WHEREAS, for a number of years the Iowa City Council, in approving subdivision plats, has routinely required that the City Clerk certify the resolution of approval; and WHEREAS, Iowa Code Section 409.7 requires that resolutions approving subdivision plats be certified by the mayor and city clerk; and WHEREAS, the omission of the direction that the mayor also certify resolutions approving subdivision plats may give rise to technical objections to plats approved without that direction; and WHEREAS, resolutions approving subdivision plats would have contained a direction to the mayor to certify plats if the omission had been brought to the attention of the City Council; and WHEREAS, the City Council desires to correct the technical error. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF IOWA CITY, IOWA, that: 1. All prior resolutions of the City Council of Iowa City, Iowa, which approved subdivision plats, are hereby ratified and approved and shall be amended to read that - i The Mayor and City Clerk are hereby authorized and directed to certify a copy of this resolution and of the final plat of said subdivision to the Office of the County Recorder of Johnson County, Iowa. 2. Y Id MAYOR Pro tom ATTEST: 4 0 CITY CLERK DY L=gal O a utast 3os \5 RESOLUTION NO. 83-345 RESOLUTION AMENDING THE NUMBER OF AUTHORIZED PERMANENT POSITIONS IN THE HOUSING AND INSPECTION SERVICES DEPARTMENT - ASSISTED HOUSING DIVISION WHEREAS, Resolution No. 83-73 adopted by the City Council on March 29, 1983, establishing an operating budget for FY84 authorizes all permanent positions, and WHEREAS, the increase in the number of units of public housing now under management necessitates a year-round maintenance program requiring the assignment of permanent personnel, and WHEREAS, the amendment to the authorized permanent positions will not require additional funding in the FY84 operating budget. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF IOWA CITY, IOWA, that the authorization of personnel be amended as follows: 1. The deletion of funding for temporary maintenance worker positions. 2. WHEREAS, Resolution No. 83-73 adopted by the City Council on March 29, 1983, establishing an operating budget for FY84 authorizes all permanent positions, and WHEREAS, the extension of night hours in the parking ramp to 3:00 AM requires additional personnel, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF IOWA CITY, IOWA, that the authorized personnel be amended as follows : 1. The deletion of funding for four temporary cashier positions. 2. The addition of four permanent half-time cashier positions. The temporary positions were utilized for the late-night cashiers until we could make an evaluation of the success of charging the hourly rates until 3:00 AM. As Joe's memo indicates, the additional cashiers have proved very beneficial to ramp operations and the additional labor costs are more than offset by both the additional revenue and the savings derived from reduced vandalism and increased maintenance hours in the ramp. I recommend that we request Council approval for the addition of four permanent part-time cashier positions for the Parking Systems. tp5/5 ,3056- City of Iowa Cit, MEMORANDUM Date: October 6, 1983 To: Rosemary Vitosh, Finance Director From: Joe Fowler, Parking Systems Supervisor Re: Late-night Parking Ramp Cashiers In April 1983 the City Council of Iowa City approved charging .25 cents.per hour at the Capitol and Dubuque Street parking ramps until 3:00 a.m. At that time Parking Systems employed four temporary cashiers to operate the exit booths from 10:00 p.m. until 3:00 a.m., Monday through Saturday. These cashiers work a total of 75 hours per week and are paid $5.50 per hour. It has been six months since these positions were added as temporary. Article VII, Section 1 of the AFSCME contract limits such positions to nine months. During the summer months the new fee structure, as opposed to the previous .50 cents per vehicle, increased revenue sufficiently to cover the cost of the additional employee wages. At the present time, night revenue has increased to the point where permanent wages, $5.88 per hour, and benefits are covered. In addition to the increased revenue generated by the night cashiers, I feel they also provide other benefits that are difficult to put a dollar amount on. As a result of the cashiers, night maintenance workers have been freed from the exit area resulting in an increase in the hours available for maintenance and security. There has been a dramatic decrease in the amount of vandalism in both ramps. Since April vandalism has been limited to three gate arms and the elevators. In addition, parkers are no longer required to have exact change to operate the exit gate. As a result of the increased revenue and other benefits, I would recommend that the four temporary cashier positions in Parking Systems be made permanent part- time. bdw2/3 3osS
