Dear Council Members,
The "Cadillac" treatment of the downtown sidewalks is attrac-
tive. However, for the handicapped, very difficult to walk on.
Also, uncomfortable to ride over in a wheelchair and make the
chair hard to maneuver.
I have only one leg and wear a full prosthesis, using a cane
for better balance.
Sloped sidewalks are almost impossible for me to walk oni either
ascending or descending, or sloping sideways. Rather than a
sloping surface, I can much better handle a step or two with a
railing.
Bricks and stones, such as the inserts along.Washington Street,
present an uneven surface and make it very difficult to keep ones
balance. They are slippery when wet, and if the -surface slopes
they are impossible to traverse.
I have never been able to walk down the,new Mall on College and
Dubuque. I cannot walk in front of St.Clairs and Enzlers on
Clinton because of the sloping sidewalk... When..walking from,the
bus at the north end of Old Capitol Center, I have nearly fallen
many times because of the slope of the walk and the slippery sur-
face when wet.
As you discuss the plans and make your deoision, please take these
problems into consideration for all those who have difficulty in
walking.

Re: Temporary Commercial Loading Zone in 200 Block
of East Washington Street
As directed by Section 23-16 of the Municipal Code, this is to advise
You of the following action:
ACTION:
Pursuant to Section 23-287 of the Municipal Code, the City Traffic
Engineer will direct that the four parking meters in front of the
Englert Theatre and known as W61, W63, W65, and W67 be removed and
replaced with appropriate signing designating the area as a
Commercial Vehicle Loading Zone with a maximum standing time of 30
minutes. This action will be taken on or shortly after 6 May 1982.
COMMENT:
This action is being .taken to provide a temporary Commercial Vehicle
Loading Zone for the. businesses located on the south side of the 200
block of East Washington Street. This temporary loading zone will be
required during the reconstruction of the alley which backs the south
side of the 200 block of East Washington Street. This temporary zone
will be removed and parking meters will be reinstalled upon the
completion of the alley improvement project.

MEMORANDUM
TO: City Council
FROM: Orchard Court Property Owners
RE: Posting Parking Limitations
We are requesting that the City Council limit the daytime parking
on Orchard Court by posting "No Parking" signs from 8:00 a.m. to
5:00 p.m. daily.
Orchard Court is approximately one half block from Hartwig Motors
business establishment and other business establishments in the
immediate area. We have provided off-street parking for the tenants
of our four-plexes which are within a week of being completed, but
the entire street area is being overcrowded by cars of employees
of the surrounding businesses creating .a visual as well as a passing
hindrance for local residents. The above requested parking limitation
would resolve this problem.

RESOURCES CONSERVATION C014MISSION

May 11, 1982 - January 1, 1985
The duties of members of the Resources Conservation
Commission will include serving as an advisory body
to the City Council of Iowa City. They shall re-
search, review, and recommend policies, rules, reg-
ulations, ordinances, and budgets relating to mat-
ters of energy and resource conservation and pro-
vide recommendations and reports to the City Coun-
cil on the activities of the Commission. The Com-
mission shall exercise broad responsibility for
development of resource conservation policies and
shall pay special attention to long-range planning
and programming. The Commission shall, for the
public welfare, make recommendations on energy
matters. These recommendations may relate to local
governmental and quasi -public agencies, private
residences and investment properties, and office,
commercial and industrial properties.
Iowa City appointed members of boards and commis-
sions must be qualified voters of the City of Iowa
City. The persons appointed to this Commission
shall be, by training, education, experience, or
demonstrated interest, knowledgeable in matters
pertaining to energy use and conservation.
This appointment will be made at the May 11, 1982,
meeting of the City Council at 7:30 P.M. in the
Council Chambers. Persons interested in being con-
sidered for this position should contact the City
Clerk, Civic Center, 410 East Washington. Applica-
tion forms are available from the Clerk's office
upon request.
