HomeMy WebLinkAbout1982-03-30 OrdinancetA� I City of Iowa City MEMORANDUM Date: March 23, 1982 To: City Council From: Karin Franklin, Planner Re: Amendments to the Zoning Ordinance Sign Regulations The Sign Regulations currently do not specifically permit the use ,of awning signs in commercial districts; therefore, this type of sign is prohibited. An ordinance is attached for your review which amends the Code to allow awning signs for identification purposes in any commercial zone. The intent of any sign ordinance is to regulate the size and type of signage in order to avoid creating an urban setting in which the signage is dissonant with that setting, or creates hazards for the free movement of people and traffic. Thus, signs with excessive height and width, signs which project into the right-of-way, and p signs with flashing lights are controlled or prohibited. Awning signs tend to blend in with the facade of the building to which they are attached and do not intrude upon the passage of pedestrians. Currently there are a number of awning signs in existence, without permits, which function very nicely in the downtown and even add to the blocks in which they are used. The proposed amendment would allow the placement of an identifying message on the body of a permitted awning. The ordinance does not address the allowance of an awning per se; awnings are currently controlled by the Uniform Building Code. The amendment will regulate the amount of signage allowable on an awning and will permit such signage in commercial zones. The Planning & Zoning Commission recommended approval of this amendment at their March 18 meeting, on a 5-1 vote. PURPOSE. The purpose of this amendment is to permit the use of identification awning signs j in commercial zones. i SECTION 2. AMENDMENT. Section 8.10.35 of the Code of Ordinances is amended by the following: { A. Section 8.10.35.1 is amended to include the following definition: { 8.1 Awning Sign. A sign placed on the surface of an awning. All ordinances and parts of ordinances in conflict with the provision of this ordinance are hereby repealed. SECTION 4. SEVERABILITY. If any section, provision or part of the Ordinance shall be adjudged to be invalid or unconstitutional, such ajudication shall not affect the validity of the Ordinance as a whole or any section, provision or part thereof not adjudged invalid or unconstitutional. SECTION 5. EFFECTIVE DATE. This Ordinance shall be in effect after its final passage, approval and publication as required by law.
