(2) Consider Ration setting a public hearing for February
16, 1982, on a resolution declaring that public con-
venience and necessity require the proposed renewal of
taxicab service applied for by Maurice "Moe" Toomer dba
City Cab Company.

16, 1982, on a resolution declaring that public con-
venience and necessity require the proposed establish-

Comment: Mr. Shepherd is in the process of purchasing
Hawkeye Cab Company from Mr. Finley. If Council
approves Mr. Shepherd's application on February 16, Mr.
Finley will withdraw his application. 1

Comment: See attached memorandum from the City Attorney

proposed conveyance of the "well" on the
Property as noted
plat of Conway's Subdivision and court officer's deed. 1
Comment: The ori?anal deed conveying to the City the right
O way of St. Ann s Drive also included a tract marked
"well". This parcel is small and nonbuildable and is not
needed by the City. Because this parcel was not part of the
original right of way of St. Ann's Drive, it was not included
in the legal descriptions concerning its disposition. The
"well" tract, to have been included in the earlier considera-
tions of the disposition of right of way along St. Ann's
Drive, would have meant the setting of a new public hearing
and a delay in that action. The applicant, therefore, chose
to request a public hearing at a later date. Staff recommends
that the "well" tract beconveyed to the adjoining property
owner.

between the CRI&P Railroad and Prentiss Street.
Comment: The Planning & Zoning Commission, at a regular
meeting held dated December 17, 1981, recommended by a 6-0
vote approval of this request, subject to the provision of
the necessary easements for the utilities located within the
right of way. This recommendation is consistent with the

e. Public hearing to consider the adoption of airport overlay f
zones.
Comment: The Planning & Zoning Commission, at a regular # y
meeting held November 19, 1981, recommended by a 6-0 vote
approval of these overlay zones. The ordinance has-been
reviewed by the Airport Commission and is based on standards
proposed by the Aeronautics Division of the Iowa Department
of Transportation. A copy of the ordinance was included in
the Council's packet of December 8, 1981. The Planning &
Zoning Commission also recommended that the City Council
forward a comment to the Johnson County Board of Supervisors
urging them to adopt similar standards for the County.

Item No. 5 - PUBLIC DARING TO RECEIVE CITIZEN COMMENTS CONCERNING THE EXTENSION -
OF THE BOUNDARIES OF THE IOWA CITY NEIGHBORHOOD REDEVELOPMENT
PLAN.
Comment: The Neighborhood Redevelopment Plan was adopted by'the City
Council on February 1, 1977, to permit the rehabilitation of the
City's older neighborhoods. Four small neighborhoods within the
overall redevelopment area have been targeted for intensive
improvements in 1982-84. A study of these targeted areas showed
the need to extend the boundaries of the 1977 redevelopment area
to the north and east, in order to include additional city blocks
in need of improvements.

Item No. 6 - PUBLIC HEARING ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND
ESTIMATE OF COST FOR THE RALSTON CREEK VILLAGE SANITARY SEWER
RELOCATION PROJECT.
Comment: This project involves relocating the 42 -inch concrete sanitary
sewer pipe and abandoning the brick oval sanitary sewer both of
which cross the future large scale residential development site
of Ralston Creek Village. The engineer's estimate is approx-
mately $75,000. The developer will pay 50 percent of the cost of
relocation.

Item No. 11 - CONSIDER RESOLUTION AUTHORIZING AND DIRECTING SOLICITATION OF
OFFERS TO PURCHASE LAND FOR PRIVATE DEVELOPMENT OF THE OLD PUBLIC
,,3 LIBRARY SITE AND ALL OR A PORTION OF THE ADJACENT PARKING LOT.
Comment: This resolution directs the City Manager to solicit offers to
purchase for the private development of the Old Public Library
site. In addition, offers to purchase and offers to lease will
be accepted for all or a portion of the adjacent parking lot in
conjunction with development proposals for the library site. The
bid period will open on January 11,'1982, and close at 12:00 p.m.
on March 2, 1982.

Item No. 12 - CONSIDER RESOLUTION AUTHORIZING THE ISSUANCE AND SALE OF AN
INDUSTRIAL DEVELOPMENT REVENUE BOND (HENRY LOUIS, INCORPORATED,
L PROJECT) OF THE CITY OF IOWA CITY, IOWA, IN THE PRINCIPAL AMOUNT
OF $95,000.
Comment: A'public hearing relating to the issuance of this Industrial
Development Revenue Bond was held December 8, 1981, and has
previously been approved by the Council.
