Minutes of the Regular Meeting DRAFT
December 17. 2015
Members Present: Diane Baker, John Beasley (in at 5:25 pm), Adam Ingersoll. Thomas Martin (in at 5:10
pm), Robin Paetzold, Meredith Rich -Chappell, Jay 5emel, Monique Washington.
Members Absent: Janet Freeman.

Call Meeting to Order. President Paetzold called the meeting to order at 5:00 pm.
Public Discussion. None,
Approval of Minutes.
The Minutes of the November 19, 2015 Library Board of Trustees meeting were reviewed. A motion to
approve the Minutes was made by Ingersoll and seconded by Rich -Chappell, Motion carried 6/0.
Unfinished Business.
FY17 Operating Budget. The City Manager's recommended budget for the Library has been received.
Full budget information is not available but is expected soon. Craig reminded the Board the Library
submits the budget request to the City Manager. He and Finance staff prepare a proposed budget that
is sent to the City Council. The City did not Include the operating funds money for the bookmobile in
the proposed budget. Craig said modest cuts were made in several other areas which is typical. The
collection budget request was not cut. 5emel asked if the City gave reasons for not including the
bookmobile expenses. Craig believes the request was denied because we are asking for a staff position.
The City has not approved new staffing requests to other departments for some time. Craig believes a
permanent staff request is a difficult thing to accomplish because funding for new permanent positions
must be approved at the City Council level and is considered differently than other budget items. Craig
believes getting a staff person for the bookmobile is not hopeless and believes the services we hope to
provide to the community are important. The Board has the option of directly asking the Council for the
bookmobile operating funds. If successful, City staff would be instructed by City Council to put the
bookmobile costs back into the budget. A motion for the Library Board to request support for the
bookmobile operations funding to City Council, was made by Baker and seconded by Washington.
Motion carried 7/0.

Craig is scheduled to talk with the City Council about the budget request on Saturday,1/9/16. Rich -
Chappell asked when the Board will be given time to present to Council. Craig said she previously asked
the Assistant City Manager about this and was told it would also occur on Saturday, 2/9116. President
Paetzold will make the request on 1/9/16.
Policy Review: #505 Volunteer policy. This is a regularly scheduled policy review held over from the
November meeting. The City's policy on background checks was provided to the Board per its request.
Semel asked which volunteers did not require a background check. Craig said checkin volunteers who
do not handle money or work with children do not require a background check. A motion to approve
the policy as revised was made by Rich -Chappell and seconded by Ingersoll. Motion carried 7/0.
New Business.
Polity Review: #401; Finance Policy. This is a regularly scheduled policy review. Paetzold asked if most
people are aware of how the City auct€ans/sells surplus items. Craig said this process is well known. A
motion to approve the policy as revised by staff was made by Semel and seconded by Martin. Motion
carried 7/0.
Staff Reports.
Director's Report After speaking with the City Attorney, Craig included a memo in the packet about
appropriate ways to handle public discussion. There will be a Winter Window newsletter in mailboxes
after the first of the year. We have only had two issues each year for some time; having a third issue
allows us to include other things. The Rev Up For Rotary Rev Up for Reading fundraiser resulted in
$19,000 to ICPL from the Iowa City Noon Rotary. Craig was glad to he asked to participate and the
other participating libraries were pleased as well. Three Board members. Washington, Freeman, and
Martin, attended the Legislative Reception. Issues discussed included the 3`d grade reading standard
going into effect next year. Legislators attending were Mascher, Dvorsky, Stutsman, Kinney and Jacoby.
Craig appreciated the great Board turnout. Paetzold asked about the State Historical Library. Craig and
Martin said legislators seemed to think there was room for improvement in funding. Martin said the
Iowa department of Cultural Affairs talked about the poor condition of the building in Des Moines,
which hopefully will help bring attention to it Miller will register Board members for Iowa Library
Association annual membership. Dues wilt be paid by the Library.

Children's Services. No comments.
Collection Services. No comments.
IT. Ingersoll asked if are going to publicize the new wife. Craig is pleased to be working with the City on
this because we learn each other's operations. We also save money. Palmer said the wiring project is
almost done and is going quickly.
Development Office Report. McCarthy said fundraising is on target. McCarthy invited everyone to come
to the Library for Cocoa and Carols with Combined Efforts Men's Choir on Sunday at 2:00 pm in
Meeting Room A. The Java House will generously provide cocoa and cookies. A fire sale for staff began
today for leftover items from the Arts & Crafts Bazaar. McCarthy thanked Diane Baker for helping
during the Bazaar.

President's Report. President Paetwld thanked the Board members who attended Inservice bay. She
felt the topics were well planned, particularly the mental health issues. The second season of Music is
the Word will include Jim Gill for a family concert at the Englert Theatre in January.
Announcements from Members. Beasley asked about Executive Session. Craig said this is a limited
action and used for pending litigation, contract negotiation, and personnel matters when requested and
it must be posted publicly. Craig said in her time this Board has only gone into Executive Session for a
personnel matter- President Paetxold noted that open meetings are valued in Iowa City.

Disbursements.
The MasterCard expenditures for November, 2015 were reviewed. A motion to approve the
disbursements for November, 2015 was made by Martin and seconded by Rich -Chappell. Motion
carried 8/0.

Adult Services Department Report
January 29, 2016 Meeting of the ICPL Library Board of Trustees

Info Page Station and Info Pages
There are two public service desks on the second floor of the library —the Info Desk at the top of the stairs and the Info
Page Station at the hack of the public area. The Page Station plays a crucial role in providing services on the second floor.
There are currently eight pages who work at the Page Station. The station is staffed with two pages most hours that the
library is open. The pages are supervised by Jason Paulim, Senior Librarian.
The page duties have changed over the years and in many ways mirror the changes at the Into Desk. While in the past
the pages'time was devoted more to reshelving reference materials, newspapers and magazines, they now spend much
more time assistingthe public with printing, scanning, microfilming, copying and using computers. While marry people
now read newspapers onlinewe know that many of our regular users still relyon the library for a print newspaper. Each
and every morningthe pages check -in and prepare the newspapers for the pubic andthere are always library users who
head to the papers as soon as the library opens. The pages also lend visitors passes forthe public internet stations, open
and monitorthe seven study rooms, shelve nonfiction audiovisual materials and the Young Adult collection and loan in-
house DVD players. Dtherpage duties include sending faxes forthe public and restocking tax forms and readying the
Computer Labfor volunteer income tax assistance, (VITA), duringtax season and assisting other departments in special
projects.
Music is the Word
The library hosted a very popular MITW event in
December with Combined Efforts Theatre's Men's
Choir. More than 150 peoplejoined in caroling and
enjoyed cookies and cocoa donated by The Java
House. The Choir Director, several of the singers, and
number of audience members suggested we consider
making this an annual event.
Conduct
The Library Board recently received a complaint from a patron about a number of issues at the library including sleeping
and odor. The Library's Conduct Policy outlines appropriate behavior in the library to maintain a safe and pleasant
environment for all patrons. The polity addresses sleeping and odor. Staff regular€ywalk through the library either in the
course of helping a patron or monitoringthe library. If a staff member noticessomeone sleeping, we will wake them,
remind them of the library's no sleeping policy, and suggestthey get up and walk around the building ortake a walk
outside. We also let them know if we need to awaken them again they will have to leave far the day. We have had on
occasion asked someone to leave the building for sleeping. Sleeping fs more of an issue in the winter when some library
users are to the buildingfora longer period of time.
If a staff member receives a complaint from the public or staff about odor, we will investigate. If the odor can he
detected from several feet away or is strongly irritating, a Coordinator or Librarian will speak with the patron and inform
them they must bathe and wash their clothes before they can return to the library. We aIsagive the patron a Hygiene
Ban note that directs them to locations fora free shower and free lau n dry services. Issuinga hygiene ban is not a

We also have guidelines that help us identify the behavior j "
we are responding to and what the penalty is for patrons
who violate our Conduct Policy. We believe in giving patrons "
warnings and communicating ourexpectationsfor behavior.

Patrons unwilling to change their behavior may face different w
penalties for repeated violations. For example, if we encounter someone smoking outside our doors,
they may receive a verbal warning at the first Infraction. If they continue to smoke in a prohibited zone,
they will be banned from the Libraryforthe day. Subsequent repeats of the same behavior result in
escalated bans of a longer period of time, up to six months. Some violations are so extreme they result
in permanent bans. Before patrons return to the Library after a 7-day ban, they must make a return
appointment with a Coordinator. Atthat appointment, we discuss
expectations for behavior and increased penalties if the behavior
does not change.
At the Library, we are beginning to think about SUMMER! One
item we're all excited about is adding a second Self Checkout
machine in the Children's Room in anticipation of how busy we are
in the summer. July 15 through December 15, our Self Checkout
stations handled 72%of all physical materials checked ovt. The box
at the right lists the number of items checked out at individual
machines. A new Self Checkout in the Children's Room will make a
big difference on busy days!

1,000 Books Before Kindergarten Grant
our community's youngest residents will soon benefit from a new literacy
initiative, 1,090 Books Before Kindergarten. This exciting program is a
partnership between Iowa City Public Library and Pearson.
1,000 Books Before Kindergarten will be introduced during a special kickoff at
ICPL on Friday, February 5. The program reminds parents that is never too
early to start reading aloud to children to help them develop independent
literacy skills. 1,000 Books is designed far children from birth to age five and
will provide incentives to encourage parents, caregivers, teachers, and other
readers in chi Idren's lives to keep track every time the child hears a book. Yes,
you can read the same book multiple times!
Pearson has been a generous financial supporter of the Iowa City Public
Library Friends Foundation for many years, The company recently launched Project Literacy —a
worldwide program to fight illiteracy —and is nowfocusing its financial resources on projects which help
achieve thatgoal.
We are honored that Pearson approved ICPL's S10,000 grant request for 1,000 Books Before
Kindergarten. The grant Funds will be used to purchase special book bags to be presented to all children
registered forthe program, and provide book prizes for those who finish the program. Pearson
volunteers will also help ICPL register children for the program at ICPLand during community gatherings.
ICPL hopes to register 1,000 children in 2016, Plans are being made to do that at daycares and other
outreach sites visited by Children's Room staff.
H -Vee Shine Benefit on February 19
On behalf of the Board of Directors of the Iowa City Public Library Friends Foundation, you and friends
are invited to join us for a wine tasting to benefit the Library. Come to sample wine, beer, and liquor
while talking with other library friends who will be there to learn more, too. Guests must be 21 or older.
The event will be held at the Hy-Vee Drugstore, 310 North 1" Ave (southeast corner of Rochester Ave &
V Ave) in the Wine & Spirits Department on Friday, February 19, 2016, from 5 p.m.-7:30 p.m- Parking is
available in the Hy-Vee Drugstore lot.
A portion of sales from the event will be donated to the Iowa City Public Library Friends Foundation to
benefit the Iowa City Public Library.

With winterwell under way, it's the perfect time to snuggle indoors with a pile of books aswe wait for
spring. The Iowa City Public Library wants to help you make time fly with Revd to the Rhythm, our
Winter Reading Program.
Participation is easy! All you need to do it pick up a Read to the Rhythm bingo card at any of our public
service desks. There are four cards available, one for each age level or the program, with each one listing
suggestions and activities that will get you reading and exploringthe Library. Anyone who completes
their card's requirements before the program ends on Feb. 29 is eligible to attend our winter Reading
Program Pizza and Popcorn Party from 6 to 7 p.m. on Tuesday, March 1.

your card and want some book suggestions, ICPL recently finalized its 2015 Best of the Best reading list.
Library staff nominated the titles of book published in Z015 that they thought were the hest books of
the year. We had more than 100 nominations in eight categories: fiction; young adult; children's;
mystery; science fiictionffantasy; biography/memoir; nonfiction; and graphic novels. However, only 22
titles - books that were nominated by more than one person -- earned Best of the Best of 2015
distinction, with two books sharing the honor of being ICPL's Most Recommended Book of 2015;
"Crenshaw" by Katherine Applegate and "Dead Wake: The Last Crossing of the Lusitania" by Erik Larson.
Applegate's "Crenshaw" tells the story of Jackson, a young boy whose family has fallen on hard times.
With no money for rent and very little forfood, Jackson, his parents, his little sister and their dog may
have to live in their minivan — agafn. Jackson's imaginary friend, a large cat named Crenshaw, wants to
help, but is he enough to save a family from losing everything?
"Dead Wake. The Last Crossing of the Lusitania" gives an in-depth look at one of the greatest tragedies
of maritime history: the sinking of the luxury ocean liner during World War I. "It's the other Titanic, the
story of a mighty ship sunk not by the grandeur of nature but bythe grimness of man," Hampton Sides
wrote in his review for The New York Tines,

Project Green: Second Sunday Garden Forums

For most people, winter means ice and snow. For those of us with mud in our veins, winter is when we
start thinking about our gardens. Before the seed catalogs crowd your mailbox, the Iowa City Pub tic
Library and Project GREEN have a sure-fire way to give you your gardening fix: Second Sunday Garden
Fo rum s!
Project GREEN is a Johnson County non-profit whose works you see almost every day, but whose
existence you might not know about. Organized in 1968, and powered by over 3D0 volunteers, their
mission is to beautify area green spaces, parks, major community entryways, roadsides, and median
parkways, as well as aA public school grounds within the Iowa City Community School District. Think of
the Dubuque street entrance to Iowa City, the Hospice Memorial gardens at willow Creek Park, orthe
gardens at the Ashton House —those are all Project GREEN endeavors.
For more than 20 years Iowa City Public Library has partnered with Project GREEN to hostthe Second
Sunday Garden Forums, bringing a variety of well-known gardening speakers to Iowa City. This year's
forums are no exception.
Chuck Porto, retail manager at Iowa City Landscaping & Garden Center and host of KXIC radio's Saturday
Lawn & Garden Show kicks off the series Sunday, Jan. 10, with "Something Old, Something New: Trees,
shrubs and Evergreens You Didn't Know You Needed." He'll re -introduce us to some of the best "old"
standards and to the best of the "new' plants on the market to help add diversity, seasonal interest, and
wildlife friendly plants to our landscapes.
"baylilles: Past, Present and Future" is the topic of Jonathan Poulton's presentation on Sunday, Feb. 14.
A university of Iowa emeritus professor, Poulton's interest in daylllies began while vacationing in
Wisconsin in 2006. Since then he has developed a collection of registered daylilies and created several
thousand seedlings by hybridization. He'll lead us through an exploration of the origins of modern
daylilies, presents a selection of hybrids celebrated by daylily enthusiasts, and describes hybridizers'
efforts to reach the "holy grail" of daylilies—a true blue cultivar. He is a memberof the Cedar Valley Iris
and Daylily Society.
Avid gardener, nature photographer and former Preservation Gardens Manager at Seed Savers
Exchange in Decorah, David Cavagnaro, will finish thisyear's forums on March 13 with "Where Our Food
Comes From." He'll take us "Around the world in 80 Minutes" to look at the origins of all our major food
crops.
All Second Sunday Garden Forums will be held from 2 to 4 p.m. in Meeting Room A.

Confused about how the Iowa caucuses work? You're not alone.
In fact, the nuance of Iowa's caucusing process Is part of the reason we're "first
In the nation" in the first place — a kind of happy accident (for Iowans, at least)
resulting from changes to the primary process following the turbulent 1968
Democratic National Convention.
Due to the complexity of Iowa's more inclusive, newly developed caucusing
system, officials realized they'd have to start the process early. As early as
February, to be exact.
And just like that, Iowa became first in the nation. We just needed a bit more
time, is all.

And with this (accidental) importance comes great responsibility, of course.
Responsibility to engage. Responsibility to listen. Responsibility to participate.
Fortunately, that's where Johnson County's League of Women Voters (LWVJC)
steps in. On Sunday, Jan. 24 at 2 p.m., the nonpartisan advocacy organization
will host a free forum at the Iowa Public Library (meeting Room A) to discuss
everything you've ever wanted to know about the Iowa caucuses, but have been
too shy to ask.
"We really want to encourage voters who have never caucused before to learn a
little bit about itJ so that they won't feel uncomfortable, and so they'll be aware
of how caucuses evolve," said LWVJC board member Linda Schreiber.
The event will Include a brief history of the Iowa caucuses, as well as a mock
caucus using fictitious candidates.
Schreiber says the organization, which works to create a nonpartisan approach
to educating and registering voters, is interested in increasing voter
participation for a number of reasons, most notably because elections are
expensive. With greater particlpatlon comes greater accountability on behalf of
our elected officials as well, Schreiber argues.
The event is also a great way to discuss important voter issues with neighbors,
Schreiber says, adding that political discourse among community members Is a
healthy (and fundamental) part of the democratic process, rather than
something to be avoided.
"I think it's really important to ... discuss differences — particularly if we want to
come to any kind of consensus or compromise to keep things moving forward as
opposed to standing still and shutting government down," she said. "That just
benefits no one, and It's actually costly in the long run."
This event is free and open to the public (registration is not required). Those
interested in getting involved with Johnson County's League of Women Voters

I love going to the library. I could spend many hours there. However, the Iowa City library is a
disappointmentV! First of all I have to walk through the cloud of smoke from the cigarette smokers at
the front door.
once I am inside I have to deal with the homeless people sleeping in seats that other patrons could
be using. The smell is horrible! I was in the last row of the biographies and the smell was so bad I had
to breathe through my mouth. I have also experienced individuals watching porn on the computers.
Something needs to be done! For now I will use ebooks just so I don't have to go in and deal with
these problems.
