Perry Court.
Comment: THe City Council of Iowa City adopted a resolution
accepting and approving the final plat of Oakes Meadow Addition
on March 30, 1982. On this plat, Dover Street was shown to
extend from Brookside Drive to Muscatine Avenue with Perry
Court intersecting that street towards the northern end. It
has since been discovered that an alteration in this street
name is desirable to permit more understandable addressing
of the area. Therefore, staff is recommending that the
northern portion of Dover Street extending from Brookside
Drive to the intersection with Perry Court be renamed Perry
Court. Dover Street will then have a "T" intersection with
Perry Court. This change in no way alters the street config-
uration approved as part of the final plat. It is a minor
change, and can be acted upon by City Council without additional
review by the Planning and Zoning Commission.

to forward no comments to the City of Coralville in regard to
the final subdivision plat of Lot 1, Rocca Subdivision. S-

Comment: The Planning & Zoning Commission, at a regular
meeting held September 23, 1982, recommended that the City
Council forward no comments to the City of Coralville regarding
this subdivision due to its location from Iowa City and the
low potential for annexation.

Comment: The Planning & Zoning Commission, at a regular
meeting held September 3, 1982, recommended by a 6-0 vote
that a 15.6 acre tract located at the north end of Laura
Drive and known as Forest View Court be rezoned from R1A to
RMH. This recommendation is consistent with the staff's
recommendation contained in the staff report dated Auqust 19,
1982, which was included in the Council's September 14, 1982,
packet. The ordinance rezoning the court was also included
in the September 14, 1982, agenda material. An official
objection has been filed regarding the rezoning of this
property in the form of a letter sent to Council September
14, 1982.

Comment: The Planning & Zoning Commission, at a regular
meeting held September 3, 1982, recommended by a 6-0 vote
that a 15.88 acre tract located at 1960 Waterfront Drive and
known as Hilltop Mobile Home Park be rezoned from C2 to RMH.
This recommendation is consistent with the staff's recommenda-
tion contained in the staff report dated August 19, 1982,
which was included in the Council's September 14, 1982,
packet. The ordinance rezoning the mobile home park was also
included in agenda material.
f. Consider an ordinance rezoning certain property known as Bon
Aire Mobile Home Lodge from C2 to RMH. Z-8212. (first
consideration)
Comment: The Planning & Zoning Commission, at a regular
meeting held September 3, 1982, recommended by a 6-0 vote
that a 62.11 acre tract located east on Highway 6 and known
as Bon Aire Mobile Home Lodge be rezoned from C2 to RMH with
the exception of a 300 foot strip of land fronting on U.S.
Highway 6 which is currently undeveloped. This recommendation
is consistent with the staff's recommendation contained in
the staff report dated August 19, 1982, which was included in
the Council's September 14, 1982, packet. The ordinance
rezoning the park was also included in this packet. An
official objection has been filed regarding the rezoning of
this area which was included in the Council's September 14,
1982, packet.

Comment: The Planning & Zoning Commission, at a regular
meeting held December 17, 1981, recommended by a 7-0 vote
approval of this ordinance. Final consideration of this item
was deferred pending Planning & Zoning Commission review and
a public hearing being held by the City Council on the proposed
rezoning of the existing mobile home parks. Staff recommends
that Council take final action on this ordinance at this time
to permit its enactment into law prior to final consideration

Comment: The Planning & Zoning Commission, at a regular
meeting held December 17, 1981, recommended by a 7-0 vote
approval of this ordinance. This ordinance updates the
regulations for mobile home parks which are included within
Chapter 22, and retitles the chapter "Manufactured Housing
Parks." Final action on this item should be taken simul-
taneously with final action on Item 4g above.

Zoning Ordinance regarding screening for commercial and

Comment: The Planning & Zoning Commission, at a regular
meeting held May 20, 1982, recommended by a 3-1 vote approval
of this ordinance. The ordinance amends the Zoning Ordinance
by requiring screening whenever a commercial/industrial use
borders existing development in an R zone, and whenever uses
located in an RMH zone border a single-family residential use
in an RIA or an RIB zone. Final action on this item should
be taken simultaneously with final action on Item Nos. 4g and
h above.

Item No. 6 - PUBLIC HEARING ON PROPOSED INDUSTRIAL DEVELOPMENT REVENUE BONDS,
SERIES 1982 (IOWA STATE BANK & TRUST COMPANY PROJECT).
Comment: The Council approved a Memorandum of Agreement for this project on
March 16, 1982. The public hearing was delayed until construction
plans were more complete. Architectural designs are not yet
completed. The hearing will be convened and then adjourned for
six weeks to November 9, 1982.

Comment:
This project was bid on September 21, 1982, and the following bids
were received:
J.C. Construction, Inc. $119,715.00
Sulzberger Excavating, Inc. $137,013.70
Engineer's Estimate sill, 097.00
The low bid is 7.8% above the Engineer's estimate. A memorandum
from the Engineering staff is attached to the agenda. Public
Works recommends approval of this resolution.

CONSIDER RESOLUTION AUTHORIZING EXECUTION OF ANNUAL CONTRIBUTIONS
CONTRACT AND GENERAL DEPOSITARY AGREEMENT AND ISSUANCE OF PROJECT
LOAN AND PERMANENT NOTES.
Comment:
Council passed Resolution No. 82-239 on September 14 authorizing
the execution of the Annual Contributions Contract and General
Depositary Agreement. The resolution did not contain authorization
to file requisition, sign notes, receive payment, exchange notes,
etc. HUD requires the housing authority to use the attached
resolution (HUD form 9201) which provides the authority to sign
the Annual Contributions Contract, the Depositary Agreement, and
the necessary loan notes and other financial documents that provide
monies to finance the development of the project. This resolution
will supersede Resolution No. 82-239. Staff recommends adoption
of resolution.

Action -
A RESOLUTION ESTABLISHING A POLICY CONCERNING CITY COUNCIL CONTACTS
AND RELATIONSHIPS WITH POTENTIAL MUNICIPAL FRANCHISE APPLICANTS.
This resolution establishes the Council policy concerning City
Council contacts by persons, firms or corporations or their
representatives seeking municipal franchises, i.e. electricity,
gas, telephone or broadband Communications. The policy will
require that any proposals must be presented to the whole Council
as a body rather than to individual members of the Council.

Comment: The purpose of this proposed ordinance is as follows:
1) to regulate the installation of alarm equipment in
Iowa City, 2) to establish reasonable standards for
alarm systems equipment, 3) to provide penalties for
false alarms and to establish a process to disconnect,
after hearing, alarm systems for repeated violations,
and 4) to establish, through City Council resolution, a
reasonable monthly fee for alarms terminating at the
Iowa City
PoPolice or Fire Departments.
