Washington for a park. McDonald's requests the City Council place on
their August 15, 1983 Work Session agenda the matter of amending the
Urban Renewal Plan to allow development on this site.

I would like to express to you my great displeasure in having to
pay a 450 deposit to the city for water service. This is my
first apartment in Iowa City were I pay for water. I do not thing
the city method of determining who pays a deposit and the deposit
amount is fair-. I understand that the city has a problem of
People skipping town before paying their last water bill, but the
current solution is totally unfair.
First the current plan does not depend upon how much water the
person will use. A water bill may be only 410, so a 450 deposit
is ten month worth of water! A big household may have a few
hundrend dollar water bill, a 450 deposit is not going to stop
them from skipping town. A better method may be to charge a
deposit equal to the average use of the previous resident, or
maybe 150% of the average. That is how commercial accounts are
treated.
Second is why people only with less than three years of water
service must pay the deposit. Why is three years so magic? Is
the ratio of people who leave Iowa City without paying vs paying
final bill much greater for people with less than three years
compare with those greater than three years? Why not base the
deposit on the person bill paying record, those who have a good
! record pay no deposit and those with bad or no record pay a
deposit based on expected use. That what the utility companies
do, the credit informataion is easy to get. If that is too much
for the city, ask the person his tract; record. Then spot check a
percentage of them and a fine those who gdrc said they had a good
record but did not. A big fine and telling people they are
subject to it before they give their credit record should
d,iscourge giving false information. If this is to much why not
charge all users a deposit based on usage, rather than an
arbitrary few.
The third and final point is why not at least pay interest on the
deposit. The state, wisely and for good reason, requires the
phone and electric companies to pay interest on deposits. The
city should do the same, either passbook rate or some percentage
of the rate the city pays on it bonds would be fair. Just
because it may be legal not to do so does not matte it right. I
know the state does not require city owned utilities to pay
interest on deposits, and the state should not have to tell a
city to do what is right. The city should do what is fair and
just on it own, the state should not force it. At the current

Dear Mayor Neuhauser:
He: Exemptions from the payment of water,
sewer and refuse pickup.
It is an unjust policy, and discrimination against
property owners who must pay the full amount of the above
services, when many others claiming income of $10,000,
(now raised to X12,000) are exempt.
The same o9ners are already receiving a large re-
duction on property tax. Is there any wonder that these
persons lack interest in voting on some issues, since their
5�ocketbooks are not hurt? How thoroughly is the form
+-001, Property Tax Credit, issued by the Treasurer's
Office checked? How are hidden assets checked? This is
the form used by the Water Dept, to allow exemptions.
Since the City is struggling to resolve the sewage
system, and larger water treatment facilities, it seems
that ty2Ey property owner, who uses these services should

Shotld the City be In the welfare business? Why free
bus rides to any one, when passes at reduced rates can be
obtained?

City; there are so many problems to tackle and solve.

I am writing to commend you on your efforts to correct the situation
concerning the Iowa City Airport and its loss of FAA funding, and to encou-
rage you to pursue it with highest priority u,:t.il FAA funds again come to
our airport.
The popularity and growth of our wonderfully unique city are in evid-
ence everywhere, with construction of apartments, houses, hospital addi-
tions, and the grand downtown hotel plans, to name a few. Many of the
people who will stay at the hotel, and/or have a hand in future develop-
ments will only have access to Iowa City through the airport, and it will
be their first impression of our city. This is all very much dependent
on the airport keeping pace with the local growth, and the expansions
and improvements necessary will most likely not be accomplished without
FAA funds.
More important though, is safety. I was amazed to see how close
the protested buildings actually are to where the planes land. An acci-
dent in this area is very possible and would certainly throw an even
larger financial and legal burden on your shoulders, besides the grief
and anger of those who suffered the loss which could have been so
easily prevented.
I understand that this is now an extremely sticky legal situation,
but it is doomed to become worse if not reversed quickly. Your atten-
tion to this letter and this matter are greatly appreciated.

Dear Ms. Neuhauser:
As a result of the overwhelming response to our programs and services at Mark IV Willow
Creek Neighborhood Center during the past year, our agency has reached the conclusion that
continued operation of these programs is no longer possible without another full-time staff
person. As our third and fourth quarter program reports indicate, the amount of resident
j involvement and participation in all areas has more than quadrupled over the last nine months.
(See attached sheet on statistics.)

Being the director and only '
1 g y paid staff position in our budget, I have investigated many
avenues for volunteer help and have been successful. Our agency has an average of twelve
volunteers at all times, some of whom are residents, one or two practicum students from the
School of Social Work at the University, and others who are interested members of the Iowa !
City community at large. Recruitment involves giving talks to service clubs and university
i classes, contacting newspapers, doing radio interviews, and organizing poster campaigns. To
j ensure a successful volunteer experience for them as well as for us, I do a twenty hour training I
with volunteers and this occurs several times a year.
The nature of any agency dependent on volunteers is frequent turn -over of part-time {
personnel. Ths means constant jeopardy of the program in our case, as the full-time staff, i.e. s'
myself, is unable to carry on the fifteen different educational and recreational programs in
addition to running the Center on a day-to-day basis. '!
( The history of Mark IV Willow Creek Neighborhood Center Directors is a ten year record ?
I of what I'm experiencing at the present time. The unfortunate result has been a high turn -over
j of directors and the concomitent of uneven quality and inconsistency in our services. After
i having worked in this position for almost a year, I'm convinced of two things: first that the
residents of Mark IV apartment complex deserve better than this, and second that the only way i
to keep good directors like myself and worthwhile programs and services is to add a full-time
i position to the staff. Continuing without this position will necessarily result in a cutback of
j services and the vicious cycle of insufficient and uneven programming will resume. The request I,
represents the desires and sentiments of many residents at Mark IV and the support of our Board i
of Directors which largely consists of present and former residents of Mark IV.

services is still increasing. It is physically and mentally impossible for one full-time staff
person to handle all aspects of the center's operation.
Diane has utilized and promoted the use of volunteers and university students. These
individuals have been extremely helpful in providing services, but they cannot provide the
staffing consistency the center desperately needs.
It is a reflection on Diane that we are requesting another position. It is her dedication
and success in meeting with the needs of Mark IV residents that has led to the enormous growth
of our program.

Dear Members of the City Council:
We, the undersigned, are members of Mercy Guild Volunteers who
staff the hospital lobby Information and Admitting desk Mondays
through Fridays every week year around, We see and hear first-
hand, more than any other persons working at Mercy, the difficul-
ties, frustrations, and tempers of the in -coming patients, out-
patients, visitors and others concerning the drastic shortage of
parking.
Many visitors and patients come from great distanoes, then have
to park four to six blocks away and walk to the hospital. Many
are quite elderly, walk with difficulty, suffer from some ailment,
and/or cannot stand extreme heat or cold. We see parents strug-
gling to bring sick children and their suitcases from several
blocks away, some of these coming to the hospital are unable to
find other parking and are forced to park in the main entry drive,
This takes up the only space to load and unload delivery, security,
and seats vans.
We of the Guild cannot think of anything that would be of more
service to the community than to sell the Central Block to Mercy
Hospital. As you know, Mercy is currently constructing a two-
level parking ramp designed to accommodate 250 cars. This is a
step in the right direction, but in the future as the hospital
continues to grow, it will need even more space for close -by
parking.
Mercy Hospital provides a vital service not only to Iowa City and
the surrounding communities, but to all of southeast Iowa, as well
as parts of Illinois and Missouri.
This is a singular opportunity for Mercy Hospital to buy land dir-
ectly across the street) we feel the loss of this space would be
irremediable.

and Old Brick Associates
Subject: Iowa Community Development Loan Program
The State of Iowa, via SF 548, 1983 Iowa Acts, has established a $5,000,000
loan program to stimulate community development and the generation of jobs
for Iowans. SF 548, 1983, Iowa Acts is entitled "Iowans Out of Work Act
of 1983."
I wish to request that the City apply for a $70,000 loan on behalf of the
Friends of Old Brick, Inc., payable over 7 years. These jobs generating
loans are interest free. The loans require matching by the applicant. We,
Friends and Old Brick Associates are prepared to supply the match in cash
from loans or grants. This will generate a fund of $140,000 for the
building rehabilitation projects included in the proposed work program.
Emphasis has been laid on job generation in selecting the rehabilitation
projects.
The $140,000 will be used to rehabilitate and improve the main meeting hall
(former church sanctuary) and its ancillary spaces. To review the past
briefly: Friends of Old Brick, Inc., has spent about $65,000 in building
improvements to the exterior of the old parts of the building and for the

grounds, roofs, and brick work. Old Brick Associates(1) has spent a similar
amount, about $70,000, on remodeling the first floor and both floors of the
west wing to prepare these spaces for office uses, mostly various community
services. Associates has also replaced the furnaces and electric services.
I have been over the legislation, the administrative rules, and the applica-
tion form. I have also talked with Mr. Jim Lynch, the staff person in the
Office of Planning and Programming, Governor's office, in charge of the
loan program administration. Also I have discussed this with Mr. Dale
Helling and Mr. Jim Hencin of the City's staff.
Attached is a copy of the application form, filled out on a tentative
basis to explain the request.
OPP is taking a 'liberal interpretation,' to quote from conversations,
regardLng what kind of activities fall within the guidelines. I would
like to propose that the City of Iowa City submit an application on our
behalf and leave it to OPP to make the final determination about the
eligibility of the projected work.
The points in question seem to be:
1. Section 44 (SF 548) lists the objectives to include:
b. The creation or retention of jobs . . .
c. The promotion of the expansion of existing business
and industry.
d. The leveraging of local resources."
I have extracted the 3 of the 5 objectives that can be most appropriately
cited as met by a loan to Friends of Old Brick, Inc. Old Brick is a part
of the local economic base; it pays real estate taxes; the proposed state
loan would leverage local resources to the extent of the 'match' and in
making the facility and Friends' programs that much better for its public
service functions.
(lLd Brick Associates is the limited partnership formed in 1976 to purchase
the building. Friends is a major share holder in Associates. Friends
is a nonprofit charitable corporation with IRS classification 501(c)(3).
Its functions are to rehabilitate the historical aspects and to operate
the main meeting hall.

Section 45, part 9 (SF 548) states that the loan shall be used to pay
the cost of public works and facilities. These guidelines which are
adopted by reference are the same ones applicable to use of general
obligation bonds. Under subsection 4, general corporate purposes, item
b covers "the acquisition, construction, reconstruction, enIaa gement,
improvement, and equipping of community center houses . " Also sub-
section i covers "any other facilities or improvements which are necessary
for - - - the health and welfare of its citizens."
I am assuming that the City and the two Old Brick entities can develop
an agreement for repayment of obligations under the loan, similar but
not identical to the revenue bond procedure. In this case it seems
the loan is directly to the City and not directly to the ultimate
recipient.
OPP ham established a due date of August 15 for the applications. They
contemplate a second round of applications and awards. I have talked
to them about the acceptability of a late submission. This is not
definitely clarified as of this writing.
I apologize for the lateness of this request. I learned of the program
only late last week. The governor signed SF 548 into law only at the end
of June. These forms and rules did not come out until well into July.
There are several other points:
1. We have an application on file with the Iowa Division of Historic
Preservation for a grant under a federal jobs bill.
2. We shall apply to the state (OPP) for a grant under the Iowa
Community Cultural Grant Programs, also funded under SF 548. Applica-
tions are due October 1.
Any grants received under 1 or 2 above will be used to match the
$70,000 loan requested herein. The remainder of the match will be
borrowed from commercial sources by Old Brick Associates.
3. Friends can unequivocally say that other sources of credit in this
magnitude are not available to us.
I am proposing that we explore expeditiously the City's willingness to file
an application on behalf of Friends and, if the answer is positive, we file
in anticipation of a second round of applications.

This project is a part of the improvement and restoration of a local historic
landmark. Old Brick has been rescued from demolition and converted to a self
supporting adaptive use. It provides services essential to public and private
social service agencies and use by the public of the main meeting hall and its
ancillary spaces.

The preservation groups have converted this building to public service uses
making it less likely that the City will have to provide office space or other
funding or services to these agencies. .The community uses the meeting hall
for a wide variety of meetings, performances, exhibitions, and social events.

Friends of Old Brick, Inc. has agreed to make unusual efforts to see women
and minority construction workers employed in the various aspects of the
construction.

IOWA COMMUNITY DEVELOPMENT LOAN PROGRAM
DIVISION VIII
Sec. 42. NEW SECTION. SHORT TITLE. Division VIII of this Act may be
cited as the "Iowa community development loan program".
Sec. 43. NEW SECTION. INTENT. The purpose of this division is to
assist Iowa communities in the construction and improvement of public works
and facilities which support and enhance local economic development by the
creation of the Iowa community development loan program.
Sec. 44. NEW SECTION. ESTABLISHMENT OF PROGRAM.
1. The Iowa community development loan program is established to aid
communities in improving and developing adequate public works and facili-
ties needed to support local economic development projects by providing a
revolving loan fund.
2. The program is administered by the office for planning and programming.
3. The program provides loans to cities for projects which address the
following objectives:
a. The construction and improvement of public works and facilities needed
for economic development.
b. The creation or retention of jobs especially in cities or cities located in
counties with an unemployment rate higher than the statewide average.
c. The promotion of the expansion of existing business and Industry.
d. The leveraging of local resources.
e. The creation of job opportunities for women and minorities.
4. The program shall provide that the moneys appropriated to the revolving
loan fund shall be available as follows:
a. Twenty-five percent of the moneys shall be designated for cities with a
population of less than. five thousand.
b. Fifty percent of the moneys shall be designated for cities with a popu-
lation of five thousand or more.
c. Twenty-five percent of the moneys shall be designated for any city.
d. Loans repaid which were from moneys designated for cities as provided
in paragraph a or b shall be redesignated for those cities.
S. Job service of Iowa is required to supply information regarding unemploy-
ment rates to any city or county requesting it.

Sec. 45. NEW SECTION. QUALIFICATIONS FOR LOAN PROGRAM.
1. Any Iowa city is eligible to apply for and receive loans through the pro-
gram. However, preference shall be given to cities or cities located in
counties with unemployment rates higher than the statewide average.
2. Loans provided through the program shall be used to pay the cost of
public works and facilities. "Public works and facilities" means "essential
corporate purpose" and "general corporate purpose" as defined in section
384.24, subsections 3 and 4 and also means the acquisition of real property
which is to be developed into an industrial park. "Cost" means all the costs
of the project, including the cost of acquisition, construction, reconstruction
and improvement, and all the items listed in section 384.24, subsection 5.
3. Funds provided through the loan program shall be matched with local
cash resources equal to not less than fifty percent of the amount loaned.
All matchipg local cash resources shall be specifically committed to the
accomplishment of the project for which the loan is made.
Sec. 46 NEW SECTION. APPROVAL OF LOANS
I. Loans provided through the program are interest free.
2. The maximum amount of a loan made through the program is two hundred
fifty thousand dollars.
3. Initial loans provided through the program shall be awarded, subject to
the amounts designated as provided in section 44, subsection 4 of this divi-
sion, on a competitive basis to those community projects which meet the mini-
mum qualifications of this division and which best meet the objectives of
section 44, subsection 3 of this division. Consideration shall be given to the
Payback methods proposed by each city, with preference shown to projects
which offer shorter loan maturities and greater security of repayment to the
state.
4. Prior to the receipt of the loan funds, each loan recipient shall pay to
the state a loan origination fee in an amount equal to six -tenths of one per-
cent of the loan amount. The fees shall be paid from private or local funds
and shalt be placed into the general fund of the state but shall only be used
to defray the state's expense in operating the loan program.
5. Loan proceeds shall not be disbursed to a city until a loan agreement has
been executed between the state office for planning and programming and
that city.
Sec. 47. NEW SECTION. LOAN REPAYMENTS.
t. A city shall repay funds borrowed in accordance with a loan agreement
to be executed prior to the disbursement of -a loan by the state.
2. In accordance with this division, additional loans shall be periodically
awarded by the office for planning and programming. The additional loans

3. Loan repayments shall be returned to the program and shall not revert

Sec. 48 NEW SECTION. RULES. The office for planning and programming
shall adopt rules pursuant to chapter 17A to implement this division.
Sec. 49. NEW SECTION. ANNUAL REPORT. The office for planning and
programming shall submit to the governor, once each year, a report setting
forth details of the operation of the program and shall make that report
available to members of the general assembly upon their request.
Sec. 50. There is appropriated from the general fund of the state on
July 1, 1983 to the office for planning and programming five million (5,000,000)
dollars to establish the revolving loan fund provided in this division. This
appropriation is in addition to any other moneys appropriated to the office
for planning and programming. Notwithstanding section 8.33, no part of this
fund shall revert at or after the close of a fiscal period, but shall remain in
the fund and appropriated for the purposes of this division.
Sec. 51. NEW SECTION. LOANS NOT DEPENDENT ON BONDS. Notwith-
standing any law to the contrary cities shall not be required to issue bonds
to secure loans received by the city through the Iowa community development
loan program.
Sec. 52. Section 384.4, subsection 2, Code 1983, is amended to read as
follows:

Program is to aid Iowa communities in improving and developing adequate
public works and facilities needed to support local economic development
projects by providing a revolving loan fund.
630-25.2 Program Description. Any city in the State of Iowa is eligible to
apply for and receive loans through the program. The program shall
operate as a revolving loan fund and be administered by the Office for
Planning and Programming. Of the moneys appropriated to the revolving
loan fund, twenty five percent (25%) of the moneys shall be designated for
cities with a population of less than five thousand, fifty percent (50%) of
the moneys shall be designated for cities with a population of five thousand
or more and twenty five percent (25%) of the moneys shall be designated
for any city. Cities shall make application directly to the Office for Planning
and Programming, which will approve or disapprove such applications based
on criteria described in these rules. Loan agreements may be entered into
with successful applicants, specifying the terms of the loan. As repayments
are made in amounts sufficient to generate additional loans, the Office for
Planning and Programming shall make said additional loans.
630-25.3 Waiver. The Office for Planning and Programming may waive or
vary any procedural provision of these rules in order to allow recipients to
conform to requirements of federal law necessary to secure federal assistance
for projects for which a community development loan is sought, provided the
waiver or variance does not conflict with the Act.
630-24.4 Definitions.
24.5(1) "Act" means Division VIII of Senate File 548, Acts of the 70th
General Assembly.
24.4(2) "Administrative Costs" means reasonable costs and charges asso-
ciated with the planning and execution of the proposed project as listed in
section 25.5(5) of these rules#- Administrative costs shall not include normal
and recurring overhead or salary costs of city employees.
25.4(3) "Applicant" means a city which submits an application to the
Office for Planning and Programming for loan funds through the Iowa Commu-
nity Development Loan Program.
25.4(4) "Application" means a request for Iowa Community Development
Loan Funds that complies with the requirements of section 25.5 of these
rules.
25.4(5) "Cost" means all the costs of the project as defined in the Act.
25.4(6) "Eligible activity" means public works and facilities as defined
in the Act.
25.4(7) "Iowa Community Development Loan Program" means the program
authorized by the Act.
25.4(8) "Local cash resources" means local cash from whatever source
except state and federal grants. Examples of local cash include state and
federal shared revenues and loans exclusive of loans under the Iowa
Community Development Loan Program.
25.4(9) "Proposed project" means one or more eligible activities for
which a city has submitted a single application for loan funds.
25.4(10) "Recipient" shall mean any applicant receiving loan funds under
this program.

630-25.5 Applications
25.5(1) Application procedure. Applicants shall submit applications to
the Iowa Community Development Loan Program, Office for Planning and
Programming, 523 East 12th Street, Des Moines, Iowa 50319. Applications
shall be in the form prescribed by the Office for Planning and Programming
(OPP). All applications submitted shall be rated by OPP on a competitive
basis and loans shall be made to the highest ranking applicants to the
extent funds are available. An applicant may submit more than one applica-
tion and may receive more than one loan. In accordance with Section 47(2)
of the Act, additional loans shall be periodically awarded by OPP. The
additional loans shall be made from designated moneys not previously
awarded and from loan repayments received from prior recipients of loans.
25.5(2) Contents of application. Each application shall contain the
following information:
a. A description of the proposed
implementing the proposed project.
b. The amount of loan requested
project including a time schedule for
and proposed repayment schedule and
source of repayment.
c. The amount of city, private, other local cash resources or combina-
tion thereof which are committed to the project.
d. An assurance signed by the mayor and properly attested stating that
local cash resources in an amount not less than fifty percent of the amount
of the loan request are committed to the project.
e. Evidence relating to the need for the loan, including a detailed
description showing that other sources of assistance, including the sale of
bonds, are insufficient, inavailable, or that use of other sources of
assistance impose an excessive hardship upon the applicant.
f. A description of how the proposed project will retain, promote or
expand business and industry, including the expected number of new jobs
that will be created.'
g.Project budget.
25.5(3) Evaluation of the application will be based on the application
contents and other relevant evidence presented with respect to the informa-
tion described in rule 25.5(2)(a -g).
25.5(4) Review and Rating of Applications. The Office for Planning and
Programming shall conduct a preliminary review of each application to
determine that the proposed project is consistent with the program purpose
of enhancing local economic development, that it is an eligible activity,
that the project cannot be completed without the assistance of the re-
quested loan and that funds shall be matched with local cash resources
equal to not less than fifty percent of the amount loaned. Applications
which do not meet these criteria will not be considered for funding. Appli-
cations which meet the minimum criteria will be rated based on a point
system, on the following factors to determine order of funding:
a. The degree to which the proposed project is needed by the community
for economic development. A maximum of 100 points may be awarded.
b. The degree of economic impact the project will have as measured by
the number of jobs created or retained and other appropriate factors. A
maximum of 100 points may be awarded.
C. The degree to which the proposed project will create Job opportuni-
ties for women and minorities. A maximum of 25 points may be awarded.
d. The most recent twelve month unemployment rate for the applicant city
or for the county in which the applicant city is situated, based upon data
available from the Iowa Job Service Department. A maximum of 25 points
may be awarded.

630-25.6 Administration of Loans
25.6(1) Loan agreement. Upon approval of each application, the Office
for Planning and Programming shall prepare a loan agreement, which shall
include the terms and conditions of the loan, including the loan amount,
proposed project, local and private contributions, origination fee, and
terms of repayment. The Office for Planning and Programming may, at its
discretion, negotiate with the applicant concerning certain terms and
conditions, but the final determination concerning such terms and condi-
tions shall be decided by the Office for Planning and Programming. This
loan agreement must be executed by the Director of the Office for Planning
and Programming or his designee and the mayor or other duly authorized
official of the recipient city. All loan proceeds shall be disbursed after
the loan agreement has been executed and as close to the start of the
Project as practical.
25.6(2) Loan amount and interest. The maximum amount of any loan under
this program shall be two hundred fifty thousand dollars ($250,000). All
loans shall be repaid in equal annual installments with the first installment
due no later than five years after execution of the loan agreement. All
loans shall be interest free.
25.6(3) Loan Fee. An origination fee of six tenths of one percent
(0.6%) of the loan amount shall be charged to each recipient of loan funds.
Said fee shall be paid to the State Office for Planning and Programming from
local funds prior to receipt of loan funds.
25.6(4) Interest earned. Any interest earned by the recipient on loan
proceeds shall be contributed to the program.
25.6(5) Administrative Costs. Not more than ten percent (lo%) of the
loan proceeds shall be used for administrative costs. Administrative costs
include technical services, reports, plans and specifications, notices,
consequential damages or costs, publication, printing and provisions for
contingencies.
25.6(6) Reporting and Audit Requirements. The Office for Planning and
Programming may require loan recipients to submit quarterly progress re-
ports on the status of the project. All recipients shall have audited project
expenditures including loan proceeds and local cash match. This audit may be
part of the next regular city audit following project completion and shall be
paid for by the city. Any city that is not regularly audited shall conduct
an audit on the expenditure of the loan proceeds and local match
within sixty (60) days after the project is completed and said audit costs may
be included as local cash match to the extent they may be accurately' estimated
at the time of submission of the loan application. Audits shall be submitted
to OPP within thirty (30) days after completion.
630-25.7 Timing of Loans. In order to promote sound administration and
effectuate the intent of the Act, the Office for Planning and Programming
may set one or more deadlines for loan applications, enter into loan agreements,
and make loans of some or all of the funds appropriated under the Act.
630-25.8 Annual Report. The Office for Planning and Programming shall
submit to the Governor and the General Assembly an annual report setting
forth the details of the operation of the program. The report shall cover
the operations of the program on a fiscal year basis, from July 1 through
June 30.

accord with rule 25.5.
25.11 Ineligible Activity. No loans shall be made for projects intended to
facilitate the relocation of industrial or commercial plants or facilities from
one city to another unless OPP finds that good cause exists for the reloca-
tion or unless OPP finds that such relocation does not significantly and
adversely affect the level of unemployment or the economic base of the city
from which such industrial or commercial plant or facility is to be relocated.
These rules are intended to implement Division Vill (Sections 42 through
52) of S. F. 548, 1983 Regular Session, Seventieth General Assembly.

DIVISION I.
Sec. 1. TITLE. Division I of this Act shall be known as the "Iowans Out
of Work Act of 1983".
1.A. A policy-making commission is established to direct and supervise the
establishment and funding of local work relief projects. The commission
shall consist of five public members, not more than two from the same poli-
tical party, appointed by the governor subject to confirmation by the senate
under section 2.32, and one senator, to serve as an ex officio nonvoting
member, appointed by the president of the senate, and one representative,
to serve as an ex officio nonvoting member, appointed by the speaker of the
house of representatives. Notwithstanding section 69.19, the commission
members' terms of office shall begin as soon as all members are appointed
and shall expire on June 30, 1985. Members of the commission while engaged
in their official duties shall be reimbursed for their actual and necessary
expenses. Public members shall be reimbursed from funds appropriated by
this division. Members of the goneral assembly shall be reimbursed pursuant
to section 2.12. The appointments under this section shall be made within
thirty days after the effective date of this division. The commission shall
meet as soon as possible after the effective date of this division to establish
policies for the implementation of the Iowa jobs now program on July 1, 1983.
Division VIII establishes an Iowa Community Development Loan
Program to assist Iowa communities in the construction and
improvement of public works and facilities which enhance local
economic development.
This revolving fund would be administered by the Office for
Planning and Programming. Twenty-five percent of the moneys would
be designated for cities under 5,000 population and 50 percent for
cities of over 5,000 population, and funding is targeted toward
cities and counties with high unemployment. A 50 percent local
funding commitment would be required to qualify projects for the
program. A maximum loan of $250,000 per project is allowed and no
interest is to be charged.
The Office for Planning and Programming is granted authority
under chapter 17A to implement the Act and a one-time appropriation
of $5,000,000 is made in the Act to establish the revolving fund
from which the loans are to be made. Repayment of the loans will
go back into the fund and not revert to the general fund.

corporate purpose within or without its corporate lim.

We oppose the proposal by the MaDomnld Corporation to
build a fast-food restaurant in the Blaekhawk'- Mini -Park
In _downtown Iowa City. By careful planning and decision
makixg, downtown Iowa City has acquired a charm whish should
be preserved. A large part of the appeal is due to the open
spaces such as the Blaekhaxk, Mini -Park with its trees,
shrubs, and benches. Because of'the appeal of these open
spaces, we spend more time downtown and patronize local res-
taurants and businesses.
We feel that the building of a fast-food restaurant at
the expense of'the Blaekhiiwk'- Mini -Park would deteriorate down-
town and make"it more like other stetile area shopping centers,

roadblocks has been reviewed by the City staff. Numerous people are
employed by the City and the University to handle the problem of
huge traffic volumes on football days, and specifically to keep the
traffic moving. The roadblocks which you suggest using to solicit funds
would exacerbate the problem.
We will be happy to consider other suggestions which you may have as
a method of soliciting funds, since the work sponsored by your founda-
tion is certainly worthy of our support. However, it is necessary
that your request for roadblocks be denied.
