Agreement No. 83-5-121 IT IS AGREED by and between the State of Iowa, Iowa Department of Transportation (hereafter D.O.T.), Highway Division and the City of Iowa City in Johnson County, Iowa (hereafter City) as follows: 1 1. The D.O.T. proposes to design, let, construct and inspect Ea project for reconstruction of a portion of Iowa Primary Highway No. 1 in the northern part of the City (See Exhibit A" attached), the project is further described below: The proposed widening begins at the east edge of the westerly intersection of Dubuqud Road and extends northeasterly to a tie in with the south approach R paving to the I-80 interchange. The north side of said roadway will be widened 10 ft. with an asphalt pppl treated macadam base for a distance of approximately 4100 ft. The south side of said roadway will be widened 101, ft. with an asphaltic cement concrete base and 6" (asphaltic cement concrete) extruded curbs for a length of approximately 300 ft. From i that point (south side) extending northerly an additional 3800 ft. the roadway will be widened with a 10 ft. asphalt treated macadam base. From this point extending northerly to the I-80 inter- change approach pavement the roadway will be widened 10 ft. on both sides with an asphaltic cement concrete base. Upon completion of the j above referenced widening, the D.O.T. will full i ;.width (40 ft.) asphaltic cement concrete resurface the roadway from the east edge of the westerly intersection of Dubuque,Road extending northeasterly to the tie in with Interstate 80. i 2. The City will take whatever steps may be required to legally establish the gradelines of the new highway facilities constructed under said project in accordance with Sections 313.21 and 364.15 of the Code of Iowa. The Wiota Series (found at the project site) consists of well and moderately well drained soils formed in silty clay loam alluvium. The 28 inch surface layer is black, very dark grayish brown, and dark brown silty clay loam. •The subsoil is brown silty clay loom 20 inches thick. The purpose of that project was to improve the level of customer service by limiting the counter service to only the straight -forward cash transactions. Those customers who need assistance or additional information on their accounts are directed to a clerk who can provide more personalized service in a more conducive setting. The customer who needs to check only on the balance of his/her utility account or total outstanding parking tickets, is directed to the desk of the clerk located right behind the counter. The customer who needs additional information (i.e. an analysis of his/her account balance, has a complaint, has had his/her water shut off or his/her car towed) is directed to a clerk in the customer service area. The customer service area is in the back of the room along the north windows. In order to provide enough physical space for customer service it was necessary to make some changes in the layout of the Treasury office area. Sufficient room for a waiting area and for chairs for customers at the clerks' desks in the customer service area was provided. Temporary partitions that were formerly used in the'Police records room, are being used to screen the work area from the waiting area and the customer service area. I also request your approval to remodel the counter so that a shorter counter area is provided and the rest of the front of the room is screened from the hallway traffic. This will provide a more functional arrangement in conjuction with the new customer service area. Estimated cost for design and construction would be approximately $1,300. An integral part yet to be added to the customer service area concept is the filling of the new cashier position. I recommend that we fill the new cashier position as soon as possible so that we will not have to hire a temporary replacement for a maternity leave in Treasury scheduled to start late in April. I have attached a job description for that new position. JORM-MICRbLAB- 1 CEDAR RAPIDS •DES I401NE5 RESOLUTION NO. 83-90 i A RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR TO FURNISH A LETTER TO THE BOARD OF DIRECTORS OF THE IOWA CITY COdARINITY SCHOOL DISTRICT REGARDING CENTRAL JR. HIGH SCHOOL SITE i WHEREAS, the City of Iowa City and the Iowa City Community School District are engaged in negotiations concerning the respective interests of each in the site of the property on which Central Jr. High School is located, and WHEREAS, the Iowa City Community School District may wish to vacate the buildings located on said site at sometime during the year 1983, and WHEREAS, the Iowa City Community School District is concerned that any vacation of the premises would be deemed an abandon- ment of the use of said property for school purposes, and WHEREAS, the City Council of the City of Iowa City, Iowa, has been requested to provide certain assurances to the Iowa City Community School District that a vacation of the site not be construed or deemed by the City to be an abandonment should the matter eventually result in litigation, and WHEREAS, the City Council agrees to furnish such assurances to the School District in the form of a letter from the Mayor. NOW, THEREFORE, BE RESOLVED BY THE CITY COUNCIL OF IOWA CITY, IOWA, that the Mayor is authorized and directed to furnish, by letter, the requested assurances to the School District subject to the right of the Council to review the matter should the Board request that the time period be extended beyond December 31, 1983.
