i Dear Sirs: Re: Needlessaccidents on Park Road
I am awaiting your reply to the point raised on the second page
of my November 20 letter to you. For your reference, I have underlined
in red that question on the attached reproduction of that letter.
I appreciate the City Manager's letter of November 18 outlining
one version of the immediate cause of the October 30 accident.
Unfortunately, that lett�oes not address itself to the ultimate,
common cause for most of the accidents associated with the�ar-Road-
Rocky Shore system's unfortunate history of arterial status. Does
the total body of existing evidence prove- or merely provide unreliable
indication that the approaching vehicle was able to stop within its
line of vision and not exceeding 25 mph? The proximity of residential
streets to even normal children when combined with Park Road's other
disqualificationirenders the street ynsuitable for arterial use. I
beleive that what is referred t67the''most recent victem's "inattentiveness"
should be more accurately considered a long-standing medical problem.
This victen can not be held accountable for that problem.
The ultimate, common cause for most of these accidents relates more
closely to s o�sighted greed for unbalanced urban growth. That
is a problem for which the City Government should feel significantly
greater accountability!
Would you also please document Mr. Berlin's implied proof that the
obvious dependence of accident numbers upon vehicle numbers does not
apply to Park Road? I would not expect the police officer at a single
accident to have collected sufficient evidence to permit such a
generalization. Morever, as Mr. Berlin is aware that past tabulations
have drastically undercounted accident numbers, his proof would
require valid corrections for this bias.
If the City Government has missplaced past evidence of this
accident undercounting and of Park Road§ arterial unsuitability, I
would be happy to assift you in its recovery.

Dear Mr. Wunder:
Thank you for your letters of December 14, 1981, and November 30,
1981, regarding arterial designation of Park Road. I realize that
this is not a new issue for you and that the City Council has never
resolved to change the use of Park Road as you suggest. However,
Council has discussed this matter a number of times in the past and
as recently as January 4, 1982, there was consensus that no viable
alternative exists for the shifting of the arterial flow of traffic
in that area of Iowa City.
Traffic demands have increased significantly since that area was
developed and the original street system, including Park Road, was
constructed. Several reasons for this include development of the
Parkview Terrace Addition immediately west of Lower City Park,
increased use of City Park facilities, and subsequent development
and construction of various University of Iowa facilities, including
Hancher Auditorium. In addition, the Park Road/Rocky Shore Drive
combination provides the most attractive access to this entire area
from either North Dubuque Street or Highway 6 West and Coralville as
well as the most direct route through the Northwest side of Iowa
City.
It is regrettable that new developments, land uses, etc., sometimes
generate increased activity in and through certain areas, perhaps
rendering a once "quiet" neighborhood somewhat more susceptible to
increased noise and activity, particularly regarding motor vehicles.
However, the inescapable fact is that traffic demands necessitate
that a street in your area of town serve an arterial function, Park
Road, while not optimally designed for this purpose, nevertheless
presents the most suitable of existing alternatives. This continues
to be Council's position and we are committed to making Park Road
function in this capacity as safely and efficiently as possible.
There is no indication that the accident rate on Park Road is
significantly different from that of other arterial streets in the
City. However, our Traffic Engineering Division continues to
monitor all reported accidents to identify problem areas which may
require remedial traffic control measures. We will also continue to
monitor traffic movement and to enforce all applicable motor vehicle
laws in your neighborhood consistent with similar efforts throughout
the City and to the greatest extent allowed with existing resources.

I hope that this letter will help clarify the current posture of the
City regarding Park Road. While I realize that this is not the
answer you would like to receive, I am certain that you understand
that we are limited to a choice of existing facilities in designating
major traffic thoroughfares, especially in older sections of the
City where street design and patterns cannot be altered except,
perhaps, at great expense. Future developments may allow a more
desirable alternative to the designation of Park Road as an arterial
street, but for the present this designation must remain.

Re: Parking on Village Road
As directed by Section 23-16 of the Municipal Code of Iowa City this is to
advise you of the following action:
ACTION:
Pursuant to Section 23-234 of the Municipal Code of Iowa City the City
Traffic Engineer will remove the existing parking prohibition on the east
side of Village Road from its intersection with Wayne Avenue to its
soutfierly end. It will be replaced with a parking prohibition from 2:00
AM until 6:00 PM. This action will be taken on or shortly after January 5,
1982.
COMMENT:
This action is being taken upon the instruction of the City Manager.

ANALYSIS
The final plat of Bryn Mawr Heights Addition Part 13 conforms to the approved
preliminary plat, with a minor change in the dimensions along the eastern
boundary of the subdivision. Prior to Council action on this plat, the
developer will submit the required construction plans for the stormwater
detention basin, for erosion control, for construction of the storm sewer, and
for paving.
STAFF RECOMMENDATION
The staff recommends that the final plat be approved upon finalization of the
legal papers and attainment of the necessary signatures.

The ROW is not needed to provide
access to any property but
the applicants'.
The topography is nearly level.
Frank Boyd and John Ruamelhart are requesting the vacation of that portion of
Maiden Lane lying between Prentiss Street and the CRI&P Railroad. The land
surrounding this segment of the street is owned entirely by the applicants or
their relatives. The applicants have pointed out in the attached statement a
number of reasons why Maiden Lane should be vacated. Staff does not disagree
with any of these and finds no reason to object to the vacation. However, if the
street is vacated, easements will be necessary to allow access to those public
utilities located in the right-of-way.
Iowa -Illinois Gas and Electric Company will need a ten foot easement over their
gas line which is located approximately 15 feet from the eastern property line.
Northwestern Bell has a major conduit running approximately down the center line
of the street and will require a 20' easement. The City has an eight inch sewer
line which services only the applicant's property surrounding Maiden Lane. This
sewer could be abandoned at the expense of the applicant; however, since other
easements are required to be established in the right-of-way, it will probably
be easier not to abandon the sewer. Alternative to the establishment of
separate easements for utilities, a blanket easement could be established over
the entire right-of-way.
STAFF RECOMMENDATION
Staff recommends that the vacation be approved, subject to provision of the
necessary easements.

STATEMENT IN SUPPORT OF APPLICATION FOR VACATION OF THAT PORTION
OF MAIDEN LANE LYING BETWEEN PRENTISS STREET AND GILBERT STREET
TO: Iowa City Planning & Zoning Commission
and
Iowa City City Council
The Application. Applicants Frank Boyd and John Rummelhart are
requesting that the City vacate that portion of Maiden Lane lying
between Prentiss Street and Gilbert Street. A legal description
and location map is attached to the Application. All of the
iproperty lies between Block 5, Lyon's First Addition to the City
of Iowa City, and Block 21, County Seat Addition. The applicants
and their wives and their family owned corporations own all of
the adjacent property.
Reasons for Vacatin There are a substantial number of reasons
for va— cat ng the su ject property including the following:
1. The subject property is no longer needed
or used as a regular city street.
2. Use of the subject property as a public
street or alley would create a traffic
hazard for vehicles entering and exiting
at the Gilbert Street end.
3. Use of the subject property as a public
street would require substantial expendi-
ture of City funds to main and improve
it just to make it functional and safe.
4. The City has not maintained the subject
property for a considerable number of years.
5. The adjacent property owners, being the
only parties with a substantial interest
in the matter, are requesting this vacation.
