HAUER: I I ATTENDED THE MEETING LAST THURSDAY WITH THE CITY, PROJECT ARCHITECT, DEVELOPER, AND DESIGN REVIEW COMMITTEE. AS A LOCAL MANUFACTURER OF CONCRETE MASONRY, I SHARE SOW II OF THE SAFE CONCERNS OF THE COMMITTEE AS TO THE SELECTION OF THE EXTERIOR OF THE PROPOSED HOTEL. WE, AS SUPPLIERS AND REPRESENTATIVES OF MANY PRODUCTS, HAVE IN OUR LIPS A SIMILAR SYSTEM TO THE "DRYVIT" CALLED SUREWALL, WITH THE EXCEPTION THAT THE SUREWALL SYSTEM HAS A MUCH HEAVIER COATING OVER THE INSULATION, HAS A DESIGNATED CONTROL JOINT SYSTEM AND DOES NOT RELY ON ADHESIVE ONLY TO HOLD THE SYSTEM TO THE SUBSTRATE. EVEN WITH THESE ADDITIONAL ADVANTAGES, WE WOULD STILL HAVE RESERVATICNS IN RECOMMENDING THIS TYPE OF SYSTEM OVER METAL STUD BACK-UP. THERE HAVE BEEN SOME FAILURES OF SYSTEMS SIMILAR TO DRYVIT AND SUREWALL IN RECENT MONTHS. IF MOISTURE PENETRATES THE INSULATION SYSTEM, CORROSION OF THE PLATED SCREWS HOLDING THE SUBSTRATE ON, CAN AND WILL OCCUR. I BELIEVE ANOTHER CONCERN OF ALL IS THE EXTERIOR COLOR AND TEXTURE. I AM ENCLOSING PICTURES SHOWING OUR RDCK FACE MASONRY WIT WHICH WE MANUFACTURE. COLOR CAN BE APPLIED EITHER IN THE MIX OR EXTERNALLY. THE NORTH ADDITION OF KINNICK STADIUM WAS CONSTRUCTED WITH OUR INTEGRALLY COLORED MASONRY WITS. SHOULDN'T A MASONRY EXTERIOR BE CONSIDERED? Kendall outlining certain things that have transpired concerning the approval of the liquor/beer license renewal for Stonewalls Tavern. application I would also like it brought to your attention that this very thing happened last year when it was time to renew the liquor/beer license. This facility also does not have a sign permit for the Stonewall facia sign on Iowa Avenue. I would like this memorandum to serve as notice to the City Council during their discussion for approval of the license. Re: Stonewall's Tavern, Inc. 127 Iowa Avenue On May 19, 1983, an inspection was made at the above address for the purpose of approving/disapproving their renewal of liquor/beer license application. During this inspection two facia signs were observed at the Iowa Avenue entrance. A notation was made on the Notice of Inspection "correct signs at Stonewall's entrance - (only one facia sign permitted)." Also, it was noted they failed the inspection. Upon receiving a phone call from the owner, reinspection was made on May 24, 1983. At this time, one of the facia signs had been removed and the renewal of liquor/beer license application was approved. On June 29, 1983, it was observed the second facia sign had again been erected. Consequently, the building is in violation of the Iowa City Zoning Code. Washington St. Iowa City, Iowa 52240 Subject: Extension of Scott Boulevard to I-80 Dear Iowa City Council Members: The rising amount of semitrailer truck traffic through Iowa City is of major concern to the Iowa City Chamber of Commerce Transporta- tion Committee. The Committee recently surveyed seven industrial concerns in Iowa City in an attempt to quantify the present traffic load. The follow- ing companies were contacted: Moore Business Forms Owens Brush Company Proctor and Gamble Sheller -Globe Corp. H. P. Smith Paper Co. H. J. Heinz Co. j Truck/trailer traffic servicing these firms total up to over 2,100 j truck/trailers per month. Advanced Drainage Systems, Yoder Feeds, City Carton, Blooming Prairie Warehouse, and others would probably add another 10-20%. When Millard Warehouse completes their facility in the Industrial Park, they estimate a traffic increase of over 700 trucks per month, at least a 30% increase over current levels. i The Committee believes that the present amount of truck/trailer traf- fic, 1) is a serious traffic safety problem to the citizens of Iowa City, 2) negatively impacts the Iowa City quality of life through noise and air Pollution and increased traffic on Highway 6 and other thoroughfares, and i 3) presents undue risk to Iowa City residents from potential accidents in- j volving carriers of hazardous materials. At a time when truck/trailer traffic volume is increasing, the com- nunity of Downey has recently embargoed their bridge from truck traffic. The scheduling for Scott Boulevard was predicated upon a number of compromises and consideration of other City priorities. However, the City Council recognizes the importance of Scott Boulevard. The Chamber of Commerce will wish to work with the City Council as it considers the capital improvement program for next year. Discussion of the budget will take place late in 1983 and early in 1984. Even when Scott Boulevard is completed, the value of such construction is seriously limited by the poor condition of the Local Road. I trust that the State and County will be prepared to improve that road at an opportune time. A commitment from the State and the County in this regard might generate additional support for completion of Scott Boulevard. Preliminary approval of the entire PAD area and final approval of Phase I were given at that time. This occured before the adoption of the storm water runoff ordinance in 1976. In 1979, Phase II of the Arbor Hill planned area development was submitted for final approval. According to a staff report from the Department of Planning b Program Development dated December 6, 1979, the following statement, as determined by legal staff, should be noted: "Stormwater management will not be required because the approved preliminary PAD locked in the design of the development for the entire 14.2 acre tract. However, if the developer changes the design of the project significantly, thereby requiring an amended PAD plan, stormwater management would be required by the Concerning a previous paragraph in the report, staff considered the development to be in substantial compliance with the approved preliminary PAD plan and stormwater management as well as an amended PAD was not required. There is no record in the engineering files, assuring the Askin's that this area would be subject to requirements of stormwater management.
