Z-8317. At the October 11, 1983, meeting of the Council questions arose regarding the impact the requested zoning at 404-406 South Dubuque Street would have on the provision of off-street parking, particularly in relation to what would be required under the proposed 1983 Zoning Ordinance. The chart below shows the maximum number of units which can be constructed under the ordinance and the parking requirements for multi -family and commercial or office uses. The current zone with the greatest flexibility for development is the CBS zone in which commercial and residential development are possible, no parking is required for commercial uses, and a building may be eight stories high. On the property in question, 16 dwelling units with the required 24 parking spaces can be constructed with two floors of apartments over one level of parking. Five floors could then potentially be constructed for commercial use. Under C82 zoning, additional floors of off-street parking for any commercial/office use would be required. The proposal submitted by Mr. Furman which called for the construction of a building the entire length of the property (150 feet) and provided 47 parking spaces would not be possible under CBS zoning due to the fact that the required 3039 Max. no. of MF units in Bldg. height Pkg. spaces Uses Permitted Request Area Limits regd., by use R3B Multifamily, 16 3 stories 1.5/DU; Office 1/100 sq. ft. office CBS Multi -family; 16 8 stories 1.5/DU; none Office, Comm. for comm./office Hirise Determined by 41 limited by 1.0/DU; zone (above) ratio bet. comm/office flr. area & determined by lot area zone (above) CB2 Commercial on 41 None 1.5/DU; ground floor reqd.; 1/300 sq. ft. Multi -family above office; or below ground 1/200 sq. ft. ground floor retail The actual number of units which can be constructed is constrained by the number of parking spaces required, by whether those spaces can be economically provided under the building and at various levels, and by building height limitations within a zone. Furman which called for the construction of a building the entire length of the property (150 feet) and provided 47 parking spaces would not be possible under CBS zoning due to the fact that the required 3039 1 yards are not provided. If Mr. Furman can provide 47 spaces for 16 units of less than 800 square feet per unit and for 6,150 square feet of commercial use under CBS zoning, the parking would conform to the requirements of the CB2 zone (21 spaces for office use* and 24 spaces for multi -family use). This compliance is entirely dependent upon construction of the exact number of units and spaces indicated and cannot be guaranteed with a rezoning. *Other commercial uses may vary the number of spaces required. bj4/16-17 aW Ci ORDINANCE NO. 83-3156 AN ORDINANCE AMENDING SECTION 23-189 OF THE MUNICIPAL CODE OF IOWA CITY TO CHANGE SPEED LIMITS ON PARTS OF HIGHWAY 1.
