GENERAL INFORMATION

Cambria Court.
Physical characteristics: Topography is moderate to steeply
sloping with maximum slopes at 20%.
ANALYSIS
The applicant is requesting approval of an amended preliminary and final
Planned Area Development and Large Scale Residential Development plan for
Lots 94 and 95 of Ty'n Cae Subdivision, Part 2. Lots 94 and 95 are part of an
amended Planned Area Development plan and subdivision plat for Lot 90, which
was approved in 1979 and included 6.9 acres divided into a total of six lots and
68 units. A total of 20 units were approved for Lots 94 and 95 (12 units on Lot
95 and 8 units on Lot 94). These two lots have now been sold, and the new
owner is proposing to amend the approved plan. The proposed amendment
would maintain the same number of units on each of the lots in question;
however, instead of the townhouse type units originally proposed, the amended
plan proposes two four-plex buildings on Lot 94 and two six-plex buildings on
Lot 95. The visual impact of this change would be minimal since the building
heights of the proposed new structures would be approximately the same as
those originally approved.
In addition to the change in unit type, the parking configuration has also been
altered. The previously approved plan provided parking in one large (22
spaces) parking area located between Lots 94 and 95. The new proposal would
place some parking in garages underneath the multi -family structures. Two
double garages are provided for each four-plex structure, and one car garages
are shown for each six-plex. Staff sees this alteration as an improvement over
the previously approved plan. However, an additional three parking spaces will
be required for each six-plex structure, over and above what is provided in the
garages. These spaces are proposed to be located in front of each garage
(thereby providing two spaces/unit). Because these are multi -family
structures, this will require the parking design standards to be amended as
part of the PAD approval. Also, the plan shows the drive running to the rear
of the northern six-plex on Lot 95 as being three feet from the property line.
According to the parking design standards, "... no ... drives shall be permitted
in that portion of the required side yard which is contiguous to the principle
building on a lot." The drive should either be kept five feet from the property
line or the design standards varied. Staff sees the impact of both of these
changes from code requirements as being minor because they will function
similarly to single family dwellings.
Another change from the originally approved plan regards the walkway which
extended from Lot 94 through Lot 93, 92 and 91 to Mormon Trek Blvd. The
portion of the walkway located on Lot 94 is not shown on the proposed plan.
However, because the walkway system located on Lots 91 and 92 was redesigned
when the PAD plan for those lots was amended (see attachment 3), the walkways
previously shown on Lot 94 would no longer serve any function.
The amended plan also proposes to relocate an existing public walkway easement
running through Lot 95 to Willow Creek Park. This relocation is necessary as a
result of the parking lot redesign mentioned earlier. The original location would
now extend across the drive and parking area of one of the six-plexes on Lot

95. The applicants are instead proposing to run the walkway along the
southern boundary of Lot 95. Staff has no objection to this alteration;
however, since the public walkway easement is currently existing, it should be
vacated to clear up any future questions.
STAFF RECOMMENDATION
Staff recommends that the amended preliminary and final PAD and LSRD plan for
Lots 94 and 95 of Ty'n Cae Subdivision, Part 2 be deferred. Upon resolution of
the above concerns, and the deficiencies and discrepancies listed below, staff
would recommend approval.
