the Permittee may arrange to protect Its facilities.

by any Construction or maintenance operations on said highway,

I want to thank you for the information you provided us concerning
Iowa City's current practices in water bill collections.
The P.A.T. staff has discussed the situation at length, and has
debated whether P.A.T. should make a statement on this issue.
Although we recognize that the issue could have significant impact
on tenant -landlord relations in the area, we feel at this time
that we are unable to either support or criticize your proposal.
Our basic concern is that, unlike your organization, we are not
a representative or elected group. You answer to your membership,
and therefore are responsible to them. We have no organized tenant
group which meets regularly to establish our policy or give us
direction or criticism.
As a result, we are concerned that any statement we might make
would be construed as "how the tenants feel," which is inaccurate
since we represent no one. I hope this situation does not continue
indefinitely, and that a strong tenants' organization develops in
the near future; but until that time we must characterize the
water collection issue as one petween your.organization and the
City of Iowa City.
Thank you for your time and consideration in this matter. I am
forwarding a copy of this note to City Council members as you
suggested.

Dear Council Members:
There are 79 homes on Wylde Green Road and the contiguous area
that would be affected by the installation of street lights.
The attached petition reflects the sentiments of residents in
72 of these 79 dwellings. I was unable to contact four of the
homeowners (vacations, etc.) and out of the total 79 homes,
only two residents would not support the petition.
As the 112 signatures were being collected, several thoughts
and/or facts surfaced over and over again -- i.e., "When the area
was first developed (several years ago) the concept of a gaslit street
was aesthetically appealing, but now safety has become more important."
"In deference to the energy crisis, many of the gaslights have been
turned off." "It is too expensive to convert the gaslights to
electricity." "As the area gets older and the trees and shrubs
get larger, the remaining gaslights are less and less effective."
"All anyone would have to do is walk down Wylde Green at night from
Benton to Ashley and they would see how dark and unsafe it has become."
and, "Other areas have street lights -- why can't we?"
The two dissenters out of all the residents contacted felt the gaslights
added "charm" to the street and that they were more aesthetically
pleasing than street lights. Maybe so, but when you consider the
dark, unsafe conditions that exist for people and property along
Wylde Green Road after nightfall, the concepts of "charm" and
"aesthetics" have little validity.

We, the undersigned residents of Wylde Green Road and contiguous areas, petition
the Iowa City City Council for consideration regarding the installation of street
lights at appropriate locations between West Benton Street and Ashley Drive.
These locations would be: Wylde Green Road and Talwrn Court; Wylde Green Road
and Kineton Green; Wylde Green Road and Bangor Circle; Wylde Green Road and
Edingale Drive; and Wylde Green Road and Ashley Drive. This petition is prompted
by the extreme dark conditions that exist along Wylde Green Road after nightfall.
These signatures reflect the fear and concern that is felt by residents for their
personal safety and the security of their property.

Dear Mr. Thomas:
This letter is in response to the petition and letter requesting street
lights along Wylde Green Road. Because Wylde Green Road was developed
with front yard gaslights instead of standard street lights, no easements
were acquired for providing electricity to street light locations.
However, Iowa -Illinois Gas & Electric Company can provide service to all
of the sites you have suggested by using overhead wiring.
A drawing is attached which shows the location of existing poles, proposed
new street light poles and the new overhead wire which will serve the
new street light poles. If this appears to be a satisfactory solution
to you and your neighbors, the City Council will be requested to authorize
Iowa -Illinois Gas & Electric to make these installations. A written
response of approval from the neighbors directly affected by the overhead
wires would be preferred. As this year's construction season is very
nearly ended Iowa -Illinois Gas & Electric must be notified very soon if
the work is to be completed before winter. Depending upon the timing of
the authorization, this project may have to be delayed until next spring.

John Hughes, President of the Iowa City Chamber of Commerce, reported to
me this morning that Ire would like the Council to define a bit more clearly
what will be done with the hotel tax revenues. If this is done, he will
call a special session of the Board of Directors to take a stand on the
hotel/motel taxa.
Hughes felt that the Council reached consensus that 25 percent be allocated
to the Convention Bureau, 25 percent to recreation, and 50 percent to
the general fund for central business projects. He hopes that you might
be more specific with "recreation" and "central business projects."
His reasoning appears to be that if the Chamber took a stand and their
you clearly defined the revenue allocations, this mi;lht cause controversy.
The Convention Bureau hopes that the Chamber will take a stand, and very
soon. We feel that a special session would be timely and create the emphasis
the tax needs.
Of course, it is your decision how you will spend this money, and you
may wish to see if the tax even passes. Please be aware that Hughes also
indicated that without more specific allocations in the next couple weeks,
the Board of Directors will vote on the issue at its regular meeting
on October 27, only five days prior to the election.
Therefore, if you desire a Chamber of Commerce stand on the issue before.
October 27, you will have to be more specific with your allocations.

In order that there be no misunderstanding, we at Armstrong's want to
make it perfectly clear that our intent is NOT to build the Iowa City store
ourselves but to get someone else to build it for us so we can lease the
store from them. Such a store would, of course, be built on the land
temporarily bought by us to be resold to the above developer.
On the other hand, for more than three years we have been trying in good
faith to find a developer to lease to us on a turn -key basis, a department
store building to be constructed by this third party developer on downtown
land now owned by the City. To date, our search for such a developer has
not been successful but we are still hopeful.
We want to make it perfectly clear that the delay is not due to Armstron 's
being unable to finance the purchase of this parcel of land but it is due to
our inability to find a developer who will immediately take assignment of
this land and build us a department store building to be leased back to us
at a rental we can live with and be competitive with other stores.
Yesterday, four of us went to Iowa City to indicate our continued interest
in such a lease as described above. We had asked that you extend the time
period under which Armstrong's would be considered the preferred lessee,
and that you and we work together tosecure a developer who will build the
above building and lease it to us as described above.
We left the meeting yesterday hopeful that ,wand we might be able to get
this job done as outlined above. If you have any questions, please let us
know.

Dear Mr. Berlin and Council Members:
In our opinion, special talents and dedication of key employees is all too
infrequently noticed and acknowledged.
With this in mind, we would like to address the many facets of Lyle Seydel's
expertise. His proficiency is without question. Lyle is extremely well
thought of and highly respected among his counterparts in other communities.
He makes it a priority to keep abreast of all new data, regulations and
innovations which would affect the areas of his responsibility. Not only
does Lyle put forth his very best efforts in the day-to-day functions of
his department but he is always the first person to go that "extra mile".
We are now in the process of trying to put together another 22-4 public
housing project. Lyle has handled all of the mechanics of this project to
date and has invested many extra hours meeting with all of the necessary
agencies, commissions etc. to expedite approval of this project.
We want to share a recent, specific situation when his dedication was again
evidenced. Some of the neighbors near the 22-4 public housing project had
concerns regarding the development. A few of the problems were discussed
at Planning and Zoning meetings while still others were shared via phone
calls with one of the Housing Commission members, Carol Karstens. In an
effort to address all of the issues at one time, Carol suggested that the
concerned residents put together an evening meeting of all interested home-
owners in the neighborhood. All issues were ultimately resolved without the
necessity of having to actually call the meeting. However, it is important
for you to be made aware of the manner in which Lyle responded. When we
discussed the possibility of a "neighborhood meeting" he was immediately
positive. Lyle offered his full support and cooperation and was very gener-
ous with his "personal time". He agreed to attend a meeting at everyone
else's convenience, bring along designs and anything needed to satisfy every-
one's concerns relative to the 22-4 HUD project.

As directed by Section 23-16 of the Municipal Code of Iowa City, this is
to advise you of the following action:
ACTION:
Pursuant to Section 23-290 of the Municipal Code of Iowa City, the City
Traffic Engineer will direct the installation of a taxicab stand on the
south side of the 400 block of East College Street. The taxicab stand
will be located in the first metered parking stall east of Gilbert Street.
This metered stall is known as C131. This action will take place on or
shortly after 18 October 1982.

This action is being taken at the request of Mr. Dale Mottet of the
Hawkeye Cab Company. No action will be taken until the City Clerk has
received from Hawkeye Cab Company the annual fee for this taxicab stall.

Pursuant to Section 23-234 of the Municipal Code of Iowa City, the City
Traffic Engineer will direct that the calendar parking presently
installed in the 900 block of North Summit Street be changed so that No
Parking Anytime will be permitted on the east side of the 900 block and
parking will be unrestricted on the west side of the 900 block with the
exception of the southernmost 50 feet which will be designated No Parking
Here to Corner. This action will take place on or shortly after October
19, 1982.

Re: Supplemental Flashing Beacon at the Intersection of Burlington
Street/Governor Street
As directed by Section 23-16 of the Municipal Code of Iowa City, this is
to advise you of the following action:
ACTION:
Pursuant to Section 23-16 of the Municipal Code of Iowa City, the City
Traffic Engineer will direct the installation of flashing beacons at the
above -referenced intersection. These beacons will flash red indication
to the east on Burlington Street and to the south on Governor Street. The
flashing beacons will flash amber to the west on Burlington Street. These
flashing beacons will be supported overhead on the span wire installation
being made by Iowa -Illinois Gas & Electric. In addition to the flashing
beacons, supplemental signs will be supported over the middle of the
driven portion of road advising motorists of the stopping conditions on
Burlington Street. This action will take place on or shortly after 15
October 1982.
COMMENT:
This action is being taken at the direction of the City Council in lieu of
signalization. Iowa -Illinois is participating in the construction effort
by installing an additional wooden pole and the span wire. Iowa -Illinois
estimates the cost of their effort will be $1200 which will be billed
against the City.

As directed by Section 23-16 of the Municipal Code of Iowa City this
is to advise you of the following action:
ACTION:
Pursuant to Section 23-234 of the Municipal Code of Iowa City the
City Traffic Engineer will direct the installation of a No Parking
Here To Corner sign west of the Ralston Creek Bridge located in the .
1500 block of Rochester Avenue. This sign will be placed on the
south side of Rochester Avenue 120 feet west of the west bridge
abutment. This action will take place on or shortly after October
18, 1982.
COMMENT:
This action will extend an existing No Parking Here to Corner area
west of the Ralston Creek bridge. The extension to the west is being
made to accommodate increasing the length of the center line street
marking transition. The center line is marked on the center of the
Ralston Creek bridge. West of the Ralston Creek bridge the marked
center line is shifted four feet north of the true roadway center
line to accommodate parking on the south side of Rochester Avenue.
The prohibition noted above will allow the transition from center
line of bridge to marked center line to be increased permitting a
smoother transition for vehicular traffic.

Re: Parking Prohibition on Washington Street East of Dartmouth
Street
As directed by Section 23-16 of the Municipal Code of Iowa City, this is
to advise you of the following action:
ACTION:
Pursuant to Section 23-234 of the Municipal Code of Iowa City, the City
Traffic Engineer will direct that signs on Washington Street east of
Dartmouth Street be extended to the east so as to expand the no parking 7
a.m. to 5 p.m. school days zone. This action will take place on or shortly
after 18 October 1982.
COMMENT:
The above -referenced move will extend the existing prohibition during
elementary school hours east approximately 120 feet to the crest of the
hill of Washington Street. This action is being taken to increase and
improve the sight distance for westbound vehicles on Washington Street
looking west from the crest of the hill to the school crossing into Helen
Lemme School.
