We encourage the Council to develop a new approach to the problems of pro-
tecting, planting and nurturing trees in Iowa City. In the past it has been
an accepted procedure to cut severely or even to eliminate from the budget
the funds needed for the forestry program.
Today we consider our urban forest as a civic treasure, highly valued by
owners of home and business properties. To help protect and enhance it, we
offer the following constructive contribution to widen the scope of forestry
program deliberations. We shall be glad to discuss the implications and
potential of these new dimensions with you at an informal meeting.
EXISTING NEEDS TO BE FULFILLED BY AN ARBORIST IN IOWA CITY
1. Prepare or update an inventory of the City's existing overstory street
tree canopy, identifying (at a minimum): size, condition and maintenance
needs, voids, etc.
2. Develop and implement a Master Planting Plan. This should be coordinated
with an inventory of the existing utility service locations and street
right-of-way variances.
3. Develop and implement a Master Maintenance Program (including protective
tree surgery, fertilization, trimming and disease prevention) that can be
budgeted for in future years.
4. Develop professional specifications for contracting services for tree
removal, trimming and pest control. These specifications also should be
accompanied by an adequate quantity of construction observation hours
by a professional arborist. This person should be qualified and have past
experience in construction observation in the above areas during the
implementation of the contract.
5. Review compliance with the tree planting ordinance and with the protection
of existing trees in new developments.
6. Review all new construction (preliminary plans) and evaluate the condition
and quality of existing trees so as to be able to recommend procedures to
lessen impact on them.
I 7. Be able to advise home owners on size, type and location of trees that may
be planted. Be able to make available information about proper maintenance,
disease and pest control measures.

I am writing as General Manager of Old Brick, the historic
( property located at 26 East Market Street.
For some time the different organizations which have office space
in Old
Brick have been aware, and commented to me, that the half block
of Clinton
street to the east of the property is being used as storage
parking. we are reminded this
of particularly whenever the university
is not in session, such as the recent Spring break, when
cars
and a parking space is occasionally available. are moved,

of the construction of the building, the only entrance accessible to

to reserve one or two parking places near the alley for the handicapped

place half-hour or hour meters for the rest of the southern

The City is currently exploring what alternatives might exist for
providing parking for the handicapped in the area north of the
business district. However, we have been unable to identify
sufficiently safe alternatives to this point. I would certainly
appreciate any suggestions you might be able to provide regarding
this problem.

To the Members of the Iowa City Council:
Over recent years I have watched with interest and have participated
in the planning and development of the Senior Center. It has been most
gratifying to see the Old Post Office "come to life" as a place in which
to serve the interests and needs of the elderly in the Iowa City -Johnson
County area. The architects and builders have done a magnificent job both
of creating a functionally useful building and of preserving the best
features of the Old Post Office. The citizens of this community can be
i justifiably proud of this fine facility. All that remains is for us to
do as good a job of working with senior citizens by planning with them to
implement the kinds of programs and services in the Senior Center which
will, indeed, be responsive to their interests and needs.
Now, it seems to me, the future of this great facility is being
threatened, almost at the outset, by an effort to pervert what has been
designed for one purpose to another, and incompatible, use by installing
city offices in some areas of the second floor. During the planning and
building phases, whenever this proposed use of the second floor came up,
it was always noted that the Senior Center would have no use for the
second floor in the immediately foreseeable future anyway. Furthermore,
the City would agree to remove any such offices when the space was needed
by the Senior Center, it was said. The Senior Center has been open for
only about seven months now - hardly time to get settled into the building -
and it has been asserted that half of the second floor is already needed
for Senior Center programming.
If this be so, then I would suggest that the City Council give the
Senior Center Commission and its staff time and the authority to continue
planning and developing essential programs and services in the Senior
Center. Such developments may well require the remainder of the second
floor which, if already occupied by city offices, will have to be delayed
or even dispensed with for that reason.
Ladies and gentlemen: I would urge that you reconsider the idea of
locating city offices in the Senior Center. I would urge, too, that plans
be implemented to create at the earliest possible moment a body of senior
citizens who use the Center to function as a sounding board to assist in
the planning and development of programs and services which will respond to
the interests and needs of the elderly in our community. Until we know
what such a group might recommend, space should be kept open so that such
planning can have meaning.
The future of the Senior Center is at risk. Please consider this
whole matter carefully lest we jeopardize one of the potentially finest
facilities in Iowa - if not in the nation.

As a member of the Iowa City Peace Network, I want to thank you for
your endorsement of the Nuclear Freeze Resolution last Tuesday. Hopefully
the Council's action will serve as a model for other municipalities
prompting them to adopt the resolution too. Only through such collective
efforts will we be able to curtail this expensive nuclear arms race.
Furthermore, I appreciate the amount of time (almost 2 hours) which
the Council allocated to speakers supporting the Freeze. Hopefully this
forum will educate more Iowa City residents regarding the danger of
the arms race and of a nuclear war.

Duties of the Housing Commission members include
investigating, studying, reviewing and analyzing
the housing needs and the meeting of such needs
within the City of Iowa City and investigating
and determining if slum areas exist or other areas
where there are unsafe, unsanitary or overcrowded
housing conditions, and studying and investigating
and making recommendations relating to the clear- !
ing, replanning and construction of slum areas and f
providing dwelling places for elderly persons and
persons of low or medium income.
One person appointed to the Housing Commission will
serve as a member of the Housing Appeals Board and

one member will serve as an alternate.
Iowa City appointed members of boards and commis-
sions must be qualified voters of the City of Iowa
City.
