Subject: Flume Removal
This is official notification to your City Council that
the Iowa Department of Transportation proposes to let a flume
removal project on Primary Road No. 1 from Interstate 80
northerly to US 30 on March 31, 1981. A part of said project
lies within the City of Iowa City and extends from the north
corporation line southerly approximately 8057 ft.
The work will be done in accord with the current Form
810034 "Agreement for Primary Road Extension Maintenance and
Operation." Project costs will be paid from the Primary Road
Fund and no charges will be made against the City.
The project is proposed for construction during 1981.
Resident Engineer Richard E. Kautz of Cedar Rapids, Iowa,
telephone number (319) 366-6818, will advise you of the con-
tractor's proposed schedule when the information is available.
We would appreciate this project notification being
included on your next City Council meeting agenda as a matter
of information for the Council members.

This letter is being written to you in connection with a proposed rezoning
of a property by Bjorensen Investments of a tract of land immediately west
of Bon Aire Mobile Home Court. We have been informed that the application
requests a planned caamnscial area zoning and we want to affirmatively state
that we have no objection to a cammercial development on the Bjorensen land.
In fact, it would seem to fit in with the commercial area that we have along
the frontage of Bon Aire Mobile Hare Court.
We have also been informed that there is now a proposal to rezone the oorn-
mezcially zoned area of Bon Aire Mobile Home Court for some other use. We
object strenuously to any zoning change in this area for the following
reasons:
1. The historical background of this property will indicate that it
was annexed to the City of Iowa City with the caTuercial area specifically
designated for certain specific reasons which I an sure you will find set
forth in your own files.
2. A cammercial venture in the form of display and demonstration of
mobile homes, repair of such items, and sales of mobile hares has Pi:isted in
this area for more than 15 years.
3. An appraisal of this land for business operation was made by an
MAI during the summer of 1978 within which appraisal an increased value was
assessed by reason of the camnercial zoning on this land. As a result of
this appraisal, a transaction of more than $1,000,000 evolved and certain
litigation was settled. All this was done in basic reliance upon the
continued conforming use of the frontage as a carom rcial location.

clients that the commercial zoning of the frontage is appropriate and reasonable
and that a rezoning to remove it and enact a much more restrictive use would be

At its regular meeting of February 10, 1981, the City Council
received and placed on file your letter concerning the rezoning of
the commercially zoned area of Bon Aire Mobile Home Court. The
Planning and Zoning Commission has discussed rezoning of the subject
property in review of a new proposed zoning ordinance. Since the
City's Comprehensive Plan Map designates the area for residential
development at from 8-16 dwelling units per acre, the Commission
proposes to rezone the area consistent with the Plan for residential
use and specifically for mobile home development.
You should be aware that prior to 1978 Mr. Thomas Alberhasky had met
with the Comprehensive Plan Coordinating Committee, the Committee
charged with the responsibility for coordinating the efforts of the
comprehensive planning process, specifically in reference to the
subject property. The Committee had conveyed to Mr. Alberhasky that
they did not feel commercial development in this area was appropriate
and indicated the reasons why.
The proposed new zoning ordinance is being reviewed by the City's
legal staff, including the zoning of the subject property, in an
effort to determine the appropriateness and reasonableness of
proposed changes in zoning to safeguard the public health, morals and
safety and to promote the general welfare. The appropriate and
reasonable zoning of the subject property recommended by the
Planning and Zoning Commission will be based on the legal staff's
analysis.

The filing of the Notice of Tort Claim against the City of
Iowa City by College Plaza Development Company makes it
impossible for us to move forward at this time with the
Armstrong's department store and hotel. Although the allegations
contained in the notice are spurious and without foundation, no
meaningful progress can be made with the development until the
allegations are either withdrawn or otherwise disposed of by the
City.
We know that the City Council and the staff understand the
importance of this development to the future well-being of the
downtown community, but we doubt that anyone understands as fully
as we do the difficulty of successfully completing this project.
The successful completion of the shopping center, with which you
have watched us struggle, is simple compared to the complexities
of the department store-galleria-hotel combination. Knowing this
and knowing that we were going to need all the help we could get,
we'started talks with College Plaza and its members as early as
May 15, 1980 for the purpose of reaching an agreement with them
to combine forces and to do the project together. These initial
business negotiations failed in spite of our good faith efforts.
I am enclosing a copy of our last communication with College
Plaza, the only response to which was the filing of the Notice of
Tort Claim.

If College Plaza Development Company ,and its members decide
against taking legal action in connection with the Parcel 64-1
development, then I have been authorized by the venturers in
Plaza Towers Associates to propose the following business
arrangement with CPDD
1. CPDC may become an investor in PTA, but investment in
PTA is not required. If CPDC becomes an investor in
PTA, it will be under terms mutually agreed upon,
including, that such investment shall be limited to not
more than one-third of the total investment contributed
by the present venturers in PTA. If CPDC becomes an
investor in PTA, its voting power shall be in direct
proportion to its equity investment and CPDC shall have
veto power_on all decisions requiring the unanimous con-
sent of the venturers.
2. PTA will work toward and assist in producing a satisfac-
tory agreement between Harry ATeese and Associates and
HLM with the understanding that the actual negotiations
will have to be' carried on directly by the two architec-
tural farms.

3. PTA will provide the contractor members of CPDC with the
opportunity to participate in the design process and an
opportunity to bid on both the hotel and department
store work. The contractors will have preferred bidder
status, if their prices are competitive, with a "last
look" before bid letting, subject to t}Ie approval of
Armstrongs on the department store part of the project.

( for the past several years. I believe this program needs the support of
I' the community and the active participation of the members of that advisory
board. In serving on that board, it has been my pleasure to work with
it's current director, Mr. Jack Robinson.
It is with regret that I tender my resignation at this point after serving
' this length of time. However, I believe for any board to function it should
have active participation and because of my other commitments, it is not
possible for me to continue to actively participate on this board. I
I would like you to know that the work being done by the Mayor's Youth
Employment Program is a very necessary and useful tool to combat the
j. number of problems that are apparent in the youth of Iowa,City. It is

As directed by Section 23-16 of the Municipal Code of Iowa City this is to
advise you of the following action:
ACTION:
Pursuant to Section 23-274 of the Municipal Code of Iowa City the City
Traffic Engineer has directed that the two remaining parking meters,
identified as L67 and L69 on the west side of the 200 block of South Linn
Street be removed and replaced by a No Parking Anytime zone. This action
was taken on January 26, 1981.
COMMENT:
Prior to taking this action there were only two designated parking stalls
on the west side of the 200 block of South Linn Street. These remaining
two parking meter 'stalls have been removed to facilitate entrance to the
eastern access of the Dubuque Street ramp. They were also removed in
anticipation of the construction of the hotel/Armstrong's complex on
block 64. It is assumed 'that once the hotel/Armstrong's complex is
completed and sidewalk/driveway construction in this area has been
completed the parking conditions on the west side of the 200 blcok of
South Linn Street will be reappraised.

To members of the Council:
I am writing on behalf of the Domestic Violence Project (formerly
Aid and Alternatives for Victims of Spouse Abuse), in response to your
recent articles concerning our program. We wish to thank you for alert-
ing our community to the problem of domestic violence, the services avail-
able through our agency and our need for financial support.
We would like to clarify the apparent factual dispute concerning our
requests for funding from the Iowa City City Council and the Johnson
County Board of Supervisors for next year. When the Domestic Violence
/ Project received $80,000 from the City to purchase a shelter and $5,000
from the County for program expenses, we were fully aware that such funds
were intended as start-up monies. Neither the City Council nor the
County Board of Supervisors expressed any on-going financial committment
to our program at that time, nor did we request such committments. Our
intentions at that time were to develop on-going financial support through
the private sector as well as state and federal resources. During our
first year of operation, we have been successful in raising operating funds
through the State, private foundations and private donations. Several
local organizations have also engaged in fundraising activities on our
behalf.

In obtaining funds to meet our 1981-82 budget needs we had planned to
submit grant applications to the federal government through the Domestic
Violence Prevention and Services Act. This legislation was not considered
during the Lame Duck Session, however. It appears that federal funding
for FY 82 will not be available. Previously approved state monies for
domestic violence programs are likely not to be available as well, due
to budget cut-backs.
The Domestic Violence Project has assumed primary responsibility
for meeting the needs of victims of domestic violence in our community.
We will continue to do so as long as our community provides the necessary
financial support. We are asking Iowa City for approximately 10% and the
County 11% of our anticipated 1981-82 budget. Obviously, we intend to
pursue other sources of funding and will not rely on the City Council or
Board of Supervisors to assume total financial responsibility for the pro-
gram.
In the past, our local government has demonstrated sensitivity to
emerging social problems by supporting programs which have been developed
to address those problems. We believe the problem of domestic violence
in our community is a serious one with long term social implications.
We hope our local government will recognize the significance of our
program and continue its efforts to be effective in dealing with serious
social issues.

Dear Mayor Balmer:
As the guidance counselor at Central Junior High the past four
years I have seen many students benefit from the Mayor's Youth Employment
Program. Locating jobs for disadvantaged young people is no small task
in a university community like Iowa City. I would hope that the program
is allowed to continue as it provides a vital.service to many of our
students.
A number of Central Junior High students have gained self-confidence
and increased self-esteem as a direct result of their work experiences.
Our students have worked at Mercy Hospital, Horace Mann School, Longfellow
School, Central Junior High School, The National Guard Armory, etc., and
have gained experience -and maturity they simply cannot receive from
school.
Jack Robinson, has been very ambitious and aggressive in making the
program work. He has established good rapport with both the kids and with
school officials. I sinderely hope that the Mayor Youth Employment
Program receives sufficient funding to continue serving the community.

Program.
I work for the Department of Social Services as a Youth Service worker.
My clientele consists of young people who are placed in Iowa's State in-
stitutions (Eldora, Toledo, Mitchellville), from the Iowa City area.
These are young people who have generally very long histories of family
and personal difficulties and UAY has been extremely helpful in working
with them.
United Action for Youth provides an alternative that is invaluable in
keeping kids out of trouble and out of institutions. The staff has con-
sulted with me on several cases and I have found their insights useful
and have observed their hard work, expertise, and dedication. It is
vital that we have such community-based programs available.
Thank you for supporting UAY and I hope they will continue to have Iowa
City's backing.

To Whom It May Concern:
I want to say a few words about the Mayor's Youth Employment Program.
First of all, I believe it has a director (Jack Robinson) who is totally
dedicated and committed to working with young people with problems. His
approach is positive and warm, yet he appears to have just the right
amount of interceding to allow the students to accept and solve their
own personal problems.
I have personally worked with Jack recently in referring two students,
both of whom have made significant steps forward.
One young lady from a foster home who appeared at the beginning to be
full of anger and belligerence has especially made positive changes. She
has been placed in a work situation which has brought her feelings of self-
worth and importance, and as a result, we find her a more motivated and
concerned student. A year ago she was bordering on the possibility of
being a school drop-out. Today she is only weeks away from graduation.
Another young lady was literally held together as a result of being
supported and provided a work experience by the Mayor's Youth Employment
Program.
Last summer work was provided for several students - some coming from
Southeast Asian backgrounds and others from "difficult to place" backgrounds.
I would encourage support of this program in Iowa City for the work it
is doing for the disadvantaged youth, who might otherwise cost many tax
dollars in negative behavior or encounter a demeaning rather than productive
experience.
