The Greater Iowa City Area Chamber of Commerce has strongly
j encouraged and supported economic development and community
improvement. One specific project has been downtown area
urban renewal, an integral part is the downtown hotel develop-
ment. The Chamber is deeply concerned about the present
litigation, and feels that a solution should be reached to
allow for the hotel project to be completed. In our opinion,
this project is in the best interest to our community, the
business environment, and our future growth.
We feel it is imperative that a solution be reached with in
a reasonable amount of time. Thank you for your consideration
on this important matter.

Re: Hillcrest Family Services Transitional Facility for
Chronically Mentally III Adults
Dear Mayor and Council:
Hillcrest Family Services originally made a proposal for CDBG funds in September
1982. The original request of $73,500 was based on a purchase price of $150,000
and remodeling of $30,000.
Hillcrest.Family Services was able to purchase a facility at 214 E. Church St.
in August, 1983. It was very difficult to find a suitable home in a properly
zoned area that was large enough to meet licensing requirements. The complexity
of the project required the services of an architect and the Iowa Department
of Health by whom this facility is licensed requires specific architectural
designs for any remodeling or additions.
We were fortunate to purchase this facility for $118,000 which was below our
proposed projection. Unfortunately the remodeling and the need for an addition
to accommodate three additional bedrooms for seven additional residents was
beyond our projections. Extensive remodeling was necessary to meet the Iowa
Department of Health, The Iowa Department of Public Safety and City of Iowa City
standards. The costs for the remodeling and addition was $85,542.00.
These additional expenses have been defroyed in part by a Hillcrest capital
campaign in Iowa City and a mortgage with Hills Bank and Trust Company. Hillcrest
has been pleased by the generosity of individuals and corporations in the Iowa
City area who have contributed $38,025.62 to this project.
The seven current residents moved to the new facility on September 2, 1983.
The Iowa Department of Health and Iowa Department of Public Safety have issued
a conditional license during the remodeling. The remodeling and addition is
scheduled to be completed by December 31, 1983.
Upon completion, psychiatric adult males will be admitted to the program and
occupancy will expand from seven to fourteen residents. We have received many
inquiries and referrals for men and expect the additional beds will be filled
soon after the addition is completed and a license is issued.

amount of $38,025.62 and by a mortgage of $93,600.00.

RE: Beer Garden at 114 Wright Street -Studio 114
Dear Mr. Berlin:
I am enclosing with this letter a Petition signed by
individuals supporting the application of Studio 114
for a Beer Garden at their establishment at 114 Wright
Street, Iowa City, Iowa. The individuals on the second
and third pages of the Petition are the residents
living in the area surrounding Studio 114. As you can
see, this is an area dominated by college students.and
other businesses. The businesses are closed after 5 P.M.
so that any noise from the Beer Garden would not be
bothersome to them. The residents in the area are
mostly college students and, as you can see from the
enclosed Petition, support the notion of a Beer Garden
at 114 Wright Street.
The proposed Beer Garden would be surrounded by a fence
so that there would be no blowing trash or other debris
littering the area. The proposal calls for a six foot
high fence to surround the beer garden which would
effectively block the site from view of passing traffic.
We are requesting that the issue of allowing a Beer
Garden at 114 Wright Street be placed on the Council's
agenda for the next regular meeting. I would also ask
that a copy of the agenda indicating that this item will
be discussed be sent to me so that I may advise my clients.

In response to your inquiry of September 9, 1983, our contiguous exterior dining
area is used during favorable weather, approximately April 15 -October 15.
Our exterior dining area is entirely fenced and posted as private property.
Our hours are 11:00 a.m. - 6:00 p.m., Monday through Saturday. Bushnell's garden is
landscaped, policed and automatically illuminated at evening. Our Manager, Cathy
Anstedt, resides at 127 East College and monitors our property.
As a lunch -based restaurant closed at 6:00 p.m., our alcohol volume by percentage
of total sales is quite small. We are a clean operation. We have never had an
alcohol related incident, problem or suit. Management and employees are quite
cognizant of dram shop exposure, liabilities and responsibilities.
If the Council is indeed "... considering imposing certain requirements concerning
outside service areas .. " I suggest you proceed with prudence. I request you
permit and facilitate licensees' input before you act. I urge you not broad -bush
good operators for reasons attributable to bad operators.
Bushnell's success has not been realized by accident or luck. By deliberate
design, considerable effort and substantial capital risk, we have prospered in a
very competitive business and environment.
Because the garden's seating capacity represents an important component of
return on our investment, I will resist Council imposition of conditions that may
jeopardize my investment. I will not react favorably to an abridgement of my
license use and/or property rights imposed by the Council in an effort to control
irresponsible, negligent operators.
Please advise me of your impending considerations.

From: The New Greek Council
New Greek Council, the governing body of all sorority and
fraternity pledges on the University of Iowa campus, is planning
an Iowa City Awareness Week. It will begin on Monday, October
31st, and continue through Friday, November 4th. The purpose
of Iowa City Awareness Week is to promote Iowa City, and to
show our appreciation to the citizens of Iowa City for their
many contributions to University and Greek life.
There will be various activities planned for each day of
Iowa City Awareness Week. These activities include a visit
to the Children's Hospital, various forms of media advertisements,
working for the political polls on the primary elections,
visiting area nursing homes, an Iowa City Clean-up Day,
merchant promotions, and refreshments for the law enforcement
and protection officials of Iowa City.
We would be very interested in any ideas or input you might
have for the Iowa City Awareness Week, particularly the
Iowa City Clean-up Day. If there is any specific area of
Iowa City that you feel needs improvement, please contact us.
We are working for a very successful Iowa City Awareness
Week in the hopes that the citizens of Iowa City will know
that we do appreciate them, and we do care about Iowa City.

As directed by Section 23-16 of the Municipal Code of Iowa City, this
is to advise you of the following action:
ACTION:
As directed by the City Council, the Traffic Engineer will direct the
removal of the NO RIGHT TURN ON RED sign located in the southeast
corner of the above referenced intersection. The present sign
prohibits right turns on red from Burlington Street onto Summit
Street. This action will take place on October 19, 1983.
