ORDINANCE AMENDING SECTION 8.10.3, DEFINITIONS, AND
8.10.25, OFF-STREET PARKING REQUIREMENTS, OF THE
ZONING ORDINANCE BY AMENDING THE DEFINITION OF A
PARKING SPACE AND ADDING DESIGN STANDARDS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
IOWA CITY, IOWA.
SECTION I. PURPOSE. The purpose of this ordinance
is to amend the definition of a parking space
contained in the Zoning Ordinance and to amend the
off-street parking requirements of the zoning
ordinance by adding design standards for all
parking areas.
SECTION II. AMENDMENT. Appendix A - Zoning of the
Code of Ordinances is hereby amended as follows:

A. Section 8.10.3.60 of the Zoning Ordinance is
hereby amended by deleting the definition of
parking space in its entirety and replacing it i
with the following:
60a. Parking Area. An off-street facility
intended or designed for the parking of
more than four (4) motor vehicles,
including parking spaces, aisles, and
tree islands.
60b. Parking Space. An asphalt, concrete or
similar permanent dustfree surface
intended for off-street vehicular
parking and which shall be at least nine
(9) feet wide and nineteen (19) feet in
length except for spaces designed for

nine (9) feet wide and twenty-three (23)
feet in length. Spaces provided for
compact cars shall be, at a minimum,
eight (8) feet wide and fifteen (15) feet
in length except for spaces designed for
parallel parking which shall be at least
eight (8) feet wide and nineteen (19)
feet in length.
B. Section 8.10.3.67 of the Zoning Ordinance is
hereby amended by deleting the definition of
stacking space in its entirety and replacing
it with the following:
67. Stacking space. An asphalt, concrete or
similar permanent dustfree surface at
least (9) feet wide and (19) feet long,

designed to accommodate a motor vehicle
waiting for entry to a service facility
and located in such a way that no parking
space or access to a parking space is
obstructed.
C. Section 8.10.25.J. Design of Parking Areas.
Except for single-family and two-family
dwellings all parking areas shall have only
the parking configurations illustrated in
Figure 1 and shall meet the following minimum
design standards:
1. All parking spaces, stacking spaces,
drives and aisles shall be constructed of
asphalt, concrete or similar permanent
dust free surface.

2. Parking areas shall have the minimum
dimensions illustrated in Figure 1 for i
each of the parking configurations
permitted (where the edges of parking
spaces are curved, as on a curved aisle,
all angles shall be measured between the
straight edges of the parking spaces and
tangents to the curved edges at their
point of intersection.)
3. Up to 1/3 of the required number of
parking spaces may be eight (8) feet in
width by fifteen (15) feet in length if
the parking spaces are signed "compact
vehicles only."
4. All parking spaces shall be connected to
an aisle which shall have a width as
indicated in Figure 1. Aisles designed
for two-way traffic shall have a minimum
width of 22 feet.
5. When combining different parking space
configurations on the same aisle, the
greatest aisle width shown in Figure 1
for the configurations used shall be
provided.
6. Parking spaces shall be designed to
permit ingress and egress of the vehicle
without moving any other vehicle
occupying a parking space.
7. Parking spaces along lot lines shall be
provided with car stops or curbing so no
part of a parked vehicle can extend
beyond the lot line.

B. In all parking areas required by this
chapter, parking spaces shall be visibly
delineated on the surface by painted
marked stripes.
9. No parking area shall be designed in such
a manner that exiting a parking area
would require backing into a street.
10. No parking area with more than 8 parking
spaces shall be designed in such a manner
that exiting a parking area would require

backing into an alley.
11. No parking space shall be located closer
than five (5) feet to a ground floor
doorway or window of a principal
I building.
12. All handicapped parking must comply with
j State Code requirements.
D. Section 8.10.25.0 is amended by deleting
number 2 regarding parking in the side yards.

SECTION III. REPEALER. All ordinances and parts

ajudication shall not affect the validity
ofthe

tutional.
SECTION V. EFFECTIVE DATE. This Ordinance shall
e n effect after its final passage, approval and
publication as required by law.

Proposed offset parking standards
If the Council is so inclined to amend the proposed parking
design standard according to concerns expressed by the staff
at the informal meeting on April 12, the following proposed
change is recommended in lieu of Paragraph D.2:
2. Except for single and two-family dwellings and
multi -family dwellings in the R3A and R3B Zones,
no parking spaces., aisles or drives shall be per-
mitted in that portion of the required side yard
which is contiguous to the principal building on
a lot. For multi -family dwellings in the 113A and
R38 Zones not more than 50 perof the total
of all site yard areas shall be occupied by park-
ing spaces, aisles or drives.

Proposed Ordinance - Design Standards for Off -Street
Parking Areas
Dear Council Members:
Despite the lousy weather we have had recently, the con-
struction season is with us and all building contractors are
shifting into high gear. I represent Van Buren Village Ltd., a
company developing two acres of previously undeveloped land
recently acquired from the bankrupt Rock Island Railroad. The
property is located between the south ends of Johnson and Van
Buren Streets just north of the remaining railroad tracks. As
you can see from our LSRD plan, S-8301, we intend to construct
five twelve -unit apartment buildings. We need your assistance
to keep the project moving along.
At your regular Council meeting on the evening of March
29th, the public hearing on the rezoning was held. No one
spoke at the hearing. I was present with one of the owners but
felt no need to take up the Council's time to speak in favor of
our application since City staff has recommended the rezoning,
Planning and Zoning has recommended it by a unanimous vote, and
no objections have been made by any members of the public at
any of the various stages. Because of these factors, and be-
cause time is very important, I am requesting that the Council,
at its next regular meeting, have the first consideration and
vote for passage, waive the second and third considerations and

give the ordinance a final vote for passage. If this is done,
my clients will surely benefit from your help. However, there
are numerous other people who will also benefit including the
laborers and contractors who will be able to work on this proj-
ect and the University students who will have more apartments
available for renting come next August.
Before we can get building permits and continue with our
construction, we will also need approval of the LSRD plan that
has been submitted, 5-8301. This plan has been prepared in its
final form after numerous meetings and contacts between City
staff and our design firm. It was recommended for approval by
a 5-0 vote of the Planning and Zoning Commission. The parking
was designed in accordance with the proposed ordinance estab-
lishing design standards for off-street parking areas and ap-
proval of our LSRD also requires passage of that ordinance. We
would respectfully request that you consider accelerating the
considerations of that ordinance, give it final passage and
approve our LSRD at the same meeting.
