Minutes of the Regular Meeting

Call Meeting to Order. President Semel called the meeting to order at 5:00 p.m.
Public Discussion. None.
Approval of Minutes.
The minutes of the September 22, 2016 Library Board of Trustees meeting were reviewed. A motion to
approve the Minutes was made by Freeman and seconded by Washington. Motion carried 710.
Items to be discussed.
Bookmobile Update. A couple of options for the exterior bookmobile wrap were presented to the
Board. A motion to wrap the bookmobile in the blue option was made by Baker and seconded by
Washington. Motion carried 810, A staff group is going to visit Skokie Public Library tomorrow, they
have one main building, one bookmobile, use the same automation system we do, and have a
comparable population.
FY18 Budget process. The library's budget request is at the City. The next step will be when Susan meets
on 1113 with the City Manager and Finance department. The Finance Director said the City is waiting for
the state rollback numbers to complete the budget. This has an impact on the amount of the City levy.
Polity #815: Internet Use. This is a regularly scheduled policy review. There was discussion about
hotspots. Palmer explained they are small devices that provide standalone internet access. Semel asked
about filters on the computers. Craig said we do not filter internet content but images may be limited if
the secure and comfortable environment of the library is affected. Craig said this is a grey area. A

motion to approve the policy as amended by staff was made by Martin and seconded by Rich -Chappell.

staff Reports.
Directors Report Craig talked about the change to the agenda format, recommended by the City Clerk,
which combines and renames "New" and "Old Business" to "Items for Discussion/Action." The architects
were here to help us with three projects, including revisioning and redesigning Meeting Room D, which
will happen this year. The other two projects for next fiscal year, creating a more upper elementary age
designated space in the Children's Room, and reconfiguring the Computer Lab to provide additional
options for technology use and more flexibility. Craig said the Iowa City Sock Festival was very
successful. Events took place at 1CPL, throughout the City, and in Coralville. Craig said it gets bigger and
better every year and is proud we are part of it. Martin asked about the State Library budget. Craig said
there was a cut this year and next year depends on the Legislature. Craig will let Board members know
the date for the December Legislative Reception which will be held in Tiffin at the Springmier Library.

Development Office. McCarthy said invitations to the Book Gala/Arts & Crafts Bazaar were mailed and
Board members should have received them. Something new this year for the Book Gala: If you enjoy a
meal before or after the Book Gala at the Pullman Diner and let them know you are attending, you will
receive a 10% discount. Craig and McCarthy are strolling down memory lane, looking at photos in
preparation for celebrating the 2Sth anniversary of the Friends Foundation.

Announcements from Members- Martin served Free Lunch at the Crisis Center and sat with some of
the guests, one of whom was very complimentary of the Library and its staff. Washington was moved by
the book, 'invisible Hawkeyes", about integration at the University of Iowa in the period 1930-1960.

Quarterly Financial Reports.
Freeman asked about counter sales. Craig said these are things like bags and t-shirts sold at the Help
Desk. In response to a question by Freeman about Open Access/Access Plus/Enrich Iowa. Craig said this
is the state funding received annually. The Legislature appropriates a set amount of money which is
then divided between all the eligible libraries.

Disbursements.
The MasterCard expenditures for September, 2016 were reviewed- A motion to approve the
disbursements for September, 2016 was made by Washington and seconded by Rich -Chappell. Motion
carried 810.

Craig reminded Board members the meeting is November is the third Thursday of the month,
November 17, 2016.
Adjournment. A motion to adjourn the meeting was made by Freeman and seconded by Rich -

601: Collection Development Policy
Proposal:
Recommend changes to update the policy.
Issues,
In 2014, 79.2% of Iowa City residents surveyed came to ICPLto checkout an item from the
collection. The collection is a core service; it is central to our mission in supporting learning,
promoting literacy, and encouraging creativity. We receive generous support for the collection
through otircity and our Foundation. It takes up a significant amount of space in our building and
our staff devote a great deal of time selecting and maintaining the collection. This policy Is
essential in guiding our collection development practices and outlining to the public how we make
collection decisions.
Overall, staff are requesting minor revisions to the policy. For 601.12, we ask to replace the
wording of a sentence to reflect our current practice of maintaining one plan for the majority of
the collection with exceptions for specific projects. In the past, twelve librarians had very specific
collection assignments ranging from philosophy to cooking to books on disc. We now have six
librarians who have large selection assignments and everyone's approach to selecting is similar in
practice.
Among staff, the main point of discussion was 601,31. For context, the language for this statement
was adopted in March 2011 in response to legislation proposed In the 841' General Assembly of
the Iowa Senate (Senate file 410, Amendment 3092) requiring libraries to "adopt a policy that
addresses limiting access to electronic media, videos, or video game resources by a child under
seventeen years of age." The amendment did not require libraries to limit access, only that we
have a policy addressing it. We do not limit access to any materials regardless of age except in the
case of equipment with a high replacement cost. At this time, the laptops are the only items that
fit this category. we ask for parental permission because we do not want to cause undue hardship
for our patrons when surprised by a bill for an expensive item checked out by their child without
their knowledge. The Code of Iowa holds parents "liable for actual damages to person or
property," which includes replacement fees accrued an a child's library account (Iowa Code
613.26).
This year, our discussion centered on whether this statement belonged in the Collection
Development Policy or the Circulation and Library Card Policy (801). At first thought, this seems
like a circulation policy as it explains who has access to what. However, the State Library of Iowa
recommends libraries include statements outlining their stance on intellectual freedom in their
collection policies. We do this by stating we "subscribe to the principals embodied in the Library
Bill of Rights and its interpretations." we do not state that we adopt them outright as we veer
from the ALA's tenets of intellectual freedom with our policy on circulating equipment. According
to the library Sip of Rights' interpretations, libraries should not limit access to any materials,
regardless of price, to minors. It also considers requiring parental permission as a restriction to
access. Since we ask for parental permission for circulating equipment, we believe this should be
explicitly stated in the Collection Development Policy.

Staff recommend modifying 601.31 by removing the cost threshold for circulating equipment to
make the statement fit the purpose of the Collection Development Policy. The actual price point of
the equipment seems more appropriate for the Circulation and Library Card Policy, which focuses
more on library card privileges and restrictions. We would like to refer patrons to the Circulation
and Library Card Policy for more information.
Staff Recommendations:
• Refer to the Circulation and Library Card Policy (801)
• Edit 601.12 by replacing the sentence "Librarians maintain collection plans for developing
individual components of the collection" to "Selectors maintain a collection plan for
developing and maintaining the Library's collection."
• Edit 601.31 by removing the specific price point for the replacement value of circulating
equipment as this will be included in the Circulation and Library Card Policy (to be
reviewed next month) and specifying the age for patrons who may need permission from a
parentjguardian to borrow circulating equipment.

602. Collection Development Policy

601.1 Introduction
601.11 This policy exists to guide librarians selecting materials and to inform the public about the
principles guiding collection development decisions. Collection development is the ongoing
process of assessing materials available for purchase or licensing, and making decisions on their
Inclusion and on their retention. it also includes creation of and access to original content.
602.12 Responsibility for collection development lies with librarians who apply professional
knowledge, experience, and this policy in making decisions as well as the catalogers who
determine where an item is placed within the collection.
Selectors maintain a collection plan for
developing and maintainingthe Library's collection, Ultimate responsibility for collection
development lies with the Director.
601.2 Guidelines
501.21 Materials selected for the collection will meet current and long-term needs of Iowa city
residents of all ages and abilities for information, education, culture, and recreation. The Library
strives to offer the widest possible range of subjects and views in a variety of formats, treatments,
and levels of difficulty, within the limits of cost and space and considering current holdings and
demand.
601.22 Generally, collections are broad, current and popular, not archival or comprehensive.
601.23 Collection development will support priorities of the Library's strategic plan.
601.24 The Library subscribes to the principles embodied in the Library 9iil of Rights and its
interpretations, Freedom to Read, and Freedom to View statements adopted by the American
Library Association.
661.2S Including materials in the collection does not constitute endorsement of their contents.
The Library recognizes that any given item may -offend some patrons, but, because the Library
follows accepted principles of intellectual freedom, it will not remove specific titles solely because
individuals or groups mayfind them objectionable.
601.26 The library welcomes suggestions and comments from the public. User suggestions for
purchase will be evaluated in accordance with this policy and collection development plans.
601.3 Access to Materials
601.31 Access to Library materials will not be restricted based on age except in the case of select
circulating equipment, w4 ^^'^^^^ ^ ^' ^ evei: 62W which will may require parent/guardian
permission for checkout tom patrons underthe age of 18 due to high replacement costs.
601.32 Specialized resources available in other local libraries will not be needlessly duplicated. The
library adds curricularmaterials only when these also serve the general public, or meet specific
needs for contracted services.

601.33 The library participates in programs designed to provide patrons access to materials not
owned, such as interlibrary loan, reciprocal borrowing agreements, and access to Internet
resources.
601.34 5mall outreach collections are donated to agencies and institutions serving populations
with limited Library access.
501.35 Materials selected for the collection may be physicallyowned by the Iowa City Public
Library or may be accessed through the library's or vendors web site. If mutually beneficial, the
Library may partner with other libraries to offer joint access to digital collections.
601.36 Remote electronic access to digital resources may he limited by licensing constraints.
601.4 Collection Maintenance
601.41 To ensure that the library's collection is up-to-date and relevant to the community's needs,
the usefulness of materials previously added to the collection is reevaluated on a regular basis.
601.42 Materials will be withdrawn if they are out-0f-date, badly worn, damaged, or no longer
being used. Space, the cost of replacement, and the appearance of the collection are also factors.
Locally significant materials may be retained. withdrawn materials may be donated to outreach
collections, other libraries, sold at a public sale, recycled, or discarded.
601.5 Gifts
601.51 The Library accepts gifts of materials with the understanding that the same guidelines of
selection are applied to gifts as to materials acquired by purchase.
601.52 Gift items not used for the collection will he donated to outreach collections or the Friends
Foundation, recycled, or discarded.
601,53 Gift items that become part of the collection will be evaluated for retention on the same
basis as other items.

Adult Services Department Report
November 17, 2016 Meeting of the Iowa City Public Library Board of Trustees

Classes
Attendance at classes at the library continues to increase. This past fiscal year attendance in
classes grew from 276 learners in 2015 to 365 learners in 2016. Each class averaged eight
students, We have expanded our classroom to outside the library. We began a partnership in
which staff taught four classes at the Senior Center. We also received a request from Daughters
of the American Revolution to provided training on which electronic resources to use to help
preserve family archives and photographs and how to create virtual family histories.
Jen Eilers, Library Assistant III, contacted both the Shelter House and the Inside Out program to
bring classes to people who struggle to get to the library and who need assistance in basic
computer skills or creating or updating a resume. This fail Jen presented a program —
Technotogy Classes - at the Iowa Library Association annual meeting. The session focused on
methods and tools for making classes successful. She is scheduled to repeat the program for
the Nebraska Library Commission in December via an online program called NCompass Live.
NCompass Live programs are shared with a nationwide library community.
Iowa Library Association Annual Meeting
Three Adult Services staff attended ILA's annual meeting in Dubuque; Brian Visser, Teen
Services Librarian, Jen Eilers, Library Assistant III, who also presented a program on teaching
technology classes, and Maeve Clark. The annual conference provides an opportunity to hear
keynote presentations from leaders in the field, for continuing education, visits with exhibitors
and perhaps, most importantly, for our staff to network with other library staff from
throughout the state to share ideas and concerns.
Programs
September and October were busy months with many programs related to Shakespeare's First
Folio at the University of Iowa Main Library, University of Iowa International Writing Programs
each Friday, the return of the Library Community Writing Center on Tuesdays in the Computer
Lab, programming in support of the UCI Cyclo-cross World Cup races in Iowa City, the UNESCO
City of Literature Iowa City Book Festival programs and several collaborative programs with the
University of Iowa Obermann Center for Advanced Studies.
November is usually a slower month with not as many programs, however that may change
with a very successful second year of the Witching Hour festival. The library hosted four very
well attended Witching Flour festival programs, all free to the public. The library provided
financial support to the festival and in return received publicity forthe events as well as a
number of passes to ticketed events to share with the public. November is also NalloWrlMo,
National Novel Writing Month, and the library is offering rooms, including the Computer Lab, as
spaces for nascent and established writers to craft their novels.

Staff enjoyed dressing up the book returns as monsters for Halloween. We encouraged patrons to Feed the
Monstersl This is one of the many things we do to create memories for people who come to the Library.
One of our patrons commented, "Does ICPL ever do anything

Enewsletter
Check If Ovt, the Library's online newsletter, is the newest addition
to our lineup of Library communications. It is e-mailed to
subscribers the third Thursday of every month. Check it out serves
as a reminder for upcoming programs and events and gives us the
opportunity to share information with readers who might have
missed things on our website. We regularly include comments
we've heard from patrons, whether in person, online, or through
social media, as a way to share the Library's effect on the community. This also lets the public know
we're listening. Check It out launched in February 2016 and currently has 239 subscribers.
Music on Wednesday
The Music on Wednesday series kicked off in September with
the local group, Muckrockers. Music on Wednesday features
music by local musicians over the noon hour in the Library.
Crystal City performed in October and Preucil School of Music
will perform in November. The series will begin again on
February $th with Kathy Maxey, Larry Mossman, and Peter
Ronick.
Bookmobile Update Murky kern September 2016
The Bookmobile Work Group has been busy working on behind the scenes planning that will make our
Innovative integrated Library Software (iLS) (the system that supports materials purchase, classification
and circulation, as well as the online catalog that helps us search for materials) support the Bookmobile.
To help us learn how another Library uses the Innovative system for bookmobile services, five Library staff
members traveled to Skokie Public Library on October 28. Skokie is similar to ICPL because they have a
main branch, a bookmobile, and use Innovative as their ILS. Staff learned a lot about Skokie's library and
bookmobile service and will benefit from the knowledge a nd wisdom Skokie's staff members shared.
Skokie's new bookmobile is four months old, so it was also helpful to hear from their staff about hawto
prepare for the delivery of a new bookmobile.
Meeting with Antelope Lending Library
A meeting is scheduled for Thursday, November 10, with Cassi Elton from Antelope Lending Library. We
are beginning discussions for the National Bookmobile pay celebration on April 12, 2017 and planning for
summer 2017 complementary schedules. Plans for the National Bookmobile Pay celebration include a
party at Mercer Park with music, food trucks, craft activities, yoga, face -painting, and information about
Summer 2017 schedules for both bookmobiles. Stay tuned for more information.

All Library friends, and their families and friends, are welcome at Prairie Lights Books on Sunday,
November 13, from 6:30-5 pm. The store will be open for the 23'a annual Book Gala to benefit ICPL.
Shoppers will have the undivided attention of the store's incredibly knowledgeable staff and be able to
get advice on the best gift for everyone on their list. A portion of the evening's sales will be donated to
the Library Friends Foundation.
As a special incentive to spend the evening downtown, our friends at Pullman Diner will offer a ten -
percent discount to those who are there far a meal before or after the Book Gala and mention the Book
Gala Library benefit to their server. Pullman Diner is next door to Prairie Lights Books, at 15 South
Dubuque Street in Iowa City.
Giving Tuesday to Help ICPL
Showyour appreciation for the Iowa City Public Llbrary on Giving Tuesdaywith an online donation,
Giving Tuesday is a newer celebration of the holiday spirit which encourages charitable contributions to
nonprofit organizations. Giving Tuesday is the Tuesday after Thanksgiving —November 29" this year.
Giving Tuesdaydonations to the Iowa City Public Library Friends Foundation will benefit everyone by
providing more to read, watch, listen to, learn from, and enjoy. Thank you for giving to the ICPL Friends
Foundation on Giving Tuesday.
Arts & Crafts Bazaar an December 3rd
Complete your holiday shopping during the Library
Friends Foundation's fifth annual Arts & Crafts
Bazaar. Hours are 10 am-3 pm in Meeting Room A.
At the same time, Book End volunteers will offer a
book sale in the hallway outside Meeting Room A,
and there will be specials in the Book End on the
second floor.
And, in the morning (10 am -Noon), parents will be
able to shop while their children create a craft in
Meeting Room D, led by two Lihrary vol unteers.
As you can see in the photo, a distinctive wood child's sled, soft and warm knit baby booties, baby
sweater, scarves and mittens, a decoupage journal, and a beautiful quilt with a book theme, are among
the unique treasures which will be sold at the Bazaar. Check out more items in the display case at ICPL.
If you are working on a project, you can bring your donation to the Help Desk with page 2 of the ICPL
Arts and Crafts Bazaar donation form any time before December 1.

Holiday cooking for dietary restrictions

What are the holidays without family, fun, and food? For many people with food allergies or other
special dietary requirements, the food part of the equation brings more dread than delight. Hosts
can be equally stressed out by not being able to serve everyone.
Enter the Iowa City Public Library's cookbook collection. We have hundreds of books about
cooking and specialized sections with something for everyone.
Bakers can look to books like Gluten -Free & Vegan Pie by Jennifer Katzinger and The Allergen -Free
gaker's Handbook by Cybele Pascal. Beyond baking, we have mare than 100 books with giuten-
free recipes, including Nourishing Meals by Alissa Segersten and Torn Malterre. This book offers
365 gluten -free whole foods recipes, covering dishes that can be doubled and served as sides as
well as desserts with alternatives to refined sugars.
A paled diet brings more restrictions than a gluten -free one. Gather by Haley Mason and Bill Staley
offers recipes for paleo entertaining for each season. Their Thanksgiving recipes include an apple -
veal stuffing with cranberries and chestnuts, and their Christmas feast features a winter

Author Debbie Shore says "a hand -made gift is a gift of time, of love and a little part of
yourself." Present -giving season is upon us, and these books will inspire your creativity now and
year-round. Their gift ideas range from simple to complex; some projects could be finished in
an afternoon while others need a bigger investment of time and materials. Each book has
colorful illustrations and step-by-step instructions. You simply add the most important
ingredient: your personal touch.
"Gifts in Jars: Homemade Cookie Mixes, Soup Mixes, Candles, Lotions, Teas, and More!" by
Natalie Wise has more than fifty gift ideas to go in all types of jars: classic Mason jars, new and
recycled jars. Each project has the tag instructions that should be attached to the jar. Along
with the soup, cookie and granola mixes you wou€d expect, there are recipes for bath salts and
scrubs, terrariums and bug jars, and a sewing kit to name just a few of the fun ideas. The
cupcake decorating kit with cupcake papers, sprinkles and cake toppers, and birthday candles
would be a colorful and useful hostess gift.
Debbie Shore's "Half Yard Gifts: Easy Sewing Projects Using Left -Over Pieces of Fabric" puts
your fabric scraps to work in gifts for the whole family. Bags, pillows, a tablet case, too! apron,
and a string of chicks are just a few of the ideas. For many of the projects, a change of fabric
pattern changes the appeal from child to adult or whimsical to no-nonsense. The pyramid
paperweight weighted with a handful of rice would be useful in an office, sewing room, or shop.
"100 Little Christmas Gifts to Make" published by Search Press is an encyclopedia of craft ideas.
Some of the gifts are Christmas -specific, but many others are good for giving any time of the
year. Projects are arranged by type: stitching, knitting, decoupage, paper crafts, sugarcraft and
polymer clay, and jewelry making. Each new craft section begins with a "Know How" section of
tips and guides.
"Baby Bliss: Adorable Gifts, CkuiIts, and Wearables for Wee Dnes" by Kim Diehl and Pat Wys has
standards such as receiving blankets, burp cloths and bibs. Other practical gifts are flannel strap
covers for car seats, pacifier leashes, and decorated laundry bags to keep tiny socks from going
astray. Prepare yourself for lots of colorful ribbons and rickrack.
Kids can make some of the gifts in "Cattastic Crafts: DIY Projects for Cats and Cat People" by
Marko Ishikawa. Cat toys as simple as balls of crumpled foil strung together on yarn and a
catnip mouse made with an old sock are featured along with the more complex cat tower and
mosaic k!bble trays. If you know any compliant cats who like to dress up, there are kitty shirts,
scarves, and hats of all kinds. The book is rounded out with cat-themed gifts for people.
