Iowa ,01lereus, the misuse and abuse of alcohol and other drugs has continued to cause both health and social problems for many citizens of the State of Iowa; and AIlerens, the substances—alcohol and other drugs—cause direct and indirect problems for all groups of Iowans, but especially for families; and ,1011ereus, the ultimate responsibility for the reduction of future alcohol and drug abuse lies with the family, schools, and local communities to help these groups of Iowans search for alternatives, develop their own capabilities to resist peer pressure, handle difficult decisions, and cope with human problems without turning to alcohol or other drugs; and Pllereas, the last week of October, 1983, has been proclaimed by Terry E. Branstad, Governor of Iowa, as Iowa Substance Abuse Prevention Week: ,Nofu, therefore, .1, David Perret by virtue of the power invested in me as Mayor Pro Tem of this community, do proclaim and pronounce the week of October 23-29,1983, as Substance Abuse Prevention Week and urge all citizens of this community to strive for a better understanding, greater concern, and renewed efforts to reduce and prevent the causes of alcohol and drug abuse and to search individually for more positive ways to feel good and deal with problems than by turning to alcohol and other drugs.
