.

Assessor - Informal Bid Quotes
D. Hudson summarized the informal bid -quotes from appraisal firms
i regarding residential reappraisal. It was noted that bid specifications
should be written to ensure quality work. Discussion followed re the
formal bidding process and the procedure needed to firm -up the informal
quotes. Moved by School Board, seconded by City, requesting a written
report from the City Attorney and City Assessor regarding the bidding
process. Motion carried. Berlin will work on the bidding report also.

Councilmembers Present: Neuhauser, Balmer, Lynch, McDonald, Dickson,

1. Berlin requested a meeting with Zuchelli and Councilmembers to
discuss hotel plans on March 22. Council agreed. Lynch will be
absent. Neuhauser noted the April 30 UDAG grant deadline.

Dubuque Street Transformer. (Nusser, Hoogerwerf, Taube, Duffy) Jeff
Duffy compared three possible locations of a transformer and how the
location would effect the electricals stems in the

location is most beneficial because it provides reliable service to the

First National Bank building; provides potential to later expand service;
and minimizes costs to the developer. Duffy explained the cost breakdown
of locating the transformer underground. Neuhauser said that the City j
should consider redoing the alley at this time. Jansen will look at the
utility franchise provisions regarding undergrounding service.

Finance Department Staffing
Delinquent bills have increased customer service demands in the
water/sewer billing area. Vitosh explained that current water and sewer
revenues are covering operating costs but the City will need to look at
water rate changes in FY85. Vitosh is setting up a proposal establishing
a formula to charge back Block Grant and Assisted Housing expenses.

Councilmembers reviewed March 11 Iowa City Community School District
letter. It was noted that the City should get an appraisal of the
property. Jansen is looking at the legal issues regarding the public
purpose aspects. Lynne Cannon, School Board President, said that they i
will do an architectural evaluation. Jansen is working on an agreement
with the School Board. Councilmembers recommended Jansen include a time
limit in the agreement.
Agenda and Council Time

1. Item 3e(4). Correspondence with T. Cilen re "family" definition. j
Jansen will send Councilmembers an updated memornadum re: legal
"family" definition.

2. Berlin noted that an extra meeting will have to be scheduled, in
addition to March 22, to discuss zoning matters.
3. Item 14. Berlin outlined Zuchelli's work on the hotel and UDAG
grant. Neuhauser noted that the City needs to determine the amount
of public contribution towards the hotel project with regards to the
UDAG grant. Concerns were raised about the size, maintenance and
purpose of the public lobby.
4. Correspondence from Community Action Research Group. Berlin
requested additional information from CARG: 1) what has been
accomplished in other communities as a result of their reports; and
2) what will actually be accomplished beyond the RCC or the Energy
Conservation Specialist has done.
5. McDonald raised concerns about the ordinance not allowing loose rock
between a curb and sidewalk going into effect in 1984. Council -
members agreed that it is too long. Berlin will report back to the
Council regarding this.
6. Neuhauser will write a letter, in a form of a request, asking Iowa -
Illinois not to begin construction of utility poles in the Rock
Island R.O.W. while the matter is in litigation. Draft of letter
will be reviewed by Jansen.

7. Item 17. Councilmembers discussed an amendment to the ordinance
which permits the City Manager to revoke a driver's permit or a
i taxicab license by giving a 30 -day notice of license suspension. The

8. City Clerk Position. Neuhauser recommended Marian Karr for the City
Clerk's position. Neuhauser said that Karr was the most qualified.
A resolution will be placed on the Council's March 29 formal meeting
agenda to make the appointment official.
9• Melrose Court Improvements. Balmer requested that the Council
schedule time in next informal to discuss this.

10. Dickson would like to see the response to letter from Dean Loven
regarding possible rate increase and service by Hawkeye CableVision.
11. Neuhauser noted that Hillcrest Family Services will be at Tuesday's
meeting and that matter should be referred to Planning and Zoning. I

1• Majority of Councilmembers agreed to appoint David Gerleman to the
Riverfront Commission to a term ending December 1, 1984.
I 2• Majority of Councilmembers agreed to appoint -Jack Robinson and
Bernard Wright to Mayor's Youth Employment Board for three year terms
ending April 15, 1986.
3• Majority of Councilmembers agreed to appoint Thomas Scott and John
Seward to the Planning and Zoning Commission for five year terms
ending April 15, 1986.

4• Majority of Councilmembers agreed to appoint Fred Krause, Beth
Ringgenberg and Janet Schlechte to the Housing Commission for three
year terms ending May 1, 1986.
