Temporary Use
Dear Folks:
This letter will serve as a formal request of liquor and beer licensee
Copper Dollar, Inc. who own LC -13280 expiring on June 27, 1983 to expand
on a temporary basis beer sale from their existing two story licensed
premises located at 211 Iowa Avenue immediately to the west of an area
which appears to be an 18 foot alley.
See attached schetmatic marked "Temporary Beer Garden".
There will be accompanying this Application a letter from the insurance
company stating that our total required insurance policies will be ex-
tended to the premises or in the alternative, if same cannot be presented
at the work session on Monday August 30, 1982, we would anticipate
approvals subject to the express insurance coverage confirmation.
Attached to this Application is the consent of the effected tenants of
premises immediately to the west. These properties apparently all have
rights to use this 18 foot piece of property which is currently legally
titled to the First Universalist Parish, which is a church that apparently
has ceased its existence back in the 20's.
The easements which appear in the deeds to the premises fronting on Dubuque
street got started back in 1908 and subsequent thereto by simply being
added to the conveyencing of the buildings located on Dubuque Street, even
though the owners of those premises had no grant of right from the First
Universalist Parish, the current titleholder.

The purpose of this temporary beer garden is to sell draft beer on Friday
nights and Saturdays during home football weekends only. Personnel
would be located at all fire escapes and at all points of entry from the
North and South of the alley for the purpose of crowd control. No glassware
would be in the area as plastic cups would be utilized and all cleanup
would be accomplished by Copper Dollar staff before 9:00 a.m. on Sunday
morning.

dates above requested for the purpose of better serving the football crowds

How can the confusion over eligibility for congregate meals participants be
solved? Hours and hours have been spent by the local county attorneyss board of
supervisorss city councils and many others in an attempt to solve this problem.
It seems that the Office of Program Developments Administration on Aging, 330 Independence
Ave., Room 4748m Washington, D. C. 20201, should be requested to define *that is
meant by "persons with the greatest economic or social needs" if all persons 60 or
over are not eligible for congregate meals. Most of the elderly are familiar with
eligibility requirements for low income housings food stamps.. p roperty tax rebate,
cheese and butter distributions additional social security benefits for low
income persons free chore services Seats and local bus services visiting nurse services y
and free garbage carry -out.
Health and welfare programs need guide lines for proper administration. Now there is
a need to know the exact eligibility for participation in the congregate meal program �•+isN

Dear Councilmember:
Regarding the water department, I feel there are several
matters that the Council should review.
First, I believe the current policy of charging landlords for
tenant unpaid water bills is unjust. If water service is not
provided by the landlord under the lease, the contract for such
service is between the 'tenant and the City. There is no contract
implied or otherwise between the landlord and the City in such
cases. In fact, the landlord cannot call and order water service
for a tenant. The tenants must arrange for such service themselves.
And, it is the tenants, not the landlords, who receive the service.
Where is the justification, then, for involving the landlord in
the payment of bills?
Second, the City {Vater Department improperly "clusters" delinquent
bills. If a landlord owns properties A, B, and C, and the tenants
in all those properties leave unpaid water bills, the City has lumped
all the bills from A, B, and C and assessed them to A, and then has
billed the landlord along with the threat of shutting off service
to property A and/or placing a lien on that property. In this case
if liens are imposed, would the City go back and assess individual
liens against properties A, B, and C, or would just one aggregate
lien be assessed against property A? I asked a (Vater Department
clerk this question and got an "I don't really know" answer. I
think the City could have legal problems as a result of this prac-
tice.
Third, the (Vater Department has no director with whom one can discuss
departmental policies in any great depth. With no director, there is
a lack of consistency in the answers one gets from clerical personnel.
Currently, the Treasurer is covering as director but, frankly, I can't
see how both jobs can be handled, adequately, by one person.

For the past two years, the ESA has conducted its Outreach program with the
assistance of Social Work and Gerontology students from the University of
Iowa. By the end of August, 1982, there will have been 37 students who have
contributed more than 5,000 hours to our Outreach Program. This amounts to
an in-kind donation or more than $30,000. Our students helped senior citizens
with running errands, grocery shopping assistance, transportation, friendly
visiting, cheese distribution, applications for rent -reimbursement, and other
much needed tasks. In addition to these services, twelve of our students were
in practicum therefore learning social work skills in working with the aged.
Their time was spent in counseling, assessing, and coordinating services for
our frail and vulnerable clients. Since we began our Outreach Program, we -
have provided these services and many others to more than 275 elderly individuals.
In fact, our Outreach Program generally serves an average of 20 to 25 people
at one time. We are very concerned that with the termination of these outreach
services our elderly clients will soon become candidates for nursing home care. -

way. As you can understand, this kind of service is most difficult to coordinate
with volunteers. It is also hard on the clients as there is a continual turnover
of volunteers, thus making it hard for the client and the volunteer to establish
trust and rapport... two essential ingredients for a successful working relationship.
Another principal task is the location of persons over 60 who may be in need
of supportive services and to mobilize community resources to respond to the
needs of older persons, to advocate, to negotiate, to refer, and to follow-up
those individuals to ensure that needs have been met.

In closing, we would like to point out that the Federal Council on Aging
has been actively seeking community support for systemizing aid to senior
citizens who need direct personal assistance from society on a continuing
basis and to establish a free standing case management service as an entitle-
ment to the frail elderly. Case management should be an on-going service --
its intensity dependent upon the needs and wishes of the older person and his
or her family and/or friends.

The rezoning issue has somehow become "Contracters
versus homeowners" or "Keep things the way they are versus
Progress." These labels misrepresent and falsify the issue.
The real issue is- after an area reaches a certain density, it
becomes a place that is neither desirable to live in, nor
to drive through on the way to downtown Iowa City.
This hurts everyone. Please consider this in your decision.

volves collecting contributions for
what he terms the "Johnson County
Flood Relief Project " which he

'This is the dirtiest summer
we've ever had;-' he said. 'The
opening of the downtown pedestrian
mall has made things' worse, too.
The bottle and can law has helped,
but not with breakage. A lot of
people stili -break beer bottles,
especially along Iowa Avenue and in
the parking lots."
Suchomel said he's found quite a
few wallets and checkbooks over the

years and, with the help of Iowa Cit:

in Iowa City.
The City Council announces Advisory Board/Commission vacancies 90 days prior to the
date the appointment will be made. This period provides for a 30 -day advertising period
and a 60 -day training period for new members. The training period allows new members to
become familiar with the responsibilities and duties of the advisory board/commission
before becoming a full voting member.
After a vacancy has been announced and the 30 -day advertising period has expired, the
Council reviews all applications during the informal work session. The appointment is
announced at the next formal Council meeting. Appointees serve as unpaid volunteers.
