Notice is hereby given that a public hearing will be held by the City Council of Iowa City, Iowa, at 7:30 P.M. on the 13th day of April, 1982, in the Council Chambers in the Civic Center, Iowa City, Iowa. At this hearing, the Council will consider amendments to the City Plaza Regulations (Sections 9.1-1 through Sections 9.1-11) of the Code of Ordinances of Iowa 'City, Iowa, to correct and clarify the ordinance. Copies of the proposed amendments and corrections are on file for public examination in the office of the City Clerk, Civic Center, Iowa City, Iowa. I am suggesting these revisions and amendments in order to allow the ordinance to become more realistic and easier to enforce. Many of these changes incorporate experience gained after three years of City Plaza operation. Other revisions include typographic error corrections, language clarifications, and addition of items forgotten in the original ordinance (e.g. a misdemeanor clause). The most significant changes in the ordinance are the creation of new Zone 3 for emergency/service vehicle use only (Section 3), a revision of the newspaper vending section to reflect the purchase of newspaper dispenser units (Section 7. E.) and a more detailed fees section (Section 10). Several examples of other changes made in the ordinance are given below with an accompanying explanation. (1) Section 1, Intent: Replace the phrase "...area of highest quality" (referring to the idea that private development and vending operations on the City Plaza will only be of 'the highest quality') with the phrase "...meet the objectives stated above." It is felt that many of the uses on City Plaza have not necessarily been of the highest quality. The replacement phrase more accurately describes the actual uses while maintaining the intent of good quality activities. (2) Section 8.C.(l.f): Delete "Bright or brilliant color shall only be used for accent." With City review of vendor designs and other restrictions in the ordinance, it seems this issue is more than adequately covered. In addition, changing tastes and future trends may find bright colors compatible with the City Plaza. This draft has been reviewed by members of City staff involved with City Plaza activities.
