It strikes me that there are tax advantages to putting up
McDonalds in downtown Iowa City, but somewhere along the
way you have got to stop looking at everything in terms of
money. So far, downtown Iowa City is still comfortable,
in many weys--it is still pleasant to walk down the streets,
and it is still pleasant to sit outside. You add Holiday
Inn --yes, yes, I know all the advantages for the city, etc.,
etc, But can't you see that a McDonalds, of all things, is
finally too much? It is not just that you would cover up a
park to put in a McDonalds, and not even that a McDonalds would
increase traffic in that area to an almost intolerable amount,
and that a McDonalds in any guise would destroy a maior portion
of the remaining charm of the downtown area, But Me onalda
itself is something of a symbol of what a great many of your
constituents find repulsive or at least very objectionable about
other places they have lived.
Iowa City and its downtown are still nice, even lovely places,
i where people of all kinds can live in clean, pleasant, and
Prosperous environments. It does not have to remain that way,
and this council can do a great deal toward destroying some of
the things that many people find attractive about Iowa City.
There really can be no problem in Iowa City's downtown for
which MCDONALD�is the answer, and the only answer, It would
be, in—MY--op-MT on, a terrible and irreversible mistake to replace
the park for a McDonalds.
I find it amazing that I find myself compelled to make this kind
of argguument, I have always been proud to show my guests downtown
Iowa City -_in fact almost all of Iowa City--and

quiet kind of pride when they all are so i pressed. Especially
those who looked at me several years ago with that look of
horror and said: You are moving where? To where? IOWA???"
And then they come out, and they do not find potatoes, and a
flat countryside; they don't find farmers lurking behind ever
tree; they don't find backward "rural"
people, Before they came" (as opposed to "urban"T
, they had set ideas of what "farmers"
were and what "ruralwas. It does not take them long in Iowa
City to be impressed, and many of them have gone away wishing their
own communities and cities could be more like the one we have here.
Don't interpret all this as me saying it is perfect here. In fact
I am surprised at some of the things I have said about it, but in
the past year I have seen many other communities in the United States
and in the world, and I can honestly say I an pleased very much to
be here, and am pleased with what Iowa City still is. I think a
McDonalds restaurant downtown would destroy a lot of that feeling,
because you are dealing with more than just a restaurant, you are
dealing with a symbol of greed (to many), and with a place that

more than any other that you could bring in, will increase not
only traffic, but will bring Iowa "ity down a few notches
closer to the level of many other U.S. cities, where for years
they have tried to solve every problem with more businesses.
The Iowa City downtown still has a human element, absent so many
other places, It will probably absent itself from our downtown
too, but not without a great deal of help from the city council.
And your allowing McDonalds to replace the park will be one giant
step.
That was my reasoned approach. Unfortunately, I am in no position
to threaten the city council with political clout, as I have none.
But I have not been active in council politics in Iowa City. This
week, at least psychologiadly, I have a "greater" stake in the
community, as I am buying the house we have lived in more than three
years. And I promise that if McDonalds is allowed to spread into
Iowa pity's downtown, I will go out of my way to talk to everyone
I can to influence them to vote for people who recognize that the
human beings who live, work, and play in Iowa City need an environ-
ment that recognizes them as human beings. By voting for those
people, we will be voting against others, for example, Mr. Balmer,
who appears committed to development at all costs. And Mr. Balmer,
no matter what kind of economic gains you can count up, your losses
are all human ones,

Dear Council members:
Our organization is the applicant for a permit to construct a new television
station to serve Eastern Iowa. Enclosed is a report on our efforts. You probably
will agree that our plans, if implemented, will prove valuable to your
constituents.
The Federal Aviation Administration is conducting an aeronautical impact study of
the communications tower that we need. The site for the tower being studied was
cleared of any hazardous aviation impact by the FAA in an informal investigation.
However, some private pilots routinely oppose tall towers, and there are
indications that opponents of our plans may be succesiul in pressuring the FAA to
find against us.
The Federal Aviation Regulations presume that a tower of the height we need is not
a hazard to aviation if properly located. All studies heretofore completed of the
site we propose indicate that it is a good place for the tower. Aviation
procedural changes (if any) necessitated by the tower might result in some minor
i inconvenience to a few private airplane flights in certain visibility conditions.
However, these inconveniences would not involve significant safety hazards.
The FAA study is being conducted by its Central Regional Office in Kansas City. It
has been designated No. 83 -ACE -573-0E. The Airspace Specialist coordinating the
study is Mr. Dwaine E. Hiland, whose telephone number is 816-374-3408. His address
Is 601 E. 12th Street, Kansas City, MO 64106. Comments about the tower made in
connection with the study should deal with effects on aviation and the public good.
The Iowa City Airport Commission has discussed the possibility of holding a public
hearing on the proposed tower. We do not see that such a hearing will be useful in
determining the aviation hazard aspects of the situation. We fear that such a
hearing will not be timely as far as the FAA study is concerned, and that such a
hearing could delay the operation of the television station, which would make our
plans much more financially questionable. (Direct broadcast from satellites will
compete with us for viewing audience, which requires that we have as much lead-time
as possible in developing viewership. A delay of a month or two at this point
could delay operation of the television station by a full year.)

Report on Providing a New Television Service to Eastern Iowa
In December 1982, the Television Development Association of Iowa (TDAI)
filed an application to build a new television station to serve Eastern Iowa
from Iowa City. Most of the processing of the application has been completed
by the Federal Communications Commission (FCC). There are no opposing
applications. The issuance of a construction permit should occur shortly after
the Federal Aviation Administration (FAA) completes a study of the aeronautical
hazards of the proposed transmitting tower. The station could then be in
operation by late 1984.
TDAI presently is an unincorporated association of Bill Newbrough, Mike
Pauley and Jeff Groves. Newbrough lives in Des Moines, was graduated from the
University of Iowa and is a management consultant. Pauley grew up in the
Waverly area, was graduated from the University of Northern Iowa and lives in
La Mesa, California, a suburb of San Diego. He owns and runs retail clothing
stores in that area, organizes trade shows overseas and is a foreign trade
consultant. Groves grew up in Boone, was graduated from Iowa State University
as an electrical engineer and lives in Englewood, Colorado, a Denver suburb,
where he is a communications equipment sales engineer. TDAI has stated that it
is interested in having others join it and expects to incorporate itself at the
appropriate time.

The television station that TDAI hopes to build would be the first
commercial television station in Iowa City. It would be expected to provide
service in approximately a 70 mile radius of its transmitter --potentially
reaching more than a million people in 40 counties. Although no specific
programming decisions have been made, approximately 25 percent of the programs
would be news and another 15 percent social -improvement -oriented.
Program scheduling would be geared to allowing people to see shows they
might not otherwise be able to see because of their personal schedules or
because the shows are not available elsewhere. The programming would be
targeted at homes not subscribing to cable, either because cable is too
expensive or not available.
In many of the homes that would be served by the station, this would be
the first opportunity to view something other than the Iowa Public Television
Network or stations whose programming primarily is from the major national
television networks. The station would not be affiliated with any of these
networks. Rather, it would rely upon many other programming sources that have
developed or will be developing as a result of the tremendous demand for
alternative programs.
The station would be interconnected with other new television stations
proposed for Des Moines and Carroll. This would allow simultaneous
transmission of programming throughout the state. Programming originating from
Iowa City, at the network's administrative and operations center, would be
carried across the state. Altogether, the three stations would serve up to a
million homes in Iowa, Illinois, Missouri and Nebraska. Up to 90 percent of
the television -equipped homes in Iowa could be reached. A good number of these
homes currently are far from existing over -the -air televison stations,
including many in the area south and west of Iowa City and in Western Iowa.

Although it could be argued that the number of people the stations would
reach and would be capable of serving justifies their construction, there would
be more tangible benefits to Eastern Iowa as well. At least 8 Hill -time and
several part-time employees would be located in Iowa City. The tax receipts
from the transmitter and other systems installed on the tower would be in the
$40,000 to $60,000 range annually. Total direct Iowa City payroll would exceed
$250,000 a year initially. Creative and training opportunites provided by a
televison station could benefit existing citizens as well as attract new ones.
An extremely important part of Iowa City's economic base that has
developed spectacularly in recent years is revenue generated by entertainment
and recreation. Besides the University of Iowa's spectator sports, there's
theater, music, night clubs and dining that add millions of dollars annually to
the Iowa City economy. Iowa City has become a regional entertainment center,
perhaps unsurpassed in Iowa, and one could reasonably expect that this role
will grow larger in the future.
The best interests of such a center clearly are served by it also being a
mass media center, because the media are essential for stimulating the spending
of dollars on entertainment and communicating the information necessary to
bring those dollars from a wide area.

The mass media also are essential for stimulating and attracting retail
spending of the more traditional kind. Iowa City merchants are in competition
with other shopping centers. How well they do in this competition increasingly
is influenced by the circulation patterns of the mass media. For example, Iowa
City's two commercial FM radio stations, with their extensive listenership
throughout Eastern Iowa, are valuable for bringing consumers to the city from ,
long distances.
The regional television station and the increased coverage that the Iowa
City FM radio stations could get from using the tower proposed --and the
interconnection of the television stations across the state --would enhance the
image of Iowa City as an entertainment, recreation and retail center. They
would be powerful tools available for use by business people and organizations
in stimulating and attracting spending. The advertising and other
communications opportunities resulting from the project we are proposing would
be enormous assets for broad segments of the Eastern Iowa population. TDAI
believes that its plans, if implemented, also would strengthen the identity of
Iowa's people with their state.
In order to provide these valuable opportunities to Eastern Iowa and the
rest of the state, a tall transmitting tower is needed. For all practical
purposes, the signals of the television stations, because they would use ultra
high frequency (UHF) channels, cannot go beyond the earth's horizon. When they
reach the horizon, they either go off into space or are absorbed by the land,
trees and buildings. So it is necessary to send those signals out from the
highest possible point to maximize the distance to the horizon. The higher the
transmitting antenna is, the larger the area and the more people that can be
served.
The FAA presumes that transmitting towers up to 2,000 feet tall and
properly placed do not present a significant hazard to aviation. A number of
towers that tall exist in Iowa, including the first one ever built, which is

stations will be seeking antenna locations of more than a thousand feet. Up to
6 towers exceeding that height might result. However, at least 4 of the
stations could achieve this end by mounting their antennae on the tower
proposed by TDAI.
There also are a number of plans for point-to-point communications systems
to carry data, telephone and television signals in the eastern part of the
state. If the tv tower is built and used by these systems, several other new
towers could be eliminated. Although the towers eliminated likely would not be
more than 500 feet tall, each offers a potential hazard to aviation. A study of
all crashes of airplanes into towers between 1968 and 1978 indicated that most
occurred 200 to 500 feet above the ground, regardless of the height of the
tower.
The proposed tv tower would be equipped with a high-intensity strobe
lighting system that is so vastly superior to the older means of marking towers
for aviation that comparison is barely meaningful. The strobe lighting system
design standards provide for a 5 percent contrast of the lights against a
rising or setting sun at a distance of 3 miles. The FAA has determined that
this design is adequate for a pilot flying a collision course at expected
speeds to take evasive action successfully. In a situation where visibility is
only one mile, the high-intensity lights provide a minimum of 5 percent
contrast at a distance of 1.5 miles, still giving a pilot an opportunity to
avoid a collision.
The intensity of these lights (the 2,000 -foot tower would have 22 of them)
cannot be appreciated by those on the ground or flying above towers equipped
with them. This is because the lights are aimed directly at airplanes flying a
collision course. Not only are they intensely bright, they also flash, which
makes them very attention -getting.' Their effectiveness is such that TDAI has
been unable to find record of any accidents or near -misses involving towers
with operating strobe lighting systems. The proposed 2,000 -foot tower would be
equipped with an emergency power system so that the lights would operate even
during commercial power failures.
Of course, aviation matters and other rules are not the only concerns when
placing the tower. Equally important are the effects upon people living nearby
and upon agriculture. The tower would be held up by guywires that could extend
1,450 feet from the tower. One or several small buildings also would be
necessary. The total amount of land unavailable for agricultural use would be
much less than five acres. Owners of the land would be compensated well for
leasing of certain rights and for the inconvenience of farming around the
ground obstructions.
Although the transmitter would be placed so that no one is living under
it, the site would be a very good neighbor to those living nearby. After
construction, there would be no pollution, litle noise and very little
additional traffic. There is a chance that FM radio stations using the tower
would cause some interference to certain tv channels initially in nearby homes.
However, experience indicates that any interference is eliminated easily.
The transmitter's biggest drawback would be when ice would fall from the
I� tower, which could happen several times each winter. When the ice is falling,
it would not be wise to be beneath the tower or its guywires. There is a very p

small chance that the tower could fall as the result of a tornado, a severe ice
storm that is followed by high winds or an airplane accident. However, every
available technological development would be used to see that this never
happens. In the unlikely event that the tower would fall, it would collapse
into the area immediately beneath it.
TDAI does not claim that there will be no impact on aviation or
agriculture by the transmitter. Besides the drawbacks previously mentioned, it
may be necessary to change some agriculture and aviation procedures. The

additional instrument flying in certain visibility conditions. However, these
inconveniences must be weighed against the economic and other opportunities
that the tv station and tower would offer Eastern Iowa and the rest of the

Additional costs of any revised aviation procedures must be compared with
the dollars that would result from station expenditures, retail sales,
communications and educational opportunities. The needs and interests of the
general public must be considered along with those of small but powerful
interest groups.
Operation of the Iowa City tv station already has been delayed a year by
the need to change its transmitter site. Further delay increases the costs of
constructing the station, deprives the public of needed tv service and may
result in an inferior commercial television station in Iowa City, or no station
at all.

This is official notification to your City Council that the Iowa De-
partment of Transportation proposes to let a bridge deck repair pro-
ject on Primary Road No. I-80 on November 1, 1983. The project
lies within the City of Iowa City and is located over the Iowa River.
The work will be done in accord with the current form 810034, "Agree-
ment for Primary Road Extension Maintenance and Operation". Project
costs will be paid from the Primary Road Fund and no charges will be
made against the City. The project is proposed for construction in
1983.
Resident Engineer Richard Kautz, of Cedar Rapids, Iowa, telephone

schedule when the information is available.

As directed by Section 23-16 of the Municipal Code of Iowa City, this is
to advise you of the following action:
ACTION:
Pursuant to Section 23-234 of the Municipal Code of Iowa City, the City
Traffic Engineer will direct the installation of NO PARKING ANYTIME signs
on both sides of Westwinds Drive between Melrose Avenue and Mormon Trek
Boulevard. This action will be taken on or shortly after 31 August 1983.
COMMENT:
In August of 1983 Westwinds Drive will be completed between Melrose Avenue
and Mormon Trek Boulevard. It will become a completed collector link
providing access to high density residential dwelling. The action being
taken by the Traffic Engineer will provide for the smooth movement of
traffic along this new completed collector facility. The City's transit
division will install a bus route on the southern portion of Westwinds
Drive that will travel from Mormon Trek westerly and northerly to Roberts
Drive and then easterly to the Mark P/ complex. The proposed action will
enhance transit movement in this area.
It should be noted that adequate off-street parking has been provided for
the properties adjacent to this collector facility.

Matters were discussed relative to final authorization and
issuance of $550,000 in aggregate principal amount of the
City's Commercial Development Revenue Bonds (Pipeyard Partners
Project) Series 1983. Following a report on the proposed
Project by representatives of said Company and a discussion of
the Bond issue, Council Member

consideration of said motion, the roll was called and the
Resolution adopted by the following vote:
