(2) Consider motion authorizing the City Engineer to sign two applications for utilities R.O.W. to Iowa -Illinois Gas and Electric Company for Melrose Avenue (County Road F46), relocated Local Road and 518. Comment: These applications consist of rebuilding electrical lines on 0.62 miles of Melrose Avenue and 0.26 miles on Local Road in conjunction with interchange of 518 and Melrose Avenue. Comment: The program year extension of the City's fifth year Hold -Harmless CDBG Program was completed as of June 30, 1982. Public hearing on a proposed ordinance establishing an Historic Preservation Commission for the City of Iowa City, Iowa, and providing for the establishment of historic preservation districts, and defining powers and duties in association therewith. Comment: The Planning and Zoning Commission, at a regular meeting held June 17, 1982, recommended by a 5-1-1 vote approval of this ordinance. The proposed historic preservation ordinance would establish a City Historic Preservation Commission and procedures for the designation of City historic districts, in accord with State law. The ordinance was assembled by the City Historic Preservation Task Force with the assistance of City Planning and Legal staff. Public hearing on a proposed ordinance amending Section 8.10.35 of the Zoning Ordinance to establish a mechanism for licensing sign installers and establishing a system of fees for sign permits. Comment: The Planning and Zoning Commission, at a regular meeting held July 1, 1982, recommended by a 6-0 vote approval of this ordinance. The ordinance amends the Zoning Ordinance by establishing a procedure for licensing sign installers in Iowa City and establishing a system of fees for sign permits. All businesses currently installing signs in Iowa City have been notified of the public hearing and sent a copy of the ordinance. A copy of the proposed ordinance is included in the Council's packet. c. Public hearing on an ordinance approving a preliminary and final Planned Area Development (PAD) plan for the Iowa City Public Housing Project 22-4, located east of the intersection of Scott Boulevard and Shamrock Drive. 5-8219. Comment: The Planning and Zoning Commission, at a special meeting held July 22, 1982, recommended by a 5-0 vote approval of this ordinance subject to approval of construction plans for public improvements and stormwater management, and legal papers. This recommendation is consistent with the staff's recommendation contained in the staff report dated July 15, 1982, which is included in the Council's packet. Consider an ordinance approving the preliminary and final Planned Area Development plan of the Iowa City Public 1 Housing Project 22-4. 5-8219, (first consideration) Comment: Because the Department of Housing and Urban Development requires City approval of the Planned Area Development plan prior to granting final site approval, the applicant (Iowa City Housing Authority) has requested that this item be put on the agenda for consideration following the public hearing in order to expedite its approval and allow construction to begin this year. It is also requested that the Council consider waiving the three required readings and take final action on this ordinance at this time. A copy of the proposed ordinance is included in the Council's agenda materials. Comment: This item is part of the same application as Item d. above, and must be acted upon simultaneously with final consideration of that item. Action - f. Consider a resolution approving the preliminary and final subdivision plat of Sedlacek Addition located in the southeast quadrant of the intersection of Prairie du Chien and Dodt Road, approximately one and one-half miles north of the Iowa City _F_ • aDp limits. 5-8218. Action - Comment: The Planning and Zoning Commission, at a regular meeting held July 15, 1982, recommended by a 7-0 vote that the preliminary and final subdivision plat of Sedlacek Addition be approved and the preliminary platting require- ments be waived, subject to the approval of legal papers. This recommendation is consistent with the staff recommen- dation contained in the staff report dated July 15, 1982, which is included in the Council agenda material. This item is being reviewed because of its location within Iowa City's two mile extraterritorial jurisdiction. (second consideration) Comment: The Planning and Zoning Commission, at a regular meeting held June 3, 1982, recommended by a 5-1 vote approval of the final PAD, LSRD plan and subdivision plat of Walden Wood, Part 1, subject to the following: 1. The submission and approval of legal papers; 2. An agreement with Engineering on the fire lane; 3. Signatures on all necessary documents, and 4. Homeowners' association papers providing for the maintenance of the fire lane and walkway and escrow account to provide for the construction of semi-public improvements. The ordinance amends the Zoning Ordinance by requiring screening whenever a commercial/industrial use borders existing development in an R zone and whenever uses located in an RMH zone borders a single-family residential use in an RIA or an RIB zone. Comment: This property was one of the proposed public housing sites which was unsatisfactory because of title problems. These include: 1) an ordinance amendment requiring cable to be buried 12 inches underground; 2) an ordinance amendment requiring anyone doing excavation to give the cable company 24 hours notice or face liability for damages; 3) an ordinance amendment allowing the cable company to turn in their annual reports on April 30 instead of the previously required March 31. More information will be provided to the Council in the report from the Triannual Review. The ordinances will be placed on the agenda for Council consideration at a later date. b. Consider resommendations of the Committee on Community Needs: (1) That someone with an interest in the preservation of the north side of the City be appointed to CCN. INISTRATIVE CLASSIFICATION/ Traditionally, due to pension considerations, the maximums of the salary ranges for Police and Fire Department Administrative Positions have been established to equal the salary of the most highly paid employee(s) within each salary range. The proposed adjustment will lower the salary range maximums to the actual highest salary within the range. Prior to FY83 merit increase allocations the salary ranges had reflected the 3.5 percent increase allocated for merit increases by the City Council; however, the City Manager deferred .5 percent of that amount to be used for exceptional merit increases and bonuses for FY83. GLASGOW REGARDING EXTENSION OF SEWER SERVICE. Comment: The Council is being asked to authorize the execution of a four - party agreement whereby the City agrees to extend sanitary sewer services to the Highlander, Westinghouse and the Glasgow properties located near the interchange of Highway 1 and I-80. This will also involve the construction of a lift station and the Highlander will pay 73% of the cost, Glasgow 7%, and the City the remaining 20%. In exchange for the City's cost-sharing for the benefit of Westinghouse, Westinghouse will agree to assume the cost of an eventual hook-up to the new line thereby permitting the City to close down the present lagoon serving the Westinghouse plant. The agreement is contingent upon approval and execution by all other parties. This agreement is the result of lengthy negotiations that have taken place over the past three to four years.
