Commission Meeting
The OWAWM Commission met on October 18, 1983, to vote on the FY84 priority
system and method of allocation of FY84 funds. The Commission voted to
retain the present priority system and method of allocation except that a
grant to any given city be limited to 60% of the total grant funds
available to the state. The 60% limit does nothing for Iowa City since
the majority of funds, 80% of the amount dispersed through the priority
system, will still be given to Des Moines. It appears that Iowa City will
not receive any federal funding until 1991.
The DWAWM Commission.will hold a public hearing (as a formality) on the
allocation of funds sometime in December.
The Commission will meet again in April of 1984 to discuss adopting a
point source rating system for allocating funds for FY85. It is not known
at this time if Iowa City would benefit from a point source rating system.
The Public Works Department will advise the City Council when and if
additional information becomes available.

Re: Central Junior High Sales Proceeds
The sales proceeds from the Central Junior High sale was receipted
into the Parkland Acquisition account. This account was originally
set up for the $10,000 annual transfer being made from the General
Fund for parkland acquisition, as started with the FY83 Budget. The
account's balance is included within the General Fund balance on the
monthly Financial Summary which is sent to the Council. However,
detailed fund balance records in the Finance Department do list this
account balance separately from the unreserved General Fund balance.
All funds in the account are invested in the City's.Investment Pool
which is currently showing an average yield of 9.5%. All interest
earnings from the balance in the Park Acquisition Account will be
receipted back into that account.

Attached is the report just completed by Pierce King Associates regarding
the U -Smash -Em Building, 126 S. Gilbert. This is submitted for the
Council's review and decision making regarding the U -Smash -Em Building's
future generally as well as whether it might serve as the site for the
consolidated human services building.

additional study funds would be made to CCN at this time.
United Way has requested funds to allow further study of U -Smash -Em or
other options including a new building, purchase of another building, or
purchase of one or more homes for this use.
The study funds were requested from 1983 or 1984 funds, hoping that if
even $1,500 in 1983 contingency funds were approved that this would defray
the immediate costs related to site selection and preparation of the state
CDBG grant in January, 1984. Awards are made in April. The application
also indicated to CCN that depending upon the outcome of the study and
state grant that they may expect a request for partial funding of the
iactual project from next year's funding. (Calendar Year 1985)
CCN's 1984 Program Statement Preparation Schedule is as follows:
October 18 Public hearing - received final proposals.
October 26 Special CCN meeting to review proposals, set
priorities, and make recommendations to City Council.
October 28 Recommendations to City Council.
November 8 City Council holds public hearing on proposed
Program Statement.
November 22 City Council adopts final Program Statement and budget.
November 28 Publish final'Program Statement and forward to HUD
for review.
Therefore, at this time, the project needs a decision from the Council re-
garding their future plans for the U -Smash -Em Building in order to proceed
with site selection for the consolidated human services facility.

Following is our report on the "U -Smash Em" building as outlined
in our proposal of September 15, 1983 and detailed in our letter
of September 22, 1983.
The "U -Smash Em" building is located at 118 S. Gilbert Street in
Iowa City and is presently owned by the City of Iowa City. The
building is approximately 801 wide by 891 long (7,120 square feet
per floor) and contains an upper and lower floor level. The lower
floor consists of a concrete slab -on -grade. The upper floor is
constructed of a 6 -inch thick, one-way concrete slab supported on
steel beams and columns. The roof structure is constructed of wood
joists and deck supported on steel beams and columns.
The building was constructed in two stages. The area included in
the north + 40 feet of the building and + 68 feet east of the west
exterior wall (2,720 square feet per'floor, indicated as area "A"
on the attached framing sketches) was constructed independent of
the remainder of the building. The roof beams in area "A" are
trussed with steel rods. This is an 11after-the-fact" method of

increasing the structural capabilities of the beams. Temporary
pipe columns have been added to support the floor beams and
temporary wood posts have been added to support the roof beams
in area "A". The floor would probably collapse without these
temporary supports. The floor appears to be in good condition in
the remainder of the building.
Engineering calculations of the live -load capacities of the roof and
floor systems indicate the following:
Area "A", Second Floor: 0 psf.
Area "A", Roof: 14 psf.
Balance of Second Floor: 100 psf.
Balance of Roof: 25 psf.
Two options for consideration are: (1.) Demolish the building and
use the site for other activities. (2.) Restore the building
for office or other use.
OPTION 1. -DEMOLITION
The "U -Smash Em" building shares a party wall with the adjoining
commercial building to the east, this wall must be left in place
if the demolition option is taken. Also, the Bus Depot is only
3 feet away from the south wall of the "U -Smash Em" building and
exerts a thrust on the south foundation wall of the "U -Smash Em"
building. If the demolition option is chosen, the stability of the
Bus Depot building must be taken into account. Our estimate of the
cost of demolishing the building is $28,000.

OPTION 2. -RESTORATION
Restoration of the building would include the installation of five
2 -story steel columns and foundations in area "A" along with
structural repair work. Making the building reasonably weather-
tight would include a new roof, new flashings, new windows and
doors, waterproofing the brick work, and painting the concrete
block. Our estimate of probable construction cost for making the
building structurally sound and weather -tight is $76,000, this
includes $10,000 for structural work.
This report does not address the costs of upgrading the plumbing,
heating and electrical systems in the building. Also, the costs
of building partitions and finishing the interior of the building
has not been included in this report.

l/� o Political Signs
October 18, 1983
With election day nearing, the use of political signs is
increasing. Residents of Iowa City are reminded of the restrictions
placed on the use of such signs by City Ordinance.
In residential zones, one nonilluminated political sign,
not to exceed six square feet in area, for each candidate or pertinent
political issue may be displayed on each premises. These signs may be
displayed on private property. The area between the sidewalk and street
is considered public property. These signs must be removed no later
than two days after the balloting date.
In other zones, political signs shall conform to the applicable
regulations for other permitted advertising signs. These signs must be
removed no later than seven days after the balloting date.
Signs in the windows of a building in commercial or manufacturing
zones shall not exceed six square feet per sign and shall include no
more than one sign for each candidate or political issue.

We have added a second Cheyenne aircraft for our office which we would
like to base at the Iowa City Airport.
Presently there isn't adequate hangar space available for this airplane.
We would like to lease additional hangar space from the Airport Commission.
In the event you are unable to do this we would like to lease property
to construct our own hangar.
I am available to discuss this and will appreciate your attention to it
so that we may obtain additional hangar space as soon as possible.

A brief discussion was held regarding the regular meeting on November 8. It was
decided to avoid setting any public hearings for that meeting and to ask the
Council to consider having a special meeting on November 7.
The Assistant City Manager mentioned the results of the primary election. The
candidates will very likely be contacting the staff for information. The City
Manager's office should be kept informed about the material given to candidates
! so that all candidates receive the same information.
The Director of Human Relations reminded the staff of the meeting on insurance
changes. She also distributed a training schedule for the year. This will be
furnished to division heads today.
The Assistant City Manager requested the staff to contact him regarding the
regular weekly meetings during the City Manager's absence.
