Guests Present: None. Cali Meeting to Order. President 5emel called the meeting to order at 5:01 p.m. Public Discussion. None. Approval of Minutes. The minutes of the August 25, 2016 Library Board of Trustees meeting were reviewed. A motion to approve the Minutes was made by Freeman and seconded by Rich -Chappell- Motion carried 510, Approval of Minutes of Special Meeting. The minutes of the September 7, 2015 Special Meeting of the Library Board of Trustees were reviewed. A motion to approve the minutes was made by Baker and seconded by Martin. Motion carried 510. Unfinished Business. Bookmobile Update. The City has issued the purchase order and construction has begun. There was a meeting with staff last week to talk about scheduling for the bookmobile. We hope to have the vehicle on 4117_ three choices for the bookmobile's exterior design will be brought to the October Board meeting. Bookmobile consulting contract. Craig believes the money for the consultant would be well spent. He will travel to the manufacturing site for inspect to make sure everything meets our RFP specifications. Martin asked if there is any liability on the part of the consultant. Logsden said a certain amount of money is held back during the process for any outstanding issues. The consultant would step in if there are any issues between ICPL and the vendor. Craig believes our consultant is professional and knows what he is doing. His qualifications and performance are good. Martin asked about the extra money Agenda Item 3A-2 mentioned in the proposal. Logsden said this is inciuded in case the consultant has to travel to Colorado a second time. A motion to approve the consulting contract was made by Martin, seconded by Freeman. Motion carried 6/0. New Business. FY18 Budget Request. Craig worked with staff to use the City's projected numbers in all areas except for personnel, which are not available yet, however, Craig added additional funding for temporary staff for a full year of the new hourly pay plan that goes into effect January, 2017. Craig adjusted some of the figures provided by the City, for example, gas and electric costs. There is $99,000 in capital expenditures in the operating budget, spread out over building improvements, IT expenses and furniture for the work we hope to do in the Children's Room and Computer Lab. Craig asked the architect of our building for a ballpark figure to re -carpet the building, resulting in a significant project. Craig asked for $200,000 for three years to replace the worst carpeting in the building. More than 10 million people will have walked on the carpet by the time we start to re -carpet. Semel commented that we need to request what we need. Baker said that the building isn't new anymore and the City needs to know that maintenance will become ongoing. Martin added that this is an important City building that needs to be maintained. A motion to approve the budget request as submitted was made by Baker and seconded by Washington. Motion carried 6/0. ICN Service. Craig believes going forward with the suggested changes will create a more flexible space and the City Building Inspector previously said the capacity of the room could be doubled if there was no fixed furniture in the room. The fixed furniture will be removed to allow for more options to use the space. Urbandale and one other location are the only two other ICN locations left in public libraries in Iowa. Palmer will ask the City if it has any interest in keeping the ICN connection as it is reliable, but the room itself will no longer have the ICN equipment in it. The Board agreed to the discontinue offering ICN in the room beginning March 1, 2017. Staff Reports. Director's Report The person who sent the email about security cameras to the Board also sent an email to City Council members. The City Attorney will respond to her communication. Craig will meet with her next week. Craig believes the security cameras are an important safety feature at the library. The Iowa City Book Festival is coming up October 4 through 9. Craig encouraged Board members to attend any events that look interesting. ICPL is getting positive press from our special Saturday access hours for children with autism. Pilkington received requests from American Libraries Direct a phone tail from the Director of the Charlotte -Mecklenburg library in North Carolina, the American Library Association for an interview for an upcoming book, from Library Journal to do an article, and from Web Junction, an OCLC online education service, 62 people and two dogs attended the program. North Libeity will participate in this programming every other month with us. Departmental Reports: Adult Services. Next Tuesday is the last event at ICPL in conjunction with the Shakespeare Folio exhibit, Hamlet's Dreams, a book discussion about the copy of the Alexander edition of the Complete Works of Shakespeare that was secretly circulated, annotated, and signed by a group of political prisoners at Robben Island in the 1970s. Tonight, the library is showing looking for Richard, with Al Pacinc. Three Cyclo-cross world Cup informational events will take place at ICPL. The founder of Jingle Cyclo-cross spoke at ICPL on Tuesday night. Ul Professor Steve McGuire discussed fabrication and bike design last 2 Agenda Item 3A-3 week. Programs were taped so if you were unable to attend, you wilt still be able to see them. The route is on the Johnson County Fairgrounds, Craig said in response to a question by Semel. The FY2p17 Memorandum of Understanding between the Friends Foundation Board of Directors and the Iowa City Public Library Board of Trustees was approved and is included in the packet. Proposal: Recommend changes to update the policy. Issu es: This is the regular three-year review of the Internet Use Policy. The State Library of Iowa requires all public libraries to review and update their Internet Use Policy in order to maintain accreditation. When the first Internet policy was written in 1995, the Internet was a tool staff and the public used to help them find information, communicate with others, and for entertainment purposes. In the interceding 21 years, the Internet has become integral to every public library in the United States and often a necessity for our users, especially for those without access at home. As President Obama stated last year, "Today, high-speed broadband is not a luxury. it's a necessity." He was arguing that it should be a public utility. The United States Court of Appeals for the District of Columbia also agrees. In June, they ruled that high-speed internet service can be defined as a public utility. From the New York Times: "Over the past two decades, this content has transformed nearly every aspect of our lives, from profound actions like choosing a leader, building a career, and falling in love to more quotidian ones like hailing a cab and watching a movie," wrote David Tatel and Sri 5rinivasan, the judges who wrote the opinion. The Internet Use Policy outlines how and where the public makes use of the Internet. The Library has: • 100 hard -wired Ethernet ports throughout the building + 40 public Internet stations on the second floor • 5 public Internet stations in the Teen Center • 4 tablets in the Teen Center 10tyireless-accessible laptop computers in the Teen Center ■ 6 public Internet stations in the Children's Room 10 tablets in the Children's Room • 1 interactive touch table in the Children's Room 2 Internet express stations on the second floor • 1 Internet express station on the first floor ■ 10circulatinglaptops Wireless Internet access is available throughout the library. The library added circulating laptops in fiscal year 2016; they have Internet connectivity but the patron is responsible for accessing the Internet. We will add circulating mobile Internet hotspots during fiscal year 2017. Mobile hotspots are portable devices that provide wireless Internet access on many devices (a laptop, smartphone, MP3 player, tablet, portable gaming device, etc,). The mobile Internet hotspots will allow the public to access the Internet. We will require library hotspot users adhere to the IibraryIs Internet policy. The Iowa City Public Library does not filter Internet content, per 815.3. This means that at times images some users may find objectionable may be displayed on a monitor. While this is an infrequent occurrence, Library staff investigate complaints if the public or staff report it. Any instance of child Agenda Item 4C-2 pornography is immediately reported to the police. Other instances are handled on a case -by -case basis. Users maybe asked to switch Internet sites or log off a computer for the day if the site they are using disturbs ethers, or if children in the vicinity may be exposed to sites featuring pornography. Refusing to comply will result in the loss of Internet privileges. Staff Recommendations: 815.1: Staff recommend rewriting the statement to emphasize the central role the Internet now plays In a public library. 815.2 Staff recommend moving the statement about time limits to 815.4. It is critical to accessing information, participating in work and educational opportunities, maintaining social relationships, and sharing in cultural and leisure activities. The Iowa City Public Library is committed to offering fast, reliable Internet to its patrons. 815.2 Public Internet access is provided at designated computer work stations and through wireless and wired network connections available in the building_ Internet accessible work stations and tablets. , are reserved for children sixth grade and below in the Children's Department. Preserving Iowa's tradition of hometown governance for public libraries: ILA knows that autonomous, locally selected public library boards of trustees are fundamental to successful management and community support for local public libraries. The kids are looking forward to the Halloween Dance Party and Tweens are learning how to face paint like a pro. On a recent no -school day we hosted, Well Fed, Well Read, a half day program that featured a storytime, a musical guest, Hy-Vee dieticians, planting mini -gardens, upcycled crafts, and games. Admission waseither a gently used book or a canned good for us to donate to the Crisis Center of Johnson County. Fall also brings us a new intern from the University of Iowa's School of Library and Information Science graduate program. We welcomed Anne Wilmoth to the Children'sstaff for the school year. Anne brings with her experience working at the Shimek Elementary School library. She is enthusiastic about services to children and the role of the library in communities. She lives in Iowa City with her husband and two kids who love coming to all of our library programs. I was excited to speak again at this year's Iowa Library Association's annual conference. The Children's Department was well represented, with not only myself speaking, but Karen Gordon and Morgan Reeves. I presented on a panel about the 2017 Summer Reading Program, Morgan spoke about services and programs to Tweens, and Karen spoke about the importance of womb literacyand reading to your baby at the library. I was able to sit in and listen to both Karen and Morgan at their sessions. Theyeach did an excellent job talking about their respective topics and represented iCPLverywell. I mentioned our successful Special Access Hour we hosted for the Iowa City Autism Community Group at the last board meeting. We are excited that the next one is coming up on November 12 and will once again be held before we open the building at 9:00 am. The entire building will be accessible for individuals of all ages with autism and their families. The North Liberty Community Library is taking turns with us and hosting on Friday nights every other month. 0ne of the best stories to came out of our first event was from one of the mam'swho initially approached me about having the event. During our first meeting, I said it was my hope the event would help children feel more comfortable with the room and our staff and that eventually we wouldn't even need to hold these events because children would feel good about coming into the library anytime. I was told this would probably never happen and the subject was dropped. A couple weeks after our first event, I was working at the Children's Desk and the mom came up and told me how wonderful and appreciative she and herfamiiy were of the event and that, in fact, her son was no longer afraid of being in the Children's Room. She was ecstatic they were at the library for nearly two hours and herchild was perfectly content and comfortable being in the library Well Fed, Well Read: Miss JamWs Farm Agenda Item 58.2 Collection Services Department Report Prepared for the October 27, 2016 meeting of the Iowa City Public Library Board of Trustees Anne Mangano, Collection Services Coordinator New eBoo k and eAudlo Webs ite On Wednesday, Novem ber V° , we will launch a new OverDrive website to improve the patron's experience checking out and using eBooks and digital audiobooks. Staff have had access to the new website since Friday, October 71^ and it seems easy to navigate. A few of our favorite features include: 1. Availability of a title is easier to understand. on the current website, available titles had a bolded icon in the top -right hand corner of the cover while it was gray if it was already checked out. On the new site, a banner at the top of the cover says, "Available," "Wait List," or "Coming Soon." 2- Easier and faster borrowing while browsing. You can click on "Borrow" right under the cover and the books is checked out without a pop-up menu being generated. You can also add it to your wish list the same way. 3_ Easier returns. On your accounts page, there is an option to return a title and, if you've downloaded it to your device, there is a pop up window explaining how to return the title from your app. This is a question we receive from patrons a great deal. We are now able to highlight specific titles and create book lists on the OverDrive website, If you are interested in seeing the new site before the official launch, our current OverDrive site contains a link at the bottom of the browser to preview the site. Digital Johnson County Expanded to Digital Magazines on October 151, the Iowa City Public Library began offering digital magazines through iinio with Coralville and North Liberty as a consortium. Previously, Iowa City and Coralville had two separate collections with an overlap in many of the magazine title offerings. North Liberty partnered with Iowa City this past April. This means residents of Iowa City, Coralville, North Liberty, Hills, Lone Tree, University Heights, and rural Johnson County have access to the same digital magazine collection. As with OverDrive, Coralville and North Liberty residents need to use their home library card. This move is an expansion of our Digital Johnson County consortium. Digital Johnson County is a partnership between the public libraries of Coralville, Iowa City, and North Liberty that expands access to digital collections to area residents, reduces differences in library services, and provides more title choices to library users. It also saves each library money by reducing duplication of purchases. New digital magazines were also added to the collection this month, including Brides, Harpers, National Geographic Kids, Rolling Stone, Us Weekly, and The Week. Agenda Item 58-3 INFORMATION TECHNOLOGY REPORT TO LIBRARY BOARD October, 2016 Brent Palmer, IT Coordinator New Event Manager Rollout For the first phase of the Virtual Branch project, we introduced a new version of the ICPL's online calendar. Internally, we call this Event Manager. We use Event Manager to schedule meeting rooms and display spaces as well as to publicize Library events happening here or outside the Library The new Event Manager has an updated interface that is easier to use and works better on mobile devices. We have received feedback and we still need to improve ways for patrons to find events. There are also a substantial list of other features and improvements for both staff and patrons we are working on. We changed the platform on which the calendar operates so it will be easier to add new features and make changes in the future. This will make it easier to integrate other parts of the Virtual Branch, including our new eSigns and the new mobile app we are working on. One of the key things we learned is that dramatically changing a much -used interface is difficult for staff and patrons, even if it is an improvement. As we move forward with the Virtual Branch development, we will "to implement changes more gradually to see if it helps with the transition. Circulating Hotspots We ordered ten new mobile Wi-Fi hotspots to add to the circulating collection. These were received as a donation from a nonprofit organization called MobileBeacon and its partnership with TechSoup. This donation helps with the initial purchase of the devices, making them significantly less expensive. MobileBea con runs on the Sprint network and ailaws a major cost savings on the monthly fee for the devices. It also allows for unlimited data throughout the month (an obvious need for libraries, but not readily available from your standard Verizon store). Other libraries report this kind of service has been very popular. We've heard from other facilities that, much like our circulating laptops, there is often a long holds list for these devices. The Library Channel The Library Channel's primary mission is to extend Library programs for children and adults to a wider audience and to inform the community about library services. Unfortunately, fewer patrons each year have access to The Library Channel via Mediacom. As much as possible, we have been increasing the amount of our programming which is available online_ We have a section of ourwebsite, video.icpl.org, dedicated to Library Channel programming. Much of our current Library Channel programming is available there, including the complete series Tell Me Your Story and One of a kind, plus Project Green, Irving Weber's Iowa City, and all of the local Spelling Bees. Sometimes limitations may prevent us from making an item available online. Some examples are copyright restrictions with music or books read aloud. in the case of our International writer's Program series, there are concerns about what an author may say on a panel here in the United States may affect his or her status in their home country. We have recently added a new series called lawn City People and ourfirst interview, with local radio OJ "Captain" Steve Bridges is available to watch now. The organization released data about Americans' reading habits last momh, with results showing that while a -book sales are on the rise, print books continue to be first choice among dedicated readers. I have an e-reader. I have a smartphone. I also have an Iowa city Public Library card and a numberof bookshelves in my house stuffed with paperback and hardcover books I tell myself I'll read someday. when it comes to reading, my habit is devouring the written word no matter its form. I love print books. I love digital books. When I upgraded my smartphone, I downloaded the Overdrive app from the Library and (finally) discovered the joy of audiobooks. Then, I downloaded the Zinio for Libraries app. I'll never impulsively purchase a magazine again. OK, thafs a lie, but I can honestly say I'll do it less often. As Susan Indicates In her email my office researched the legality of the use of security cameras In the restrooms prior to their use and concluded that cameras directed toward the common areas of the bathroom (and away from either stalls or urinals) would be legal. In addition, because the Library Board was interested In achleving their goals in the least intrusive manner and protectIng patron privacy by any means consistent with those goals, signs are posted notifying patrons of the presencsof the cameras, the cameras are ova rdy mounted at a fixed viewing angle, the video from the camera is not actively monitored, but reviewed by authorized staff only following an incident, and the images from the bathroom cameras are kept for seven days and then deleted. I know of at least 2 other cities In Iowa that use security cameras in the common areas of bathrooms - CDun61 131utls and CedarRapids. I can also tell you that in 2008 the Library Board received a letter from the ACLU to which my Office responded and we have had no further contact from the ACLU regarding this matter. Our public restrocros have hundreds of visits a day, and, as a public building open 67 hours a week that can see as many as 20,000vlsltors a week during busy times the cameras are one way to make our building safer. We have had people charged with assault and theft based on evldence from bathroom cameras. We were able to aid a police investigation intc a death, In none of these instances would a camera outside of the door have provided the needed evidence- The City Attorney has approved the use of the cameras as long assigns are posted. I understand the concern about privacy, librarians are very sensitive to privacy issues. For instance, we keep the recordsof materials that you check out confidential. However, if materials are long overdue we may reveal the information in an effort to retrieve the materials- Similarly, no one looks at images from any of our security cameras unless there is reported incident, and the only view is that of the common space where there is no expectation of privacy.
