Minutes of the Regular Meeting DRAFT

Members Present: Diane Baker, Janet Freeman, Adam Ingersoll, Thomas Martin, Robin Paetzold,

Call Meeting to Order. President Paetzold called the meeting to order at 5-02 pm.
Public Discussion. None.
Approval of Minutes.
The Minutes of the April M 2016, Library Board of Trustees meeting were reviewed. A motion to
approve the Minutes was made by Ingersoll and seconded by Freeman. Motion carried 8/0.Ingersoll
asked about John Beasley. Paetzold said she would follow up,
Unfinished Business.
Bookmobile. Craig, Semel and Paetzold attended the City Council meeting at which time Council
approved the funding for the bookmobile. Craig invited Antelope Lending Library's (Antelope) director
to the Public Libraries of Johnson County [PLJQ meeting earlier this month. Also, Craig posted
Antelope's summer bookmobile schedule on the Library's blog about the bookmobile. April 12, 2017, is
National Bookmobile Day and we hope to have a bookmobile festival in Iowa City that will include
Antelope. Craig asked Board members how involved theywant to be in determining the bookmobile
stops. There was discussion about the availability of rest rooms, and severe weather access at potential
stops. Members suggested retirement facilities, schools, mobile home courts, neighborhood centers as
options to consider. Semel said when he spoke to the Mayor he hoped the bookmobile would provide
access to underserved areas. Faith Academy and summer camps were suggested by Washington -
Freeman asked if we have information about library card users and perhaps the bookmobile could go
where people don't use their cards frequently. Craig said maps provided by the consultant showed
library card penetration everywhere in Iowa City and it would be difficult to figure out who wasn't using
a card. Older and younger people who may have transportation issues are target populations said Craig.
Roosevelt School was suggested by Freeman. Martin feels the Board does not need to make the
decisions about where the bookmobile goes but needs to be kept involved in why the decision was

made to go somewhere. It is hoped we will be able to be flexible with where the bookmobile will go
depending on the time of year, school in session versus summer, for example. Martin said other libraries
are watching Iowa City to see how the bookmobile progresses. Craig said we are very excited and ready
to get going. Ingersoll was surprised our vehicle does not require the driver to have a CDL. Chassis and
weight determine that said Logsden.
New Business.
Election of Officers. Nominating Committee Chair Martin stated the slate of officers put forward by the
Nominating Committee is Semel for President, Washington for Vice President, with Freeman serving as
5ecretary for a second term. A motion to accept the slate of officers was made by Martin and seconded
by Ingersoll.
Motion carried 8/4.
Art Advisory Committee. Paetzold asked how long a term is on the Art Advisory Committee. Craig said
three years. A motion to approve the two recommended candidates for the Art Advisory Committee
was made by Rich -Chappell and seconded by Martin. Motion carried 8/0.
Amend N08U Budget. Craig said NO8U expenditures are typically approved in July. However, this year,
there is some direct state aid money left and these funds must be used in the year they are received.
Craig seeks approval to spend the unused portion of this money to replace our main power backup
system and to replace office desk chairs. Freeman asked if the State will require an accounting of how
the money was spent Craig said yes, she provides a report identifying how the money is expended. A
motion to approve the use of the Enrich Iowa Funds for the power backup and office desk chairs was
made by Ingersoll and seconded by Baker. Motion carried 8/0_
Summer Reading Program 2016. Pilkington demonstrated the Summer Reading Program (SRP) website.
Paetzold was pleased to note the logos for program sponsors on the website. Users can register
exclusively online this year for the first time. Families and summer camps can be linked this year, which
has many advantages in addition to saving lots of time for those who take advantage of it. This year we
are using a new program, Beanstack, which also provides book lists for 5RP users. Another feature
allows users to keep a personal log of all the books read. North Liberty Community Library and
Coralville Public libraries are also using Beanstack. We are moving toward being able to gather data
uniformly to help share with our schools. There are game cards for participants of all ages which were
distributed to Board members. Reading and exercise are components of 5RP this year, said Clark. 5RP
begins Tuesday, 5/31/16. A reminder that Saturday, 6/4 is Children's Day and there will be 14 different
organizations which will have booths at the event. There will be entertainment from 10-3. Craig said
1CPL participates in the national 5RP theme. This provides access to graphics and other features that all
libraries can use. Materials are available at a reduced rate because of State Library support
Staff Reports.
Director's Report. Craig included the article about Charlie Robinson in the packet because he was a
great influence on librarianship, and on her, and she wished to share this with the Board. Craig,
Logsden, and Paulios met with Rachel Zuckerman and three other UI students to talk about having
graduate counseling students in psychology and sociology help with outreach to homeless individuals
who might benefit from counseling. It was suggested that a place might be identified in the library
where people could talk to counselors. Craig said having a faculty member involved in the project really
helps. We will follow-up if the students are able to organize some hours of service in the fall. Yesterday
was our last Music is the Word program. The Catfish Keith finale was last Saturday. Craig said both the

community and staff really embraced this project. It was unlike any other project the library had
previously done in its breadth and has been both memorable and successful. [CPL applied for a
Convention and Visitors Bureau grant for 55000 for a Friday/Saturday Family STEAM festival next May
with the Downtown District, the Iowa City Community School District, Little Village, Merge, and other
partners. We hope to bring the Magic School Bus to Iowa City. CBJ online announced that protostudios
was awarded $1.5M by Iowa Economic Development Authority so the Merge space is moving forward.
Merge is hoping for additional money from the federal government.
Departmental Reports:
Adult Services. VITA has been going for 30-same years. Clark said we used to stay open until midnight
on 4/15 assisting people with their taxes: we even took the returns to the post office in Iowa City, and
later drove them to Cedar Rapids when Iowa City did not stay open until midnight. Now all returns are
filed online and it is much more efficient.
Community & Access Services. Craig emphasized how easy it is to use the Summer Library Bus for
children and the adults who accompany them to the library during the summer.
Development Office Report. McCarthy thanked Baker, Semel, and Ingersoll for attending the Looking
Forward fundraiser. The event was more successful than last year's. The committee will debrief on it
tomorrow. It is the summer reading program prize solicitation time and the cash value of the prizes
received so far is in excess of $125,000, said McCarthy. Many sponsors also make cash contributions.
Semei asks how many people attended Looking Forward: McCarthy said 92 persons attended this year,
and 89 attended last year. She said there were more reservations made last year, but fewer people were
present. The presenter said he would be delighted to come back to talk to us and Board members were
impressed with his knowledge of the subject and his delivery. McCarthy is working on the packet for the
annual meeting. Paetzold asked about Mary Gilbert. McCarthy said the timing for Mary Gilbert's gift was
synchronous with when we began discussion about the bookmobile and since she wanted her gift to
benefit as many people as possible, this is a good way to honor her and her gift to the library.
Volunteer Recognition. Craig said the Volunteer recognition event was lovely as always.
Spotlight on the Collection. No comments.
Miscellaneous. No comments.
President's Report. No comments.
Announcements from Members. Martin commented on the Bettendorf Library's water pipe break
causing $1M worth of damage. The library will reopen 5/31 with limited access. Martin suggested
sending an official note of support and see if there is anything ICPL may be able to help them with.
Freeman would like the Board to send a letter to their Board of Trustees.

Each year the City asks each board and commission to complete a brief annual report noting
accomplishment for the year just ending (July 1, 2015-June 30, 2016), and indicating goals for
the taming year. The Library Board reviews their current report (attached) at the June meeting,
and provides input on the accomplishment of goals for FY16 and discusses possible goals for
FV17. Staff then drafts a report that will be reviewed and approved at the July meeting.

LIBRARY BOARD OF TRUSTEES
GENERAL RESPONSIBILITIES
The Board of Trustees of the Public Library is a semi -autonomous body of nine persons
empowered by state law and city ordinance to act as the governing body of the library. The
Board's specific list of legal responsibilities includes:
■ determining the goals and objectives of the Library in order to plan and carry out
I ibrary services
• determining and adopting written policies to govern all aspects of the operation of
the Library
• preparing an annual budget and having exclusive control of all monies appropriated
by the City Council, earned income, service contracts with Johnson County, University
Heights, Hills, Lone Tree, or given to the library through gifts, bequests, grants or
awards
• employing a competent staff to administer its policies and carry out its programs
The Board is also an arm of City Government with members appointed by the City Council
and its principal operating funds approved by the City Council- The Board therefore seeks at
all times to work in harmony with City policies in all areas that do not conflict with its
statutory powers.
ACCOMPLISHMENTS FOR FISCAL YEAR 2015
I. Adopted a new strategic plan.
2. Approved a budget request that included an FY17 capital request for bo❑kmobde
funding. Budget approved by Council somewhat smaller than was submitted.
3. Reviewed the relationship between the Board of Trustees and the Friends Foundation
Board.
4. Worked toward goals in the last year of the current strategic plan.
S. Supported collaboration with area libraries through sharing of electronic resources,
and, additionally with the ICCSD for Summer Reading Programs.

I am happy to announce that Mari Redington accepted the open part-time Children's Library Assistant III position. Mari
has been with the libraryin various positions overt he last couple of years, most recently as an Hourly Librarian in
Children's. She is excited to begin planning programs and helping with volunteers.
Summer Reading
Sumer Reading has officially started! We are off to a great start with over 1700 kids signed up in the first week. Our first
official kick off to summer was Children's Day. It was a beautiful day out and hundreds of families came out to enjoy a
show on the family stage or to stop at one of the many booths we had coordinated throughout the Ped Mali. Our first In -
the -library show was very well received. The Elsenpeter Marionettes performed the Wizard of OZ to over 400 children at
two different showings. Tween programs have been a big hit, too. The Amazing Race and Popcorn Olympics brought in
over 40 tweens each.
Looking ahead
We have a great line up of programs yet to come this summer! Check out our calendars to stop in and enjoyl The quality
and caliber of entertainers that we have come isfantastic, and there is nothing like watching a child's face as he stares in
amazement at the act in front of him.
I want to thank Patty and the Friends Foundation fortheir hard work and money contributions for all of our summer
programs and prize bags forthe Summer Reading Program. Also, we have fabulous prizes to reward the children with
from these great sponsors: World of Bikes, City of Iowa City Parks & Recreation, Pizza Ranch, Aspen Leaf, CycloCross,
Iowa Children's Museum, Blank park Zoo, McDonalds, Westdale Bowling Center and Sky lone. Without their donations

Call Iection Services Department Report

Catalog Vpdate
During the last year, staff have looked at ways to enhance the catalog to offer a better searching
experience for our patrons. At this time, we offer two catalogs: the older Catalog Classic, an index -based
search by title, author, or subject and Encore, a single -keyword search that allows the user to filter down
results through categories, including location, year, or format. Encore is the latest catalog product offered
by ourvendor, Innovative Interfaces, which no longer provides support for Catalog Classic.
We plan to phase out Classic in the next few months. Aside from the lack of vendor support, Classic
presents other challenges. Depending on where a patron is in the catalog, they will log into one of two
different account interfaces. The layout of each interface is drastically different. The options are different.
And you can see what eBooks you have checked out in Encore but not in Classic. Classic also does not
support eBook and eAudio check outs, which you can do directly in Encore.
The major issue with Encore is that the vendor limits what we can and cannot modify, but they are allowing
more customization with each software upgrade. Last month, we gave Encore a needed new look with a
beautiful photo bannerat the top. We've also added a menu system that provides everything a patron
needs when searching the catalog, including:
• Best sellers
+ New materials lists
• Purchase suggestion
• Interlibrary loan
• Ask a librarian
Previously, these options were only accessible to patrons through the top search screen, Catalog Classic, or
going to the library s website, making it difficult to navigate this catalog- Nowyou have all of these options
on the search screen, the results page, and the patron account page. Catalog users can also discover other
library collections, such as our Local Music Project, Digital History Project, and streaming video from The
Library Channel- They also have links to our blogs if they are looking for recommendations or library news.
These current changes only impact the Encore side of the catalog.
In developing a virtual branch, we see the catalog as the cornerstone to the new website. As we work to
improve what we currently have, we are looking at other options on the market, including open source
software. All of these catalogs have their drawbacks and we want to ensure that moving to a new catalog
significantly improves our patrons' experience.

INFORMATION TECHNOLOGY REPORT TO LIBRARY BOARD

This past year, the Library received a Freedom of information Act
(FOIA) request from the Republican National Committee (RNC) for
all information surrounding Hillary Clinton's visit. We were able to
reliably produce the documents since there weren't that many and
the request came fairly soon after her visit. Even if staff had
deleted emails, they were still sitting in the deleted folders. Once
we "de -duped" and eliminated emails that were unrelated to the
Clinton visit, there were only about 250 messages to sift through.
But it was still very time consum ing.
To make it easier to respond to these kinds of requests, the library
is working with the City to archive a€I of our incoming and outgoing
messages. This will be more reliable because emails are archived before they reach a user's inbox
and we will not lose deleted messages. The product we are using comes with an improved interface
for finding messages in case of a request. As an added benefit, this archiving system provides an
extra offsite backup in case of a data disaster. And finally, staff are able to find old emails they may
have deleted by using the new system.

We have been experimenting with different kinds of content on the interactive e5igns in the library.
The interactive signs are the larger screens in stands as you enter the library and at the top of the
stairs near the Info Desk. Last month, we highlighted the Tornado Exhibit. During Weber days last
month, we incorporated a fun Weber Days Quit. We will be trying out different ideas in the corning
months to keep the information on the signs fresh and to encourage patron interest.

In addition, the Library Friends Foundation gave the Library $13,000 to provide prize hooks for each child
and teen who finishes those programs.
What Happens to Donated Items?
When the year ends on June 30, staff in the Development Off -ice will have sorted through tens of
thousands of books, movies, and music donated by ouroommunity and ICPL.
Daily decisions are made about whether to try to sell the Items at The Book End, or at a periodic big sale
in the meeting rooms, or online: or to set them aside for one of the Ltbrarys 18 outreach locations: or very
occasionally, for consideration to be added to the Library collection. Sometimes, the donated item is too
damaged so It goes to City Carton Recycling and eventually becomes interior home insulation.
Items that don't sell are shipped at no cost to the Library to Better World Books. Everyquarter, they pay
the Library Friends Foundation a commission based on the sales of our books. So far this year, after
sending them nearly 25,000 books, which weighed 32,975 pounds, the arrangement has brought in
$1,710 income for The Book End.

Are you ready for a summer full of spirited competition, displays of athleticism, and fantastic
prizes? I'm not talking about the Summer Olympics, I'm talking about the Summer Reading
Program taking place all summer long at the Iowa City Public Library.
In honor of the Olympics, the theme this year for all ages is physical fitness and mental
wellness. To get started you can sign up in the Library or online at srp.icpl.org. Then go for the
gold by checking out some new titles or old favorites. Here are some sporty titles to get you
started:

Kids just starting to read chapter books might trythe new series "MVP," which kicked off this
spring with its first title "The Gold Medal Mess," by David Kelly. More experienced readers
looking for a longer book with a more complex plot should give "The Way Home Looks Now,"
by Wendy Wan -Long Shang a try. This story follows Peter Lee as he joins a baseball team to
help his family deal with the death of his older brother. Kids looking to learn something new will
find plenty of interesting trivia in "Wacky Team Sports," by Alix Wood. Here, they'II he
introduced to unfamiliar events all around the world, from elephant polo to underwater rugby.
Tweens and teens won't want to miss "Booked," a soccer -centric story in verse, from 2015
Newbery Award winner Kwame Alexander. Teens looking for something to read after "The
Hunger Games," should give "Court of Fives," by Kate Elliot a try. This interesting world has
political intrigue, strict separation between classes, and a multi -level athletic competition at the
heart of the story.
Adults looking for an athletic mystery will want to check out "Brutality," by Ingrid Thoft. This
timely mystery deals with the ethics of college sports, particularlythe consequences of head
injuries for former players. For readers who enjoy statistics and fantasy baseball, "The Only
Rule Is it Has to Work," by Ben Lindbergh and Sam Miller is the book for you. The authors were
given the chance to run a minor league team according to statistical analysis. This is the story of
how well It worked.

Keep Kids Reading All Summer Long by Angie Pilkington, Children's Services Coordinator at the
Iowa City Public Library
Did you know that children who read over the summer months are likely to leap ahead when
they head back to school in the fall? It's called the Summer Leap. Study after study has shown
that students who do not read at least 20 minutes every day over their summer vacation will
lose up to two reading levels. This Is why the Iowa City public Library has made summer reading
a priority to keep kids skills sharp by encouraging them to read all summer long. To kick
summer off for the kid in your life, here are some great new summer reads available at the
library:
"Are We There Yet?" by pan Santat is a hilarious new picture book that Is perfect for upcoming
vacations. To kids, time can seem to move slowly during a car trip, but what happens when It
moves so slowly, it starts moving backward? Suddenly, a drive to grandma's house becomes a
trip through history!
"The Thank You Book" by Mo Willems is the 25111 and last book in the Elephant & Piggie series.
Fans will be delighted by the sweet way Piggie & Elephant thank them for being loyal readers! I

"The Trials of Apollo" by Rick Riordan is the latest in the series from the Percy Jackson author.
Fans of his books won't be disappointed! This time around, readers will get a story about
Apollo, who finds himself in New York City as a mortal. In order to get his godly life back in
order, Apollo and his new friend, Meg, make their way to Camp Half -Blood, Of course, things do
not always go as planned.
"The Mlsodvenivres of Max Crumbly" by Rachel Renee Russell, is a great new series about a
young guy who is about to face the scariest place he's ever been: middle school. Max Crumbly
would like to be like the hero in his favorite comics to help ward off the school bully.
Unfortunately, Max's uncanny, almost superhuman abilityto smell pizza from a block away
won't exactly save any lives or foil bad guys. But that doesn't mean Max won't do his best to be
the hero his school needs]
"The Girl in the Well is Me" by Karen Rivers Is a fascinatingly well -told story from the point of
view of 11-year-old Karnmie, who is unfortunately stuck in a well and abandoned there by her
new friends who made her stand on top of the old well cover in orderto join their club. The
book finishes with a great message to the reader: be yourself,
