ORDINANCE NO.
ORDINANCE AMENDING THE ZONING ORDINANCE TO
REGULATE THE NUBMER OF ROOMERS IN
RESIDENTIAL ZONES.
BE IT ORDAINED BY THE CITY COUNCIL OF IO A
.CITY, IOWA.
SECTION 1. PURPOSE. The purpose o this
ordinance is to regulate the n er of
roomers per dwelling unit in sin e -family
and duplex residential zones.
SECTION 2: AMENDMENTS. Th Zoning
Ordinance of the Code of 0 inances is
hereby amended by the followin .
A. Section 8;10.7A.1 is her by amended by
substituting in lieu thereof the
following: \

SECTION 2:. AMENDMENTS. The Zoning

ORDINANCE AMENDING THE ZONING ORDINANCE BY
CHANGING THE USE REGULATIONS OF CERTAIN
PROPERTY LOCATED AT 404-406 SOUTH DUBUQUE
STREET.
BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF IOWA CITY, IOWA:
SECTION I. That the property described
below is hereby reclassified from its
present classification of R3B to CBS, and
the boundaries of the CBS zone as indicated
upon the zoning map of the City of Iowa
City, Iowa, shall be enlarged to include
the property located at 404-406 South
Dubuque Street.
All of Lot 8 and the north three feet
of Lot 7, in Block 1, County Seat
Addition to Johnson County, Iowa,
according to the recorded plat
thereof.
SECTION II. The Building Inspector is
hereby authorized and directed to change
the zoning map of the City of Iowa City,
Iowa, to conform to this amendment upon the
final passage, approval and publication of
this ordinance as provided by law.
SECTION III. The City Clerk is hereby
authorized and directed to certify a copy
of this ordinance to the County Recorder of
Johnson County, Iowa, upon final passage
and publication as provided by law.
SECTION IV. REPEALER. All ordinances and
parts of ordinances in conflict with the
provision of this ordinance are hereby
repealed.
SECTION V. SEVERABILITY. If any section,
provision or part of the Ordinance shall be
adjudged to be invalid or unconstitutional,
such ajudication shall not affect the
validity of the Ordinance as a whole or any

Re: Rezoning of 404-406 South Dubuque Street. Z-8317.
At the October 11, 1983, meeting of the Council questions arose regarding the
impact the requested zoning at 404-406 South Dubuque Street would have on the
provision of off-street parking, particularly in relation to what would be
required under the proposed 1983 Zoning Ordinance. The chart below shows the
maximum number of units which can be constructed under the ordinance and the
parking requirements for multi -family and commercial or office uses.
The current zone with the greatest flexibility for development is the CBS zone
in which commercial and residential development are possible, no parking is
required for commercial uses, and a building may be eight stories high. On the
property in question, 16 dwelling units with the required 24 parking spaces can
be constructed with two floors of apartments over one level of parking. Five
floors could then potentially be constructed for commercial use. Under C82
zoning, additional floors of off-street parking for any commercial/office use
would be required.
The proposal submitted by Mr. Furman which called for the construction of a
building the entire length of the property (150 feet) and provided 47 parking
spaces would not be possible under CBS zoning due to the fact that the required

The actual number of units which
can be constructed
is constrained by the number
of parking spaces required, by
whether those
spaces can be economically provided
under the building and at various levels,
and by building height
limitations
within a zone.

entirely dependent upon construction of the exact number of units and spaces
indicated and cannot be guaranteed with a rezoning.
*Other commercial uses may vary the number of spaces required.

AN ORDINANCE AMENDING SECTION 23-189 OF THE
MUNICIPAL CODE OF IOWA CITY TO CHANGE SPEED
LIMITS ON PARTS OF HIGHWAY 1.
BE IT ORDAINED BY THE CITY COUNCIL OF IOWA
CITY, IOWA:
SECTION I. PURPOSE. The purpose of this
ordinance is to amend Section 23-189 of the
municipal code of Iowa City to reflect
changes in the speed limit of Iowa Highway
1 as determined by engineering studies
conducted by the Iowa Department of
Transportation.
SECTION II. AMENDMENT. Section 23-189 is
hereby deleted and the following is adopted
in lieu thereof:
Sec:. 23-189. Exceptions to speed
limits.
Upon the basis of an engineering and
traffic investigation, the following
maximum speed lmits are hereby determined
and declared reasonable on the following
streets or portions of streets, when signs
are erected giving notice thereof.
