13. Non-compliance with any of the terms of the Iowa Department of Transportation policy. permit, or agreement, may he
considered cause for shut -down of utility construction operations or withholding of relocation reimbursement until compliance is
assured, or revocation of the permit. The cost of any work caused to he performed by the State in removal of non -complying
construction will be assessed against the permit holder.
14. A copy of the approved permit shall be available on thejob site at all times for examination by Department of Transportation
officials.
IS. This permit shall terminate 20 years front date ofapproval for gas and water mains outside tile corporate limits of a municipalit%
in accordance with the Code of Iowa, Chapter 320. Renewal may be requested.

Dear Mr. Garcia -Rivera:
This is in response to your letter of July 17, 1982, to the City
Council concerning the alley located between Johnson and Van Buren
Streets and extending from Burlington to Bowery Street. For at least
the last 15 years all alley paving in Iowa City has been paid for by
the property owner. This has been either through the special
assessment process or as a result of the City providing engineering
services and the property owner paying the contractor directly for
the construction.
If the property owners in your area desire to have the alley paved,
they may contact the Director of Public Works, Mr. Charles Schmadeke.
Mr. Schmadeke will work with them to initiate the appropriate special
assessment procedures for consideration by the City Council or
provide them such other information which would allow them to
otherwise proceed with the paving of the alley.
In addition, some members of the City Council have indicated an
interest in looking at the alley to determine whether or not there
should be a policy change so that alleys will be required to be paved
by the property owner at such time as higher density development
takes place in the neighborhood.
If you have any other questions concerning this matter, please do not

Dear Mayor Neuhauscr and Council Members:
The tenants association of OL -26 would like to bring to your attention
a problem which has been getting worse for sone time. Attached please
find a map (and a petition) of an alley located between ,Johnson and
Van Buren; Burlington and Bowery Street.
In the last two years recent construction of six new apartment buildings
has placed a parking demand of 148 cars which use the alley as a means of
ingress/egress. In addition, 2 new buildings are under construction.
Once operational, they will increase the use of the alley. The noise,
dust and potholes on this alley have reached the point where graveling,
grading and scraping by the City do not help. This can be verified by
the Engineering and Street Departments.
The residents of this block are mostly renters represented by some student
and elderly citizens. We feel that this alley has been neglected and as

residents of Iowa City we ask you to pave this alley.
As City residents we invite you to:
-drive through the alley anytime, any day
-conduct traffic counts on the alley
-consult with your Street Department
-place this issue on your agenda and inform us of the
public hearing date
This problem is serious and it has created additional automobile mainte-
nance costs as well as severe dust and health problems. please see for
yourselves.

According to the Minutes of the meetings of the Board of Super-
visors of July 1, on that date they amended Resolution 4 18.;q 6 by
passing amended Resolution 7-1-82,83 which, among other things,
provides for the naming of five members to an Advisory Committee or
Advisory B card. According to the Press -Citizen, July 29 has been
set as the date on which the five members are to be named.
Under Resolution 4-18-76, seven members served on the Advisory
Committee, viz. three Protestant clerygmen, one Catholic priest, one
member nominated by A ARP, one by the now defunct Johnson County
Commission on Aging, and the seventh one I think was nominated by the
Johnson County Task Force.

I have written to the Board of Supervisors!/that this Advisory Board
continue to have seven members so that the City of Iowa City could be
represented on this Board. The two members could perhaps be members of
the Senior Center Commission, one member to be nominated by the City
Council and the other by the Board of Supervisors: Iowa City needs to
be represented on that Advisory Board for the following reasons;
1. Because in Iowa City most of the congregatb meals are now
being served in a City owned building.
2.. Because the City requires that all programs conducted in a
8ity o=ed building shall comply with all applicable Federal, State
and local laws; rules and regulations. This the Supervisoors have
agreed (in writing) to do.
3. Because on Sept.l, on the very first day that congregate meals
were served in the new Senior Center, a radical change for the worse was
made, not only in the serving of the meals, but also in the publicity
and advertising in the Press -Citizen and in the informational folder
which is being distributed by many agencies. For instance„ three days
before the Senior Center opened, the notice regarding congregate meals
which appears each Saturday in the Press -Citizen was changed to read
as follows:;
"A person age 60 or colder and the spouse of the
person, regardless of age, a re eligible to partici-
pate in congregate nutrition-.servirAq i.n aca.Qrd w ith
state and area plans."
When „on December 3, 1981, i.. . the Supervisors asked our County
Attorneyd for their legal opinion on several matters regarding the
congregate meals program, they did not know what the State area plan
provides.' Mr. Carl Scharhorn, Editor of the Press -Citizen, admits
that he doesn't know either, and yet, every Saturday wince the Senior
Center opened, he has been telling some �,7h000 or 18,000 eubsaribe'rs-
to the Press Citizen what the state ar a provides when he himself
doesn't know. This weekly notice innthe newspaper practically invites
every person in the State of Iowa age 60 and older andr:their ,younger
spouses to come to.d.innar seven days a week --and come they do -- often
in such numbers that apparently more than 190 stand in the lobby,
packed in like saradines in a cen, waiting to br nerved.

And why do those people stand in the lobby? In the dayR when the
meals were served at Close Mansion or in the different Churches, the
participants who came early could sit at the tables and sodialize until
the meal was served. Reservations were recuired and so the cooks knew
how much food to prepare. there was plenty for everyone and there were
no left -,overs to be served as «warmed -overs at subs(A—uent meals. Cooks ate last.
But on Sept. 1, when the seiviriL, of meals was moved from tthe
Churches to the Senior Center there was a radical change. Farticipants
were told that there would be no reservations, no priorities, with the
meals being served on a first-come, first -serve basis. They were also
told thattthe dining room, with its 140 stacking chairs and 27 or so
tables, would not be open until 11;3.0. The cooks eat between 11 and
11;30 behind the closed. doors of the dining room.
Since reservations are not required, the cooks can only guess as
to how much fooddto prepare. On some days there is a shortage of the
advertised menu and on some days thbre are left -overs. That is the reason
that participants form lines early, otherwise they ,1W find substitutes
or warmed-over left -overs by the time they get to the serving counter.
The peoplelwho are being adversely affected by the radical change are
the elderly with medical or limited mobility problems which make it very
difficult for them to stand in line for 20 or 30 minutes. Some just can't
come under those conditions. The situation can't help but continue to
get worse if the present form of advertising is permitted to continue.
I have written practically the same letter as this to our Board of
Supervisors. Since the legal opinion of our County A ttorneys is to be
filed on July 2 9, I will suggest that they do not name new members to
the Advisory Board until after that date until the prospective members,
and the rest of us, have had an opportunity to read the opinion.
Incidently, according to the information given to me, the Present
Advisory Committee has never had an adgenda, has never held a meeting
open to the public, has kept no minutes of their meetings and has never
filed any..written recommendations to the Supervisors. Of the 28 meal
sites in thins 7 -County area, there are only two where a Board of
Supervisors, and that is the one in the Srnior Center and the one at
Autumn Park. (In these two the Board of Supervisors is the provider.)
In all of the other 26 sit&e the provider is either HACAP, a city or
town, a church or some community organization. (Those figures as given
a couple months ago in INVOLVEMERT. )-
Will you please send a copy of this letter to the Senior Center
Commission because on July 27, 1981 they too asked Atty. J. Patrick
White for information regarding that notice which appears each Saturday
in the Press Citizen. State law made it impossible for him to answer
their question until after the Supervisors had asked for his legal
opinion on that point. Please also send a copy to Bette Meisel to share

The City of Iowa City has always appreciated the fact that the Board
of Supervisors assumes the responsibility for the Congregate Meal
program which so vitally affects many older people in Iowa City. Now
that the program is located at the Senior Center we are even more
aware of the importance of this service and would like to cooperate
with you to assure that the program continues to meet both the needs
of our elderly and the guidelines set by the federal government.
As you are now in the process of reconstituting the Congregate Meal
Advisory Board, we would like to suggest that a member of the Senior
Center Commission be appointed to this Board. The Senior Center
Commission is presently advisory to both the City Council and the
Board of Supervisors. A member of this Commission on the Congregate
Meal Advisory Board would serve to further strengthen City -County
ties at the Senior Center. It would also be helpful to both the
Center and the meal program to have one member who was sensitive to
the policies and problems of both entities.

Dear Mr. Ehrhardt:
At its regular meeting of August 3, the City Council received and
placed on file your letter and petition regarding the situation on
Clark Street. This matter was referred to the Traffic Engineering
Division for investigation.
The City installs traffic control devices based upon standards
prescribed in the Manual on Uniform Traffic Control Devices. This
Manual was developed by the federal government and has been made a
part of Iowa law. The Manual establishes warrants for the
installation of stop signs, but locally controlled streets are not
bound by its provisions.
The Traffic Engineer has reported to me that the four-way stop sign
installation which you suggested for the intersection of Bowery with
Summit and the three-way stop at Bowery and Clark are not warranted.
The warrants are based upon criteria which measure the number of
vehicles and pedestrians which use the intersection. Both Bowery and
Summit Streets are designated as collector streets for the City.
With this designation, the more dominant of the two should yield to
the less dominant. Traffic counts reveal that Summit Street is the
more dominant of the two collectors.
Based upon the above criteria, these intersections are currently
signed to conform with recommended standards. However, I do
recognize that a problem exists and I agree that thru-traffic should
be encouraged to use streets specifically designated for that
purpose. Therefore, I believe that it is appropriate that the
intersection of Summit and Bowery be signed as a four-way stop
intersection. I will instruct the Traffic Engineer to prepare the
necessary documents for initiating this change, which will require
approval by the City Council. With such approval, I anticipate that
this change will occur in approximately four weeks.

Dear Council Aiembers,
I live on the corner of Clc:rk and Court Street,
near Summit. I4any people in our neighborhood have
expressed their displeasure at the number of cars and
trucks that instead of going from Court to Stmmmit and
then toward Kirin -rood (see attached map) go to Kirk-
wood via Clark and Bowery. In that way they avoid
having to stop at two stop signs.
There are heveral reasons why I think Clark should
not have all this extra traffic. Clark is a narrow street
not intended for such heavy use. Also there are an
increasing number of smaller children living on this
block. Heavy cement trucks and construction equipment
are also using this short cut.
I have a su
gl-estion to offer. A four-way stop sign
at Bowery and Summit and a 3 -way stop at Clark and Bowery
would considerably lesson traffic on Clark. It would
also make these corners safic- for the children that
need to cross these streets to get to Longfellow School.

As directed by Section 23-16 of the Municipal Code of Iowa City, this is
to advise you of the following action:
ACTION:
At the present time the City's Police Department enforces calendar parking
on all days except Sundays. This memo is to advise you that effective 30
July 1982 the City's Police Department will also delete the enforcement of
calendar parking on the City's recognized holidays.
COMMENT:
The exception of enforcing calendar parking on the City's designated
holidays is consistent with the manner in which the City enforces its
parking meter and City -owned municipal lots.

Re: Loading Zone in the 200 Block of S. Clinton Street
As directed by Section 23-16 of the Municipal Code of Iowa City this
is to advise you of the following action:
ACTION:
Pursuant to Section 23-287 the City Traffic Engineer will direct that
the signs designating a commercial vehicle loading zone in the north
half of the east side of the 200 block of S. Clinton Street be
changed to read just "LOADING ZONE." This action will take place on
or shortly after August 6, 1982.
COMMENT:
This action is being taken so as to provide a better use of the
loading bay in the vicinity of the Whiteway Market. The Whiteway
Market has a high incident of customer loading of groceries. At the
present time these customers are unable to use the loading bay
because of this commercial vehicle designation.

BYLAWS
Iowa City Planning and Zoning Commission
ARTICLE I
AUTHORITY:
The Iowa City Planning and Zoning Commission shall have that authority
which is conferred by Chapte 414 of the Code of Iowa and through the
adoption of these bylaws stated 'herein.
ARTICLE II
PURPOSE:
The purpose of the bylaws stated herein is to provide for the general
welfare of the citizens of Iowa City, by establishing a Planning and Zoning
Commission to advise the City Council on all matters pertaining to the
physical development and the comprehensive plan of Iowa City.
ARTICLE III
MEMBERSHIP:
Section 1. Qualifications. The Planning and Zoning Commission shall
consist of seven (7) members appointed by the City Council.
All members of the Commission shall be qualified electors
of the City of Iowa City, Iowa.
Section 2. Compensation. Members shall serve without compensation but
may be reimbursed for expenses incurred for travel outside
the City on designated Commission business. Such expenses
must be submitted to the City Manager.
Section 3. Orientation for New Members. Prior to the first regular
meeting following their appointment, new members shall be
provided with copies of the City Zoning and Subdivision
Code, Bylaws, and other documentation that would be useful
to Commission members in carrying out their duties. They
may also be given an orientation briefing by members of the
City Council, the City staff, the Commission and others as
may be deemed appropriate.
Section 4. Absences. Three consecutive unexplained absences of a
Commission member from regular meetings may result in a
recommendation to the City Council from the Commission to
discharge said member and appoint a new Commission member.

Section 5. Vacancies. Any vacancy on the Commission because of death,
resignation, long-term illness, disqualification or removal
shall be filled by the City Council after at least 30 days
notice has been given by announcement of said vacancy to the
news media and by recording in the minutes of the City
Council.
Section 6. Terms. Members shall be appointed for terms of five years,
with terms expiring on May 1. Not more than one-third of
the terms may expire in any one year.
Section 7. Resignations. Resignations should be submitted in writing
to the Mayor with a copy to the City Manager, Director of
Community Development and Chairman of Planning and Zoning
at least 60 days prior to the date of intended departure.
ARTICLE IV
OFFICERS:
Section 1.
Number. The officers of this Commission shall be a
Chairperson, Vice -Chairperson, and Secretary, each of whom
shall be elected by the members of the Commission.
Section 2.
Election and Term of Office. Officers of the Commission
shall be elected annually at the first regular meeting in
February each year; if the election of officers shall not be
held at such meeting, such election shall be held as soon
thereafter as is convenient.
Section 3.
Vacancies. A vacancy in any office because of death,
resignation, removal, disqualification or other cause shall
be filled by the members for the unexpired portion of the
term.
Section 4.
Chair. The Chair shall, when present, preside at all
meetings, appoint committees, call special meetings and in
general perform all duties incident to the office of a
Chair, and such other duties as may be prescribed by the
members from time to time.
Section 5.
Vice -Chair. In the absence of the Chair, or in the event of
Teat— h, i ability or refusal to act, the Vice -Chair shall
perform the duties of the Chair and when done so shall have
all the powers of and be subject to all the restrictions
upon the Chair.
Section 6.
Secretary. The Secretary shall have the responsibility of
insuring that the Commission's minutes are accurate and are
circulated as prescribed. The Secretary in the absence of
the Chair and Vice -Chair, shall perform the duties of the

Chair and when so acting shall have all the powers of and be
subject to all the restrictions upon the Chair.
Regular Meetings. Regular formal meetings of this
Commission shall be held twice monthly whenever possible.
jRecial Meetings. Special meeting of the members may be
called by the Chair and shall be called by the Chair or
Vice -Chair at the request of three or more members of the
Commission.
Place of Meetings. Regular formal meetings shall be in a
place accesssible to handicapped.
Notice of Meetings. Notice of regular and special meetings
sha11 be required; meetings may be called upon notice not
less than twenty-four (24) hours before the meetings. The
news media shall be notified by staff as required under
Chapter 28A, Code.
uorum. A majority of the members of the Commission shall
constitute a quorum at any meeting. A majority (but not
less than three) of votes cast at any meeting at which a
quorum is present shall be decisive of any motion or
election.
Proxies. There shall be no vote by proxy.
Public Discussion. Time shall be made available during all
regular formal meetings for open public discussion.
Roberts Rules of Order. Except as otherwise provided
herein, Roberts Rules of Order shall be used where
applicable.

ARTICLE VI
DUTIES:
Section 1. Planning and Zoning Commission. In order to avail itself
of the powers conferred by Chapter 414 of the Code of Iowa,
the Council shall appoint a Commission, to be known as the
Planning and Zoning Commission, to recommend the boundaries
of the various original zoning districts and subsequent
amentments, and to recommend appropriate regulations and
restrictions to be enforced therein. The Commission shall
provide opportunity for public discussion, after public
notice, before submitting its recommendations, and the
Council shall not hold its public hearings or take action
until it has received the recommendations of the
Commission.
The Commission shall develop and maintain a comprehensive
plan. It shall also develop such specific plans as may be
necessary or desirable. It shall review the capital
improvements program and major public works projects of the
city for conformance with the provisions of the
comprehensive plan. The Planning and Zoning Commission
will coordinate and cooperate where applicable with other
civic commissions and boards. It shall perform such other
functions as the legislative body may provide.
Section 2. Powers. The Iowa City Planning and Zoning Commission shall
have authority to make or cause to be made such surveys,
studies, maps, plans or charts of the whole or any portion
of the City, and of any land outside thereof which in the
opinion of the Commission bears relationship to the
Comprehensive Plan and the Commission shall bring to the
attention of the City Council these findings and
furthermore the Commission may publish its studies and
recommendations.
Section 3. Coordination and Cooperating with Other Governmental
tities. The Iowa City PI Enanning and Zoning Commission
shall coordinate and cooperate where applicable, with other
city advisory bodies and governmental entities on matters
of mutual concern. Specific agencies which may be
contacted include but are not limited to the following:
(1) Board of Directors of the Iowa City Community School
District.
(2) City of Coralville.

(3) City of University Heights.
(4) Johnson County.
(5) Johnson County Council of Governments.
(6) University of Iowa.
Section 4. Federal Program Application. All Federal program
applications which would affect any provision of the
adopted Comprehensive Plan shall first be submitted to the
Planning and Zoning Commission and its recommendations
thereon obtained.
Section 5. Regulatory Ordinances. Regulatory ordinances which would
affect the adopted Comprehensive Plan shall first be
submitted to the Planning and Zoning Commission and its
recommendations thereon obtained.
Section 6. Appr!l of Plats. All plans, plats, or replats of
subdivisions or resubdivisions of land embraced in said
municipality or adjacent thereto, laid out in lots or plats
with the streets, alleys, or other protions of the same
intended to be dedicated to the public in such municipality
and all proposals for the vacation or partial vacation of a
street, alley, or public ground shall first be submitted to
the City Planning and Zoning Commission and its
recommendation obtained before approval by the City
Council. Reviews of plats shall include but not be limited
to review of easements, dedications, and off-street parking
sites.
Section 7. Approval of Street or Park Improvement. No plan for the
construction of any street, park, parkway, boulevard,
trafficway, riverfront development, or any other public
improvement affecting the adopted Comprehensive Plan shall
be finally approved by the City Council or the character or
location thereof determined, unless such proposal shall
have first been submitted to the Planning and Zoning
Commission and its recommendations thereon obtained. The
Commission shall subsequently have 45 days within which to
file its recommendations.
Section 8. Comprehensive Plan - Adoption - Conditions. For the
purpose of making a comprehensive plan for the physical
development of the municipality, the Planning and Zoning
Commission shall make careful and comprehensive studies of
present conditions and future growth of the municipality
and with due regard to its relation to neighboring
territory. The plan shall be made with the general purpose
of guiding and accomplishing a coordinated, adjusted, and

harmonious development of the municipality and its environs
which will, in accordance with present and future needs,
best promote health, safety, morals, order, convenience,
prosperity, and general welfare, as well as efficiency and
economy in the process of development and in the provision
of municipal services.
Section 9. Hearings. Before adopting the said comprehensive plan, or
any part of it, or any substantial amendment thereof, the
Iowa City Planning and Zoning Commission shall hold at
least one public hearing thereon, notice of the time of
which shall be given by one publication in a newspaper of
general circulation in the municipality, not less than
fifteen days before the date of hearing. The adoption of
the plan or part or amendment thereof shall be by resolution
of the Commission carried by the affirmative vote of not
less than two-thirds of the members of the Commission
voting. After adoption of said plan by the Commission, a
copy shall be forwarded to the Council. If the plan, or any
modification or amendment thereof, shall receive the
approval of the Council, the plan, until subsequently
modified or amended as authorized by this section, shall
constitute the official city plan of Iowa City. After the
City Council has adopted all or part of a comprehensive
plan, the Planning and Zoning Commission shall:
(a) Investigate and make recommendations to the City
Council upon reasonable and practical means for
putting into effect the comprehensive plan in order
that it will serve as a pattern and guide for the
orderly growth and development of the city. The
measures recommended may include plans, regulations,
programs, financial reports and capital budgets.
(b) Prepare a biannual report to the City Council on the
status of the plan and progress on its implementation.
(c) Endeavor to promote public interest in and
understanding of the comprehensive plan and
regulations relating to it.
(d) Consult with and advise public officials and agencies,
public utility companies, and civic, educational,
professional and other organizations, and citizens
generally, on the implementation of the provisions of
the comprehensive plan.

Section 10. Acquisition or Disposition of Property; Construction
of Buildings Requirements Before Action.
If a comprehensive plan or part thereof has been adopted, no
real property shall be acquired by dedication or otherwise
for street, park or other public purposes, and no real
property shall be disposed of, no street abandoned, and no
public building or structure shall be constructed, if the
adopted comprehensive plan or part thereof applies thereto,
until the location, purpose and extent of such acquisition
or disposition, such street vacation or abandonment, or
such public building or structure have been submitted to
and reported upon by the Planning and Zoning Commission as
to the conformity with said adopted plan or part thereof.
The provisions of this paragraph shall not apply to
acquisitions or abandonments of a minor nature if the
Council so provides by ordinance or resolution.
Failure of the Planning and Zoning Commission to report
within 45 days after the matter has been submitted to it
shall be conclusively deemed a finding that the proposed
acquisition, disposition, or public building or structure
is in conformity with said adopted comprehensive plan or
part thereof. If the Planning and Zoning Commission
disapproves the location, purpose or extent of such
acquisition, disposition, or the public building or
structure, the disapproval may be overruled by a favorable
vote of three-fourths of the members of the City Council.
Section 11. Amendment of Plan. When such comprehensive plan has been
adopted as provided for, no substantial amendment or
modification thereof shall be made without such proposed
change being first referred to the Planning and Zoning
Commission for its recommendation.
ARTICLE VII
CONDUCT OF COMMISSION BUSINESS:
Section 1. Agenda. The Chair, or a designated representative,
together with staff assistance shall prepare an agenda for
all regular Commission meetings. Agendas are to be posted
at least 24 hours before the meeting and shall be sent to
Commission members and the media prior to regular formal
meetings. Copies will be available to the public at the
meeting.
Section 2. Secretary. A Secretary will be a Commission member.
Section 3. Minutes. Minutes of all regular formal meetings are to be
prepared and distributed to Commission and City Council

members. Specific recommendations requiring Council action
are to be set off from the main body of the minutes and
appropriately identified.
Section 4. Review Policy. The Commission shall review all policies
and programs of the City, relating to the Commission's
duties as stated herein, and make such recommendations to
the City Council as are deemed appropriate.
Section 5.Referrals from Council. from time to time letters,
requests for information, requests for recommendations, and
other matters are referred to the Commission by the City
Council. The Commission shall inititae consideration of
each item at the next regular Commission meeting following
receipts and shall notify Council of its disposition.
Section 6. Attendance at Council Meetings. The goal of the Commission
is to have at least one representative at each regular
formal meeting of the City Council. It is the
responsibility of the Chairperson to designate the method
by which this goal is achieved. The Chairperson or
designated representative may also be requested to attend
informal Council sessions at which matters pertaining to
the Commission's responsibilities are to be discussed.
Section 7. Annual Report. An annual report detailing the activities
of the Commission shall be prepared by the Chairman,
approved by the Commission, and submitted to the City
Council.
ARTICLE VIII
SUBCOMMITTEES:
ARTICLE IX
AMENDMENTS:
The subcommittees of this Commission including composition,
duties, and terms shall be designated by the Chair.
These bylaws may be altered, amended or repealed, and new
bylaws adopted by the members of the Commission at any
regular meeting or at any special meeting called for that
purpose. The proposed changes in the bylaws shall be
submitted to the members of the Commission and the City
Council at least 14 days prior to consideration by the
Commission. Amendments shall be approved by the Council to
become effective.

Dear Councilpersons:
Dr. Robert Pepper, Vice Chairperson of the Broadband Telecommunications
Commission (BTC), stated at the last BTC meeting that he must regretably
resign from the BTC. Dr. Pepper has extended his sabbatical another year
to work at the National Telecommunications and Information Administration
in Washington, D.C. Dr. Pepper stated he had greatly enjoyed the time he
had spent with the BTC and congratulated them for their accomplishments in
the last few months.
Dr. Pepper will be sending a formal letter of resignation early in August.
Dr. Pepper's resignation leaves an opening on the BTC which can be filled
by Council appointment.

NOTICE OF INTENTION TO ISSUE
INDUSTRIAL DEVELOPMENT REVENUE BONDS
SERIES 1982
(IOWA STATE BANK & TRUST COMPANY PROJECT)
The City Council of the City of Iowa City, Iowa (the
"Issuer") will meet on the 3rd day of August, 1982,
at the Civic Center, City Hall, in Iowa City, Iowa,
at 7:30 o'clock, p.m., for the purpose of
conducting a public hearing on the proposal to
issue Industrial Development Revenue Bonds, Series
1982 (Iowa State Bank & Trust Company Project) of
the Issuer, in an aggregate principal amount not to
exceed $3,500,000 (the "Bonds"), and to loan said
amount to Iowa State Bank & Trust Company, Iowa
City, Iowa (the "Company"), for the purpose of
defraying all or a portion of the costs of certain
improvements or equipment suitable for the use of
its commercial enterprise consisting of a
commercial banking facility located within the
Urban Renewal Area designated.in the Issuer's urban
renewal plan, Project R-14. The Bonds, when
issued, will be limited obligations and will not
constitute general obligations of the Issuer nor
will they be payable solely and only from amounts
received by the Issuer under a Loan Agreement
between the Issuer and the Company, the obligation
of which will be sufficient to pay the principal of
and interest and redemption premium, if any on the
Bonds as and when the same shall become due.
At the time and place fixed for said public hearing
all local residents who appear will be given an
opportunity to express their views for or against
the proposal to issue the Bonds, and at the hearing
or any adjournment thereof, the Issuer shall adopt
a resolution determining whether or not to proceed
with the issuance of the Bonds.

The City Council of Iowa City, Iowa, met in a Regular
session on the 3rd day of August 1982, at 7:30
o'clock P m., at the Council Chambers in the City pursuant
to law, to published notice, and to the rules of said Council. The
meeting was called to order and there were present M. Neuhauser , Mayor,
in the Chair, and the following named Council_Members:
J. Balmer, C. Erdahl, L. Lynch, J. McDonald, D. Perret.
Absent: K. Dickson
The City Council investigated and found that notice of intention
to issue Industrial Development Revenue Bonds, Seriesr1982 (Iowa State
Bank 3 Trust Company Project) in an aggregate principal amount not to
exceed $3,500,000 had, as directed by the City Council, been duly given
according to law.
This being the time and place specified in the notice for the
conduct of a public hearing on the proposal to issue such Bonds, the
Mayor announced that all local residents attending the hearing would
now be given an opportunity to express their views for or against the
proposal to issue the Bonds. The following local residents attending
the hearing expressed their views as follows:

After all local residents who appeared at the hearing who desired
to do so had expressed their views for or against the proposal to issue
the Bonds, Council Member Balmgr moved that the hearing be
adjourned to the 31st day of August 1982 at 7:30
o'clock p m., at the Council Chambers in the City. The motion
was seconded by Council Member erre The Mayor put the
question on the motion and upon the roll being called, the following
named Council Members voted:
Ayes: Balmer, Erdahl, Lynch, McDonald, Neuhauser, Perret
Nays:
Whereupon, the Mayor declared the motion carried and the hearing
adjourned to the said time and place.
