Councilwoman deProsse explained her recent experience
with a parking violation ticket,; and requested that Council
discuss the policy on parking fines and the-cost"of the: pro=
cessing,appeals_ City Manager Berlin explained the `City is
phasing out -multiple slot meters to eliminate the problem of
putting the coins in the wrong slot
Councilman Perret announced a State Conference on Housing
and Community Development Grants to be held in Sioux:City on
Thursday and noted that he And 'Councilman _Foster plan to attend.

reducing the age for elderly riding, free to 62_ ..Councilman

they, would, attend. It was requested that some form of -pro-
cedure be set out for,.acceptance.of gifts, etc.
Councilman Balmer"commented on the work of the Sign Review
Committee, explaining";some changes to'the Sign ordinance willibe
presented to Planning and Zoning and later to Council. He also h

- CONSIDER RESOLUTION PROHIBITING PARKING ON THE EAST SIDE AND
WEST SIDE OF SUNSET STREET FRQg1 TIE INTERSECTION OF BENTON STREET
SOUTH TO THE NORTHERN LOOP OF PENFRO DRIVE.
Comment:
Sunset Street now exists as two 12h foot lanes separated by a

dirt median. When cars maneuver around the parked cars, they
are forced into this dirt median which is often times in a muddy .'.
condition due to rain. Itisrecommended that this:resolution be
passed at -this time and then be-rescinded:at such time as the
center section of the roadway is paved. The center paving is
scheduled to occur:. when Sunset Street becomes aJhrough street

01 or alternately, when adequate City fimds become

available'for paving at an earlier • date. " Public Works recommends

- CONSIDER RESOLUTION AUTHORIZING EXECUTION OF CONTRACT;
Comment:
This contract authorizes Veenstra $ Kimm, consulting engineers, to

study reasonable alternates to comply with EPA rules prohibiting
discharge of the water plant sludge -into the Iowa: River. ,The City--
:- must -have an alternate means of discharging in operation•. by: April'_ 1,,
1977. The agreement calls fora lump sum payment of $5,000. The .'
City did,not interview other consultants forthis assignment since`
Veenstra,& Kimm did the design for 'the water plant: expansion and 17-
are presently engaged in the 'sewer.system facilities study:` They
,.
have also done the storm water separation' program,; the design of
the proposed east -west trunk` sewer,' three sanitary sewer studies
in 1963, 1969 and 1970, and the rate study for sewer ,and water bills.
Public Works believes that retaining any other firm `to do:this ....
study would be uneconomical :since -another :consultant's'=time would
be; spent -becoming familiar with the system. In this mannner, the
City's funds will bespentstudying the complexities and determining
alternates for this project,: rather` than reviewing past: history
and becoming familiar -with the sewer and,water--system.-

The meeting was called to order at 7:30 p.m, by Chairperson Conley.
Amidon
made a motion to approve the minutes of March 18. It was seconded
byHibbs and passed unanimously by committee members.
Julie Vann introduced Doris Bridgeman, Executive Director -for the Johnson
County Council on Aging, who was in attendance to observe ,-the _commiittee's -I
organization and purpose. Conley announced the resignation -of Claudia
Dalrymple from the CCN.last week. Bolnick made a motion that this meetin g; "
continue no later than 9:45 p.m. It`was seconded; by Askerooth'and was
unanimously passed.
Conley informed committee members of his tour of Old Brick with Neal Berlin,
Manager. inclined

-would more than what Friends of old Brick
were suggesting. ;Hibbs, a member of Old Brick's former
church congregation,
felt it would be a tremendous task to turn this into a useable_ Wilding.
Conley stated he would be happy to speak with any member concerning the _
tour after the meeting. He indicated
that Mr. Berlin thought CCN should at
least explore the possibilities of using Old Brick for a -neighborhood
center.
Dennis questioned the status of plans for use of the old Post Office building_
Conley thought that the deadline forbids had not passed. Dennis will
check into this matter further.

Vann that the Iowa. City Public Library has 'a'copy of all city boards', _
cominissions' and committees' minutes including, CCN:- It was suggested
by Dennis that other organizations in the community be encouraged to
file copies of their minutes in the library.,
Askerooth discussed proposed HCDA appropriations being reviewed in
Minneapolis, Minnesota,, by City Council contained in a>newspaper
article. One such appropriation was --$860;000 for the Greater Minneapolis_;
--
Day Care Association. A friend of'Askerooth's, who works in the day
care program in that area, told him that_day care was -readily backed by
Social ,Services ;and City Council. Conley' suggested` the news article be
made an addendum to the minutes. (see attachment)
Julie Vann extended an invitation for any CCN member to attend the'NAHRO
annual conference in Souix City, Iowa, from April 7-91 1976`. It is
possible that HCDA_funds could -_be used to defray the cost._; Dennis felt
that NAH2O should be informed of Iowa City's elderly program for the
' •
stabilization of rock and wood structures which could be used during
building preservation efforts.
Committee members' discussed the proposedresolution to make CCN an _
ongoing committee that was drafted by Julie ,Vann. They _agreed by` '
consensus to change the following items:
In fifth paragraph, second sentence, the word "will" shall be changed
to -"may" and "eleven" will be changed to ''fifteen.
'
The following sentence shall state 'Term of membership shall be two
years, except on initial appointment of the committee, seven will be one
-, year and eightwill -be two years-. with.chairperson -and co -chairperson" -
selected at the committee's first meeting in July, -and"
- The seventh and eighth paragraph's order will be interchanged.
-
The existing eighth paragraph will state 'Henceforth, the CCN will
evaluate and 'interpret the city's programs that effect human needs and
community development."
The ninth and tenth' paragraphs will be combined to read "Henceforth,
the CCN will facilitate neighborhood meetings to identify needs of
neighborhoods and otherwise assist citizens'in articulating,their community,-.,
needs. ?

In paragraph eleven the phrase, "assistcitizen programs" should be
changed to'-"will:assist'citizens to develop, programs."
"Dennis made a motion to accept the revised resolution and recommend it
be sent to City Council to be referred to the Council's Rules Committee.
Motion was seconded by Hall and passed unanimously by committee members.
A sub -committee was formed .to include Conley, Potter, and 'Hauer to
interpret resolution to Council's' Rules.Committee.'
Conley announced that Council would be hearing from Parks and Recreation
-and the Riverfront Commission at the Council's informal session on
Monday March 29, 1976. Any CCN members who are interested may attend.
A motion to hold next meeting on April 14, 1976, at 4:00 p.m. with _following
meetings on first Wednesdays of each month at 4:00 p.m. was made' by, Conley.
Dennis seconded the motion. Motion_ carried unanimously. Hibbs, Hall,
-Askerooth; and Bolnick volunteered to be one year members. It was suggested
=`that CCN be divided into sub -committees to work with outside organizations
in exchanging ideas. Bolnick suggested that -all members review HCDA
application` and resolution to make suggestions for sub -committees at the
next meeting.:

Potter recommended that CCN should contact all people or organizations who:.
submitted needs for funding, to explain why they were not funded through
HMA-CDBG and how they might otherwise solve their needs.;_ Hibbs suggested``'
that since this would take a great deal of 'time,` a' Tetter.thanking:them
_should besentnow stating that in the near future a member of ,the CCN
would: be contacting them -to review their -needs -to see if they may be ful-
filled in some other program. Conley agreed to drain up a form letter for
this purpose:
Each member was asked to share with the committee what groups they -felt they
-represented as members of CCN: Dennis stated his purpose for membership
included helping -senior citizens with industry and to develop it working
co-op between CCN and other committees.
Askerooth was working for increased citizen control in community development
and also for disadvantaged people in society.; Hall feltherepresented
Ralston Creek, because of his personal involvement, and alsothe-needs
of a laborer. Hibbs stated he has concern for housing and"development and
is a member of the Housing Commission. He -is especially interested in the
plight of -low-income families' needs` for housing.
Amidon wishes to solve the needs of Ralston Creek and explained that he was
also interested in developing innovative -ideas and better. ways` of doing
things with the community. Ile felt the CCN was away to`achieve'them.

that the Attorney's office intended to review the public documents of these;
clubs in light of the law on private clubs. After a'review of the public
documents of private clubs, Bowlin stated the following.options as courses
of action: a), that if:the.Commission felt.a discriminatory practice was
taking place they could file their own complaint; b) that the City Attorney;
had the authority to file its own complaint c) that nothing':could be -done;.,
,
d) that the- privatee-club could be contacted and questioned about their prac-
tices for clarification. Scott suggested that the City,Attorney's office
might wish to review all establishments in Iowa City with a Class A_Liquor
Permit.Morgan stated that the Commission might consider establishing a
procedure whereby they would be a part of the review process°for issuing
liquor licenses. Bowlin stated that he felt the confidentiality of a
complaint applies even if the Commission files. It was suggested that infor-
= mation on what it means to be a private club be publicly disseminated. Upon
the motion of Matsomoto and seconded by Scott, the approved procedure by
which to handle the question of private clubs is as follows:.
1. To have the City Attorney's office establish guidelines on what_ it
means to be a private -club.
2. - To bring these guidelines back to the Commission for approval.
3. 'After Commission approval to take the guidelines to the Council for
approval.
4. To publicly disseminate these guidelines, especially to private clubs.'
The Commission received questions on this issue from David Seligman.
Concerning the specific issue of Grace and Rubies, Dwayne Rohovit, attorney
for GraceandRubies, stated that he did notbelieve the memo written by
Angie Ryan was entirely accurate, specifically in; relation to her interpre-
tation of
nterpretation'of the bylaws of Graceand Rubies in ;light of -the law.on private
=clubs. -He also stated that they had offered to meet with the City's Legal
Department to discuss. -the' -bylaws of Grace and Rubies but that the Legal
Departmentbad never contacted them about a meeting. fie particularly stated
his disapproval of the fact that the -memo had summary statements which
implied that Grace and Rubies was operating in a discriminatory manner with
out checking about the interpretation of their bylaws with the directors 6i
Mr.'Rohovit. Upon the motion of Davidsen and seconded by Madison, -the
Commission deferred the discussion of Grace and; Rubies until the criteria.:
for private clubs is established. The motion passed.
2. BFOQ's"- There'was.discussion revolving around the-BFOQ report with the concern
that this report might be construed as a;legal opinion. Based on _that concern,
Matsomoto suggested that the cover letter for the report clearly state that
the report is not a legal opinion,.that it is the Commission's interpretation
of Federal law -and `may be of interest to the owner in the operationof their
• business and that if they have any questions that they should contact their
own ` attorney.
