The Airport Commission has tape-recorded its meetings for many
Years, originally as an aid for the secretary to prepare the minutes.
However, since the end of 1979 the tape -recordings have been retained
as part of the airport records. The tapes are planned to be
maintained for a period of three years and are filed with the Airport
Manager in his office.

Dear Mary:
I am responding to your inquiry regarding tape recordings of Library
Board meetings.
Library Board meetings have been tape recorded since January 1981,
primarily as a secretarial aid to insure accuracy of motions, seconds
and so forth. Tapes have not been retained; they have been reused
for subsequent meetings.
Library Board minutes, reports and usage data have been routinely
forwarded to the City Council and are available to the public. If
the Council thinks it is advisable, the Library Board will tape
record its meetings. These tapes could easily be added to the Local
Documents Collection at the Library where tape players are readily
available for playback.
For over ten years the Library has been collecting up to five years
of minutes plus the budgets and major reports of all agencies of
local government and making them available to the public. This
section is set up to allow the public easy and complete access to the
records of local government. It is used frequently by reporters,
students and local citizens -- as is the weekly packet and agenda of
the City Council which is always available at the Library's
Information Desk. !.
We can begin in May to tape record our meetings and make the tapes I
available for public listening at the Local Documents Collection in
the Library. It would seem that five years would be a reasonable
retention period.

I noticed in the Memorandum for today that there will be a discussion
of the Iowa-Illinois Franchise. I apologize that I cannot be at the meeting
and for the fact this letter is late.
If the Council is discussing a new franchise for Iowa-Illinois, consider
the grant to Iowa-Illinois to place poles in the right of way. The Company's
present position appears to be that they have the right to put them anywhere
in the right of way and that the Company can do this without any real con-
sultation with the City. I believe that the City should have the full right 1
of review of this to protect the interests of the City and the citizens. I
We have a private problem which has raised our interest in this item. I
Notwithstanding, my obvious ax to grind, I feel this is a proper matter for
consideration by the Council. Thank you. j

the past three years. be may have 30 team; with up to 1150 kids in '982. This
compares with 22-21r teams and an average of 300 participants during our early

I arose this dreary May morninr_ to find a narking ticket neatly
tucked under the wiper blade --violation of calendar parkin- ordinance.
`10 big deal --except today is a holiday, and because I, unwittingly
parked on the opposite side of the street I'm expected to shell out
$2.
Let me say I support the calendar parking ordinance. I welcomed
it when it was adopted, I support the need for it now. And let me
add I willingly endure some of the inconveniences of living in a
"close in" neighborhood. I've been ticketed for parking- too close
to a stop sign, too close to a fire hydrant and too far away from
thecurb. I. didn't complain when my garbage cans were cited for
safety violations --I grin and bear the housing inspectorts code
violation notations --I close the windows when late night revelry
becomes unbearable --I report the creeps I see peeking in windows
or loitering in the street late at night.
but mercy, a parkingticket on a holiday? I could have parked
with imnunity downtown today without regard to parlring meters or
ramp charges and yet could not park in front of my home;
The radio operator at the n_olice department told me the
officer who wrote the ticket was doing his job --there is no apparent
-i cessation of calendar parking, vigilance on holidays. She further
informed me enforcement of the ordinance was needed "to beep traffic
moving" on my stre;t. T should point o14t I and my neirbbor7 can park
on either side of the street any Sunday we choose, be it a beautiful
May day or a freezing January morn with six inches of new snow on
! the ground. I would remind you there was no need for snow equipment

There is a very clear conflict of interest in this issue
by a member of the Planning & Zoning commissionj Mr Larry
Baker.
Mr Baker owns property in the area proposed for down zoning.
Becaise of this he should have disqualified himself in
any action regarding this area.
Following are quotes by Mr Baker in letters to me and to
citizens of Iowa City.
He refers to: "mere property owners"
certain real estate developers...
proparty owners on S Johnson St and S Dodge St
are victims of commercial rape.
.412 6 Dodge St, a house that disappeared overnight
was replaced by a new and modern 8 plex. . . .
the man who built the structure is guilty of
blatant greed.
. . . the developer represents a commercial mentality
that sees housing as only a means of making money.
These are Mr Baker's ideas expressed in writing to people
of Iowa City. We have no quarrel with his thinking, BUT in
the orderly proceeding of a Planning and Zoning Commission
affecting the property of, and rights of developers$ these
ideas are just to far advanced for this time.
I ask that any and all proceedings of the p & z commission

1 received your letter this afternoon and was, naturally, disappointed that you
do not agree with my view of the construction "problem" at 412 South Dodge.
This letter is not meant to begin a life -time correspondence, but I thought you
might appreciate some response. Perhaps we can meet face to face sometime and g, into
greater detail about some of the implications of apartment construction on Dodg,.
But, for now, only a few remarks.
My opinion of Jim Clark is certainly opposed to yours, but Jim Clark as a person
is irrelevant to the problem on Dodge. I cited him because he is responsible for the
412 construction and he has been responsible for similar house -removals and apartment
replacements in numerous other parts of town(for example: on thelot immediately behind;,1
my home) Mr. Clark's importance, is more.symbolic...He represents a;commercial mentality,
that sees housing as only a means of making money;:making^money reg`ardless`of the'
1consequencea to"those"people, like myself and many others, who want to preserve the
"integrity" of a neighborhood as a place to grow up in and to grow old in. I put quotation
marks around integrity because it is a very abstract word. Depending on your priorities,
it means a great deal ........ or it means nothing.
Yes, I was well aware of the condition of the house at 412 It:was:awful But I
think you should ask yourself why it was in such awful condition.'Wasythere'a'ny incentive
under the present zoning classification to maintain that house? That question is
significant only in the context of another, more fundamental, question. Should an
established, older, neighborhood prefer to have single-family or perhaps two-family
dwellings instead of high density apartments? Should that neighborhood prefer housing
that is aesthetically compatible with each other? (Yes....aesthetics is very much part
of the "integrity" of a neighborhood) Should that neighborhood prefer not to suffer from
inadequate parking space? Should not the people who are raising families in that neigh-
borhood prefer to encourage more families to move in? Should not retired people in that
neighborhood(like the Theobalds at 530 South Dodge, who have lived in their home almost
40 years) prefer a quiet street to live on? (Did you really mean it when you said "Like
the old people who enjoyed that house for 65 years it was best relegated to the dump...."?)
Have you told -that to the man who lives immediately south of the construction? I have talked
j to him. So should you. Or perhaps you should talk to the people(like the Shuppy family)
q across from you. How do they feel? Would you really believe it an improvement if that
apartment were being built next to you? If something is not done to preserve the existing
housing on Dodge... then you will indeed know how they feel.
r But, I am getting too self-righteous. Your last paragraph..... well, I'll take that
with th4roverbial grain of salt. Yes, I am upset at what is happening on Dodge. I am sorry
you are not. f
I think the Press -Citizen is going to run my letter as a guest editorial. I hope you'

THE CITY COUNCIL OF IOWA CITY
IS CONSIDERING AN APPOINTMENT
TO THE FOLLOWING COMMISSION:
RIVERFRONT COMMISSION
One vacancy - Unexpired term
July 1, 1982 - December 1, 1983
It is the duty of members of the Riverfront Commis-
sion to investigate, study, review and analyze the
riverfront needs and to meet such needs within the
City of Iowa City; to investigate and determine
what rules and regulations are needed and what
policy should be established relative to the river -
front in Iowa City; to study, investigate and make
recommendations relating to clearing, planning and
construction of riverbank areas and for providing
green areas and flood plains along the riverfront.
Iowa City appointed members of boards and commis-
sions must be qualified voters of the City of Iowa
City.
This appointment will be made at the June 8,
1982, meeting of the City Council at 7:30 P.M. in
the Council Chambers. The actual term will begin
July 1,•1982. Persons interested in being con-
sidered for this position should contact the City
Clerk, 'Civic Center, 410 East'Washington. Appli-
cation forms are available from the Clerk's office
upon request.

over the past years relating to improvement along our waterways (i.e. Rocky Shore
Drive) and I am aware of their pending review of the Stanley Consultants reports.
