Item No. 2 - CONSIDER RECOMMENDATIONS OF BOARDS AND COMMISSIONS. a. Consider recommendation of Design Review Committee, December 7, 1983, meeting, regarding the hotel project, Urban Renewal Parcel 64-1: It was moved by Eckholt and seconded by Lafore that the Design Review Committee approve the Preliminary Design Plans for Urban Renewal Parcel 64-1b (hotel site) as presented by the developer. Motion approved 5-3-1 (Ayes: Amert, Eckholt, Lafore, Seiberling, Wockenfuss; Nays: Sinek, Summerwill, Wegman; Absententions: Haupert; Absent: Alexander) b. Consider recommendations of Hotel Steering Committee, meeting of December 7, 1983, regarding Hotel project design, Urban Renewal Parcel 64-1b: It was moved by Berlin and seconded by Wegman that the Hotel Steering Committee approve the Preliminary Design Plans for Urban Renewal Parcel 64-1b (hotel site) subject to the following previsions: (1) The height of the interior walkway be at least 18 feet in height. (2) The width of the interior walkway be between 30 to 35 feet. (3) The exterior walkway between the hotel and the College Block Building be covered. (4) All abutting property owners are to be signatories to any change(s) proposed in the operation of the interior and exterior pedestrian easements. (5) The Design Review Committee must approve the final plans for the appearance and configuration of the interior public space in the hotel. Hayek moved amendment and Amert seconded amendment to Berlin's motion by striking the 30 to 35 foot width requirement of the interior walkway and replacing that proviso with the state- ment that the developer should consider widening the interior walkway beyond the 16 foot width shown in the plans. Motion failed (Ayes: Amert, Hayek, Perret; Nays: Berlin, McDonald, Wegman). Comment: The UDAG Agreement requires that the City and the Developer enter into a contract spelling out the various agreements between the parties. Comment: Action: 393 Item No. 7 - This alley easement will run parallel along the len hof Dubuque Street Parking Ramp from Linn Street to the south"` corner of the hotel parcel and will afford a service access to the hotel site. The agreement reserves the right for the City to grant an access easement to the developer of Urban Renewal Parcel 64-1a, the adjacent site. City will receive $12,000 for this agreement. CONSIDER A RESOLUTION AUTHORIZING EXECUTION OF AN ACCESS EASEMENT FOR INTERIOR WALKWAY PUBLIC RIGHT OF WAY AND AN EXTERIOR PEDESTRIAN PUBLIC RIGHT OF WAY ON URBAN RENEWAL PARCEL 64-1b (HOTEL SITE) BETWEEN THE CITY OF IOWA CITY AND DR. HARRY A. JOHNSON,.JR., DOING BUSINESS AS MID -CITY HOTEL ASSOCIATES - IOWA CITY. Comment: This agreement requires the developer of the hotel parcel to provide continuous 24-hour per day perpetual pedestrian interior and exterior walkways on Urban Renewal Parcel 64-1b, the hotel sate. This agreement delineates the locations of these easements and the maintenance responsibilities for these easements. It also requires all abutting property owners to be signatories to any change proposed in the operation of the interior and exterior walkways.
