I ATTENDED THE MEETING LAST THURSDAY WITH THE CITY, PROJECT ARCHITECT, DEVELOPER, AND
DESIGN REVIEW COMMITTEE. AS A LOCAL MANUFACTURER OF CONCRETE MASONRY, I SHARE SOW
II OF THE SAFE CONCERNS OF THE COMMITTEE AS TO THE SELECTION OF THE EXTERIOR OF THE
PROPOSED HOTEL.
WE, AS SUPPLIERS AND REPRESENTATIVES OF MANY PRODUCTS, HAVE IN OUR LIPS A SIMILAR
SYSTEM TO THE "DRYVIT" CALLED SUREWALL, WITH THE EXCEPTION THAT THE SUREWALL SYSTEM
HAS A MUCH HEAVIER COATING OVER THE INSULATION, HAS A DESIGNATED CONTROL JOINT SYSTEM
AND DOES NOT RELY ON ADHESIVE ONLY TO HOLD THE SYSTEM TO THE SUBSTRATE. EVEN WITH
THESE ADDITIONAL ADVANTAGES, WE WOULD STILL HAVE RESERVATICNS IN RECOMMENDING THIS
TYPE OF SYSTEM OVER METAL STUD BACK-UP. THERE HAVE BEEN SOME FAILURES OF SYSTEMS
SIMILAR TO DRYVIT AND SUREWALL IN RECENT MONTHS. IF MOISTURE PENETRATES THE INSULATION
SYSTEM, CORROSION OF THE PLATED SCREWS HOLDING THE SUBSTRATE ON, CAN AND WILL OCCUR.
I BELIEVE ANOTHER CONCERN OF ALL IS THE EXTERIOR COLOR AND TEXTURE. I AM ENCLOSING
PICTURES SHOWING OUR RDCK FACE MASONRY WIT WHICH WE MANUFACTURE. COLOR CAN BE APPLIED
EITHER IN THE MIX OR EXTERNALLY. THE NORTH ADDITION OF KINNICK STADIUM WAS CONSTRUCTED
WITH OUR INTEGRALLY COLORED MASONRY WITS. SHOULDN'T A MASONRY EXTERIOR BE CONSIDERED?

Marian, enclosed with this correspondence is a memorandum addressed to me
from W.M. Kendall outlining certain things that have transpired
concerning the approval of the liquor/beer license renewal
for Stonewalls Tavern. application
I would also like it brought to your attention that this very thing
happened last year when it was time to renew the liquor/beer license.
This facility also does not have a sign permit for the Stonewall facia
sign on Iowa Avenue.
I would like this memorandum to serve as notice to the City Council during
their discussion for approval of the license. It is my recommendation
that until this situation can be remedied, the Council not approve the
licensing of this structure.

Re: Stonewall's Tavern, Inc.

On May 19, 1983, an inspection was made at the above address for the
purpose of approving/disapproving their renewal of liquor/beer license
application.
During this inspection two facia signs were observed at the Iowa Avenue
entrance. A notation was made on the Notice of Inspection "correct signs
at Stonewall's entrance - (only one facia sign permitted)." Also, it was
noted they failed the inspection.
Upon receiving a phone call from the owner, reinspection was made on May
24, 1983. At this time, one of the facia signs had been removed and the
renewal of liquor/beer license application was approved.
On June 29, 1983, it was observed the second facia sign had again been
erected. Consequently, the building is in violation of the Iowa City
Zoning Code.
The Building Inspector hereby withdraws approval of the liquor/beer
license application which was approved May 24, 1983.

AGREEMENTS: The utility company, corporation, applicant, permit holder or licensee, (hereinafter referred to as the permit holder)
agrees that the following stipulations shall govern under this permit.
1. The location, construction and maintenance of the utility installation covered by this application shall be in accordance with the
current Iowa Department of Transportation Utility Accommodation Policy.
2. The installation shall meet the requirements of local municipal, county, state, and federal laws, franchise rules, and regulations,
regulations and directives of the Iowa State Commerce Commission, Utilities Division. the Iowa State Department of Health. all rules
and regulations of the Iowa Department of Transportation, and any other laws or regulations applicable.
3. The permit holder shall be fully responsible for any future adjustments of its facilities within the established highway right of may
caused by highway construction or maintenance operations.
4. The Iowa Department of Transportation shall give the permit holder at least 48 hours written notice of any proposed construction
or maintenance work• on either existing or newly acquired right-of-way, that is likely to conflict with the installation belonging to the
permit holder in order that the permit holder may arrange to protect its facilities.
S. The State of Iowa and the Iowa Department of Transportation assume no responsibility for damages to the permit holder's
property occasioned by any construction or maintenance operations on said highway.
6. The permit holder shall take all reasonable precaution during the construction and maintenance of said installations to protect and
safeguard the lives and property of the traveling public and adjacent property owners.
7. The permit holder agrees to give the Iowa Department of Transportation forty-eight hours' notice of its intention to start
construction on the highway right-of-way. Said notice shall be made in writing to the Engineer whose name is shown below.

maintenance within the right-of-way. Saidnotice shall be to the Engineer whose name is shown below.
9. The permit holder• and its contractors, shall carry on the construction or repair of the accommodated utility with serinusregerdto
the safety of the public. Traffic protection shall be in accordance with Part 111 of the current Iowa Department of Transportation
Manual on Uniform Traffic Control Devices for Streets and Highways.
Flogging operations are the responsibility of the permit holder. The original placement of signs and removal on completion of the
work shall be accomplished by the permit holder.
10. Operations in the construction and maintenance of said utilityinstallation shall be carried on in such a manner as to cause
minimum of interference to or distraction of traffic on said highway.

assured, or revocation of the permit. The cost of any work caused to be performed by the State in removal of non -complying
construction will be assessed against the permit holder.

15. This permit shall terminate 20 years from date of approval for gas and watermainsOutside the corporate limitsofamunicipality'

Subject: Extension of Scott Boulevard to I-80
Dear Iowa City Council Members:
The rising amount of semitrailer truck traffic through Iowa City
is of major concern to the Iowa City Chamber of Commerce Transporta-
tion Committee.
The Committee recently surveyed seven industrial concerns in Iowa
City in an attempt to quantify the present traffic load. The follow-
ing companies were contacted:
Moore Business Forms
Owens Brush Company
Proctor and Gamble
Sheller -Globe Corp.
H. P. Smith Paper Co.
H. J. Heinz Co.
j Truck/trailer traffic servicing these firms total up to over 2,100 j
truck/trailers per month. Advanced Drainage Systems, Yoder Feeds, City
Carton, Blooming Prairie Warehouse, and others would probably add another
10-20%. When Millard Warehouse completes their facility in the Industrial
Park, they estimate a traffic increase of over 700 trucks per month, at
least a 30% increase over current levels.

The Committee believes that the present amount of truck/trailer traf-
fic, 1) is a serious traffic safety problem to the citizens of Iowa City,
2) negatively impacts the Iowa City quality of life through noise and air
Pollution and increased traffic on Highway 6 and other thoroughfares, and
i 3) presents undue risk to Iowa City residents from potential accidents in- j
volving carriers of hazardous materials.
At a time when truck/trailer traffic volume is increasing, the com-
nunity of Downey has recently embargoed their bridge from truck traffic.
This had been an outlet for carriers attempting to avoid traffic on High-
way 6 through Iowa City.

This is in response to your letter of July 7, 1983, which the City
Council discussed at its informal session of July 18, 1983. The
scheduling for Scott Boulevard was predicated upon a number of
compromises and consideration of other City priorities. However,
the City Council recognizes the importance of Scott Boulevard.
The Chamber of Commerce will wish to work with the City Council as it
considers the capital improvement program for next year. Discussion
of the budget will take place late in 1983 and early in 1984.
Even when Scott Boulevard is completed, the value of such
construction is seriously limited by the poor condition of the Local
Road. I trust that the State and County will be prepared to improve
that road at an opportune time. A commitment from the State and the
County in this regard might generate additional support for
completion of Scott Boulevard.

I am once again writing to you to express my concern about the construction
on the property owned by Bruce Glasgow and located north of Washington Street
between Green Mountain Drive and Westminster Street.
At the time we purchased our home in 1979, we were assured by the City of
Iowa City Engineer's Office that any construction on the above-mentioned
property would be subject to city water management ordinances. It does
not appear, however, that, during this current construction, any provision
is being made to keep water runoff onto adjacent properties from increasing.
Since we did receive assurances from the city, we consider you to be responsible
for any increased water problem on our property.

The property in question is part of the Arbor Hill planned area
development, originally platted in 1971. Preliminary approval of
the entire PAD area and final approval of Phase I were given at that
time. This occured before the adoption of the storm water runoff
ordinance in 1976.
In 1979, Phase II of the Arbor Hill planned area development was
submitted for final approval. According to a staff report from the
Department of Planning b Program Development dated December 6, 1979,
the following statement, as determined by legal staff, should be
noted: "Stormwater management will not be required because the
approved preliminary PAD locked in the design of the development for
the entire 14.2 acre tract. However, if the developer changes the
design of the project significantly, thereby requiring an amended
PAD plan, stormwater management would be required by the
Concerning a previous paragraph in the report, staff considered the
development to be in substantial compliance with the approved
preliminary PAD plan and stormwater management as well as an amended
PAD was not required.
There is no record in the engineering files, assuring the Askin's
that this area would be subject to requirements of stormwater
management. However, the undeveloped area located just north of the
Arbor Hill PAD will be subject to stormwater management
requirements.

omRended by the City for the Johnson County Chapter of the American
Red Cross for FS 1983-84.
t As I am sure you are aware, the Johnson County Red Cross has provided
excellent disaster assistance services to our area and has been strong-
ly supported in this by the American National Ned Cross. In the past
two years the National Red Cross has sent this Chapter over $14,000 to
help in the provision of emergency food, clothing, shelter and other
( form of assistance to local disaster victims. Now, though, as a
re -cult of an urvasually severe disaster year in terms of tornado, flood
and earthquake damage, National Red Cross resources.have been strained
to the limit. Greater local support for local disaster services is
greatly needed.
In light of thio, I am seeking your help in getting the funds recom-
mended for the Chapter to support its disaster assistance program, but
currently assigned to the Contingency Find, placed an the City agenda

We were especially encouraged for three very important reasons. First, customers
were very receptive to our idea as witnessed by a petition we displayed for a one week
period. Many felt we provided a restaurant philosophy consistent with a sidewalk cafe
arrangement.
These sentiments were echoed by other merchants on our block. Again this can be
witnessed by extensive petition response.
Finally, both customers and merchants voiced what a nice addition our sidewalk
cafe would make to the community of Iowa City. To this we completely agree.
We feel there is a clear mandate for revision of Section 31-135 of the City Code
and request a renewable permit for use of the public walk in front of our store, until
relevant legislation is provided.

Re: Stop signs at the intersection of Brookside Drive/Perry
Court/Meadow Street
As directed by Section 23-16 of the Municipal Code of Iowa City, this is
to advise you of the following action:
ACTION:
Pursuant to Section 23-16o of the Municipal Code of Iowa City, the City
Traffic Engineer will direct the installation of stop signs on all three
legs of the intersection referenced above so as to create an all -way stop.
This action will take place on or shortly after 7 July 1983.
COMMENT:
This action is taking place due to sight distance restrictions caused by
the unique geometrics at this location. The proposed action recognizes
the reduction in adequate sight distance caused by not`only intersection
geometrics but also trees adjacent to the intersection. During the
initial installation advance warning signs will be put in place for a
suitable period of time to advise of this changed traffic control
situation.

As directed by Section 22-16 of the Municipal Code, this is to advise you
of the following action.
ACTION:
I
Pursuant to Section 23-160 of the Municipal Code of Iowa City, the City
Traffic Engineer will direct that yield signs be installed at the inter-
section of McLean Street/Ferson Avenue so that traffic on McLean Street
yields to traffic on Ferson Avenue. This action will take place on or
shortly after 21 July 1983.
COMMENT:
This action is being taken in response to the recent accident experienced
at this intersection.

as to the overall process from the survey/study stage done by the Planning Department;

approval -or rejection by the City Council.

My name is Rod Perry, and I am writing this
letter in hopes of obtaining a position on the
Planning and Zoning Commission. The attached
application form details some of my past experi-
ence that would enable me to fulfill'the duties
of this position. Due to the space limitations
on this form, I would like to address in this
letter by the line items stated under experience
and/or activities, the reason that each of these
items would help me make the correct discisions
necessary to be a good member of the commission.
Item #1: Since completion of my formal education
I have managed both sizable projects
and numbers of people, this background
I believe would assist me in looking at
issues from many different industrial
prospectives.
Item #21 In my current position with Louis Rich
Company, I am the company's liason with
the City of West Liberty. In fulfilling
this role, I have worked with the City
Manager and City Council on items concern-
ing, the sewage system and related prob-
lems, the electrical system and related
rates, and building regulations and per-
mit applications.
Item #3: Through my career I have also worked with
and understand many of the regulations of
the following govermental agencies:
OSHA, USDA, FDA, and the IDEQ.
Item #4: Having a family and being a resident of
Iowa City for the past two years has
been rewarding. I have become involved
in many Church and School activities.
Examples of these are the Bishops*•Annual
Appeal drive, Communion Server and I am
presently the Co -Secretary of the Regina
Elementary Home and School Committee.

The City Council of Iowa City, Iowa, met in regular
session on the 19th day of July 1983, at 7:30
o'clock, p.m., at the Civ1c(antar in Iowa City,
Iowa. The meeting was called to order and there were present
David Perret Mayor Pro tem, in the chair, and the following named
Council Members:
Balmer, Erdahl, Lynch, McDonald Perret
Absent: Dickson, Neuhauser
Matters were discussed concerning the issuance of Commercial
Development Revenue Bonds. Whereupon, Council Member Balmer
introduced a resolution entitled: "Resolution fixing a dace for
hearing on proposed Commercial Development Revenue Bonds, Series 1983
tl (Iowa State Bank & Trust Company Project)", and moved its adoption,
seconded by Council Member McDonald After due consideration
of the said resolution by the Council, t e rAayor Pro tem put the question upon
the motion and the roll being called, the following named Council
Members voted:
Ayes: Lynch, Balmer, Erdahl, McDonald Perret

Absent: Dickson, Neuhauser
Whereupon, the Mayor Pro tem declared the said resolution duly adopted and
approval was signed thereto.
On motion and vote, the meeting adjourned.
