MICROFILMED BY `JORM MICROLAB CEDAR RAPIDS•DES MOI NES r 1 J I ■ City of Iowa Ci4— MEMORANDUM Date: May 27, 1983 To: City Council From: Committee on Community Needs Re: 1983 CDBG Jobs Bill Recommendations The attached chart lists all the proposals received by CCN for use of $259,000 in CDBG Jobs Bill funds which the City will receive this summer. CCN's priority ranking of each proposal is in the far right-hand column. Criteria Used in Ranking_ Prowls Each member of CCN gave the proposals a high, medium or low priority ranking according to how well the proposal met the primary objectives of the Jobs Bill and the CDBG program. The basic objectives of the Jobs Bill CDBG Pro ram are to: a. Provide productive employment for jobless Americans; b• Hasten or initiate federal projects and construction; and C. Provide humanitarian assistance to the indigent. The national objectives of the CDBG Pro ram are to: I. Benefit low- and moderate -income persons. 2. Aid in the prevention or elimination of slums and blight. 3. Meet other community development needs having a particular urgency. In addition, any activity funded with Jobs Bill money must be an eligible use of CDBG funds. (A project which employs low-income persons but the results of which do not meet one of the three objectives above, is ineligible.) CCN also took into consideration the stated intent of the Jobs Bill to create jobs for minorities, for women as well as men, and to consider the needs of the homeless. RECOMMENDED PROJECTS Information on project cost, benefit, duration and number of jobs created is listed on the chart. A brief description of each project and specific requirements added by CCN follows. (Letters of support for some projects are attached.) 1. Fldanly Minor home repairs, such as plumbing leaks, carpentry and electrical repairs for low-income, elderly home owners, would be carried out under the auspices of the Elderly Services Agency. Unemployed skilled and semi- skilled persons will be hired on an hourly basis to do the repairs. Funds will be used to pay for labor and materials. Emergency Housing Project ($100,000) Funds would be used for purchase and renovation of a residence to provide short-term housing for transients, local persons with emergency housing needs, and for people coming to Iowa City for medical treatment for themselves and others. A non-profit corporation established by the Ecumenical Consultation will own and operate the facility. CCN Comments: Although $125,000 was requested for this project, CCN members felt that some funding should come through other federal sources or possibly from Johnson County. The Committee also recommended that collaboration with the Historic Preservation Commission be investigated. They suggested that some of the objectives of the Historic Preservation Rehabilitation and Education proposal (04) could be achieved in conjunction with this project. 3. Food Service Training: Expansion/Modernization. Goodwill Industries ($31,5070 This project would expand and modernize the food service training facilities at the Goodwill Center on First Avenue. The expanded capacity would permit the training, employment and placement of 14 additional handicapped persons annually (for a total of 28). Persons could be trained on the type of modern equipment actually in use at food service operations. CCN Comments: The Committee ascertained that any vocationally disadT vantaged person could be referred and be eligible for the Goodwill Food Service Training program. 4. Joint Mayor's Youth Employment Program and Independent Living " CCN Comment: In discussing proposals 01, 02, #B5, 06, #C5 and #C6, CCN members felt that these projects were trying to accomplish many of the same objectives, namely to train and employ persons outside the regular labor market (youths, the handicapped, persons unable to work an eight-hour day). Jobs and projects would benefit low-income persons, eliminate slums and blight or provide a public service, as well as train unskilled persons. The Committee recommended that the coordinators of the Mayor's Youth Employment Program, Independent Living and the Department of Social Services prepare a joint proposal for carrying out these objectives on a $30,000 budget. A brief description of this revised proposal is attached. It is anticipated that a minimum of 25 low income persons would be employed in this program for at least 10 hrs./week for 36 weeks, commencing September 1, 1983. General Comments In discussing the various public works proposals, the Committee made it clear that they considered many of these projects very worthwhile, but that they had low priority specifically with regard to CDBG Jobs Bill funding. Members also pointed out that $138,600 of 1983 CDBG monies have been allocated to the Rundell Street Storm Sewer project, and that the City Council had previously agreed to fund the rest of the project with G.O. bonds. CCN felt that construction projects would employ and train fewer persons than the projects recommended for funding.
